Given my limited travel time, there was a compelling reason to justify my return summer visit to Edinburgh, beautiful capital of Scotland. Two years ago, I was massively impressed by the magical sight and sound of the Royal Edinburgh Military Tattoo, prompting me to once again see the show

held each August as part of the Edinburgh Festival. The word “Tattoo” may bring to mind artistic designs on bodies. However, Edinburgh’s event originates from the Flemish word, “doe den tap toe” (turn off the taps), the innkeepers’ closing call when, in the olden days, SCOTTISH TATTOO

Mattis, Dunford Brief President on Military Options to Deal With North Korea By Cheryl Pellerin DoD News

Defense Secretary Jim Mattis, standing in front of the White House on September 3 after the latest and largest nuclear test carried out by North Korea, said the United States has many military options for dealing with Kim Jong Un’s provocations and that President Donald J. Trump wanted to be briefed on each one. Marine Corps Gen. Joe Dunford, the chairman of the Joint Chiefs of Staff, joined Mattis for his announcement. At about 11:30 p.m. EDT Saturday night, the U.S. Geological Survey‘s Earthquake Hazards Program detected a magnitude 6.3 explosion, about 13 miles east-northeast of Sungjibaegam, North Korea, located near the site where North Korea has detonated nuclear explosions in the past, according to a USGS statement. I hope everyone had a fantastic Labor Day weekend, it was much deserved! Last week’s Command Assessment for Readiness Training (CART) inspection went great and I’m very proud of all involved. NSA Naples scored eight points higher than the fleet-wide average overall, and individual watch standers scored in the upper nineties across the board on post checks, level of knowledge exams, and other tests. This is exceptional, especially considering how rigorous and challenging this inspection is. Our security, emergency management, and fire department watch standers deserve a hearty Bravo Zulu! Thanks also to all of our tenant commands for your support and cooperation during the drills. Our community’s ability to prioritize security as an all hands effort is why we are able to uphold such high standards. This week you may have seen a display in the piazza on Capodichino for Suicide Prevention/Awareness month. In addition to displays like this, September includes the “30 Days of Small Acts” campaign. This campaign is focused on encouraging daily healthy habits to fight stress and be there for your shipmates. We’ve shared this on the NSA Naples Facebook page and I encourage everyone to take a look. As always, if you ever need to talk to someone, our chaplains and Fleet and Family Support staff are standing by at DSN 629-4600 and 629-6372 respectively. The suicide hotline can also be reached internationally at +99 001 800 2738255. Coming up next week is our last Town Hall of fiscal year 2017, and my first as CO. My team and I are very excited at this opportunity to address the community about important issues. We will have representatives from several departments present, including Security, Housing, Public Works, the Veterinary Clinic, and the Naval Hospital. Each department will present information on new projects and updates that are important for everyone’s awareness. The event will take place on Tuesday, September 12th, and will begin at 6 p.m. in the movie theater on Support Site. I highly encourage you to stop by, listen to what our team has to put out, and ask questions that are on your minds. We will also be broadcasting live on AFN for those who cannot be present. Record Drought Drying up Italy’s Longest River The recent long drought in Italy has dried up the source of the River Po, which at 652 kilometers is Italy’s longest river. The source is located at the foot of the 2,020 meter Monviso mountain in Northern Italy, close to the French border. This extremely rare event has had an adverse effect on local agriculture, including grains, cereals and wine grapes, which grow along the banks of the Po, and require 17 billion cubic meters of water every year. The drought in the Po basis is threatening more than a third of Italian farm production, according to Coldiretti, the Italian consumer organization. Man Charged for Impersonating Priest to Avoid Paying 3 Euro Entrance Fee at Milan’s Duomo A 19-year-old man was detained by police officers at the Milan’s cathedral. He dressed up as a priest and accessed staff-only areas of the famous Duomo. When police officers asked him to show his ID he tried to run away. Then he explained that he thought up the plan to avoid paying the 3 euro entry ticket. He also stated he bought the priest’s clothes for 70 euros. Police officers escorted him out of the cathedral, accompanied also by soldiers who were on duty at the cathedral as part of Italy’s

anti-terror measures. The man was charged with fraud and wasting police time, nevertheless he was not arrested. Bufala Festival in Naples September 15-19 The third edition of the Bufala Festival in Naples will run September 15 to 19 along the Lungomare Caracciolo, the panoramic three kilometer seafront promenade in downtown Naples. This gastronomic event will feature many chefs who will showcase a variety of dishes featuring Italy’s famous buffalo mozzarella. The 2016 edition had about 150,000 people who participated in the event. This year’s event will include a food contest involving chefs aged up to 35 years old who will challenge each other to produce creations. They will feature a recipe containing one of the buffalo chain products such as mozzarella cheese, ricotta, cheese, cream, yogurt, butter and buffalo meat. Solopaca Wine Festival Through September 14 The world famous annual Solopaca Wine Festival will take place through September 14 in the province of Benevento, which is located about 45 kilometers northeast of Naples. Solopaca is famous for its Doc wines produced from the many vineyards located in the area. Concerts, wine tasting, parades and many more activities will cheer the wine festival. HISTORY: STAR SPANGLED BANNER From the National Park Service

On September 13, 1814, Francis Scott Key, wrote the words of a short poem that eventually become the lyrics to our nation’s national anthem. Key wrote his poem in 1814, in the last year of the War of 1812. The United States had declared war on Great Britain in June 1812. At first, the British were too busy fighting the French to devote much energy to the pesky Americans. Once Napoleon abdicated in April 1814, the British set out to teach their former colonies a lesson. In August 1814, 50 British warships sailed up the Chesapeake Bay. After occupying Washington, D.C., on August 24, the British burned the Capitol, the White House, and other public buildings. Then they turned their attention northward toward Baltimore. Fort McHenry, the starshaped fortress which guards the entrance to Baltimore Harbor, was all that stood between the mighty British navy and the city of Baltimore. Key, a successful lawyer and amateur poet, from Georgetown, in Washington, D.C., was on board the 80-gun British warship HMS Tonnant to help negotiate the release of American prisoners near the end of the War of 1812. Unknown to Key and his comrades, the

British were about to attack Fort McHenry. The Americans were detained onboard the Tonnant, because the British feared if they were released, they would be able to report back to the American forces about their strength, position and intent to attack the fort. Unable to leave the British warship, Key – who had been opposed to the war – stood by helplessly as the British rained shot and shell on the fort. He found he cared very much about the outcome. The bombardment had lasted for more than 24 hours. At dawn, Key strained to see through the morning mist. What he saw was a huge American flag flying over the fort. Joyfully, Key reported to the prisoners below deck that Fort McHenry had survived the attack. Overcome by “joyful triumph” Key began to jot words down on a piece of paper: “O say can you see . . . .” With Fort McHenry standing strong, the British Navy sailed away, to the cheers of the defenders. For many Americans, the War of 1812 had become a “Second War of Independence.” More than a century after its first publication, the song was adopted as the American national anthem, first by an executive order from President Woodrow Wilson in 1916, and then by a Congressional resolution in 1931, signed by President Herbert Hoover.

SPOTLIGHT: LT MICHAEL DEFAZIO Lt. Michael DeFazio reported to U.S. Naval Hospital Naples as a general dentist in September 2016. He grew up in Sacramento, California, and graduated cum laude from University of California, Davis with a bachelor’s degree in biological sciences and a minor in Italian. While studying at UC Davis he completed a semester abroad in Italian language immersion in Siena, Tuscany. He received his D.D.S. from University of Pacific Arthur A. Dugoni School of Dentistry on a U.S. Navy Health Professions Scholarship Program (HPSP), graduating magna cum laude and receiving the Dean’s Award for high scholarship. After dental school, he spent one year at Federal Healthcare Center Great Lakes and completed an Advanced Education in General Dentistry residency program. DeFazio was then stationed onboard the USS Carl Vinson (CVN 70) where he completed a nineand-a-half month Western Pacific (WESTPAC) deployment. DeFazio lives in Vomero with his wife, Jessie, a Red Cross Volunteer Pediatric Dentist. Both avid runners, DeFazio and Jessie are training for the Rome Marathon, and hope to eventually compete in the original Athens Marathon.

Except for those living at the Support Site and Capodichino, bottled water is recommended. Treated water is provided free of charge at a dispenser located outside the Capodichino east parking garage. All economy leases negotiated through the Housing office have a bottle water clause, which requires the landlord to provide bottled water. Work with landlords to have any water holding tanks disinfected twice a year, and ensure your tap water is disconnected from non-permitted wells and connected only to the city water system.

The NSD-S Hub, under the roof and lead of JFC Naples, is designed to focus on a variety of current and potential issues to include destabilization, potential terrorism, radicalization, migration and environmental concerns. A role of the new center is also to coordinate and work alongside agencies outside of the NATO and national military structures as they concentrate on southern regions to include the Middle East, North Africa and Sahel, sub-Saharan Africa and adjacent areas, waters and airspace. NATO Secretary General Jens Stoltenberg announced the decision to create the Hub in mid-February of this year. Hub officials say the center’s opening provides the crucial beginning step for its staff, which is developing relationships with potential partners to ensure the eventual production of useful product and analysis. Howard echoed the importance of starting off with interested and invested stakeholders. “The first order of business is seeking out people and organizations that live or operate in the south,” Howard said. Some of the partners the NSD-S Hub hopes to connect with include actors such as regional development and crisis handling experts, academics and non-governmental organizations. Alejandro Alvargonzalez, NATO Assistant Secretary General for Political Affairs and Security Policy, highlighted the regular political dialogue and practical cooperation over the past years NATO has held with Mediterranean Dialogue countries and Arab Gulf states in the Istanbul Cooperation Initiative. At the ceremony, Alvargonzalez also highlighted NATO’s ability to successfully build a new culture of cooperation in the security field with 12 regional partner countries. “These partners are adopting NATO standards and promoting interoperability with the Alliance, while modernizing their defense and security sectors,” Alvargonzalez said. “They all

are asking NATO for more cooperation and more assistance in the defence and security fields.” It’s the strengthened cooperation and twoway dialogue that Alvargonzalez said will benefit the Hub’s experts and stakeholders from NATO and non-NATO partners. He said these groups will include international organizations that NATO is already working together with, such as the United Nations, European Union, the Arab League and the Gulf Cooperation Council. Howard pointed out that although the more recognized articles of the 1949 Washington Treaty speak to the idea of collective self-defense in NATO, it’s Article 2 that sets the existence for a Hub. “The parties will contribute toward the further development of peaceful and friendly international relations by strengthening their free institutions, by bringing about a better understanding of the principles upon which these institutions are founded, and by promoting conditions of stability and wellbeing,” states the first sentence of the treaty’s Article 2. NATO’s experience with partnering is something Howard thinks will assist the Hub with its efforts. ”As we are an alliance, it is abundantly clear that we know the value of teaming, and the Hub must work in concert with friends and partners,” Howard said. “We have the chance to form a community to share expertise and experience, exchange information and take the path to a better future.” The NSD-S Hub is slated to reach full capability by the end of this year, and French Air Force Colonel Eric Asselin, deputy director and acting director of the Hub, said the ribbon cutting was the first step following months of preparation to establish the center. “Now we have to get to work,” Asselin said. As the fall and winter seasons approach the temperature outside will begin to drop and we can use this to our advantage and use our AC less by opening the windows at night and letting the cool air cool our homes for us. Heating and cooling systems make up approximately 48 percent of the average household’s utility bill. Here are some easy tips to consider when striving to save energy and lower your utility bills: ● Set your programmable thermostat as low as is comfortable in the winter and lower the set point when you’re sleeping or away from home. ● Clean or replace filters on furnaces once a month or as recommended. ● Clean warm-air registers, baseboard heaters, and radiators as needed; make sure they’re not blocked by furniture, carpeting, or drapes. ● Place heat-resistant radiator reflectors between exterior walls and the radiators. ● Turn off kitchen, bath, and other exhaust fans within 20 minutes after you are done cooking or bathing; when replacing exhaust fans, consider installing highefficiency, low-noise models. ● During winter, keep the draperies and shades on your south-facing windows open during the day to allow the sunlight to enter your home and closed at night to reduce the chill you may feel from cold windows. The Korean Central News Agency announced that North Korean scientists had carried out a test in the country’s northern nuclear test ground of a hydrogen bomb built to sit on top of an intercontinental ballistic missile, describing the device as a two-stage thermonuclear weapon. Media reports say that the test was the most powerful of the six, but there is no official measurement yet of the force of the hydrogen weapon. Ironclad Commitment In his remarks, Mattis said they had made clear to the president that the United States has the ability to defend itself and its allies – South Korea and Japan – from any attack. “Our commitments among the allies are ironclad,” the secretary added. “Any threat to the United States or its territories, including [the U.S. territory of] Guam or our allies, will be met with a massive military response, a response both effective and overwhelming.” This nuclear test was North Korea’s sixth since 2006. The weapon tested last night was a fusion bomb, also called a hydrogen bomb or thermonuclear weapon. the local regiment’s fifes and drums marched through the streets signaling the soldiers to return to barracks. Since its inception in1950, the Royal Edinburgh Military Tattoo has annually brought thousands of spectators to experience thunderous marching band music, colorful military regalia, seamless teamwork, precision display, delightful dancers, spectacular pomp and ceremony on the esplanade of the imposing 12th century Edinburgh Castle, which is perched on an extinct volcano. Organizers describe the event as the “best show on earth” or close to it. “A Splash of Tartan” was the 2017 theme featuring the world renowned Massed Bands of Her Majesty’s Royal Marines, the Queen’s Color Squadron and the Band of the Royal Air Force Regiment. And, in keeping with the show’s international gusto, there were foreign military musical groups such as the U.S. Naval Forces Europe Band; the Indian Naval Band celebrating India’s 70th year of independence; the Japan Ground Self-Defense Force Band; the Fanfare Band of the 9th French Marine Infantry Brigade as well as the Shetland Fiddlers. The Tattoo Highland Dancers provided grace and rhythm in their massed dancing, displaying versatility as they supported the international groups. Flawlessly, the dancers switched from Traditional High-

land to Sailor’s Hornpipe then from Ballet to Bollywood routines. As tradition goes, capping off the event were the Massed Pipers and Drummers, the audience singing “Auld Lang Syne,” booming fireworks, and the Lone Piper on the Edinburgh Castle battlements. This event should definitely be in anyone’s “bucket list.” Should you plan you to experience this sell-out event, see details at https://www.edintattoo.co.uk/ As a European destination, Edinburgh is worth exploring. It is known for William Wallace (“Brave Heart” hero), Robert Burns, the Palace of the Holyroodhouse and the Queen’s official residence in Scotland, among others. Savoring haggis, the national dish made with lamb meat and entrails, is a treat along with the whisky distillery tours. Expect rain anytime in Scotland even in the middle of summer, so pack a raincoat. I chose a day trip to the Scottish Highlands (which I missed last time) to wrap up my second visit to the country. Beloved by hikers, cyclists and nature lovers, the region sports verdant glens or valleys, breathtaking lochs and majestic mountains. Irresistible was the one-hour boat ride on the expansive Loch Ness, where tourists hope to glimpse the legendary monster on site. There was no trace of it this time round, but then again, this could be my next reason for another return visit to Scotland.

Dunford Attends Scottish Tattoo, Discusses Defense Topics With U.K. Leaders By Jim Garamone DoD News

Marine Corps Gen. Joe Dunford used his invite to the Royal Edinburgh Military Tattoo in Scotland to visit British bases in the area and speak with senior United Kingdom defense leaders on a wide range of defense topics last week. The chairman of the Joint Chiefs of Staff was invited months ago by his U.K. counterpart, British Chief of Defense Staff Air Chief Marshal Stuart Peach, to visit the tattoo and take the salute from the British units participating in the event. “I didn’t realize how big the tattoo was when I accepted,” Dunford said during an interview on a flight back to Washington. “I learned.” The tattoo ceremony is held at the esplanade of Edinburgh Castle the month of August, and more than 210,000 attend the event with about 100 million viewing the event on TV,

according to news reports. Earlier in the day, Dunford met with British Defense Secretary Michael Fallon and Peach to discuss a full range of issues from the South Asia strategy to the situation in East Asia – specifically North Korea's nuclear and missile programs. “Both from my trip and the [positive] rhetoric that is coming out of Beijing is that the economic and political pressure is having an effect,” Dunford said. “It remains to be seen if the campaign will be successful, but there are indications that things are heading in the right direction.” Chinese officials told North Korean leader Kim Jong Un that if he launched a missile toward Guam, he was on his own. China surprised the world by voting for sanctions against North Korea in the U.N. Security Council and now appears to be enforcing those sanctions, Dunford said. September is National Emergency Preparedness Month. Commander, Navy Installations Command’s (CNIC) Ready Navy Program educates Sailors and their families on how to be prepared when an emergency occurs. Where Do Fall Leaf Colors Come From? From the Wisconsin Department of Natural Resources

Leaf color comes from pigments. Pigments are natural substances produced by leaf cells. The three pigments that color leaves are: ● Chlorophyll (green) ● Carotenoid (yellow, orange and brown) ● Anthocyanin (red) Chlorophyll is the most important of the three. Without the chlorophyll in leaves, trees wouldn’t be able to use sunlight to produce food. Carotenoids create bright yellows and oranges in familiar fruits and vegetables. Corn, carrots, and bananas are just a few of the many plants colored by carotenoid. Anthocyanins add the color red to plants, including cranberries, red apples, cherries, strawberries and others. Chlorophyll and carotenoid are in leaf cells all the time during the growing season. But the chlorophyll covers the carotenoid – that’s why summer leaves are green, not yellow or orange. Most anthocyanins are produced only in autumn, and only under certain conditions. Not all trees can make anthocyanin. How do leaves change color? As the Earth makes its 365-day journey around the sun, some parts of the planet will get fewer hours of sunlight at certain times of the year. In those regions, the days become shorter and the nights get longer. The temperature slowly drops. Autumn comes, and then winter.

Trees respond to the decreasing amount of sunlight by producing less and less chlorophyll. Eventually, a tree stops producing chlorophyll. When that happens, the carotenoid already in the leaves can finally show through. The leaves become a bright rainbow of glowing yellows, sparkling oranges, warm browns and, in some trees, brilliant reds. Why do leaves fall? A tree’s roots, branches and twigs can endure freezing temperatures, but most leaves are not so tough. On a broadleaf tree – say a maple or a birch – the tender thin leaves, made up of cells filled with water sap, will freeze in winter. Any plant tissue unable to live through the winter must be sealed off and shed to ensure the tree’s survival. As sunlight decreases in autumn, the veins that carry sap into and out of a leaf gradually close. A layer of cells, called the separation layer, forms at the base of the leaf stem. When this layer is complete, the leaf is separated from the tissue that connected it to the branch, and it falls. Oak leaves are the exception. The separation layer never fully detaches the dead oak leaves, and they remain on the tree through winter. On the ground, fallen leaves are broken down by bacteria, fungi, earthworms and other organisms. The decomposed leaves restock the soil with nutrients, and become part of the spongy humus layer on the forest floor that absorbs and holds rainfall. In nature, nothing goes to waste.
