Kaipara Mayor, Neil Tiller, says the Kaipara District Council will not financially default His comments follow concerns raised in an open letter to the council, ratepayers, the Attorney General and the Minister of Local Government by Councillor, Jonathan Larsen, in which he said he feared a financial default because of burgoening council debt, and that financil details were being kept secret from councillors and ratepayers. “The council elected in October is strongly managing the financial position,� says Mr Tiller, adding that, “an independent financial consultant found no concerns apart from the debt on the Mangawhai Community Wastewater Scheme which will require management.� He added that council has yet to formally receive the final report but said it found finances are in a very manageable position. A slowdown of growth at Mangawhai meant it needed to carefully review its financial model for the community wastewater scheme. Mr Tiller quoted the review as saying: ‘If it wasn’t for EcoCare there would be no issues for council’. Mr Larsen had said: “The Mangawhai wastewater project was originally budgeted at $30 million based on a whole lot of assumptions about growth which clearly aren’t happening. The debt is now up to $53 million and rising.� Mr Tiller considered Mr Larsen’s open letter as ‘most unusual. It indicates to me a lack of engagement within the council’s processes. He has been given every opportunity to raise his concerns at council, either directly with me or in the council’s workshop or portfolio holder meetings’. Mr Larsen said he had tried to address his concerns but ‘almost without exception, my efforts have been either ignored or at best treated as an imposition. Frustrated, I have tried to get some of the issues addressed — by notice of motion’. Mr Larsen said 11 of these notices were then excluded from the council’s meeting agenda.� Mr Tiller responded: “The council’s standing orders give strict criteria for the acceptance of notices of motion and these criteria can be exercised only by the chair. This is generally the mayor.� Commenting on Mr Tiller’s statements, Mr Larsen said “the mayor and deputy mayor are committed to their vision of autocracy.� He said the community should be told when the PJ Associates’ report (on the Mangawhai wastewater scheme financial situation) is to be debated. “If councillors move to debate in yet another public excluded session you can be sure that my vote will be to debate in public. “The plain fact is that I have only resorted to communicating with the district community directly after many months of trying to engage within the ‘system’. If there is any shame, I feel shame that I did not speak up earlier.’’

North’over the Equator Popular Dargaville restauranteurs, Dave and Kate Northover, have returned to England after 14 years in which, it could fairly be said, they changed the face of local dining. When Dave, a chef by trade, and Kate, an artist, opened Uno’s restaurant in Dargaville in 1997, they gave local residents an alternative to clubbing or pubbing, by bringing in DJs and bands to entertain the weekend crowds. The bright lights were no stranger to Dave as a former tour manager for Led Zeppelin. After a rewarding run with Uno’s, Dave and Kate opened the Baylys Beach restaurant and bar, Funky Fish Cafe, with business partner, Beth Kelleher. Dave was the head chef, Kate ‘coloured it in’ and Beth transformed the grounds into a very beautiful garden. After nearly six years, the couple moved on again to concentrate on catering, golf and, for Kate, freelance graphic design. During their stay in Dargaville, they also managed to fit in a very special occasion, when they were married, with the ceremony being held at one of their favourite places, on Baylys Beach.

Now the naturalised Kiwi couple have returned home to the UK and are looking forward to spending time with their family. A move to the warmer climate of Spain is next on the agenda. “I’ll be continuing with freelance design,” says Kate. “To keep Dave in the manner to which he has become accustomed.” “And I’ll keep cooking for Kate so she doesn’t starve to death,” says Dave. His plans involve golf, cooking for his nearest and dearest, and maybe hospitality, “if the opportunity arises. “We really enjoyed our time in New Zealand, we love the Kaipara and we are really sad to leave,” he added.

Blackie Walters loves rugby but he didn’t buy tickets for the Rugby World Cup. Lucky then, that Blackie’s close-knit family were one step ahead
The Old Boys’ coach was nominated by a cousin, Ron Walters, for TV3’s Unsung Heroes of Rugby competition and he was one of four winners nationwide. Ex-All Black, Josh Kronfeld, and TV personality, Drew Neemia, knocked on Blackie’s door last Monday morning, complete with a camera crew. “He must have been expecting someone else and he called out ‘Come in’,� says Josh. “So I said, ‘Nah, we need you out here’.� Blackie says that the eventful morning was quite freaky. “I said, ‘Josh! What are you doing here, mate? What are you doing at McKay Cresent?’ “It has been incredible — out of this world! Our family is very close — I bend
over backwards for rugby and they bent over backwards for me.� Blackie has won a an enviable cup package, including return flights for two to Auckland, two tickets to the final on October 23, accommodation for two in a luxury Auckland motel, Eden Park transfers and $250 spending money. He will also star in a TV commercial. “It’s cool to have this opportunity,� says Drew. “To celebrate people like Blackie and send him to the world cup final with VIP treatment all the way.� “We’re chuffed to be here and present this prize,� adds Josh. “And he’s so humble.� “He’s an icon,� says cousin Ron. “He’s 65 and still gets out on the field! This was a complete surprise — he didn’t know a thing.�

New head for Dargaville police by Joanne Speechly Dargaville Police Station finally has a new Senior Sergeant with the appointment of Rob Nordstrom earlier this month. The seasoned police officer arrived in Dargaville in 1988 as one of two Ministry of Transport traffic officers and continued in the New Zealand Police after the two departments merged in 1992. Mr Nordstrom left Dargaville in 2000 and joined the Whangarei police but says he is pleased to return to the town where his career began and hopes to initiate some durable changes within the community. He believes that meaningful relationships with the community and iwi are paramount, as is the improved visibility and accessibility of police. “I don’t think Dargaville is any different to other towns but it does have its own set of problems,� says Mr Nordstrom. “Unemployment for example, impacts on everything, and it’s a big social indicator as to the health of an area. “After working with youth in Whangarei, I’ve seen the correlation between youth offending and employment. Often, as soon as they get employment or they get some purpose about where they want to head and how they want to do it, they change. Senior Sergeant Nordstrom admits that the sheer volume of work can sometimes restrict the visibility and accessibility of Dargaville’s police

force but hopes that by fostering community relationships he can begin to tackle some of the community’s problems. He is also undeterred by the fact that sustainable change may take several years. “With some of these measures, it may take five years before we see changes but I think it’s just about being frank and open. “We need to enter into meaningful relations with the community, leaders, offenders — everybody. If you don’t have that discussion then you can’t really get to the root of the problem.�

Beacons were shifted while they were building the Kaipara Lighthouse
The crew had lost all their belongings. First mate Thomas Williams also lost everything including his certificate. Captain McDonald managed to get a chest on deck with certificates, binoculars, clothes and £30, but that too was washed over board. Two days later the remains of Annabel washed up below the lighthouse. All that was left of the seven-year-old ship were her ribs, the remains of the masts and sails torn to ribbons. She had as cargo 100 tons of coal for Mr Joseph Dargaville, and was to load timber at Te Kopuru. As time passed a tale of misfortunes came to light. When the lighthouse keeper had tried for a tug to help out it was discovered that both pilots were at sea. Captain Pearce in his tug Minnie Casey set off to help Annabel, couldn’t find her, was worried about the tide and was low on coal so gave up the search.
by Brian Eastwood It was just about one hour before sundown on the 2nd of January 1885 as the brigantine Annabel carefully approached the Kaipara Heads. After waiting at sea overnight Captain Neil McDonald decided that conditions were good enough to enter harbour. There was a six-knot breeze from the south east, no broken water and a flood tide. A cautious skipper, McDonald had posted the first mate on the port side, a seaman taking soundings while he himself climbed up to the lower yardarm. Suddenly they struck the Tory Shoal doing ten knots with all sails set, passed over the first bank, bumped over a second and then stuck fast. Seas were starting to break over Annabel as things quickly became serious. McDonald ordered ‘abandon ship’, as there was no hope of saving her. The masts fell but the crew did not leave until the water came up to the hatch combings. They had difficulty getting away, the first boat swamped, some had to swim for it and the mate was injured launching the second boat. All were picked up as they bailed with hats and boots before finally landing at the lighthouse at ten o’clock.

But probably the most alarming news for a ship coming into Kaipara was the discovery at the inquiry that beacons at Kaipara Heads had been shifted in order to erect the lighthouse. Captain McDonald had been given an out of date Brett’s South Pacific Pilot, recommended as a safe guide by Customs. It was found that to follow that guide led a ship straight into Tory Shoal. The Marine Department was told that it should make a searching investigation into the beacon changes but it was almost too late for two more ships. Within three weeks the brigantines Wild Wave and Camille went aground on Tory Shoal. Both were damaged and leaking but survived. A daily newspaper commented, ‘At all events, mariners must keep a weather eye out when they come to Kaipara or they will know more about the Tory Shoal than is pleasant for them or profitable to their owners’.

Kids create for Matariki A novel childrens’ competition drew a host of budding artists from among Dargaville area schools as the Dargaville Arts Association, with the assistance of Te Puni Kokiri sought to encourage youngsters into the arts and also to promote recognition of Matariki, the Maori new year, as well. “We had an excellent response from preschool, primary and intermediate pupils with some excellent work produced,” said Rod Sudlow, president of the Dargaville Arts Association. “The object of the contest was to encourage artistic endeavour and the Matariki event provided an excellent theme.” There were three prize divisions, with each grade of school receiving a total of $500 which was spread across the first, second and third place getters chosen by public choice while on display at the Dargaville Town Hall. In the case of Dargaville Intermediate, the

Ruawai students’ hospitality experience Five senior Ruawai College students and teacher, Mrs Charmaine Lulich recently flew to Taranaki to participate in a two-day course at the Pacific International Hotel Management School, designed to provide an insight into the hospitality field. The students, Jessica Polglase, Evajean Paikea, Alex Matich, Chelsea Fitzgerald and Trudi Gibson found a high quality hotel with students as live-in ‘guests’. “Speaking with these students we discovered the hospitality industry is not an easy one, with 13-hour days, six days a week and study to complete as well,” said Jessica. “For our part, we prepared entrees, mains and
desserts for the evening dinner and experienced last minute food preparation and plating up as orders came in. At our dinner we were able to experience the table service we had given earlier in the day. “Day two started with housekeeping — not a very glamorous area of the hospitality industry, but a crucial one. We were given a brief session on barista and ‘mocktail’ making,” said Trudi. “The trip gave us an excellent insight into the many aspects of running a hotel, as the aim of the school is to train potential hotel managers and give students top training in the hospitality industry.”

e much regret to announce the death of Mr. Nicholas Silich who passed away on Sunday 19th at a private hospital in Auckland. This comes as a shock to the district as this gentleman was well liked by those who knew him. He leaves a wife, five sons and two daughters to mourn their loss. Mr Silich was a great believer in wine growing and wine making and up to the time of his death he held a position as one of the best wine experts in the North Island.

Big picture events (Macro) seem to be driving markets at the moment and this offers us some investments that make sense. One such opportunity is Alumina (AWC.ASX) as it looks fundamentally undervalued. I have written about this company previously. The largest shareholder in Alumina (AWC.ASX) is Alcoa and jointly they own Alcoa Worldwide Alumina and Chemicals partnership (AWAC). Which has had encouraging results and is now generating cash surpluses. Alumina has a 40% interest and distributes from AWAC goes straight to their bottom line. The origins of the Alcoa Worldwide Alumina and Chemicals (AWAC) partnership between Alcoa and WMC Limited (now Alumina Limited) began in the early 1960s following the discovery of bauxite deposits and other resources by WMC Limited and two other Australian companies. The Aluminium Company of America (Alcoa) was invited to join the project to provide technology, aluminium expertise and finance. Some research indicates that it makes sense for Alcoa to buy out the rest of AWC. ASX. With record low interest rates and US$ margins of $81 per tonne in their alumina business (highest ever) it could be a good opportunity for them. Take a look up on Harding Park and you will see that the heather is flowering red, marking the approximate half-way point of the winter and always a bright note in our wet season. In the past it was also the signal for locals that the toheroa were coming to their best in the August, September, October months. There has been no open season since 1981. Forty years ago the season lasted from March to October, but in later years for a short time, there was even the pandemonium of two-day seasons. Now days you need a permit to dig toheroa, but you will only get that for a special occasion, such as a family get together or a reunion. Wondering what to do with the kids on the wet days these school holidays? Try a trip up to the Dargaville Museum and have them take part in one of the quizzes based on the heaps of interesting things on display. Kids are free and Mum and Dad get a free cup of coffee with every entry ticket. Come to think of it, it would keep the young ones happily amused even on a dry day. And they’ll be learning stuff as they go around. No need to book, just turn up anytime on the weekdays between 9am and 4pm.

Pub pool proves popular The term ‘cue sports’ might be rarely heard these days but it is alive and well in pubs and taverns throughout the country. Pub pool is becoming more than just a social pastime and competition between various clubs in Kaipara and wider Northland is keen, attracting team players of all ages between 18 and 80. “It’s a great game involving hand-eye co-ordination that just about anyone can get involved in,” says the Paparoa Pub Pool Team ‘s Andrew Kenny. “We have a weekly club tournament which in effect is a practice and training ground and you do not have to be physically fit or highly skilled to be part of the team. Each player can have fun at their own level, and gain game skills in a great environment. The club’s most recent outing took 15 players on a weekend tour, playing the Mangonui Hotel on Saturday, and The Klondike Tavern at Morewa the next day. “We had a loss on the pool tables in Mangonui, but a big win on the hospitality side,” said team captain, Koti Tana. “Then a win at Morewa — but, hey, we also won some great hospitality there too. “It is great to combine competition with meeting people and our club will play host for future visits by these teams to the Kaipara.”
Young women with leadership potential are being offered the chance of a 10-day sea voyage on the Spirit of New Zealand, by the Zonta Club of Mangawhai. Under an Award Opportunity for Young Women, the club is raising funds for a lucky applicant aged 15 to 18 years from the Mangawhai, Tomorata, Wellsford, Kaiwaka, Maungaturoto or Waipu area to take part in a youth development programme aboard ship. The Zonta Club of Mangawhai hosts a number of fundraising events for the award, as well as a variety of other international, national and local initiatives that advance the health, education and safety of women and girls. As part of this, a trivial pursuit evening with a nautical theme will be held at the club in Mangawhai on Thursday, August 11 from 7 to 9pm.

Possum fur shortage The possum fur industry is worth millions and has environmental benefits, but trappers say they are running out of land to work. The New Zealand Fur Council says that possum fur is a $100 million-a-year industry. Currently trappers harvest two million possums each year and the council believes that with support from the Government, export growth could double in five years. Chief executive of Textile NZ, Elizabeth Tennet says the possum industry is packed with potential. She supports the fur council’s call for fur harvesting to be integrated into pest control. New Zealand is the only country in the world producing possum/merino products, but producers can’t get enough possum to meet demand. The New Zealand possum industry is the latest to question the parliamentary report into the widespread use of 1080 poison to control possum numbers. According to the New Zealand Fur Council and Textiles New Zealand, the report from the Parliamentary Commissioner for the Environment, Jan Wright, supporting the use of 1080 poison, failed to recognise commercial possuming was a mechanism for controlling the nation’s pest problem. Trials show fur harvesters can make money for themselves while reducing the cost of possum control to ratepayers and taxpayers. Fur Council chairman, Steve Boot said the council was in talks with Department of Conservation and Animal Health Board, but needed a stronger commitment from them to work with the fur industry. He says there were vast areas of land under DoC management which could be used for harvesting possum fur.

A wet Kaipara welcome Wet and windy weather may have dampened spectators’ spirits but many turned out to see the International rally of Whangarei take its turns through the Kaipara last weekend. Australian Chris Atkinson took out the two-day event, 12.4 seconds ahead of Kiwi star and three-time winner, Hayden Paddon. Masterton’s Richard Mason finished third. Paddon was the odds-on favourite to take another victory on the roads around Kaipara and Whangarei, but after 301.9 muddy kilometres of competition, both outright and Asia Pacific Rally Championship honours went to Atkinson in the distinctive yellow Proton Satria Neo S2000. Sunday’s eight stages were run in finer conditions than Saturday’s, but recent rain meant roads became increasingly muddy. “Obviously to get the overall win as well as the Asia Pacific Rally Championship points is fantastic,� said Chris Atkinson. “It was good fun having a fight with Hayden. Our car was working really well and I didn’t take any massive risks, but I definitely pushed hard. Obviously Hayden is a fast driver and very quick on these roads and we had to do our very best to hold him behind us.�

Paddon also enjoyed the event. “Chris was doing an excellent job and out-drove us, but all-in-all it’s been a great weekend.� Former Rally Whangarei winner, Chris West from Christchurch, finished fourth overall and third in the NZRC standings while fellow NZRC top-runner Emma Gilmour came home fifth overall.
Auckland’s Rob Wylie was the only driver from the NZRC Historic class to finish both days of the event in his Nissan 240RS and moves into the lead in this hotly-contested category. The International Rally of Whangarei counted as the fourth rounds of the FIA Asia Pacific Rally Championship and the Brian Green Property Group New Zealand Rally Championship. The APRC heads to Japan at the end of September and concludes in China in November.
The Lion Foundation is seeking mentors for it’s Young Enterprise Scheme. Dubbed YES, the scheme is aimed at creating tomorrow’s entrepreneurs today. Mentors will work alongside the students, providing guidance and helping them make their own business-based decisions. The scheme is managed in the region by a co-ordinator who is the main contact point for students, schools and mentors and as well as communicating regularly with student companies and co-ordinators, will organise local YES events on behalf of the Young Enterprise Trust. Mentors should have the ability to listen to student directors — engaging and challenging them to make sound decisions, to express business strategies and processes in a manner that the students find easy to understand and apply. They would need to commit time on a regular basis to meet face-to-face with the students when required via phone and email and perhaps be able to refer the students to suppliers of goods and services. Help might include advice on preparing a business plan, marketing, selling, advertising, financial planning and delegating, with the biggest role being motivation. Another role of the mentor is to act as a facilitator helping the YES company directors make decisions, but not making decisions for them. This can be done by questioning their decisions and encouraging them to look at other alternatives. As we all know, the bug that causes the proble em is a foreign protein that has invaded the udder. udde That established, we must then ask, ‘who invited the bug in? And how do we insist that he leave and never return! For any unwanted guest to enter a potentially stable abode, in this case the udder, some one must have opened the door! That door in the udder is normally locked securely by a muscle found in every orifice in the body, that muscle is termed the “SPHINCTER MUSCLE” and is designed to let products out, and stop foreign products entering or invading. It is a one-way door lock, a one-way hinge. We have now established that it is a muscle that normally holds the door closed, now its open, so what compromised this muscle? What caused it to fail? The atom ‘calcium’ controls the contraction phase of each muscle, the relaxation phase being controlled by potassium. Your heart beats the same way. If we were to increase the calcium to excess, the heart would stop in the fully contracted phase, this is termed ‘calcium rigor’; if on the other hand we were to increase large amounts of potassium into the portal blood, the heart will cease to function and stop in the fully relaxed phase, and is termed ‘potassium inhibition’. Therefore, the rate and ratios of these two elements in the diet have a major influence on the contraction and relaxation of all muscles. Now, we are concerned with the sphincter muscle, remember this is the wee muscle that controls the door to each orifice, in this case the udder. If the animal was to receive too much potassium, and she is, the door or sphincter muscle will fail to fully contract and the udder will be open to the invasion of bacteria and hey presto, we have a condition of inflammation of the mammary glands termed mastitis. The animal is subject to infection all because we placed her under stress. Stresses and strains have one thing in common; they all take money out of your pocket and put it in someone else’s, in this case the drug companies.

If the crop is wholesome because of the nutrients it contains, and we have corrected an imbalance we can rest assured the animal who eats the perfect balanced crop will reward us with a healthy and abundant production. If we know what is in your crop and we discover that a simple addition of a special element like calcium of even a trace mineral is required we can advise you how to establish the proper balance.
