Newly elected MP for Northland, National’s Grant McCallum, has highlighted the needs of his electorate in an impassioned maiden speech before parliament. Touching on issues affecting the economic prosperity of the wider Northland area and Kaipara specifically, Mr McCallum called for a new highway to bypass the trouble-fraught Brynderwyn crossing. He extolled the need for more irrigation dams, such as the one being constructed near Glinks Gully, south of Dargaville. “It is time to stop politicising Northland’s roads. It is time all the members of this house release the handbrake on Northland’s prosperity and back the fourlane highway,” he said.

“It is a vital part of lifting families out of poverty by enabling businesses to invest, creating jobs and opportunities across a range of sectors and breathing new life into Northland.” On irrigation, Mr McCallum cited the experience of Kerikeri as an example of the prosperity which could come from unlocking the potential of fertile agricultural soils. Bright-line test changes in July u by WRMK Lawyers

If you sell a residential property in New Zealand within a certain timeframe, you must pay income tax on any gains, unless it’s your main home or another exemption applies. These timeframes have continued to change over the years as the government has changed, and now, the National-led government has done so once again. Here’s what you need to know. What is the new bright-line rule? In December 2023 the government announced a significant adjustment to the bright-line test for residential properties. The bright-line test will be reduced from 10 years to two years from July 1 2024. Note, that the new legislation has not officially been enacted yet, so the existing bright-line rules still apply for now. The effect of the government’s announcement is that residential property sold after July 1 2024 will only be impacted by the bright-line tax if they are sold within a two-year period. The policy will apply retrospectively, affecting all property purchases made within the previous 10-year bright-line period. The timeframe is the only change reported, the following bright-line rules will still apply after July 1 2024.

When does the bright-line period start? For standard sales of land, the start of the two-year timeframe is from the date of registration of transfer of title (usually the settlement date). When does the bright-line period end? For standard sales of land, the end date for the bright-line timeframe is the date a person enters into an agreement to dispose of the property. This is usually the date of entry into the agreement for sale and purchaser (usually the date of the agreement). It only applies to residential property. A property isn’t residential if it’s mainly used for business or as farmland. Different dates apply if you enter into an agreement to on-sell the land before your purchase was registered or if you bought the land as a result of a subdivision of property. Whenever you buy a proper ty intending to resell it, you’ll need to pay tax on any profit you make when you sell that property.

What is the main home exception? If you buy and sell your main home, the bright-line rule won’t apply. It’s an exception to the bright-line rule. You can only use the main home exception twice in any two-year period depending on when you bought the property. Residential properties held in trust can use the main home exception under the bright-line rule if the house sold was the main home of the principal settlor of the trust (as long as the principal settlor

does not have another main home), or the main home of a beneficiary of the trust. Our advice Check with your accountant before entering into an agreement for the sale of your property if the bright-line timeframe might apply. Some residents self-evacuated due to the thickness of the smoke. “This is now in the hands of forest and wildfire firefighters, freeing local volunteers up to respond to emergencies,” CFO Campbell said. Fire brigade digest Dargaville’s volunteer firefighters attended 24 call-outs for January. Two were to establish a landing zone for the rescue helicopter, five motor accidents, three calls for smoke in the vicinity, five vegetation fires, one house fire, two shed fires, one meter box fire, two alarm activations, one rubbish fire, one tractor fire and one medical emergency. Summer is here, and even though there is no fire restriction at the moment, firefighters recommend that you don’t light any vegetation or rubbish as conditions are extremely dry. With strong winds around, fire embers can be carried more than 100 metres away and into other vegetation and undergrowth. Fire can spread very quickly. Your local brigade also would like to advise the community that as volunteers, they sometimes need to gain access through other people’s

properties to fight fires and stop them from spreading. “We appreciate your support in this, and we are not here to upset you in any way,” say your local brigade members. If you want to join your local firefighters and positively impact your community through volunteering, they would love to hear from you. New roading and transport programmes are being deferred in favour of repairs in the Kaipara District’s forthcoming, three-year Long Term Plan.

Former local Dargaville store operator Lal’s Enterprises was listed on the New Zealand Companies Register as ‘in liquidation’ at the time of print and has been for more than a week. Dargaville Four Square was the trading name of this company. The sole shareholder of Lal’s Enterprises was company director Amitesh Lal. Figures for operations and maintenance were presented for the three years of the shortened LTP, showing a proposed expenditure of $45 million, with savings of $5.8 million. Capital renewals and

Tangiteroria bridges closing for essential renewal work Omana Road bridge, approximately 1km south-east of the Pukehuia Road intersection, and Pukehuia Bridge, situated 6.6km south of State Highway 14, will undergo essential works this year to improve safety and restore full vehicle access, resulting in temporary road closures. To repair each bridge, contractors will disassemble, repair and then reassemble the bridges, which includes some new decking to bring the structure up to full heavy vehicle usage.

During the bridge closures, detour routes will be signposted, and maps of these routes can be viewed at kaipara.govt.nz These roads will still be accessible from either end up to the closure point. This bridge repair work was programmed in the current LTP and is subsidised by New Zealand Transport Agency – Waka Kotahi.

Kerbside recycling changes Aerosol cans and aluminium foil or foil trays are no longer on the list for kerbside recycling collections in Kaipara district. From 1 February 2024, the government standardised kerbside recycling nationwide. This change aims to reduce contaminants in recycling, reduce the amount of waste going to landfill and increase material being recycled overall. The only materials now accepted in kerbside recycling bags are: •

Plastic bottles, trays and containers marked with recycling symbols 1, 2 or 5 ONLY • Glass bottles and jars • Paper and cardboard (including pizza boxes with food scraps removed) • Aluminium and steel tins and cans Make sure recycling is clean and remove any lids, caps or bottle tops before placing containers into your kerbside recycling bag.

The Creative Communities Scheme provides funding for communities to be involved in local arts activities. The funding supports a wide range of arts projects. We’ve moved our application process to an online form. The new form means you can save your form and share it with colleagues or community members for input before submitting your final application. Paparoa resident Stevie-Raye Ball recently competed in the North Island Pony Club Show Jumping Champs at Kihikihi, Waikato, with the Wellsford District Pony Club team and placed third. “I have lived in Paparoa all my life. My family go back to the original Albertlanders. I started attending Pony Club three years ago when I got my horse, Tui, for Christmas. About two years ago, I got my current horse, Billy (Million Dollar Bill). I love the connection I have with my pony leading up to competitions — he knows his job as I know mine,” said Stevie Ray. Stevie joined the Wellsford District Pony Club in Hakaru after being asked by a neighbour. This year, her team placed third, and she won the Vinnie Challenge Cup for her individual riding performance. Maungatūroto Primary School is set to celebrate a significant milestone in 2024, with plans now well underway to host a 150th birthday celebration this October. Deputy principal Rose Cave and school librarian Debbie Thornton are part of the seven-strong committee tasked with organising the jubilee event, which will take place with the school’s annual flower and pet show. “The big birthday celebration will happen on October 19, combined with the long-running pet and flower day. It will incorporate tours of the classrooms, as well as a tree planting, a kapa haka performance and pōwhiri, a gala dinner and a time to reminisce,” says Rose. The celebration is also a chance for current students to learn about the history of education in the Maungatūroto area and how learning has changed through the years. “The jubilee fits in well with our New Zealand history and local heritage studies, and we will have vintage photos and a lot of school heritage on display,” says Rose. “I think because this event commemorates the district schools, which became part of ours as well, there is a lot of history there.” More than six generations of students have passed through the gates of Maungatūroto Primary School since its foundation. Rose and Debbie anticipate returning alumni will find that the occasion brings back memories. Certain parts of the school, such as the pool, built by a big community effort in the 1960s, and parts of the playground, are recalled from the schooldays of former students who are now parents or grandparents. The jubilee will also honour the legacy of founding headmaster William Mousley Flower, who began

By 1869, following a brief period when Josiah Martin held weekday classes for children, and Mr Flower worked on establishing a farm, a meeting of the settlers of Maungatūroto was called for. On July 14 that year, they gathered to discuss the Common Schools Act, which was passed by parliament to further the cause of universal education across New Zealand. A suggestion of allying with Paparoa to build one school for the mid-Kaipara area was soundly rejected, but a lack of resources and school-age children meant that the matter would not be resolved until 1872. John Hurndall headed up the committee, which in March 1872, petitioned the government for the sum of £80 to buy land for a school. The building was completed, and classes were called in for the first time in 1874. Initially, the school was situated near Mr Hurndall’s farm on Gorge Road. By 1904, a new building was constructed to replace the old original, increasing its size and capacity. In 1917, the school building was moved to the current location of the Maungatūroto Primary School.

William Flower passed away in 1885, but his legacy as the first headmaster of Maungatūroto was established, and the town became a hub for learning. Through the years, many smaller rural schools with minimal class numbers became amalgamated with Maungatūroto Primary School, and farming families who had once sent their children off on horseback now sent later generations ‘into town’ by bus. A centennial celebration was held in 1974, and another at the 125th anniversary of the school’s founding. A tree planted on that occasion in 1999 is now well established, and it will be joined by a fresh sapling in 2024. “We would like everyone with a connection to the school to come and celebrate with us,” Rose Cave said. Currently, the committee organising the jubilee event is seeking registrations for the big day and the commemorative dinner, which will follow, hosted by the Maungatūroto Country Club. They would also love to see any old photographs, certificates, awards, school projects, reports and newsletters chronicling the day-to-day educational history of locals and alumni. Those who wish to get involved can call in at the school, where Rose and Debbie will be happy to photograph or scan documents or help to make a booking to attend. Kaiwaka offers many adventures and goodies for people to enjoy from locally owned and run shops to a relaxing walk through nature. The town has plenty to do, whether you are visiting or passing through. Families can enjoy their time together by throwing a ball around at the Kaiwaka Domain or walking the short bush walk. The walk showcases some of the native trees and opportunities to work out on the exercise equipment dotted along the track. To look further into the foundations of the township, the Kaiwaka Library has books about local tales. The stories will tell readers about significant moments in the town’s history. Some notable figures connected to the area are writer Jane Mander and politician Tapihana Paraire Paikea from earlier times and contemporary artist Peter Panyoczki from modern times. Panyoczki is an internationally renowned artist and celebrated for his mixed-media artwork. He began living in Kaiwaka in 1995. Peter still travels the world to showcase his works worldwide.

Art lovers may also enjoy Eutopia Cafe. Guests can enjoy a feast or beverage in the handcrafted setting. The cafe opened in 2001 and was bought by current owners Marijke Valkenburg and Robert ter Veer about a decade ago. The husband and wife team restored the cafe to its former glory, with the vibrant building open daily. The Kaiwaka Cheese Shop is a showcase for the small town. The shop sells locally grown produce, European cheeses, wines, oil and many more delicacies to savour. Shoppers can enjoy the organic and gourmet treats there. Four Square Kaiwaka is another landmark. Often referred to as Jaques, it is named after former owners Greg and Paula Jaques. The store has been a hub for the community throughout the years and is now run by Molly and Ben Steiner. Molly says she is passionate about people and loved Kaiwaka within the first week of being there. ¢

Alternate routes ready for highway closure

From later this month, the Brynderwyn Hills section of State Highway One will be closed to all traffic, allowing roading engineers to conduct major repairs. PUBLIC NOTICE Northland Regional Council (NRC) is publicly notifying its intent to apply aquatic herbicide Aquathol K (active ingredient endothall) to two Far North lakes and three lakes and a pond on the Poutō Peninsula to control the pest plant hornwort (Ceratophyllum demersum). The lakes are on private land, except Lake Tutaki which is on public conservation land. Aquathol K is a selective herbicide that only affects the target plant hornwort, breaks down into natural elements and doesn’t affect other native plants, fish or invertebrates. The application is scheduled to take place between 21 February and 21 March 2024. The application will likely take place early in the morning and is weather dependent. Contact with the lake water (including swimming) is banned for 24 hours, fishing is banned for 72 hours and there will be a restriction on water-takes for 10 days, after the application of the herbicide. Affected landowners have been contacted and signs will be up at lakes. For more information, please contact Northland Regional Council on 0800 002 004. The family would like to thank the staff at Dargaville Hospital & Hospice for their care and compassion towards mum throughout her journey.
