Chief executive Louise Miller says the e-meeting agenda will include introducing a support package, as well as a range of options around rates for next year’s Annual Plan. “A key focus is on ensuring the council operates as efficiently as possible in a range of options to provide support to different sectors of the community.” The meeting will be broadcast live on the council’s Facebook page from 9.30am, and members of the public are invited to watch without having to sign up for Facebook. It will also be recorded. Meanwhile, Kaipara businesses and individuals are being urged to join The People’s Panel, one of the platforms of the Kaipara Mayoral Task Force for Economic Support and Recovery aimed at taking the district forward after the Covid-19 emergency regulations. “It will be putting out its first survey for Kaipara residents and businesses to gather information about what’s happening across the district during the lockdown,” says Mayor Jason Smith. “The survey will be distributed this week via the panel, which includes more than 800 members at present. “If Kaipara people haven’t yet joined the panel, then right now would be a great time. It’s freely available at kaipara. govt.nz/panel, and I encourage everyone to join and make your voice heard here. Then we’ll be able to advocate for even better support for Kaipara.“ A task force website was launched on Tuesday, April 20, for Kaipara
businesses and residents at kaipara.govt.nz/taskforce and includes a selection of key online resources for people and businesses, including links to partner agencies and funding sources for Kaipara residents. “At last count, there were some 200 support agencies operating in Northland and a key goal of our task force is to help make it easy for Kaipara people to get assistance if they need it,” Dr Smith said. “The webpage will be regularly updated because supports, grants and other available resources are changing at a fast speed, so we, too, need to be agile to keep the best current and relevant information in front of Kaipara people. “We have a very difficult balancing act ahead of us. p The Ecuyer family of Matakohe has been spending time creating an artwork diary during the recent weeks. Topics cover the splendidness of isolation and flying to the moon. The pages include doodles and cut-outs. The idea came when John, a woodturner, his wife Anne and daughter Trista decided to mark the present unusual circumstances with a day to day creative collage and it became a visual diary. ”We have been very disciplined and committed,” says John. “It has been fun without any stress or rules. It doesn’t matter if it is not that great and we have got better each day. It is almost like scrapbooking, and we do what we want to do. I do my part, Anne does hers and Trista adds her creativity as well on the same page each day.”

p Families across the country are receiving much-needed food parcels thanks to the generosity of people who are supporting the KidsCan cause. CEO Julie Chapman realised that the current circumstances meant children normally provided with food at school would have none at home during this time. “Our aim was to supply 3,000 parcels to families. We are overwhelmed with the response we have received from our call for financial help to accomplish this goal. We have raised enough funds to provide another 700 parcels. The excess money will be used to facilitate the increased need when schools go back. We will have another 8,000 students per day needing help on top of the 34,000 we already support in school due to parents losing jobs. We want to thank everyone who contributed to the 19 for 19 fundraising effort.”

Rest home workers and management in the Kaipara are appealing to the public to remain strong in the last stretch of self-isolation, as the measures taken to stop the spread of Covid-19 are vital to protect the most vulnerable among us.
p Nurses and rest home carers are at the front lines of preventing Covid-19 fatalities, and ask for continued public vigilance as lockdown measures begin to slow the spread of the disease
The susceptibility of older patients to the coronavirus has been tragically illustrated by the loss of life in the South Island recently. Local rest homes and hospitals have put in place extreme measures to preserve the health and isolation security of their residents, including providing complete changes of clothes for staff and instigating preexisting pandemic plans. Speaking to representatives at the forefront of the industry, concerns still exist that the security of our most vulnerable citizens is fragile and in the hands of the wider community. The nurse manager of the Maungaturoto Riverview Resthome and Village says that while every conceivable precaution is taken within the home, and personal protective gear is even sent home with the staff, it’s up to the public to help keep the viral chain broken. “Stay safe, stay in your bubble, wash your hands with soap and water; all of
these are simple things, but they are working. Don’t let up now, because that’s what will put people at risk,” she says. It’s a message echoed by rest home workers and health officials nationwide. While it’s important to keep isolated and to protect our older residents by not visiting, there’s still a need to communicate. Rest home staff encourage phone calls and correspondence so that families can stay in touch. Special provision has been made in the rules for extreme situations as well. Residents who may be in terminally critical health, not because of Covid-19, may still be able to see their loved ones under strictly controlled conditions by prearrangement. If your family are in this situation, discuss options with your rest home care provider to ensure that everyone is kept safe, and discuss options available to you.

Recreational drone users are reminded that during the Covid-19 lockdown and at all times, they must comply with Civil Aviation Rules, Part 101. “Emergency services aircraft throughout the country are operating as normal. Our helicopters continue to conduct our normal variety of missions,” says Northland Rescue Helicopter Service operations manager and pilot Sam Murtagh. “We could be tasked to an emergency at any location in Northland. We have seen an increase in drone usage since the lockdown, which may be attributed to users thinking the airspace is clear. “Whilst flying it is highly unlikely that our pilots would see a drone in time to avoid a collision. Users should be aware that their drones pose a significant risk to aircraft safety, and a collision could have catastrophic consequences. “We understand that people are looking for entertainment while stuck at home. Unfortunately, we have received many reports of drones operating outside of what the regulations allow. “The CAA has stated that if you are a recreational drone pilot, you can fly your drone in your back yard during alert level four, but you must remain
in your isolation ‘bubble’. Don’t annoy your neighbours and consider people’s privacy. “Be aware that, if it lands outside your property for any reason, it will be difficult to retrieve because of the alert restrictions. You can’t go over to your neighbour’s to get it, nor can anyone pass it back to you as it breaches the law. You cannot fly in public spaces like parks, reserves or beaches. “The restrictions also apply to those organisations holding Part 102 Unmanned Aircraft Operator Certificates. “They must operate in direct support of an organisation providing an essential service, and only when the activity directly contributes to the provision of that essential service and is necessary for it to continue. “The Northland Emergency Services Trust would like to acknowledge the users who do comply with the rules, ensuring everyone’s safety. If in doubt, stay grounded — it is the safest thing to do. Remember, stay safe — stay in your bubble.”
“I was always fascinated with babies and the birth process,” says Carmen. “At 14 years old, my careers adviser recommended midwifery as a profession. I married and had been a midwife for four years when Aidan and I had our daughter Rosie. My clinical skills remained the same, but I gained empathy — I know it hurts and understand sleepless nights. We now also have three sons, including twins. “Rosie was breach and got stuck so needed an emergency cesarean. The twins, Asher and Jude were induced, one needed the suction cup, and one was born normal and our last, Taj, was a normal birth. “I worked at Middlemore Hospital and have seen every type of birth. We moved to Tauranga and people couldn’t attend antenatal classes for various reasons, including living on farms. Ladies ask about feeding and changing diapers. I thought if they don’t know now, they will struggle at home so I launched HatchedAntenatal.co.nz two years ago. “It costs $89 for unlimited access for six months. I recommend starting in the second trimester so you can revisit the content if there are issues after birth, like sleeping or feeding. “I give researched non-biased advice. I don’t want anyone to walk away, thinking there is only one way to do

things. I interview a car seat technician, a sleep consultant and touch on mental health to name a few topics. “Pregnancy and childbirth should be a good experience, but that’s not always the way. Being informed if you encounter things that don’t feel right is a good start. “People need information because midwives don’t always have the time to discuss every concern. Babies are my favourite thing in the world. I want parents to feel supported and not judged.”

They are following guidance from Local Government New Zealand and working with their elected members to review rates relief options and arrangements for paying rates for those who normally pay by EFTPOS or cash. “While payment doesn’t need to be made until Wednesday, May 20, by which time the situation with the pandemic will hopefully be clearer, the council will stop taking orders on Tuesday, April 28,” says nursery coordinator Matthew Mabbitt. “Demand always exceeds supply, and the council expects that to be the case again this year, despite the current pandemic. Kororia kia koe e Te Atua. He Maungarongo ki te whenua. Me te whakaaro pai ki nga tangata katoa. Glory to you, O God. Peace on Earth, and goodwill to all people. The whole world is struggling to come to terms with Covid-19 and the damage this virus is causing to communities. The very sad loss of lives is devastating. Who would ever have thought that churches worldwide would be empty, other than the priest, for the whole of Easter weekend, traditionally set aside to commemorate the death and resurrection of Jesus Christ. To witness the emptiness surrounding St Peter’s Basilica, and the Vatican City in Rome deserted? Furthermore, who would have thought that worldwide we would seek to use technology to connect to online church services, and enable participation in Easter albeit from the comforts of home in a lockdown situation? There have been significant incidences of tragedy during the years; to name a few, the first and second world wars, the 1918 flu epidemic, the Great Depression in the 1930s, the global financial crisis in 2008 and now Covid-19. We have seen the emergence and use of technology in the way we are permitted and able to carry out our daily lives. For the older generation, the words Zoom, Skype and Pay Wave were ‘foreign language’, but since Covid-19, they have suddenly become our next best friend. The worldwide online education system has enabled 300 million children to
connect to education learning from the comforts of home. Nevertheless, these are extraordinary times that require extraordinar y decisions to enable us to survive this awful pandemic. Unfortunately, another very significant disrupted event in the lives of New Zealand, Australia and Turkey is the commemoration of Anzac Day, in remembrance of the loss of many lives in the battlefields of the first world war at Gallipoli, Anzac Cove and Lone Pine. Anzac Day is a significant moment in the calendar of these three countries. Our usual form of commemoration is sadly, impossible. Coronavirus means having to do this very differently. No

Traditionally, as Anzac Day approaches, we look back and reflect on the past. We often wonder if the generation of today could step up and meet the current challenges as has happened in the past. We are living in unprecedented times — which require unprecedented restrictions. The world is at war again. Some parallels can be drawn from the first world war and today’s ‘war’. Instead of sending our young men and women to far-flung shores to fight the enemy, we are being required to bring them home, where possible, and keep them safe in our ‘bubble’. The enemy pervading the world is Covid-19, which is proving to be a deadly killer despite modern medications. The worldwide pandemic, Covid-19 is showing that the challenge is being met head-on by today’s generation. As in 1914–1918 we have front line workers. The difference today is that our front line defence force is fighting an invisible enemy within our own borders. We extend our gratitude and admiration to all those on the front line. They are working very hard to tend to those who have succumbed to this potential killer. They are our dedicated medical staff who put their lives on the line every day as they leave their bubble to go to work to perform their duties. There are many other essential workers who are working tirelessly to keep our lives as normal as possible within the confines of our ‘bubble’. From the farmers to supermarket staff, to fruit and vegetable harvesters, to those who collect our garbage bags and to anyone who is providing an essential service
we acknowledge the sacrifice you are making with heartfelt gratitude. We should not forget our most vulnerable people residing in Kauri Coast and Norfolk Court rest homes. They are in lockdown too, and being well cared for by the dedicated staff therein. The RSA welfare officer is in close phone contact with both homes. We are looking forward to the world returning to normal, whatever that will look like when this ‘war’ is won. We trust it will not take four years as the first world war did. We are proud and thankful that through the generations, we still possess the Anzac spirit for which we are world-renowned. We are grateful that our government acted decisively by asking us to live in our isolated bubbles. The majority of people have followed the requirements to keep each other safe from the ‘enemy’. We have all been inconvenienced as our daily routines have been disrupted. Moreover, we need to be grateful for the technology we have access to giving us instant contact with friends and families. When loved ones were on the battlefields in the first world war, it would mean weeks of anxiety waiting to receive correspondence from them. It is in all our best interest that Anzac Day Commemoration Services will not
be held this year. It is unprecedented but is a move taken to keep us safe from the ‘enemy’ we are battling. However, the Memorial RSA Clubs want you to remember that they are a living memorial for those who have made the ultimate sacrifice in any of the conflicts where New Zealanders have served. All members are looking forward to our Northern Wairoa Memorial RSA Clubrooms reopening in the not too distant future and welcome visitors to join us.
Lest we forget, let the sacrifice and courage of our service men and women be remembered forever.

Kaipara airmen of the second world war by Andy Bryenton
While hundreds of Kaipara locals did their part during the second world war, a select few served above the battlefields of Europe as part of the allied air forces. Two of their stories highlight the courage and hardship of war. While both are sadly deceased, their contribution will never be forgotten. Bomber crewman Trevor Dill farmed the Kaipara hills, between Wellsford and the harbour, before signing up to fly with the forces who were tasked with destroying German war industry and weapons factories, warship docks and U-boat pens. He served from 1942 onward as a navigator, first aboard a Stirling then a Lancaster bomber. After flying 27 missions, which fans of television series Catch 22 will recognise as the number before being rotated off duty, the entire crew voted to instead volunteer for ‘pathfinder’ duty, taking their plane in advance of the other fliers to mark positions for bombing runs. This incredibly dangerous job meant that Trevor’s plane was the first target for the Axis guns, on one occasion limping home on only one of four engines, and on another suffering more than 130 direct hits but still flying. He completed 47 sorties in all, and in 1945 Trevor was awarded the Distinguished Flying Medal for showing the “utmost fortitude, courage and devotion to duty.” Maungaturoto typhoon fighterbomber pilot Malcolm Cullen fared worse from the fortunes of war. Still, his courageous story of escape from the Nazi concentration camp at Buchenwald, along with fellow Kiwi airman Phil Lamerson and a group

p A Typhoon fighter bomber, like the one flown by Maungaturoto veteran and POW survivor Malcolm Cullen
of other POWs, is one of the utmost fortitudes under hellish conditions. Shot down over France, Cullen was hidden by resistance fighters for 71 days but ultimately betrayed to the Gestapo secret police. Without a uniform, the Nazis cynically classed the pilot as a spy. They sentenced him and a large group of other allied airmen to imprisonment at the notorious Buchenwald death camp, where inmates were enslaved and treated brutally. Throughout the
ordeal, the Kiwi servicemen did all they could for the morale, health and safety of their fellows. At last, a message was passed through clandestine channels to the German air force, who opposed the Gestapo trickery and demanded that the whole group be transferred as legitimate POWs. Both men returned to their families after the war, to forge successful farming careers far from the war-torn skies of Europe.

On this most special of special days, Anzac Day, we rightly honour those New Zealanders who served in the two world wars and other conflicts during the 20th century.
This year the Northern District of the Royal Agricultural Society has launched the inaugural RAS Northern District Youth Achiever Award, which is free to enter.
Our thoughts turn to those who fought bravely and with distinction overseas. They did us proud. Even our enemies of the time acknowledged that. Field Marshal Erwin Rommel in the second of those world wars called our troops the greatest fighting force he ever came up against. Many of course made the ultimate sacrifice, and some never returned home to grow old in the country they saved. Our thoughts are with them too. Moreover, can we, as the present generation truly comprehend what our parents’ generation and the generation before them went through? Each faced a crisis of global proportion. The second world war, in particular, carried the spectre of invasion. The uncertainty of the future then must have been terrifying and, as I say, almost impossible for we of this generation to comprehend. Yet we know enough of what they went through

to know that the way we responded to those earlier threats helped build us as a nation. Made us who we are. They showed us that we unify as a nation to face any threat to our lives and livelihoods. That we show care and compassion when required and respond selflessly to the needs of others. That whilst we remain fiercely independent, when threatened — we become one. We showed it in the aftermath of the Christchurch earthquakes, Pike River, again after the mosque shootings and now during the coronavirus outbreak. The way we responded brought us international renown — only because we were taught well. We have not as a generation faced a world war. We have learnt from those who did, and we are who we are because of that. To those of earlier generations, many of whom are now in eternal rest, we offer on this day and every day our eternal thanks.

“The competition is open to anyone who lives in Northland or Auckland aged between 5–20 years old and has raised a calf, lamb or goat this season,” says competition convenor Courtney Davies. “We have moved it to online as a way to continue our show with all the issues at present. We want young people to still be involved and active with showing stock and get recognised for what they have done. “We are flexible on the due date for entries as long as they make contact with us beforehand. Even if you didn’t make it to any shows, we would love to have you enter. There are various aspects to the competition, such as taking photos on-farm with your

Council Meetings Council meetings have gone digital in Kaipara, and you can watch them live. You don’t need a Facebook account to watch the meetings. Meetings are also recorded so you can watch them later. There has been some change to the schedule of meetings that was published before Lockdown – new times and dates are: • Council Briefing (rescheduled from 1 April) – Wednesday 22 April starting at 9.30am • Council Meeting – Wednesday 29 April – starting at 9.30am
Roading work continues While most people are staying safe at home, Council’s essential workers have still been continuing their work. Our roading inspectors determine what work needs to be done urgently to maintain road safety. The roading team provides a lifeline service, keeping roads open for other essential workers, and those essential trips to the supermarket. They’re also continuing to carry out important repair work, taking advantage of the rainfall to grade unsealed roads, and repairing potholes on sealed and unsealed roads. This important work is paid for by your rates. All non-essential work is on hold for now. “Hi, my names Rob and I work for the Northland Transportation Alliance here in the Kaipara. We are currently working through the lockdown. I inspect our roads with my main focus being on your safety. I’ve just inspected a shoulder of Mititai Road, as you may see it has dropped out. I can now inform my manager and advise the contractor that work is required here to make the road safe. Thank you for paying your rates”
Water Rates Monday 20 April was the due date for Water Rates for those in the Dargaville Township East. We know some of you may not have received your invoice yet from your post box, or be able to make your payment as usual over the counter at Council offices. If you’re able to, please make your payment via the council website (kaipara.govt.nz/pay). After the Council office reopens we’ll update you on other available payment options. If you aren’t able to pay on time you will receive an automatic penalty, which we are not able to stop. We’re sorry if this causes you any stress or confusion. Unfortunately, the process of ‘penalties’ being added is automatic, so those payments that arrive late will have an automatic penalty. Once a payment has been made, you can get in contact with us about how we remove those additional charges. Once a payment please contact us to talk about having the additional charges removed. We’ve written to those who usually receive a water rates invoice in April (Awakino Road, Ranfurly, Main Strees and Ruawai) to explain how we are managing invoices during lockdown. It should be in your letterbox soon.

St John Northland has joined with the Beanies for Babies knitters group in the quest to provide knitted teddy bears and other items for children in need across the region. “Our St John Area Committees in Northland, Auckland and HaurakiCoromandel District are collaborating with Beanies for Babies on the Woolly Express initiative as we want to do something to help families in need,” says St John Community Engagement manager — Northland, Jane Stearns. “St John has hundreds of volunteers and supporters who are usually very active in their respective communities. Given we have been in lockdown, we thought it would be an opportune time to encourage them to continue helping others while at home, by getting out their knitting needles and wool and making some lovely items to go to families in need. “We are grateful for the wonderful members of the public who have already knitted teddies, booties, beanies, blankets and dolls. We will arrange for the collection and distribution of these goods when it is safe and appropriate to do so.” The team’s Woolly Express take the knitted goods down to the Beanies for Babies headquarters, where they are packaged and distributed. “We have been providing teddies for children with trauma for the past year. The idea evolved when a group member gave a little girl that went into hospital a teddy. We decided it was an important project to take up,” says Beanies for Babies coordinator Hylda Chandler.

“We also knit singlets, blankets, booties, beanies and jumpers and invite anyone to join us. The group has been running for about 11 years. We knit because children deserve something brand new. We appreciate our helpers — people in their 90s knit or crochet for us across the country. NZ Couriers sponsor our freight to recipients, so we don’t need to worry about postage as everything is self-funded. “Our distribution network includes families in need, teen parents, paediatric wards, Fostering Kids NZ and child abuse victims. COVID-19 Symptoms If you are concerned about any COVID-19 symptoms you are experiencing, please call Healthline for free on 0800 358 5453 or your doctor. Symptoms of COVID-19 are similar to a range of other illnesses such as influenza and do not necessarily mean that you have COVID-19. Symptoms include: • • • • • •
a cough a high temperature (at least 38°C) shortness of breath sore throat sneezing and runny nose temporary loss of smell.
These symptoms do not necessarily mean you have COVID-19. The symptoms are similar to other illnesses that are much more common, such as cold and flu. Shortness of breath is a sign of possible pneumonia and requires immediate medical attention.
Getting repeat prescriptions for regular medication Your doctor will have in place ways to get a prescription without seeing your doctor face to face. Please ring your doctor for further information. Pharmacies are recognised as an essential service and will remain open, even in Level 4. If you need to go to your local pharmacy, phone them first to ensure you are able to go in-store. If you are an at-risk group you may need to ask someone to pick up your medicines on your behalf.
Exercise Safely Walks and other activities like cycling or scootering are fine, provided you keep a 2-metre distance from anybody outside of your household. Don’t use services like share-bikes or hire scooters. Stick to simple outdoor exercise, and avoid activities where you can get injured or lost. For example, don’t go swimming, surfing, boating, hunting or tramping. It’s important the emergency services remain available to support the response to COVID-19. Stay close to home. Enjoy your neighbourhood, but go no further. For example, if you live near a beach, you may go for a walk down to the waterfront. But don’t drive to another suburb to go to the beach. If you have a dog, try walking it around the block instead of driving with it to a park. “Local” means the area near your home that you regularly visit for essential services. City dwellers may have a supermarket, pharmacy or dairy close by. If you live rurally, you may need to drive further. If you do leave your house, you must always keep a 2-metre distance from other people who are not part of your household. If an area is too crowded to keep to a 2-metre space between you and others, go home. Don’t stop and chat, smile and wave instead.

The investigation considered a number of factors; commercial viability, sustainability, environmental impact, and the cost of ongoing operations such as maintenance. It highlighted future opportunities in the visitor market that could be unlocked by a wharf network, including cultural, adventure, and ‘slow’ tourism (low capital investments, such as guided tours). To deliver a feasible and sustainable water transport network, Kaipara District Council and its partners need to focus on a scalable, district water transport network focused on developing tourism, improving safety, building local skills, improving local connectivity and enhancing places.

Kaipara District Council wants to hear from you about proposed future water transport networks. In 2019 Council was granted around $20 million of Provincial Growth Funding to fund Kaipara Kickstart, an umbrella project to stimulate the Kaipara district. Kaipara Kickstart currently consists of three interconnected projects; Kaipara roading, Kaipara Kai, and the Kaipara Harbour Wharves project. The Kaipara Wharves project includes investigating the future potential of building a wharf network on Kaipara Harbour and $4.0 million of capital works.

Update from lockdown
Parliament doesn’t stop in lockdown - last week the Transport and Infrastructure Select Committee met via videoconference.

Patrick from Countdown Waitangi and I pulled together over $6,000 worth of groceries last Friday with the help of a local trust. I dropped them off to some key people who are ensuring that over 120 families in need got some food on the table.
