A suggestion that Kaipara could lose its local government independence has been rejected by Mayor, Neil Tiller
“If we join any other council, the rates are likely to rise,” he said, after Far North Mayor, Wayne Brown, said Kaipara could be controlled by politicians in Whangarei if ratepayers don’t lobby its council to join a debate about the future of local government in Northland. Mr Brown says there is a risk that the new government in November will look at restructuring local government to reduce bureaucracy and save money. “The government was talking consolidation before it got tangled up in the Auckland super city. “I would say that the local government minister will want to do something straight after the election,” he said. “There is a chance the minister will consider a one-council model for Northland unless the region’s district councils propose an alternative first. “The easiest thing will be for them to say, ‘why don’t we reduce a layer of government, because everyone says there are too many layers of government’.” Mr Brown says replacing Northland’s four councils with one unitary authority, headquartered in Whangarei, would be as disastrous for Kaipara as it would be for the Far North. “Dargaville would just become a forgotten satellite of Whangarei.” He and acting Whangarei Mayor, Phil Halse, believe that Northlanders would be better-served if their councils were given the powers and resources of the Northland Regional Council.

Mr Tiller said such a proposal would have little benefit for the Kaipara and said he was still in discussions with North Rodney residents who wished to leave Auckland and join with Kaipara.
If the rural areas of Rodney amalgamated with Kaipara, “together we would have approximately 50,000 people. I am continuing to talk to the people of Rodney and should they wish to join Kaipara I would welcome it. The current council has yet to discuss this issue.”
The previous KDC had given its future serious consideration and believed Kaipara would be better off joining part of the old Rodney District than amalgamating with Whangarei and/or the Far North. “Kaipara focuses on the Kaipara Harbour, it is our greatest treasure. Our people, and particularly our Maori community, would like

Keith Quinn is heading to Dargaville next month — and you can join him for dinner The legendary sports broadcaster will make a stop-off in the Kaipara on his way to the Rugby World Cup Tonga versus Canada pool game in Whangarei on September 14. The veteran commentator has been invited to the area by Kauri Coast Promotions Society, that’s hosting a dinner at the Lighthouse Function Centre. Limited tickets are now on sale, so fervent fans should secure their spot now. “This is a general fundraiser for the Kauri Coast Promotions Society. We’re a not-for-profit organisation so any profit we make from events such as this will eventually go back into the Kaipara region,” said co-chair, Lynley Thompson. “Warren Osbaldiston will be our MC for the evening and Kim’s Cuisine is preparing the dinner. Kim has been very supportive of us and she is keen to cater a meal for Keith Quinn.” Society member, James Brackenbury, has known Keith Quinn for ‘thirty-odd years’ and arranged the evening function. “I emailed Keith and asked if he was commentating at any world cup games in Whangarei. He is, so I asked him to come over
and he said, ‘Righto! No problem’,” said James. “We have a long-standing bet and I’m 24–nil. He’s won one world cup bet and I’ve won the rest, so I think it’s his turn to win this year — but we’ll see what happens. “Apart from rugby, I’m guessing Keith will talk about the Beatles! I also spent three years in Opuatua. I am not married and have no children. I spent 12 years all up living in England and I loved it and still miss it at times. “Outside of work, well I love anything creative and colourful — and if it glitters I’m Barbara Ware in heaven. As regards work, I have 30 years of experience in private and public roles. I prefer working in the public sector and working with people and communities to achieve things, rather than the private sector where it is all about ‘who you can bill for the last six minutes’. “As Corporate Services Manager, I see my role as being primarily about customer focus and communication, both of which have an internal and external component and about helping council become ‘the best little council in New Zealand’.”

An excellent opportunity for the Kaipara ASB Community Trust is to hold a public meeting and funding workshop at Oturei Marae in Dargaville on September 3. “The event is aimed at people looking for funding or support for not-for-profit organisations. That could be schools, sports clubs and community organisations,” says the trust’s communications manager, Russell Joyce. “At the public meeting, ASB Community Trust will present its results for the year both for grants and from investments. We will also give a broad overview of what the Trust is trying to achieve for the community, who can apply for a grant and what the application process involves. “After the meeting, which will take about an hour, we will run a grants workshop with our grants advisors available to explain more about what people can apply for. Our trustees and senior staff will also be available to talk informally, one-on-one, with community group representatives. “This year we are being joined by representatives of IRD, the Charities Commission, FundView and Tech Soup, who will be at the workshop to explain what services they have available to community organisations.”
Repair work to the surface sealing of the first of the two single lane bridges at Matakohe last week, halted traffic in and out of Kaipara on SH12 for up to half an hour either way, leaving drivers fuming and local business once again asking why the century old bridges have not long been replaced. Workers were patching surface potholes in the seal in stages, halting traffic several times a day. “It is a band-aid approach — just a patch up job of a bridge that is way, way past its use-by date,” said van driver, Len Chamberlain, who regularly uses the route. This is a series of regular articles keeping you informed of happenings on our harbour today, and from bygone days — truly the ‘Jewel of the Kaipara’.
Once upon a time in Pouto by Brian Eastwood When the New Zealand Company’s ship Tory arrived at Kaipara Harbour just before Christmas 1839, the skipper happily anchored in ten fathoms of water ‘at the tail of one of the extensive banks outside the entrance to the harbour, to the distance of five or six miles’. But little did he know of the trouble that was ahead of them. Next morning they went aground and it took them two days to get off into deep water. That’s how the notorious Tory Shoal got the name it still has. While they had been waiting to cross the bar the seamen threw their lines over the side. Fish were teeming and within two hours they had landed enough to feed the crew for two days. Fifty-four years later in 1893, a man calling himself Sennex described his first look at Kaipara Heads from the sea and the wildlife he found around there. He had joined the tugboat Durham heading out to tow a ship in over the bar. Coming back into harbour, Sennex noted Tory Shoal

and wondered about the likely fate of any ship caught in those shallows. On his left he could see North Spit, ‘where many vessels have left their bones, a place known as the graveyard, where their timbers are piled up high and dry on the beach by the high spring tides’. Passing the lighthouse, they came to Pouto with its high sloping banks rising from the beach. Green shrubs were growing here and there, with young trees providing shelter for the houses of the harbour master, engineer and boatmen. Sennex described it as an oasis and a ‘delightful relief from the sand that meets the eye everywhere’. Nearby was a Native School, post office and telegraph station connected to Te Kopuru. Down on the beach there was a boat shed built to house a cutter for use in an emergency. Over the hills at the back, he found a block of Maori land grazing about one thousand sheep.
Lakes big and small filled with clear fresh water were the drinking places for the stock. He told how those lakes were alive with teal duck and occasional swan. One lake, ‘Humahuma, has an island with fruit laden peach trees’. To the coast side of the lighthouse, Sennex described swampy country, dotted with small lakes among the ti-tree. They were the home of black swan, wild ducks and eels that grew to an enormous size. Some lakes nearer the shore were tidal, teeming with mullet, which ‘unlike those to the south, grew to a foot long, weighing several pounds’. He said he had seen Maori net over 200 mullet in one hour and a half. ‘Beauties they were, as fat as butter and as rich as trout’. And that is how a visitor saw Pouto wildlife a little more than one hundred years ago. What would he think if he could pay Kaipara Harbour a visit in 2011?

Poignant rugby memories The Rugby World Cup event has prompted a closer look at Kaipara grassroots rugby history, as well as tragedy on the battlefield. The Kauri Museum at Matakohe has put together a range of footy memorabilia dating back more than a century, to a time when the sport was just added on to the physical work on farms or roads and payment was at most a cold beer after the match. “We have been collecting all sorts of mementoes and pictures from the rugby clubs of the Otamatea and a wonderful display has been put together with the help of local rugby clubs,” said museum CEO, Bet Nelley. “Photos on display date back to 1909 and then run through the years to the 1980s. They tell the stories of grass roots rugby and of the passion that our national game has held in the past and of course still holds today. “In 1910, S. G. Browne presented the Maungaturoto Rugby Club with a silver trophy
The first stage of Mangawhai Activity Zone’s skate park is now complete with the official opening on Saturday, August 27. “We are very grateful for all the generous contributions we’ve received so far from so many people and we would like to show our appreciation by inviting these community-minded people to our official opening,” says spokesperson, Jackie Kehoe. “Pro skaters will provide some pretty cool entertainment and we’ll throw a few sausages on the barbie — people are just asked to bring their own liquid refreshments.” Jackie says that a hardcore team of committee members have been involved since the park’s conception. “We’ve been doing a lot of fundraising to get to this point — the skate park itself will be in excess of $1 million and so far the committee has raised about $370,000. “Two of five large skate bowls are now complete and we want to get ourselves on the map. Our vision is to be one of the best facilities in the country. There are already some pretty
awesome skate parks, but we want to develop a very organic resource that complements our surrounding environment and is colourful and aesthetically pleasing. Our vast area will eventually accommodate a bike track, children’s playground, tennis courts, a football field and an amphitheatre. to a railway tunnel, probably the Bickerstaffe tunnel at Maungaturoto. The trophy is also on display in the museum exhibition.” One of the members of the Railway Club team was Ned Rintoul, a Maungaturoto resident, son of Andrew and Catherine Rintoul of Huarau. Ned later went away to fight in the Great War of 1914–1918 and on October 7th 1917, at the age of 22, he was killed in action at Passchendaele, Belgium. He was buried in the Nine Elms British Cemetery at Poperinge, West Vlanderen. Ned’s grave lies near to Dave Gallaher’s, the Captain of ‘The Originals’, the 1905 All Blacks team. 60th wedding celebration
by Jewelie Stirling Ruawai locals Rex and Colleen Preston have celebrated their 60th wedding anniversary this month with family and friends. Married on August 11, 1951 at the Interdominational Trust Church, on the corner of Creamery Road and the Main Road, now relocated to Ruawai Primary School. Rex and Colleen have spent all of their married life farming in Ruawai, with the property now taken over by their sons Lyall and Garth. With four children, 14 grandchildren and 14 greatgrandchildren, life is busy. Rex and Colleen celebrated Rex and Colleen Preston with a luncheon at the Ruawai 60th Wedding Anniversary — happy times Memorial Hall, with a surprise visit from Colleen’s brother Ivan Edmondson from Brisbane, Australia. “Speechless and left with my mouth open,” is how Colleen described her reaction to seeing Ivan walk through the door.

Understanding Your Adolescent’s Behaviour Recently I have been reading some of the advice prepared for Trinity Grammar School by Dr Michael Carr-Gregg on understanding adolescent behaviour. Because of some of the very public incidents that have made the news with the deaths of young people, I have been reflecting on how we can become more aware of the challenges our young face, and how we can assist them to meet these. (1) All teenagers take risks as a normal part of growing up. Risk-taking is the tool an adolescent uses to define and develop his or her identity, and healthy risk-taking is a valuable experience. (2) Healthy adolescent risk-taking behaviours, which tend to have a positive impact on an adolescent’s development can include participation in sports, the development of artistic and creative abilities, volunteer activities, travel, running for school leadership positions, making new friends, constructive contributions to the family or community, and others. Inherent in all of these activities is the possibility of failure. Parents must recognize and support their children with this. (3) Negative risk-taking behaviours which can be dangerous for adolescents include drinking, smoking, drug use, reckless driving, unsafe sexual activity, disordered eating, self-mutilation, running away, stealing, gang activity, and others. (4) Unhealthy adolescent risk-taking may appear to be “rebellion” — an angry gesture specifically directed at parents. However, risk-taking, whether healthy or unhealthy, is simply part of a teen’s struggle to test out an identity by providing self-definition and separation from others, including parents. (5) Some adolescent behaviour is deceptive — a teen may genuinely try to take a healthy risk that evolves into more dangerous behaviour. For example, many adolescent girls fail to recognize the trap of dieting and fall into a pattern of disordered eating, sometimes
even developing a full eating disorder. Parents need to be well informed in order to help their adolescents with such struggles. (6) Red flags which help identify dangerous adolescent risk-taking can include psychological problems such as persistent depression or anxiety which goes beyond more typical adolescent “moodiness”; problems at school; engaging in illegal activities; and clusters of unhealthy risk-taking behaviours (e.g., smoking, drinking and driving recklessly might be happening at the same time, as might disordered eating and selfmutilation, or running away and stealing). (7) Since adolescents need to take risks, parents need to help them find healthy opportunities to do so. Healthy risk-taking, not only important in itself, can help prevent unhealthy risk-taking. (8) Adolescents often offer subtle clues about their negative risk-taking behaviours through what they say about the behaviours of friends and family, including parents. Parents often stay silent about their own histories of risk-taking and experimenting. However it can be important to find ways to share this information with adolescents in order to serve as role models, to let teens know that mistakes are not fatal, and to encourage making healthier choices than those the parent may have made during his or her own adolescence. (9) Adolescents look to their parents for advice and modelling about how to assess positive and negative risks. Parents need to help their teens learn how to evaluate risks and anticipate the consequences of their choices, and develop strategies for diverting their energy into healthier activities when necessary. (10) Parents need to pay attention to their own current patterns of risk-taking as well. Teenagers are watching, and imitating, whether they acknowledge this or not. – David Bargh, Principal

By the time we stop hearing about the rugby and a certain election, it really will be summer. We probably deserve an extra long and hot one. And while you are thinking about daffodils, remember the Cancer Society’s annual Daffodil Day on Friday. The money raised goes to help with a problem that can affect any of us at any time. A new addition to Ford’s lineup — the Ford Kuga
There’ll be something new and striking from Ford on New Zealand roads in a month or so. The company has announced an all-new addition to its model lineup — the Ford Kuga. European-built, the Kuga, is a small SUV and it arrives arrives at Ford dealers throughout the country from November, joining the Mondeo, Territory and Focus Titanium models. The New Zealand RRP is $53,990. “This is big news for us and we’re very excited,” said Ford marketing manager, Chris Masterson. “The Kuga has done very well in Europe since its introduction in 2008, often topping sales charts. Locally, the small SUV market has seen substantial growth in the last few years. As an attractive, well-designed and fully-capable crossover vehicle, the Kuga Titanium will be hard to beat.” The Kuga will be coming to this country with a proven powertrain and full-time AWD system and the motoring press has already described it as perfect for those drivers looking for style, presence and AWD capability. Significant driver assistance technologies will be standard in the Ford Kuga including electronic stability and ABS. “Kuga’s arrival to New Zealand will certainly raise the bar in the busy and highly-competitive crossover segment,” said Masterson. “The kinetic design styling gives the car great personality and tremendous showroom appeal to potential customers.” Kuga offers comfortable and spacious seating for up to five adults. The second row seating has a 60/40 split and has been designed to fold completely flat to maximise the available load compartment in two-seat mode. Underseat storage is a practical feature beneath the second row with further storage under the floor of the luggage compartment area. The Kuga Titanium will be available in the showrooms across the country with a 2.5-litre turbo charged I5 petrol engine (147kW 320Nm) mated to a five-speed automatic transmission. As an indictment of the economic circumstances facing many New Zealanders, a look at motor vehicle safety across the country is something to chill the blood The cost of vehicle registration and warrants is a pain in the wallet, as we all know. But for many people, it is too costly and as a result, there may be a quarter of a million cars out there on the roads which are accidents waiting to happen. And in that event, insurance payouts are possibly pipedreams. Quite simply, there are too many unsafe vehicles on our roads. A survey by the Motor Trade Association shows nine per cent of all the vehicles surveyed had neither a current warrant of fitness, nor were currently licensed. With almost 2.8 million light vehicles in the national fleet, these findings indicate as many as a quarter of a million of them may not be compliant. Vehicles more than six years old are required to be inspected for a WoF every six months, while vehicles younger than this are re-inspected every 12 months. Failure to display either a current WoF or a vehicle licence label can incur a fine of $200. The MTA across the country looked at a range of vehicle ownership and compliance issues. MTA spokesman, Ian Stronach, said the results,

We have already seen the lack of attention that drivers are paying to vehicle servicing and it seems that this attitude is also making its way into areas of formal vehicle and safety compliance.” Now comes the rub. It seems 31 per cent of drivers whose vehicle had an expired WoF were from the lowest income group (less than $25,000 pa). A similar picture emerged for those whose vehicle was unlicensed, with 43 per cent also coming from this income group. One vehicle had not been issued with a WoF for almost six years. So it is apparent that there are too many potentially unsafe vehicles on our roads in a steadily aging fleet that’s also not being serviced in too many cases. That trend represents a growing risk to the safety of all road users. So the call has gone out to the NZ Transport Agency and police, to ensure that compliance of these basic requirements is stepped up. No suggestion though, that safety be given precedence over the ever increasing compliance costs facing the motoring public

Handing over the reins… but still practising After twenty successful years in the field of holistic health, Pam Baldwin is stepping aside and handing the reins of Dargaville’s Health Options to a new owner. However, the registered nurse and natural practitioner says she’s not ready to get off the horse just yet. “I’ve sold the shop but will continue to be available by appointment in the clinic rooms for personal health advice and Pam Baldwin a range of therapies, including massage. We are both hoping for a seamless changeover so that clients will still enjoy an ongoing cheerful and relaxing professional service, as well as a wide range of quality products,” says Pam. As a fifth generation Kaipara resident with links to the Hokianga, Pam has worked in Dargaville since the early 1980s when she joined the nursing staff at Dargaville Hospital. Postgraduate study saw Pam capped with a Bachelor of Arts in Nursing and Sociology and instigated her interest in working holistically. “My interest in natural therapies and herbs became a passion and I embarked on further study. I then combined my advanced nursing and natural health diplomas and completed a ‘Be Your Own Boss’ course and opened Health Options in 1992.” During Pam’s university study, she had a vignette published in a book entitled ‘The New Zealand Experience’, based on her young daughter’s impression of Massey University. Her career thus far has seen Pam share her extensive knowledge through a range of night classes as well as casual hospital and hospice work. Pam was a founding member of the Women’s Resource Centre, an inaugural member of Kaipara Care Incorporated and she served on the Primary Health Organisation Board for many years. “Helping people to help themselves to health,” is our motto at Health Options, adds Pam. “It’s about empowering clients with knowledge and skills, as well as quality supplements and organic foods.”
Kaipara’s mystic mountain The winterless North met winter last week when freezing conditions brought a decent dusting of snow to Mount Tutamoe. Officially, it is the first recorded snowfall in Northland and the locals were keen to experience it first-hand. “We’d heard about snow on Tutamoe and it had been on the news, so on Monday night we decided to head up there and see if the story was true,” says Joel Wearmouth, who climbed to the peak with a couple of friends. “Although I’ve seen snow in the south island, I’ve never been in the snow when it’s actually falling. We saw the snow clouds coming over — there was this big white cloud in the distance and when it hit us, the snow was literally falling down around us. “There was enough snow to cover your boots Gavin Rountree on Tutamoe with and it was still there when my brother-in-law went up on Tuesday morning. It was a once in a lifetime experience and I’m pretty stoked that we went up there because I’ll probably never get the chance again.”

Northern Wairoa soccer report
Glory days at dairy factory by Brian Eastwood Memories of a long gone Mangawhare have come back for some people after reading our recent musings about the front cover picture on Dargaville Lions Club’s latest phone book. It is an aerial shot of Northern Wairoa Dairy factory, said to be taken in 1930 approximately. We had wondered if anyone could place a closer time to the photograph and tell us something about the old houses and buildings that are no longer there. “The first house past the dairy factory store was the home of Mr and Mrs Henry Hansen,” recalls Dargaville resident, Mrs Betty Hallmond. “He was a bridge builder for Hobson County Council. Some might remember their daughter Fay Hansen, a school teacher at Dargaville Primary School.” A former dairy company employee, George Irvine, agrees. “I worked at the factory in 1947–48 on the platform recording the cream weights. Hansen’s did live there and the next house along was the boyhood home of Northern Wairoa river launch owner, Ben Bradly. Those cream lorries in the photo were Bedfords, I think about 1946 models.”

Long time Dargaville resident, Des Subritzky, also worked on the site about 1950, but as a carpentry apprentice for Witten and Tregidga building the veterinary clinic, the brick building seen behind the two-storied factory store. “The clinic was built on a floating foundation, one third into the ground. I bet it took some demolishing when the time came. I think the long building behind it was the laboratory.” As a surprise clincher Des notes, “That Morris Minor standing at the front of the Dairy Company store is still around. It belonged to manager Dermy Hackett and now sits in Len Fredrickson’s shed down in Te Kopuru.” So that does seem to put the date of the phone book cover photo as being 1951.
On Saturday August 20, the Northern Wairoa Youth soccer team (15th Grade) played Bream Bay at home in a challenging yet entertaining game. They won 6–4, due to the commitment and perseverance of the NW side near the end of a rocky season. The game started with Bream Bay being in the lead 2–0 close to the start of the game. However Northern Wairoa managed to bounce back with goals from Dylan Hansen and Josh Nilsson before half time, levelling the score. Dargaville then took the lead to win in the second half, with Josh and Kieran McCahon both scoring two goals each. Player of the day went to goalie Jason Nola. They then played again on Sunday, August 21, at Kensington Park against Marist, drawing four all. It was a tough game, but entertaining to watch and rewarding for the players. Marist opened the game by scoring the 1st goal, but Louis Flight also scored a goal in the first half. Josh Nilsson then scored in the second half, with Northern Wairoa being down 4–2. However we bounced back as Josh scored yet another goal which was followed by a stunning goal by Kieran McCahon. Player of the day went to Josh Nilsson. A great weekend for coach Derek Bryers, Captain Katie Humm, Vice Captain Ethan Gorrie and the team. We play again next Saturday in Kamo, and Sunday at home.
