Kaipara Mayor, Neil Tiller, says the Kaipara District Council will not financially default His comments follow concerns raised in an open letter to the council, ratepayers, the Attorney General and the Minister of Local Government by Councillor, Jonathan Larsen, in which he said he feared a financial default because of burgoening council debt, and that financil details were being kept secret from councillors and ratepayers. “The council elected in October is strongly managing the financial position,� says Mr Tiller, adding that, “an independent financial consultant found no concerns apart from the debt on the Mangawhai Community Wastewater Scheme which will require management.� He added that council has yet to formally receive the final report but said it found finances are in a very manageable position. A slowdown of growth at Mangawhai meant it needed to carefully review its financial model for the community wastewater scheme. Mr Tiller quoted the review as saying: ‘If it wasn’t for EcoCare there would be no issues for council’. Mr Larsen had said: “The Mangawhai wastewater project was originally budgeted at $30 million based on a whole lot of assumptions about growth which clearly aren’t happening. The debt is now up to $53 million and rising.� Mr Tiller considered Mr Larsen’s open letter as ‘most unusual. It indicates to me a lack of engagement within the council’s processes. He has been given every opportunity to raise his concerns at council, either directly with me or in the council’s workshop or portfolio holder meetings’. Mr Larsen said he had tried to address his concerns but ‘almost without exception, my efforts have been either ignored or at best treated as an imposition. Frustrated, I have tried to get some of the issues addressed — by notice of motion’. Mr Larsen said 11 of these notices were then excluded from the council’s meeting agenda.� Mr Tiller responded: “The council’s standing orders give strict criteria for the acceptance of notices of motion and these criteria can be exercised only by the chair. This is generally the mayor.� Commenting on Mr Tiller’s statements, Mr Larsen said “the mayor and deputy mayor are committed to their vision of autocracy.� He said the community should be told when the PJ Associates’ report (on the Mangawhai wastewater scheme financial situation) is to be debated. “If councillors move to debate in yet another public excluded session you can be sure that my vote will be to debate in public. “The plain fact is that I have only resorted to communicating with the district community directly after many months of trying to engage within the ‘system’. If there is any shame, I feel shame that I did not speak up earlier.’’
