A major initiative by Dargaville High School, devising an agricultural course based on the school and community for students from Russia, may snowball into a nation-wide project worth millions of dollars Central government has already moved on the initiative with Tertiary Education Minister, Steven Joyce coming to the Kaipara next week to discuss the work already underway. This is the outcome of a series of visits between here and Leningrad by DHS community liaison officer, Robina Needham, who is also project co-ordinator, and delegations of business leaders from Russia who came here to look at the regions’ agricultural and horticultural industries and the opportunities for education. Now Ms Needham has returned from Leningrad after a meeting with high ranking officials who have the stated aim of making Russia self-sufficient in food, after decades of agricultural rundowns. “Their eyes are on New Zealand because of the free trade agreement, and our expertise in farming,” Ms Needham said. The government here has recently announced an $80 million package to encourage overseas students into our schools, making education exports a high potential industry. “In Leningrad, I met with farmers who had been in the delegation to Kaipara. One was in the process of building a major dairying plant bought from New Zealand. “Everywhere, everyone wanted me to meet with federal and local government agricultural committees to outline the programme. “Then I went to Moscow and presented a comprehensive report on the New Zealand Agricultural Education Programme to the Federal Agricultural Committee Education Department. “Those officials then proposed extending details of the New Zealand programme to polytechnics and institutions across all of Russia. “The whole of Russia is a little more than Dargaville High School can deal with, and we see a clear opening for our agricultural courses to be franchised, if you like, across all rural high schools in New Zealand.” The proposal coincides with Mr Joyce stating new funding is to

be used for promoting bilateral education relationships with key trading and educational partners. He will come to Dargaville on Wednesday week. Under the DHS initiative, Russian students will have a qualified farmer as a mentor and teacher, with their programme running alongside the Dargaville High curriculum. Academic study will be orientated on practical work experience on farms in the district. “We now expect our first students in the New Year as all the details are finally being completed,” Ms Needham said. The student programme will bring in fees and is also expected to develop wider business contacts with Russia. “The Kaipara District Council has given us great support for the project. The Russian students will learn modern agricultural skills to take back to their own region, with contacts being established to open up further trade and commercial opportunities.”
