Museum funding from targeted rate u by Andy Bryenton
The concept of funding Kaipara museums using the mechanism of a targeted rate for every property has been raised at the council table. The Kaipara District Council rejected a measure proposed for its recent Long Term Plan, which would have seen a targeted rate imposed on Mangawhai residents alone, to help support that town’s museum. This followed a plea from museum management to forgive a substantial debt owed to the KDC, which was also denied. At the time, Mayor Craig Jepson proposed a resolution that instructed KDC chief executive Jason Marris to explore another possibility. This was to investigate potential future funding for all three of the
district’s museums, through the 2025– 2026 Annual Plan. “Staff contacted each museum and requested copies of their accounts for the past three years. The museums subsequently met and agreed an approach to the council,” said Sue Davidson, reporting back to councillors last week. The joint proposal put forward by the Mangawhai and Dargaville museums and the Kauri Museum at Matakohe is for a targeted rate that would span the entire Kaipara district. The sum of $20 levied against each ratepayer would render an

annual total of $267,900, which would be split evenly between the three institutions. This approach emulates that of the neighbouring Whangārei District Council. Discussion on whether this new targeted rate will become policy is ongoing, but it was made clear that Kaipara museums need fiscal support to meet the needs of the public. “All need financial help, but the Kauri Museum looks like it has the capacity to reduce expenditure as well, as the costs have grown over the last three years,” said Ms Davidson. ¢

p Water is under scrutiny as hot weather hits across the west of Kaipara. Council-imposed level two restrictions are now in place for Dargaville and Baylys Beach, only a week into summer. Under level two restrictions, you may not use a sprinkler or irrigation system to water your garden. It’s still permitted to use a watering can or hose with a trigger nozzle to water your garden, wash your house or vehicle with a water blaster, hose or bucket, or top up your swimming pool. Further restrictions may curtail these activities if water levels continue to be an issue as summer progresses.

The issue began in 2020, with dye testing identifying wastewater problems with some local septic tanks. The Progressive Paparoa Wastewater Action Group was formed to liaise with the council and find a solution, amid fears that the Northland Regional Council could step in and impose the need for expensive remedies. “That would not be good on an individual property basis but would also severely restrict the future of the whole community. Some properties might just not be able to comply. We want the future of Paparoa to be secured,” said PPWWAG spokesman Graham Taylor. It’s the contention of the group that very little has been done to address the issue of wastewater contamination in the intervening four years. This is despite three reports by outside consultants, all outlining possible fixes to the issue, at a

cost of $60,000. Last week, councillors discussed the issue at December’s KDC briefing, with the core issue of how a small, reticulated wastewater scheme for central Paparoa could be funded on the table. “Ongoing ownership and maintenance of the scheme also needs to be considered. For example, if a small communal wastewater scheme is constructed, it could be owned by the council or by a body corporate, community trust or similar,” said the KDC’s Mark Schreurs. It’s the opinion of the PPWWAG that wastewater issues are holding back Paparoa’s future progress. Full KDC funding and maintenance of a Paparoa wastewater system is seen as the ideal by some residents, but with Three Waters changes set to impact all of Kaipara, that issue of cost remains contentious. ¢

The festive season is a time for generosity, and for some, that means more than the usual socks or scented candles.
If you’re considering giving a significant gift like property or financial support to loved ones this Christmas, it’s worth ensuring your generosity is legally sound. Gifting property isn’t as simple as handing over the keys with a cheerful “Merry Christmas”. When gifting property, a deed of gift or formal agreement is necessary. Any transfer of ownership needs to be formally recorded, with the property title updated to reflect the change. Even financial gif ts b e n ef i t f ro m p ro p e r documentation, such as a deed of gift, which is a clear written record stating that the asset is a gift, not a loan. While these may seem like small formalities, they can save future complications. There are also practical implications to consider. The route for the next section of the Northland motorway from Warkworth to Te Hana has been revealed, and its terminus will be a major interchange feeding directly into Mangawhai. New Zealand Transport Agency staff were out and about at the Mangawhai markets in late November, canvassing the crowds to gauge a response to the proposed route. This will include a lowgradient bypass of the Dome Valley and a dual tunnel beneath Kraack Hill, which may be longer than those linking Waiwera to Pūhoi. The Kaipara District Council’s annual report has been presented, and the financial section of this document charts a year of challenges and a cautious approach. “It has been a year of change and transformation for Kaipara District Council,” said mayor Craig Jepson and KDC chief executive Jason Marris, in their official presentation of the report. “We are proud of all that we have achieved in this period, and will continue to build on in the coming year.” Fiscally, the environment has been challenging, but councillors noted that p Councillors are pleased to have received an annual report showing a surplus and fiscal stability in uncertain they are proud of their economic times track record for 2024. The Kaipara Moana Remediation group has presented a report to the final Kaipara District Council briefing of the year, charting the growth of its efforts. Kaipara Moana Remediation (KMR) pou tātaki Justine Daw invited questions from elected members about the work her organisation is undertaking in the 800,000-hectare Kaipara catchment, much of which falls under the jurisdiction of the KDC and its Northland Regional Council peers. “We will not achieve our goals in this decade-long initiative without taking a whole-landscape approach,” says Ms Daw. She outlined the ramping up of engagement between locals and KMR. Kaipara mayor Craig Jepson, deputy mayor Jonathan Larsen, councillor Gordon Lambeth and Dargaville Community Development Board members met last week to discuss the need for greater accessibility in Dargaville’s centre. The semi-informal meeting had a serious purpose, spurred by a recent vote to allocate $550,000 to the refurbishment of Dargaville’s urban roading and footpaths. Councillor Lambeth, who moved the idea at last month’s meeting of the Kaipara District Council, noted several points that could be improved to improve access for older citizens and the differently abled. He also forwarded an idea to protect the street front awning supports of Victoria Street from damage caused by heavy vehicles. “It’s just what’s needed. After the many years we’ve had of wish lists, now this funding is a step in the right direction,” said DCDB chair Joanna Ewenson. “One of the things brought up very clearly by the public in hearings for the Long Term Plan was the accessibility of Dargaville’s main street,” says councillor Lambeth. The money for Dargaville’s footpath and roading upgrades won’t come until 2026, but this also gives time for the council to lobby the central government to match its spend with further funding. The decision to allocate the half-million dollar sum was part of a package of roading financial choices, which sparked intense

The event’s 18th year running, hundreds of people arrived at the gardens to enjoy some community festive fun. After experiencing a stroke himself and being unable to find adequate support, Nick Puharich founded the group 45 years ago. Nick was nominated and received a Queen’s Service Medal in 2016 for his contribution to the stroke club, Dargaville Lions Club, Dargaville Museum and Dargaville Pioneers Trust. “Nick still leads and supports the group with enthusiasm and compassion. During those years, Nick has given many hours of his own time and efforts to support the recovery effort for those who are experiencing the effects of a stroke. The members look forward to their time together, and we need to tell him we love him.” Val joined the club after her husband Jack, a late member, passed away, recognising the need for able-bodied helpers. Looking back on her time at the club, Val says she has enjoyed the people the most.

The group enjoyed a free lunch with all the trimmings, fun raffles and a performance and poem recital from Ruakākā-based entertainer Jone Yelcich. “Jone provided some wonderful happy times. He even had some people up dancing. He said it was special for him to come and perform for us because he is a stroke survivor himself,” said volunteer support person Val Mann. “While he was in hospital following his stroke, he wrote this poem that was later published in a doctor’s book relevant to stroke survivors.”

Rory, who calls the Kaipara District his home, has worked in the UK and New Zealand as a vet committed to the rural communities he serves. The book tells stories of the rich characters he has met, comical tales of interesting cases and occasionally, tearjerking memories of times when things haven’t gone so well. From replacing a cow’s uterine prolapse while suffering from food poisoning in Devon, England to operating on a particularly robust pig dog in Ruawai, the memoirs are colourful and often bucolic. Rory lives in Baylys Beach and practises across Kaipara Farm Vets’ two branches in Ruawai and Dargaville. His main professional interests are in developing relationships with his farming clients to understand what motivates them to do what they do, and cattle medicine. He loves being part of the local community, and is an avid playing member of Northern Wairoa FC.
His fiancée Mel and he have two mischievous fox terriers, Scrappy and Alfie, who star on the cover of the book. Scrappy’s misadventures also fill a chapter or two. The book also raises money for the Rural Youth and Adult Literacy Trust, a charity close to Rory’s heart. RYALT is a New Zealand charity providing coaching for those with low literacy levels. Around 1 in 10 New Zealanders struggle with literacy on a daily basis, and RYALT is doing all it can to make this history. Rory will give a proportion of his royalties from each book sale towards funding the amazing charity for which he volunteers as a community ambassador. BASIS OF ELECTION FOR 2025 LOCAL ELECTIONS Basis of Election for 2025 Local Elections On 5 November 2024, Kaipara District Council gave public notice of its final proposal for representation arrangements to apply for the Council for the elections to be held on 11 October 2025. Notification of the right to appeal was also given. No valid appeals were received in respect of the resolution, therefore the representation arrangements for Kaipara District Council’s 2025 local elections will be the same as in the final proposal: Council representation The Kaipara District Council to comprise the mayor elected ‘at large’ and eight councillors elected from three wards, these being: a) Kaiwaka-Mangawhai Ward (represented by three councillors), comprising the southeast section of Kaipara, including Kaiwaka, Mangawhai township and Mangawhai Heads and surrounding area, Oruawharo, Oneriri Peninsula and Hakaru (being the current Kaiwaka-Mangawhai General Ward area) b) Otamatea Ward (represented by two councillors), comprising the State Highway 12 townships from Tokatoka to Maungatūroto, including Ruawai, Matakohe, Paparoa, Taipuha, Ararua, Pahi, Whakapirau and Tinopai (being the current Otamatea General Ward area with the inclusion of meshblocks 0122400, 0122800, 0122300 and 0122700 from the current Wairoa General Ward)
In the event that the AGM cannot be held kanohi ki te kanohi (in-person), it will be held online via Zoom.
