Five Dargaville High School students with a brain for business are on the verge of establishing a unique brand of bottled water in the New Zealand market, after coming in the top six of 37 teams participating in the Lion Foundation’s Young Enterprise Scheme The experimental business programme involves secondary students setting up a company to create real products or services, and make an actual profit or loss. In the case of Dargaville High, the students have liaised with a local marae, to bottle purified water in biodegradable containers, under the brand of Tahi Water, and negotiations are underway with the possibility of it being sold in BP service stations Northland-wide. “It has been a real learning curve, following proper protocols, after we stumbled across the water source in a school conversation,” said the group’s mentoring teacher, Martin Middleton. “The scheme is usually aimed at Year 12 and 13 students throughout the country, making our Year 11 group some of the youngest participants. They have done extremely well and are now in the marketing phase of the project.” Operations manager for the Year 11 entrepreneurs, Mia Adams, together with Freya-Rose, in charge of sales and marketing, as well as Andrew McLaren, Emma Carruthers and Libby Harding, all agree that the idea of making some money was a big motivation. Now, several months down the track, they are launching Tahi Water this month. The team has 1,800 750ml bottles to sell, in the region of $2 to $3, depending on retail commissions. The water is sourced from Oturei Marae and is currently being tested by the Northland District Health Board, while the biodegradable bottles come from a Tauranga manufacturer. “The water comes out of a bore and goes through a neutralisation device, then through a massive filter and into the tanks. When the tap is turned on, it passes through two more filters and an ultra-violet device,” said Andrew. “Hopefully we make a profit and we can pay off our loans. If we are successful, we may continue the business or sell it to the marae and they have expressed a lot of interest.

Extra shows announced for ‘Annie’

‘Annie’ is living up to its reputation as a top smash-hit musical. After an excellent opening weekend, the Otamatea Repertory Theatre in Maungaturoto has decided to hold two extra performances of ‘Annie’. Theatre-goers loved the show on opening night, and were charmed by Annie — the little girl with a big heart and huge smile. The cast and crew received a standing ovation from the full-house audience. Opening night was promoted by the Lions Club who used it as a fund-raising event for Project Promise. Quilters’ showcase Dargaville Quilters have been a busy bunch lately but they are not slowing down yet. Next Tuesday, August 9, is the start of their bi-annual four-day show at Fosters Arcade. The group usually meets monthly at the CMA building on Tirarau Street, but more often recently, to finish off 18 charity quilts bound for Christchurch. “Previously our shows have been at the Town Hall, so Fosters is new for us,” says secretary, Adrianne Wordsworth. “As well as our trading table, we will also have a raffle and it’s a great way for our members to showcase their work.” Another member, Tonia Nyboer, also showcased her creation at a national level in April at the Quilters Symposium in Queenstown. Her creation, ‘Stroll in the Park’ won the Amateur Quilt Excellence award. The Dargaville Quilters’ exhibition is at Fosters Arcade from August 9 to 13.

Mayor confident of Kaipara’s financial future by Paul Campbell

“Council will not be defaulting on any of its loan payments” — Mayor Neil Tiller Debt incurred by the Kaipara District Council “is higher than many would like but finances are still in a very manageable position,” says Mayor Neil Tiller, following the report into fiscal health by consultants. The Financial Sustainability Review was carried out by PJ and Associates, and it raised serious concerns about the council’s public debt which at May 25 this year was approximately $80 million, with few cash reserves. The report attributed the position to the funding of the Mangawhai wastewater scheme and the costs of the district plan review. However, Mr Tiller says the report pointed out council will need to carefully manage debt into the future “but at this time has no significant issues.” “The report is what it is, a warts and all comment on council’s financial health. Debt is higher than many would like but council’s finances are still in a very manageable position.” He added problems could occur if the debt wasn’t properly managed. “Let me be clear — council is actively managing its debt, it has sought expert advice and it will follow that advice.” An independent treasury advisor would be appointed, as recommended in the consultant’s report. “Council will not be defaulting on any of its loan payments. Council has in recent times incurred additional debt due mainly to the Mangawhai Community Wastewater Scheme. The council was left with little choice than to exceed normal debt level criteria when the implementation of the Mangawhai Scheme became urgent following increasing levels of human sewerage finding its way into the harbour. This debt now needs to be actively managed as

does any debt and your council is doing this.” Among PJ and Associate’s recommendations was an urgent need for regular financial monitoring, robust forecasting, detailed reporting and the services of a specialist treasury adviser. The report said the council’s monthly financial reports do not provide sufficient information such as balance sheets and cash flow to properly monitor the financial health of the organisation. While the council’s top level accounts are under the spotlight, down on the street, rubbish collection is going to cost more. The price of blue rubbish bags is going upfrom $2.30 to $2.80. The increase will take effect from next month. Council operations manager, John Burt, said the cost of a bag in the Far North district was $3.00. “If Kaipara Refuse Limited is to continue to operate a successful business then an increase is necessary. They do a good job and the district is the better for it,” he said.

Fonterra tribute dinner

A gathering of 80 dairy industry luminaries and farmers attended a glowing testimonial dinner in Ruawai last weekend, as a salute to Ruawai farmer and businessman, Greg Gent. Mr Gent was a founding member of the co-operative and it was announced earlier this year by Fonterra chairman, Sir Henry van der Heyden, that he had advised the board that he will not be standing for re-election later this year. Mr Gent was previously chairman of Northland Dairy and Kiwi Dairies and Sir Henry said he had played a key role Greg Gent, Respected in the formation of Fonterra, giving 18 Ruawai Farmer and businessman years of service to the dairy industry. “He is a strong believer in the development of fresh farmer-leaders and is keen to see the next generation coming through,” said Sir Henry. Mr Gent will stay on in his role as director until Fonterra’s Annual Meeting on November 17. He is also a ministerial appointment to the Northland District Health Board, and chairman of FMG insurance company. He said recently that the agricultural sector has never had higher commodity prices, and the rural outlook was bright. “We’ve been through a fascinating period. We’ve got a global recession but mixed with that, we’ve probably never had higher commodity prices. Certainly in my time in agriculture, I’ve never seen all sectors buoyant at the same time,” he told a meeting at the Mystery Creek national field days. He saw this year as a pointer to better things in the future for New Zealand farmers and said this was particularly as it looked like commodity prices in the next year would also be high. The driver for the buoyant prices could be seen around the developing world — in particular, China, India and Indonesia which contain nearly half the world’s population. “China’s obviously large for us and our government’s working very hard on getting a free-trade agreement with India. If we can pull that off, that will give us a nice balance,” he said. “That is what is underpinning our future. Those developing nations are getting wealthier quickly and they need feeding. As long as that story continues, I think we’ve got a lot to look forward to.”

Pahi today — a far cry from yesteryear when the Osprey delivered hundreds of passengers to the 1895 flower show

there was a crowd of passengers waiting for the steamer Osprey when she arrived at Batley. They included the all-Maori Otamatea Brass Band, together with their brightly dressed supporters.

by Brian Eastwood From here, as we look back in time, we might think it was isolated and lonely a century ago in the bays and up the rivers of Kaipara Harbour. But those early settlers enjoyed life and knew exactly how to have a good time. They were people such as those living around Pahi and Whakapirau who decided to hold a Flower Show just before Christmas in 1895. And thinking big, they invited excursionists from Auckland to visit and spend two days in their twin towns. A reporter was surprised that not a bigger number of city dwellers made the trip, ‘in view of the attractions’. Maybe not too surprising when it meant catching a 4.40am train in Auckland to board a boat in Helensville. But the newspaperman agreed that those who did make it ‘were amply rewarded by the pleasures of a summer excursion up the picturesque waterways that afford some of the prettiest glimpses of New Zealand scenery. Whakapirau, Paparoa and Matakohe are some of the most prosperous northern settlements’. It did not matter that only a few southerners joined the trip because

Then it was time for dancing with the Otamatea Band “furnishing the music in splendid time. But eventually the settlers in twos and threes started leaving for home by road and boat, leaving the ‘flying feet’ of an enthusiastic few.�

CCTV evening disappointing An information evening concerning the installation of security cameras in Dargaville’s central business district has disappointed the organisers. Marcus Key, of Intersafe Security, was invited to give a presentation and answer questions by the Dargaville Business Association. “I thought the turnout was disappointing and I’m gobsmacked that the police didn’t come,� said association chairperson, Sandy Robertson.

“Marcus, however, did a fantastic job and supplied all the information we need, a plan of Dargaville’s requirements and an active demonstration model, in which we could see the footage.� Mayor Neil Tiller has previously said that the council has no intention of funding surveillance cameras out of general rates. He adds that apart from the initial set-up cost, the on-going monitoring required will be too expensive.

Bakery cafe is busy An eye for opportunity is ever the key to successful business, and for Cambodian immigrant, Meng Dieb, Dargaville has provided just that His new bakery, the Bake House Cafe, opened its doors last week and the crowds have been steady ever since, with customers enthusing over the quality of the affordable range of food on offer. Meng had a similar operation in Taumaranui and says he saw a good opportunity during a visit to Dargaville. This Town in 2011 A wander around Dargaville with Brian Eastwood As always, the recently issued complimentary telephone book from Dargaville Lions Club is proving very handy for Northern Wairoa people. And the photo of Mangawhare’s Northern Wairoa Dairy Factory on the front cover is causing some discussion and no doubt bringing back some memories. At the top left hand side are the baches that once housed some of the single members of the factory staff. The row of houses on River Road alongside the old Dairy Company Store have now gone. Just out of this picture on the bottom left, a house right on the corner of Liverpool Street and River Road was shifted to Campbell Terrace. It was the home of the late Merv Wilson. That corner section is now the site of our newspaper office, Lifestyler House. A note on the bottom of the cover photo says that it was taken in ‘approximately 1930’ Look a little more closely though and the car in front of the Store petrol pumps seems to be a Morris Minor. Does that put the date closer to 1950? And Liverpool Street looks to be further along from where it is now. How could that be? What do you think? This weather is probably making some people think of finding a hollow log and hibernating until summer comes back. But although there seems to have been lots of rain, down at Rugby Park the grounds are holding up well. Those earlier years of mud and yet more mud are well gone. There is some surface water but the number one field does not seem to have cut up too much. That is mainly thanks to the loads of Pinaki sand carted from Paul Nash’s property about 26 years ago, raising the levels, turning the park into well-drained playing fields and making it better for players and spectators alike.

Tsunami ‘Armour’ wins

Former Kaipara resident, Jeanette Wynyard, has claimed the top prize, the Alison Turner Memorial Supreme Award, from 57 other entries at the Art’nTartan Wearable Arts Awards in Waipu. Her fantasy milk bottle creation, Tsuna Mc’ee, was inspired by the tsunami that devastated northern Japan in March. “When the tsunami hit, it really affected me,” says Jeanette. “There was so much devastation and lost lives and I guess my creation is like a prayer that the people of Japan will come out stronger. “I’ve always wanted to make armour and the Bible talks about spiritual armour — it’s a source of protection and hope.” Tsuna Mc’ee took Jeanette about five months to complete, off and on. She is now looking forward to next year’s awards, which are part of the annual Tartan Week Festival.

For popular Lifestyler fishing columnist Gary ‘Gravy’ Greaves, it’s simple. Get to work out in the shed. From his well-equipped handyman’s paradise, Gravy is developing a project that stems back to his love of the odd game of pool.

“The result was pretty good. Then for the finishing touch, I drilled out the base of the cue and inserted a lead sinker from the fishing tackle box and sealed it up. It worked just fine.�

Out came an old-fashioned carpenters’ plane and four corners became eight, and then sixteen, with each sweep of the plane deepening from one end of the length of rata to the other.

Since then, Gravy’s workshop has produced hand-made pool cues in a variety of native and exotic wood offcuts, some of them painstakingly cut and bevelled together, to create contrasting effects.

Changes afoot at the Kaipara Lifestyler Kaipara residents will now be receiving their community publication a day earlier, on Wednesdays, and a new sales person has joined the team. The exciting changes are part of some internal restructuring which will see former sales person, Joanne Speechly, move into an editorial role and Neil Adams will take on the lead salesperson’s job at the Kaipara Lifestyler. Neil has lived in Maungaturoto for the past six years and has a strong sales background behind him. He says he is looking forward to settling into the job and getting to know local business owners. “I love sales and enjoy meeting and greeting people and finding out about the variety of businesses in town. There’s a range of personalities and it’s important to get to know people’s backgrounds.� Outside of work, Neil enjoys pottery and drawing, and jokes that he is a bit arty farty. He is married to Julie and together they have four children. “I’m looking forward to getting out there and meeting people and also getting to know the area better. It’s important to understand the background of Dargaville and I’ve learned that there are the old established companies here but also a lot of people who are new to the area — maybe that’s why it’s a bit easier to assimilate. “I’m also committed to growing and enhancing the paper.�

Kaipara defibrillators Most people will have heard of the defibrillator, which is a device that can be a lifesaver on occasions when a person has suffered a heart stoppage (cardiac arrest). It operates by delivering a measured electric shock to restart the heart and restore it to normal rhythm. To be effective the defibrillator needs to be utilised as soon as possible after the attack, and this means having a machine readily accessible in case of need. In a widespread district such as ours there can be delays in emergency personnel getting to the scene, and therefore it is appropriate to have several of these machines at different locations. Emergency Service vehicles such as fire or ambulance will commonly carry a defibrillator, but as time is of the essence the holding of a machine in close proximity to the event can be the difference between life and death.

The Kaipara Emergency Services Committee has undertaken to compile and maintain a database of defibrillators held within our district, and will make this available to emergency personnel and the public when the need arises. The list will be notified to the emergency 111 telephone service and the Committee emphasises that in the first instance this is the number to call for assistance. Details will also be listed on the web site www.aedlocations.co.nz. Assistance is now being sought for recording of defibrillators held within the Kaipara district. It is known that some are held locally (e.g. fire brigade, ambulance) but there will be others (including some in private hands) that should go on the list. Kaipara District Council Financial Health and Sustainabilty Audit On July 11, 2011, the Kaipara District Council received a Financial Health and Stainability Audit carried out by PJ and Associates, a Tauranga-based consultancy. This report raised serious concerns about the Kaipara District Council’s debt level and lack of cash reserves, stating the debt portfolio as at May 25, 2011 stood at approximately $80 million.

What has the Kaipara District Council had to say about the audit? Council is financially sustainable. This is the overall finding of the report prepared by PJ & Associates. The report points out that Council will need to carefully manage debt into the future but at this time has no significant issues. The report also says Council needs to improve routine financial reporting. Mayor Neil Tiller said, “Council’s finances are still in a very manageable position.” He went on to say, “Council will not be defaulting on any of its loan payments.”

What Does the Audit Actually Say? The full audit report is a 15-page document. Following are debt of the Mangawhai scheme. Because of the high reliance some of the pertinent paragraphs that we believe demand on debt to fund the Mangawhai wastewater scheme, Council introduced a segmented debt policy to ensure that the costs of further explanation from the council. The major financial issue facing council is the amount of wastewater schemes did not impact on the remainder of the existing debt and the lack of cash reserves. The current financial operations of Council. position is largely caused by two significant contributors — the funding of the Mangawhai wastewater scheme and costs of the District Plan review. In addition future expenditure for the improvement of infrastructure assets will require additional loan funding, as council has no cash reserves. Current council debt, while not reaching the council’s limit under its borrowing policy, is considered very high and poses future risks for council. Council’s monthly financial reports do not provide sufficient information to monitor the financial health of the organisation (balance sheet and cash flow) as they only provide high-level income and expenditure (state of financial performance and summary costs of service). While the Annual Report does provide this information it is a formal compliance document designed for the informed reader and is produced once a year and too late to be an effective management tool.

Interest expenses to rates peaks in 2015 at approximately 25%, this is considered very high. It then trends downwards although the percentage is still high. If the assumptions contained within the LTCCP were realistic and achievable, it could be concluded that the overall financial strategy contained within the 2009/19 LTCCP was prudent. Unfortunately during my review of the working papers supporting the LTCCP I identified a number of material errors.

Because of the funding arrangements for the Mangawhai wastewater scheme, additional debt must be acquired by Council to pay the interest and operational expenditure of the scheme until such time as there are sufficient ratepayers to ensure the costs (including interest and loan repayments) are adequately funded. This again has increased the need for additional borrowings and highlighted the need for better monthly reports and forecasting. This was caused by significant additional operational expenditure ($8.953 million less additional revenue $4.771 million), net additional capital expenditure $1.726 million and reduced borrowing.

Currently Council has no method or policy providing the framework for the forecasting of future debt. Without a framework or methodology to forecast future debt Council may find, at some point in the future, it is unable to raise funds at normal commercial rates. This is known as liquidity risk.

The largest part of the district debt of approximately $80 million is a $50 million dollar loan that it is currently paying 3.7% on. When this loan is rolled over in 2013 the interest rate will revert to the prevailing market rate which could end up doubling the already crippling interest bill. Add to this the potential for the cost for the completion of the District Plan to escalate into hundreds of thousands of additional cost, and it is not difficult to predict that there is a financial tsunami of monumental proportions heading for the Kaipara District. The council has a Mayor that has now been sitting at the council table for 11 years and a CEO that has been working for and advising councillors for the past 19 years. It is their planning and leadership that is leading the Kaipara District into a financial abyss. The mayor has stated that the council will not default on any payment, and he is correct because the debit is not a council debit, the debit belongs to the ratepayers of the Kaipara District, and they will eventually have to pay it. Farmers of New Zealand believe that the audit report released by PJ and Associates, vindicates the concerns they have been voicing about the district’s financial future for the past three years, and that it is time for the CEO to step aside and give Mayor Tiller and the rest of the council at least a fighting chance of getting the Kaipara back on an even keel.

As we all know, the bug that causes the proble em is a foreign protein that has invaded the udder. udde That established, we must then ask, ‘who invited the bug in? And how do we insist that he leave and never return! For any unwanted guest to enter a potentially stable abode, in this case the udder, some one must have opened the door! That door in the udder is normally locked securely by a muscle found in every orifice in the body, that muscle is termed the “SPHINCTER MUSCLE” and is designed to let products out, and stop foreign products entering or invading. It is a one-way door lock, a one-way hinge. We have now established that it is a muscle that normally holds the door closed, now its open, so what compromised this muscle? What caused it to fail? The atom ‘calcium’ controls the contraction phase of each muscle, the relaxation phase being controlled by potassium. Your heart beats the same way. If we were to increase the calcium to excess, the heart would stop in the fully contracted phase, this is termed ‘calcium rigor’; if on the other hand we were to increase large amounts of potassium into the portal blood, the heart will cease to function and stop in the fully relaxed phase, and is termed ‘potassium inhibition’. Therefore, the rate and ratios of these two elements in the diet have a major influence on the contraction and relaxation of all muscles. Now, we are concerned with the sphincter muscle, remember this is the wee muscle that controls the door to each orifice, in this case the udder. If the animal was to receive too much potassium, and she is, the door or sphincter muscle will fail to fully contract and the udder will be open to the invasion of bacteria and hey presto, we have a condition of inflammation of the mammary glands termed mastitis. The animal is subject to infection all because we placed her under stress. Stresses and strains have one thing in common; they all take money out of your pocket and put it in someone else’s, in this case the drug companies.

When we change the structure in the plant we have set up an undesirable condition for the animal to deal with. If we know what is in your crop and we discover that a simple addition of a special element like calcium of even a trace mineral is required we can advise you how to establish the proper balance. But the qualification is that we must know what we are doing. We don’t know until we test. Our test will give us the answers. The bottom line is always better when you know what you are doing. Unless you know what your soil contains you can easily make things much worse by adding an element that spoils a balance.

The time and effort to properly sample and test the soil or the crop can be the very most profitable expense you can make in your farming enterprise. Quantum Labs sells management advice. Now the system wants to apply urea along with an inhibiter. This inhibiter is specifically designed to curtail the activity of the bacteria so that the applied ammonia stays in the soil. This applied ammonia will attach itself to the surface of the soil particles and effectively sterilize it. By its very chemistry, it will displace all of the attached minerals, temporally raising the soil pH and then the plant will become saturated with ammonia. You think you have a mastitis problem now, just stand back.
