Noel Moran, Peter Hames, Tui Hutchinson and Colin Gallagher were all awarded for their community work and contribution to Kaipara society at a presentation held at the Lighthouse Function Centre. Mayor Craig Jepson presented the awards, which have been a KDC tradition for more than a decade. “This is one of the most anticipated and enjoyable jobs I have as mayor,” said Mr Jepson as he introduced the four award winners. “They have all made an important contribution to their communities.” Noel Moran was applauded for his work with the Lions Club, where he served in every officer’s position and was the driving force behind 10 Dargaville Christmas parades. He served for three decades as a volunteer firefighter while being heavily involved in several sports, such as rugby, cricket, golf and squash. In addition to all of this volunteer work, Noel has given 10 years of his time as a Justice of the Peace. Peter Hames, the chairperson of Progressive Paparoa, was described as a tireless advocate for his town and its people. Instrumental in the foundation of Progressive Paparoa, Peter was also given accolades for his work in sports, especially table tennis. His fundraising work and advocacy for amenities for older citizens have been well noted, and he, like Noel Moran, is a Lions Club member in his community. Tui Hutchinson was awarded for her commitment to the development of young people in both Dargaville and Te Kōpuru, with an emphasis on learning and sports. Her organisation of after-

school programmes for tamariki and rangatahi spans athletics, rugby, softball and outdoor fitness and recreation, all of which she has been willing to organise for no cost and sometimes funded from her own resources. Finally, a special mayoral award was presented to Mangawhai community leader and one of the ‘architects of the Mangawhai Activity Zone’, Colin Gallagher.

As chairman of the MAZ committee for 12 years, Colin helped mastermind, fundraise and install a tennis court, skate bowls, two pump tracks, an outdoor fitness gym, a basketball court, soccer field, cricket pitch, volleyball area and a cafe. He also helped build the Gumdiggers Track and has been instrumental in helping host the town’s Christmas parade and concert events. ¢

Crowds curious for a taste of Dargaville’s newest pizza have caused issues with local retailers and business owners, as parking demand far outstrips supply.

Pizza Hut opened its Dargaville branch last week, and promotional specials combined with natural curiosity saw hundreds of patrons descend upon the location. Long wait times were reported by some customers, as staff tried to satisfy the town’s hunger for novelty. However, parking issues were not limited to that first day and have caused concerns. “There has been a lot of disruption,” says neighbouring business owner Trevor Gwillim of Godfrey’s Chainsaws and Mowers. “The council has to look at more parking in the street.” Staff at his outdoor power equipment store and workshop report pizza patrons parking in driveways, private car parks off

the street, and leaving rubbish behind in the absence of outdoor bins. The corner location has two parallel car parks outside its doors on Parore Street and two more on Victoria Street. “Yesterday, private parking areas on the street were packed,” said Daniel Parkinson, who runs Morfett Autos on Parore Street. “If the Kaipara District Council does adjust the parking here to herringbone, it could be beneficial.” Parore Street currently contains a large median strip, which is often used for unloading freight trucks. Part of the street opposite the Dargaville Bowling Club could incorporate herringbone parking if part of this strip was removed, say some local business owners. ¢

Five planting sites across Kaipara and Northland are nearing maturity with high hopes that the five hectares will further progress plans for a viable local industry to produce commercial quantities of peanut butter.

hands of a problem that needs a long-term solution,” said opposition local government spokesperson Kieran McAnulty. Mayor Jepson says that while his team is working hard to find ways to make a post-Three Waters landscape affordable, the government needs to assist councils that had planned, for two terms, for a Three Waters-based future. “They need to stump up and provide central funding. We definitely need the assistance of the central government,” Jepson said. ¢

Tidying up your financial queries and booking time to see your accountant to assess how 2023 went and the level of tax that will be due come Terminal Tax time on April 8.

Calling crafters and kitchen help Wednesday Crafts is a local community group run by volunteers and has been going for more than 10 years. It is a social get-together of various people in the community, some lonely, some recuperating from illness, some who come with their care people, and some who like the whole atmosphere of friendship, camaraderie and laughs — all welcome. They pay $10 and have morning tea and lunch; the materials for the craft they do each time are free. We have volunteers to teach the crafts and run the kitchen, but we require more volunteers in both areas.

You don’t have to be a teacher or a chef, just someone willing to give your time maybe one or two Wednesdays a month, from 10am to 12.30pm, at the kiosk in Memorial Park, Logan Street, Dargaville. A special appeal to help women in need is being wholeheartedly supported by volunteers from Dargaville. The Love Grace Handbag Appeal seeks to help women who have been victims of domestic abuse in honour of Grace Millane. Two boards displaying a concise history of Dargaville and the Tunatahi area have been unveiled by the town’s Rotarians and mayor Craig Jepson.

The two large informative panels represent a project 15 years in the making, spearheaded by the Dargaville Rotary Club. The past four years have been spent by Brian Burnett and a small team of helpers researching the facts now gracing the boards. “I am very grateful to my Rotary Club colleagues for their backing and their attitude of ‘just go for it’,” says Mr Burnett. “A small committee of three set about the task — myself, Viv Trounson and Corin Schick. We were constantly amazed at what we were uncovering.” From anecdotes, news clippings, family histories, local legends and scholarly papers, the information was gleaned to fill in the history of the Dargaville area. From its pre-European days under the name Tunatahi to the foundation

of Joseph Dargaville’s planned town and the subsequent years of gumdigging, boatbuilding, farming and commercial enterprise. “I cannot say how many ‘final’ iterations we produced, only to find a minor but important omission, but we are now extremely confident that what you see today is as good as it can get,” said Mr Burnett. Rotary president Ben Hope introduced the project ahead of a short speech of dedication by mayor Craig Jepson, who praised the initiative of the Rotarians for undertaking this important historical work for the education of locals and visitors alike. The twin panels stand beside the Dargaville band rotunda, backdropped by the convergence of the Kaihū and Northern Wairoa rivers. ¢

Taste of future career for interns

The Northland Regional Council’s summer internship programme – a valuable opportunity for students to gain real life work experience – is coming to a close for another year as its young participants head back to their tertiary studies around New Zealand. The council has been offering the roughly three-month long internship programme for more than 20 years and with many of the typically young participants hailing from Te Taitokerau, says it is a great way to give back to the region’s communities. However, the benefits flow both ways...as well as the students gaining valuable practical experience across a wide variety of the council’s work, some also return to the council in fulltime roles once they have finished their studies. “Council is pleased to be able to offer this opportunity which will hopefully encourage some of the participants to return to council once they’ve

completed their studies to enrich the region and its people with their knowledge and skills,” the council’s Chair Geoff Crawford says.

Chair Crawford says the value of the programme is reflected in the fact that it has enjoyed the support of successive Chairs, including himself, for many years.

She started her coastal science internship in late November and finished recently on 16 February. Her time with council was spent doing dune surveys and litter surveys on the coast.

Council People and Culture Manager Beryl Steele says the council hosted 17 interns over this summer, five of whom were recipients of the council’s Tū i te ora Scholarships. (The scholarships – which are now open for applications – each include $4000 to assist with study costs, plus paid full-time work experience with NRC over summer.)

She says she would definitely recommend the internship programme to others.

This summer’s crop of interns included Charly-Jade Cairns, 21, from Westport in the South Island, who is currently living in Whangārei and studying at NorthTec, and Cory Mackay, 20, from Whangārei Heads, who is about to start his third year of a Bachelor of Science degree at Auckland University. Charly-Jade is about to start her second year of study and she’s currently working towards an

Cory spent his time working with the council’s compliance monitoring staff, mainly around the region’s marinas. He too would recommend internship and says he had very much enjoyed

the opportunities to work outside and explore what Northland had to offer. He says the experience had been a good indicator of the type of work someone could get into after completing a degree. He too started work with the council in lateNovember last year and finished recently. Beryl Steele says the internship programme is a valuable opportunity for students to gain real life experience where they can apply what they have learnt. “A number of interns have gone on to subsequently apply for – and secure – jobs with council so for us the benefits go both ways as it’s a valuable pipeline for future employees.” Even when interns’ careers took them to other employers, the council was privileged to be able to invest the time and effort involved to help them gain additional skills that would stand them in good stead.

The Kaipara District Council has considered the future of camping across the district as two camping areas on the west coast move a step toward being leased.

Dargaville Hospice Shop provides financial support for the vital services of the town’s Hospice but needs a little community assistance to keep up the good work.

The KDC gave notice last week that it intends to grant a lease for the Glinks Gully Campground early in 2024. The council also intends to issue a lease, with a term of five years, for Kellys Bay Campground, which was closed this summer after serving holidaymakers for several decades. The KDC has a hand in many camping facilities across the district, ranging from being a landlord or leaseholder to working alongside community groups. The question asked at February’s council briefing was whether camping facilities should be run by the KDC at all, and if so, at what level of management? “Should we be in this business? I think that a strategic overview should address that question. How is it of benefit to our citizens and our ratepayers?” said councillor Mark Vincent. “It could be that there are non-cash benefits which can offset cash costs.” “You have private enterprises that would pay a bigger return to the council and reduce our liability. Could this be worth a look?” said mayor Craig Jepson. The consensus around the council table was that a single, unified strategy

The choice to celebrate the traditional Māori name for Dargaville, Tunatahi, in the title of the biggest motorsport event to occur in the town, reflects a realisation of the cultural reach of sports. The Ventia Rally of Dargaville Tunatahi is coming very soon. Race series organisers have confirmed that top drivers have already signed up to contest the title of Best in the West across 115 kilometres of special stages, situated in the rural hinterland of the riverside town. Part of this major sporting event’s appeal is that it will put all eyes on the Northern Wairoa, with rally fans keenly anticipating this competition as the first stage of Rally Te-Ika-a-Māui, the rally of the North Island. Thus, it’s fitting that the Rally of Dargaville Tunatahi and the wider series it’s part of both have names reflecting the Māori culture and heritage of the places hosting them. Rally racing has always been a travelogue of interesting countries and exotic places. In pre-European times, this stream was abundant with tuna (eels) and other freshwater species and was a mahinga kai that fed whānau.” When Joseph Dargaville came north to negotiate for a place to build his planned town, he met with a delegation of respected local leaders, including the famous diplomat Parore Te Āwhā, at a place they named Tunatahi, after this abundant stream. “The Tunatahi area was part of the greater Kaihũ expanse and the traditional heartland of Te Roroa,” says Mr Tane. “Te Iwi o Te Roroa is revitalising the name of

Water restrictions and a fire ban are two symptoms of the recent dry weather in Kaipara’s west. Fire ban in place Northland and Kaipara have been notified of a restricted fire season starting February 14, as dry conditions and strong winds combine to create a serious hazard for wildfires. “There is a major risk in our Te Tai Tokerau Northland District of a fire occurring that will be very difficult to control,” said Fire and Emergency New Zealand manager Ron Delvin. A slash-and-burn series of repeals and cancellations has dismantled much of the water, resource consent and environmental protection legislation enacted by the previous Labour Government, but farmers are still cautious about how and when these will be replaced. perceived to be lacking from the former government’s plans. Mr Hoggard was at the centre of this debate, as at the time he served as Federated Farmers president. Now, some of the Federated Farmers leadership say that a two-year wait for certainty is two years too long. That is partly because regional councils are still in the process of tailoring local rules to fit the already-cancelled NPS. “This feels less than ideal,” said Feds vice-president Colin Hurst, speaking just after the announcement of the policy statement’s cancellation. “Simply pushing out the dates for implementation probably won’t be enough to have councils stop work on this because the National Policy Statement requires councils to give effect to the regulations ‘as soon as practicable’.” Others in the rural sector agreed, opining that 24 months in limbo could cause bureaucratic confusion. “The most important thing is that the regional policy processes to give effect to the existing legislation must stop,” said Beef + Lamb New Zealand chair Kate Acland. “Farmers need certainty and if those regional processes don’t stop, further measures will be needed to achieve that.” Opposition to the cancellation of the NPS-FM has come from a group of 50 prominent scientists, who lobbied the prime minister to retain freshwater protections. ‘To remove, replace or rewrite our country’s national freshwater policy at this time, so soon after it has been brought in, would be a terrible mistake,’ they stated in a letter to Chris Luxon on December 18. ¢

Work began within the coalition’s first 100 days to do away with the National Policy Statement for Freshwater Management 2020, or NPS-FM. This contentious piece of policy, released in September 2020, was roundly criticised by farming advocacy groups as they began to see the regulations and restrictions regional councils were proposing to enact to comply with the then-government’s direction. In the last parliamentary week before Christmas, Minister of Agriculture Todd McClay, Environment Minister Penny Simmonds and Associate Environment Minister Andrew Hoggard announced that the NPS for Freshwater Management was scrapped. “The existing NPS-FM has become extremely complex and expensive to implement and will not deliver the outcomes for freshwater that New Zealanders expect,” said Ms Simmonds. “We are announcing that work on the NPS-FM replacement will start immediately,” said Mr Hoggard. “This process is expected to take between 18 and 24 months and will include a robust and full consultation process.” That consultation and implementation of feedback from it was what farming groups
