After a great Lebanese dinner in the outskirts of Berlin, I went to pay my bill and discovered that my wallet had been stolen. I immediately retraced my steps, remembering the last time I had used my wallet. It turned out to be five hours earlier when I paid for what turned out to be a very expensive pretzel, followed by a crowded bus ride. I hope that you will never need to know the following information, but in case you find yourself in a similar situation – don’t panic – here are some steps to replace your valuable documents.
Returning Home: Making the return flight within 12 hours, no time to panic 1. In order to get a new passport, CAC, driver’s license, and clear your credit card from fraudulent charges, you need to file a police report. You will need a photocopy of your passport (or a PDF in an email) as proof of identity and to record the number of your passport. 2. While waiting for the police report, use their safe space to call and cancel credit cards and contact the consulate. 3. You may need to cancel your flight and visit the consulate during business hours for a temporary passport. In my case, I was able to
use my red passport to return to Naples, as it was stored in a separate location. Base Access: Returning to work 1. At the gate show your ID and your police report to the guard. 2. Take that police report to Base police and fill out a voluntary statement of loss. 3. With both police reports, visit your HRO for a copy of your CAC entitlements, Form 1172. 4. Go to PSD with your police reports, Form 1172, and ID. Traveling Again: Replacing your passport ● Get passport photos. Cost $12.99 (four photos), $7.99 (two photos) at Naples NEX at Support Site. It is peaceful at Arlington National Cemetery with impeccably cared-for grounds and row after row of headstones seeming to march down to the Potomac. It is a shrine that Americans visit each day to see and touch and be moved – by the precise steps of the sentry at the Tomb of the Unknowns or the sight of a horse-drawn caisson taking another fallen service member to rest. For many, the area known as Section 60 is the most poignant, if only because it is the most recent. Many killed in Iraq and Afghanistan have their final resting place there. On Memorial Day, many of those graves have flowers or drawings or stones placed atop them. Section 60 is where President Barack Obama came to mark his final Memorial Day as commander in chief. He placed a wreath at the Tomb of the Unknowns and addressed several thousand people in the Memorial Amphitheater. Most Solemn Obligation Obama said that he has no more solemn obligation than the decision to send service members into harm’s way. “I think about this every time I approve an operation as president – every time, as a husband and father, that I sign a condolence letter, every time Michelle and I sit at the bedside of a wounded warrior or grieve and hug members of a Gold Star family,” he said.

I hope everyone took advantage of the long Memorial Day weekend to explore one of the many European destinations only a short flight or car trip away. Due to recent events in Paris, Brussels, and London I remind all our shipmates and community members to maintain personnel accountability at all times. Specifically, for military personnel, please review our command Leave and Liberty Policy and ensure that you are in receipt of a special request chit for out-ofarea travel. The idea is that even if you already have those days off, you are still required to inform your chain of command where you will be traveling so as to maintain accountability and provide assistance should something go awry. If you chose to stay in the local area spending the long weekend with family and friends, I hope you were able to enjoy a few of Naples many offerings. This week marks the beginning of June and with that the coming of our quarterly town hall. On June 13 at 6 p.m. NSA Naples will be hosting a community informational meeting with a question and answer session for those in attendance. This is a great opportunity to ask the triad and department heads responsible for your community the questions you want answered. In the past we have been able to work through a number of issues facing the community, and put people on the right path for solutions. Town halls are one of the many ways to stay informed and involved with events in the community. If you are looking for things to do or are interested in joining a community group, take a look at our Public Affairs Notes (published every Tuesday and Thursday) and in the Panorama (published every Friday) for upcoming events. You can find everything from tours, and community events, to public notifications, and volunteer opportunities. Job postings are also available in the Panorama for those who may be looking for a job on the installation or with one of the U.S. associated departments in Naples. For those of you who prefer to receive information in audio form, I also host a radio show every Friday where we discuss upcoming events, community issues, and give away two free movie tickets weekly to callers who can answer a little trivia. Bufala Festivals Return to Naples this Weekend A four-day gastronomic event dedicated to the Italy’s famous mozzarella di bufala, which started this week, will run through Sunday along the waterfront in downtown Naples. Last year’s “Bufala Festival” was a great success. This year hungry spectators can enjoy visiting 55 stands dedicated to the many delicious products made from the renowned buffalo milk. Another mozzarella event will be held June 9 to 12 near Caserta, at the Vaccheria village with the third edition of MozzarelliAmo. Visitors can watch the various processing stages of this special cheese, and many Neapolitan pizzas will be prepared during this event. MozzarelliAmo starts at 7 p.m. each day, and on Sunday hours are expanded to include 10 a.m. to 2 p.m., with free admission. Piazza del Nilo Hosting ‘Silent Disco Party’ Each Friday in June In the historic center in Naples, in Piazza del Nilo there is a free Silent Disco party every Friday night in June at 10 p.m. During the party, all attendees will receive wireless headphones for the late-night silent disco. The party lasts into the early hours and it will not disturb the neighborhood with loud music. Italy Seeking Managers for Cultural Sites The ministry for cultural heritage and tourism announced an international bid for new managers of nine cultural sites including the Emperor Hadrian’s Villa in Tivoli, Herculaneum, the Phle-
graean Fields Park near Naples and the Appian Way, a well-preserved ancient road leading out of Rome. The appointment is for four years with a basic salary of 78,000 euros. Applications must be submitted by July and a final selection is expected in December. Selection procedures will be very rigorous. Last year’s appointments included foreigners’ directors who were chosen for these prestigious positions, including the Uffizi manager in Florence. Rome to Host Work of Legendary Japanese Photographer Ken Domon Rome is the first city outside of Japan to host an exhibition of works by legendary Japanese photographer Ken Domon. He is famous for his series of photographs taken of the aftermath of Hiroshima and for capturing day-today life with great realism. The exhibition displays some 150 works dating from 1920s to the 1970s. The exhibition will be held at the Ara Pacis museum until September 18. Italian Doctors Make Breakthrough Eye Surgery in Pisa Doctors at the San Rossore Clinic in Pisa implanted for the first time, a micro-lens in a patient who suffered from presbyopia, a condition which causes reduced ability to focus on nearby objects, and it can also lead to headaches and visual fatigue. The procedure of using a laser to implant the lens was the first of its kind in the world. The patient was able to see even small letters up close only 24 hours after the operation. “The intervention was reversible and caused no damage to the surrounding tissue,” Marco Fantozzi, the eye doctor who carried out the pioneering procedure, said.

NAVY HISTORY: Battle of Midway June 4-7, 1942

On June 7, 1942, the Battle of Midway – one of the most decisive U.S. victories of World War II – came to an end. In the four-day sea and air battle, the outnumbered U.S. Pacific Fleet succeeded in destroying four Japanese aircraft carriers with the loss of only one of its own, the Yorktown, thus reversing the tide against the previously invincible Japanese navy In six months of offensives leading up to the Battle of Midway, the Japanese had triumphed in lands throughout the Pacific, including Malaysia, Singapore, the Dutch East Indies, the Philippines, and numerous island groups, including a successful surprise attack at Pearl Harbor, just six months earlier. One of Japan’s main goals during World War II was to remove the United States, which they perceived as a growing threat in the Pacific theater, before it was large enough to outmatch the power of the Japanese fleet. With the fall of Wake Island to the Japanese in late December 1941, Midway, a little-known, but strategically important atoll about 1,300 miles northwest of Oahu, became the westernmost U.S. outpost in the central Pacific. And, ultimately, a prime target for Japan.
Japan hoped to defeat the U.S. Pacific Fleet and use Midway as a base to secure dominance in the region. The United States was aware that the Japanese were planning an attack in the Pacific at a target they had code-named “AF.” Navy cryptanalysts had begun breaking Japanese communication codes in early 1942. The attack location and time were confirmed when the base at Midway sent out a false message that they were short of fresh water. Japan then sent a message that “AF” was short of fresh water, confirming that the location for the attack was the base at Midway. Station Hypo (where the cryptanalysts were based in Hawaii) was able to also give the date (June 4th or 5th) and the order of battle of the Imperial Japanese Navy. Early morning on June 4th, aircraft from four Japanese aircraft carriers attacked and severely damaged the U.S. base at Midway. Unbeknownst to the Japanese, the U.S. carrier forces were just to the east of the island and ready for battle. After their initial attacks, the Japanese aircraft headed back to their carriers to rearm and refuel. While the aircraft were returning, the Japanese navy became aware of the presence of U.S. naval forces in the area.
TBD Devastator torpedo bombers and SBD Dauntless dive bombers from USS Enterprise, USS Hornet and USS Yorktown were sent to attack the Japanese fleet. The Japanese carriers Akagi, Kaga, and Soryu, were hit, set ablaze, and abandoned. Hiryu (the only surviving carrier) responded with two waves of attacks—both times bombing the USS Yorktown, leaving her severely damaged, but still afloat (she would later be sunk on June 7th by a Japanese submarine). That afternoon, a USS Yorktown scout plane located the Hiryu and the USS Enterprise sent dive bombers to attack. The attack left the Hiryu burning and without the ability to launch aircraft. Over the next two days, the U.S. Navy and U.S. forces on Midway continued their attacks, forcing the Japanese to abandon the battle and retreat to Japan. The losses suffered by the United States were not cheap: Approximately 307 men, one carrier, one destroyer, and more than 100 aircraft. By comparison, the Japanese losses were staggering: Approximately 4,800 men, four carriers, one cruiser, and hundreds of aircraft. “Pearl Harbor has now been partially avenged,” Nimitz wrote in his now-famous June 6 communiqué to Washington. “Vengeance will not be complete until Japanese sea power is reduced to impotence. We have made substantial progress in that direction. Perhaps we will be forgiven if we claim that we are about midway to that objective.” Nimitz’s words were to prove prophetic. The Battle of Midway inflicted irreparable damage on the Japanese carrier force, such that they could no longer put together a large number of fleet carriers with well-trained aircrews, bringing Japanese and American sea power to approximate parity – and marked the turning point in the Pacific theater of World War II. In August 1942, the great U.S. island-hopping counteroffensive began at Guadalcanal and did not cease until Japan’s surrender three years later.

Esposito is a vital asset to the command particularly for his expert translation services during high-risk patient movement emergencies to the network. As a Health Benefits Advisor and Translator, he takes pride in the support of the command and all beneficiaries who require health benefits advisement or translation services. He expertly process more than 1,200 referrals yearly, ensuring that 8,000 active duty personnel, dependents, DOD civilians and NATO personnel are provided the highest level of customer service. Esposito’s dedication to command and community have set an example for his peers. He is actively involved in ensuring the training of all new civilian and active-duty personnel within the department on patient movement and network referrals. His mentorship and guidance of his peers is nurturing and encouraging. He always has time to provide coverage for his peers and is the go-to person for all network referrals. Esposito has many hobbies include Soccer, Latin dancing, motorcycles and collecting Mini Champs F1 Cars. ENERGY CONSERVATION Energy ‘Biggest Loser’ Competition From NSA Naples Energy Management Team
The Navy Region Europe, Africa, Southwest Asia (EURAFSWA) Region is sponsoring a competition called Energy Biggest Loser. Installations, region wide, will compete for the grand prize of $70,000 to be awarded in support base projects. The second and third place winners will be awarded $50,000 and $30,000 respectively. The grand prize winner will be the installation with the greatest decrease in energy consumption for the month of July. The competition will run from July 1 to 31. Electrical readings will be taken weekly using the electric metering systems, and the readings will be made available to the public via articles in the energy corner of Panorama, NSA PAO notes and on the NSA Naples Energy Savings Facebook page. At the end of the competition period, the winning installations will be chosen based on the greatest percent reduction in electrical consumption. The winning installation will be announced in August. This year, installation occupants are offered an opportunity to support energy conservation awareness efforts. In addition to the reduction competition, there is also a poster and video competition. The winning video and poster for the installation will compete with the products created region wide for the best design. The winning poster and video will be announced in July. The Physician Assistant Has Evolved to Become a Valuable Asset to Medical Team By Lt. Cmdr. Dominic J. Romanowski Physician Assistant, U.S. Naval Hospital Naples
The delivery of health care in the United States is a collaborative effort comprised of a multidisciplinary team of health care professionals. One of those professionals is the physician assistant, or as commonly referred to as the PA. The PA is a provider trained to obtain medical histories, perform physical exams, order and interpret tests, diagnose injuries and illnesses, advise on preventative care, and provide treatment under a doctor’s supervision. Committed to patient care, the PA is a critical member of the healthcare delivery team. The PA model was born after a series of studies in the 1960s that indicated a physician shortage was going to affect Americans’ ability to gain access to medical care. Dr. Eugene A. Stead Jr. created the first PA training program at Duke University with a goal of creating a med-
ical clinician that could be efficiently educated and assist physician’s in common medical settings. Four of the initial students were former Navy Hospital Corpsmen returning from the Vietnam War who had extensive battle-tested, field medical skills and experience in treating patients independently. These initial four students, plus additional former hospital corpsmen and army medics became a common component in the initial PA training programs and contributed to the success and acceptance of the profession by the American public. Currently most training programs require an aspiring PA to obtain a bachelor’s degree with a focus in course work commonly found in premedical studies. PA programs are highly competitive and average 26 months in length with extensive graduate level preclinical training during the first year. During the second year, clinical phase training will consist of more than
2,000 hours of clinical rotations typically in family medicine, internal medicine, obstetrics and gynecology, pediatrics, general surgery, emergency medicine, and psychiatry. This educational model follows a broad health care curriculum similar to physician education, setting a foundation that helps PAs treat the whole patient regardless of the practice setting. After training, a national certification examination must be passed ensuring competency, with periodic re-examinations and required completion of continuing medical education courses, enabling the clinician to maintain the title PA-C indicating their certified status. PAs are integrated into a variety of settings and specialties within the health care delivery system. They perform a wide range of duties including routine care, treating acute and chronic illnesses, managing hospitalized inpatients, performing

minor surgeries, and assisting during major surgeries. The physician assistant profession originating from a proud history of military corpsmen has become relevant in meeting the medical demands of society. The PA’s ability to maintain a collaborative relationship with the supervising physician has enabled the profession to

Budget uncertainty threatens readiness and training, underscoring the need for reliable funding for defense operations, the Pentagon’s press secretary told reporters in Washington, D.C., on May 26, 2016. There have been warnings for some time indicating that readiness and training would suffer amid sequestration spending cuts and in the budget uncertainty of the last few years, Peter Cook said. “Ultimately, there’s a price to be paid for budget gridlock, particularly with the Department of Defense,” he added. The Defense Department’s $582.7 billion budget request for fiscal year 2017 takes the needs of the services into account, Cook said, and it includes significant and aggressive investment in

And instead, a car pulled up to the house, and there was a knock on the front door, and the sound of ‘Taps’ floated through a cemetery’s trees.” It is every American’s responsibility to not forget these heroes, Obama said, and it must be done by actions, not just by words. He mentioned the presence of more than 350 participants in the Tragedy Assistance Program for Survivors in the audience. “For truly remembering and truly honoring these fallen Americans means being there for their parents and their spouses and their children,” he said.
