A major initiative by Dargaville High School, devising an agricultural course based on the school and community for students from Russia, may snowball into a nation-wide project worth millions of dollars Central government has already moved on the initiative with Tertiary Education Minister, Steven Joyce coming to the Kaipara next week to discuss the work already underway. This is the outcome of a series of visits between here and Leningrad by DHS community liaison officer, Robina Needham, who is also project co-ordinator, and delegations of business leaders from Russia who came here to look at the regions’ agricultural and horticultural industries and the opportunities for education. Now Ms Needham has returned from Leningrad after a meeting with high ranking officials who have the stated aim of making Russia self-sufficient in food, after decades of agricultural rundowns. “Their eyes are on New Zealand because of the free trade agreement, and our expertise in farming,” Ms Needham said. The government here has recently announced an $80 million package to encourage overseas students into our schools, making education exports a high potential industry. “In Leningrad, I met with farmers who had been in the delegation to Kaipara. One was in the process of building a major dairying plant bought from New Zealand. “Everywhere, everyone wanted me to meet with federal and local government agricultural committees to outline the programme. “Then I went to Moscow and presented a comprehensive report on the New Zealand Agricultural Education Programme to the Federal Agricultural Committee Education Department. “Those officials then proposed extending details of the New Zealand programme to polytechnics and institutions across all of Russia. “The whole of Russia is a little more than Dargaville High School can deal with, and we see a clear opening for our agricultural courses to be franchised, if you like, across all rural high schools in New Zealand.” The proposal coincides with Mr Joyce stating new funding is to

be used for promoting bilateral education relationships with key trading and educational partners. He will come to Dargaville on Wednesday week. Under the DHS initiative, Russian students will have a qualified farmer as a mentor and teacher, with their programme running alongside the Dargaville High curriculum. Academic study will be orientated on practical work experience on farms in the district. “We now expect our first students in the New Year as all the details are finally being completed,” Ms Needham said. The student programme will bring in fees and is also expected to develop wider business contacts with Russia. “The Kaipara District Council has given us great support for the project. The Russian students will learn modern agricultural skills to take back to their own region, with contacts being established to open up further trade and commercial opportunities.”

Thanks to a sponsor Back in 1994 Rick and Sue Taylor, now of Woodturners Kauri Gallery and Working Studio in Dargaville, ran a competition for wood turners to make a cup and saucer. “Sponsorship was obtained from the Bell Tea Company in Auckland and Rick offered a woodturning course for the winner of the competition,” said Sue. “As the close off date for the entries got closer and closer we only had a couple of entries. But then a couple of days before the deadline the courier companies started dropping off packages. “What great excitement. There were cups and saucers in all designs and sizes, and all types of wood, matai, kauri, pohutukawa, silver birch and many more. It was a really successful competition.” So what happened to all those cups and saucers? “They were carefully stored away and when we moved to Dargaville in 1997 the cups and

Kaipara District Plan dates set

Kaipara’s reviewed District Plan is to be considered for adoption by the Kaipara District Council next month “The hearings panel has made its decisions on the 513 submissions received and this has resulted in a redrafting of the Plan to give effect to those decisions,” said Mayor Neil Tiller. Should council resolve to adopt the Plan at the September meeting it is expected to be publicly notified on October 21, and open for appeals to the Environment Court for 30 working days as required by the Resource Management Act. “This process gives submitters the opportunity to consider how their concerns have been dealt with and if they are not satisfied they can appeal to the Environment Court which will consider the concerns and make an independent and binding decision,” Mr Tiller added. “This is an enabling plan which is specially written to protect the Kaipara’s life blood, farming, as well as encouraging other industries and businesses to establish and grow in the Kaipara.” Referring to criticism of the plan and a call to withdraw it from Paul Cavanagh QC, Mr Tiller said the advice was two years late. “He is commenting on a plan which has been through a public submissions process and council is about to announce the results

of that two year process. I would suggest that we will see a significantly different plan,” said Mayor Tiller, “It may even answer the concerns of those asking for it to be withdrawn.” He said withdrawing the Plan at this late stage would cause the council to incur even greater costs. However, he was more concerned at the injustice the withdrawal would cause to all of the submitters who have taken part in the statutory process. “Withdrawing the plan now would see most of those submitters ignored. Going through the statutorily mandated process ensures fairness to all.” He said council is also processing Variation 1, which will insert an Outstanding Landscapes Chapter into the new District Plan. It is in this area that Farmers of New Zealand and others have expressed concern. The Council received 556 submissions on the Outstanding Landscapes provisions and these will be heard later in the year.

This is a series of regular articles keeping you informed of happenings on our harbour today, and from bygone days — truly the ‘Jewel of the Kaipara’.

Winter Bird Watching by Christine Yardley The Kaipara is coldly uninviting as Peter and young grandson, Braeden, push the punt out through lines of muddy waves whipped up by an unforgiving south easterly wind. Not a good day to be out on the river but these two are on a mission and a bit of bad weather is not going to stand in their way. For over 30 years now, a group of Kaipara birdwatchers have packed their binoculars, put on their gumboots and set off to play their part in the Ornithological Society’s national six monthly census of New Zealand’s wading birds. Once safely onboard Patiki, it isn’t long before cups of hot milo are thawing out frozen fingers as Peter and Braeden settle down to the steady rock and roll of launch versus wind and tide. This pair of eager birdwatchers are keen to count every bird they see — wader or not — and before long the list begins to build. Four Royal Spoon Bills are spotted pacing elegantly along the rocky ledges of the small island off Pahi then the skipper turns to starboard and the launch is soon slipping along the shoreline of a mangrove lined bay.

One of the few sheltered from the wind, it also shelters a swarm of 100 little black shags which are rippling through the glassy water in high speed pursuit of a school of sprats while a mob of red billed gulls and black backs wait hopefully on the shore for any left overs to float up.

begins to fade and Peter turns Patiki for home. Suddenly a shriek from the stern brings him running to find his side-kick pointing wordlessly to where a Caspian Tern is hovering on its impressive, 1.3 metre, wing span almost within arm’s reach.

In another bay binoculars reveal that a steep hillside is sheltering a mixed flock of 100 oyster catchers and 50 pied stilts doing their best to avoid the squall that is now screaming over the ridgeline.

These magnificent terns are the world’s largest and, being shy of humans, are usually seen either as a distant silhouette or disappearing into a dive bombing explosion of foam. To meet one face-to-face is a rare experience these two birdwatchers will long treasure.

Then a chalky headland, jutting out into the running tide, proves to be the temporary barracks for a squadron of 20 pied shags who peer uneasily at the invaders as they chug past. And so the afternoon passes, bay after bay cruised, checked, and counted until the daylight

Thinking their counting day is done Poppa and his grandson walk up the mudflats and notice two large round ‘stones’ rising quietly and waddling off into the shadows of dusk and a plump pair of mallards, hiding from the hunters’ guns, become the final entry on this year’s list.

New General Manager Policy and Governance Glennis Christie, the Kaipara District Council’s new General Manager, Policy and Governance, grew up on a farm in Okoroire and went to Matamata College and later to Victoria University. “I started in local government at Matamata County Council, based in Tirau, then moved to Auckland City Council where I lived in Whangaparaoa for 21 years,” Glenis told Lifestyler. “I am married with one child, aged ten who will be starting at Dargaville Intermediate next year, two dogs and a cat, and my interests rotate around my family, walking, beach activities, Glennis Christie gardening — old-fashioned roses and container planting — and I love to relax to musicals from the 30s, 40s and early 50s. “I’ve been working in niche advisory and decision-support areas including treasury, financial management, financial and economic analysis, policy, planning, strategy, governance and stewardship, and risk management. Glennis said she was finding Dargaville and the Kaipara a great place to live and work. “I am really looking forward to exploring both further. The role for me here is about making sure council receives good advice and the right information to make decisions at the right time. It is also about team work and ensuring that processes and systems within council are efficient and effective. Local Ruawai girl, Melissa Bowers has just returned from a trip of a lifetime, to the US. She was lucky enough to take a week-long trip to Los Angeles as part of the Kidney Kids 21st birthday. “It was an amazing trip,” said Melissa. “We got to visit lots of famous places, like Disneyland, Hollywood, Universal Studios, Knotts Berry Farm and lots more. It was full on but I still managed to get some shopping in. “We didn’t manage to meet any famous people, but still had a great Melissa Bowers, middle row, second from right with other time. A look at the local climate

For a VIP visitor to the Kaipara, a day spent on the West Coast beaches, for a close up look at the local climate, might have been something more akin to a busman’s holiday. Lord Christopher Monckton, the Viscount Monckton of Brenchley, was brought to New Zealand by Climate Realists (NZ) in association with the New Zealand Climate Science Coalition. “After a lecture appearance in Whangarei, he accepted our invitation to Tangowahine Farmstay and some rest and recreation in the Kaipara,” said homestay owner, Pauline Rose. Lord Monckton is known as one of the world’s most aristocratic climate skeptics. He is apart from being an hereditary British peer, a journalist, businessman and entertaining public speaker. He maintains global temperature change is well within natural historical cycles and that the so-called spate of extreme weather is a myth.

He says there were more cyclones in the 1800s than today Lord Monckton tells audiences why carbon dioxide is beneficial to Earth and mankind, and is not a ‘pollutant’, that emissions, mainly natural, cannot and will not adversely affect natural rises and falls in global temperature that have occurred through the centuries. Any attempts by humans to ‘control’ the temperature of the Earth cannot succeed. In the Kaipara, Lord Monckton toured Baylys Beach with ship historian, Noel Hilliam, and was shown a range of natural features and landmarks, along with learning the history of the area. He was hosted to lunch at the Funky Fish. “He was a thoroughly pleasant man,” said Pauline. “Of course he had a mind like a steel trap and was fascinating to talk to.” After the Kaipara visit, Lord Monckton flew home to the UK.

T Starpath – Striving for Excellence Dargaville High School has been accepted into the Auckland University’s Starpath project, which is focused on transforming educational outcomes for New Zealand students who are currently under-achieving at secondary school and hence are underrepresented in tertiary education. The Starpath project has been developed over more than five years in five schools – Massey High School, Southern Cross Campus, Tikipunga High School, Kaitaia College and Manurewa High School. This year 15 more schools throughout Auckland and Northland have been accepted into the project and Dargaville High School is fortunate to be one of these. Samantha Smith initiated the programme in Massey High School, and then undertook her PhD under the supervision of Professor Hattie. Her study was based around developing this project with Auckland University and this is now being rolled out to more schools. The idea of the project is to collect and collate student data that is then used in a constructive way for forward planning – not just using it to show what had happened in the past. The information is integrated with the academic counselling and target setting to help support students through NCEA. These

academic counselling sessions are focused on achievement rather than behaviour. The aim is to develop a culture in the school where students (and their parents) talk about their academic achievement David Bargh, and progress and where Principal they have an increased awareness of how NCEA works. These sessions also include discussions around careers options and the courses that are required for them. Auckland University is assisting schools in the project to set up their databases in a way that enables better and more streamlined access to the student data that schools already hold. They then work with schools to develop their ability to analyse data in a way that assists them to better understand the areas they need to focus on. Each school receives funding for three years, while the research carries on for five years. The professional development provided by Auckland University will assist our staff to integrate data analysis into the way we use student achievement for decision making.

Next time you cross the Mangawhare Bridge and head down River Road take a look to your left and see the great job Kelly and John Hansen are doing renovating their boat sheds. The first one is now painted and looking good. Originally the sheds were used by Erik and Charlie Thomson at their Aratapu yards in 1895 when they took over the business from famous boat builder James Barbour and they were shifted to Kaihu Creek in 1918. More than 115 years old they were the sheds where Thompson built the boats taken by Shackleton in 1907 and Dawson 1911 on their trips to the Antarctic. Two sheds that are worth preserving.

Men who made Northern Wairoa — by Brian Eastwood

Benjamin Charles New

‘He is a man of considerable energy and has had a hand in almost all matters tending to the progress of this district’. Early Northern Wairoa author, John Stallworthy, was writing about Benjamin Charles New, a man he knew well. New was born in Nottingham, England in 1856. With his parents he arrived in New Zealand aboard the ‘Victory’ and settled in Pahi. It was not until he was thirty years old in 1887 that Benjamin left Pahi and arrived in Northern Wairoa to take up 600 acres of land at Belle Vue, Arapohue. Half of it was in bush, but the rest was cleared land. Within a little more than ten years he had the cleared land down in good grass, was grazing 800 sheep, more than 100 head of cattle and had even built his own slaughterhouse. But during that time Benjamin wasn’t too busy to get involved in local politics and the governing of his adopted district. In 1896 he became a member of Hobson County Council as councillor for Okahu Riding. A position he held for two years and again in 1914 for the Mangonui Riding.

A newspaper told of Benjamin New’s reaction to the 1908 selling of Hobson County Chambers in Aratapu and the shift to Dargaville. He was member of a deputation trying to convince the Council to stay in Aratapu. While the deal was being done at the meeting, he objected. “Is that motion in order Mr. Chairman? There is no quorum.” The reporter noted that Mr. New went out, expressing his opinion of the proceedings. New was right there in 1892 to ‘aid materially in the formation of the first Northern Wairoa Agricultural and Pastoral Show’. Today we call it the Arapohue Show. New attended that first meeting to be listed as a ‘founder’. He and his wife were made life members in 1919. He was also a member of Auckland Agricultural Society. New worshipped at the Methodist Church and as a Freemason belonged to Lodge St. George in Dargaville and Dargaville Court of Foresters. Benjamin married twice. First wife, Catherine, died aged 34 in 1893. His second wife was daughter of Irishman Dr. A. J. Galston, another Arapohue settler involved in the local community. But from his first days in Northern Wairoa, all of Benjamin New’s spare time was spent breeding and running his racehorses. He owned four well-known horses, ‘Playboy’, ‘Butcher Boy’,

‘Investment’, and ‘Nannie’. They typically all took part in a two-day Dargaville Race meeting in 1887. ‘Playboy’ went on to take twenty-one first prizes at various shows. New had been living in Rotorua for two or three years to try and recover his health but died there in 1926. As well as helping Northern Wairoa grow during those early days, Benjamin Charles New with his racing stable, provided real leisure time for Kaipara residents.

Putting Wellsford first

The advent of the Auckland super city extending its political tentacles north to Wellsford has not fazed the locals. The Wellsford Promotions Association with its slogan ‘Uniquely Wellsford’ is alive and well and looking out for the local interest. It is currently circulating its message to local businesses seeking support for initiatives to keep Wellsford on the map. Following a recent annual general meeting, a new committee has been formed. “We thank local businesses for their support of such projects as Wellsford Corrugated Animals, Shop Local, the Great Wellsford Santa Parade and Carols by Candlelight,” said chairperson, Sandy Molloy. “With a change to Auckland Council, attention is being paid to ensure Wellsford District is represented in the process of change. “Current Uniquely Wellsford initiatives include Save the Northern Railway and ‘sponsorship’ of the Canadian team in the

Letter to the Editor Dear Editor, It is disappointing that there has not been a comprehensive response on behalf of the Kaipara District Council to the Financial Health and Sustainability Audit report of our district by P J Associates. After all, the report raises serious issues which go to the heart of good governance and council’s legal obligations to its ratepayers.

To date we have had a statement from the mayor endeavouring to reassure us that council will not default on the extraordinarily high debt level it imprudently has assumed (the highest in Northland) and will continue to effectively manage same. However, given the report’s criticism of council’s monitoring processes to date, that assurance affords little comfort. What we need from the mayor is a detailed explanation of how the following failings identified in the report arose, what steps he and his council have taken to rectify same and what the additional costs to long suffering ratepayers will be. Particularly, we need to know why a specialist Treasury advisor has been recommended and whether that

recommendation indicates further shortcomings in the discharge of council’s financial responsibilities to ratepayers. Factors which need to be publicly addressed are inadequate council financial monitoring, non-compliance with statutory requirements, breaches of council borrowing policy, unrealistic financial assumptions, the absence of council liquidity risk management, unsustainable debt levels together with the potentiality of increasing same, the lack of cash reserves and the financial inability of most ratepayers to fund everincreasing rate rises and debt. A projected increase of debt interest to 30% of rates revenue by the year 2014/15 not only clearly is unsustainable, but contrary to every precept of sound business management. If those obvious failings are recognised as such by almost every business person in our district, why weren’t they picked up by our mayor and councillors long ago and remedial action taken?
