The Facing Giants-themed camp was a week-long camp for brigadiers across New Zealand, with some girls visiting from Asia and the Pacific. The girls engaged in various outdoor activities like white-water rafting, tubing, survival skills, archery, crafts and excursions to Kāpiti Island and Wellington. The Mangawhai Community Park committee meet this week to discuss a master plan for the future development of the space, after a ‘no commerce’ clause sparked debate. The extraordinary meeting was called due to a single submission on the proposed plan, touching on a longstanding and contentious clause banning commercial activities in the park. It stands at odds with a counterproposal for limited commercial activity there in the forthcoming Long Term Plan. “In essence, there is nothing at all wrong with the document, except it is the fact that there has been a submission made as part of the LTP to consider amending the Reserve Management Act to consider limited commercial
activity,” said councillor Mike Howard last December. “It’s on the back of plans for the civic centre, for their museum. The principle has always been no overt commercial activity; however, there has always been commercial activity there. To put that in the LTP will be totally in conflict with the master plan.” Councillor Howard proposed an extraordinary meeting of the park’s governance committee to address the issue of commercial activity within the park. As noted, this touches on the
activities of the Mangawhai Museum, and any future provision for hospitality and refreshment operations in the space. The Mangawhai park master plan was to have been consulted during December and January to capture the largest number of park patrons, at a time of beach bach occupation and family engagement with recreational facilities. The question of commercial activities in the park remains deadlocked until both the plan and LTP have been finalised. ¢

p A century ago, in 1924, the little locally-built vessel Kate was blown ashore in a major storm, coming to rest at Barbours Bay. That was far from the end for the hard-working vessel, however. Owner Bill Curel saw to it that she sailed again in rapid time, and she was kept in the family until just after the second world war. The Kate was purchased by the Waiheke Working Sail maritime restoration group in 2016, and just this summer, she took to the sea again with a new engine.

With Three Waters set to be repealed by the new government, local councillors have been left with a large body of infrastructurerelated work to complete for the next Long Term Plan.
For 2024, New Zealand’s national day falls on a Tuesday. It will not be rolled into the weekend as some previous Waitangi Day celebrations have been. It’s like coming home Stephen and Carol Wood opened the Two Waters Cafe last year, and it has become a community hub for good times and excellent food. “I moved to Ruawai 23 years ago to teach at the college, and a decade ago, Carol and I relocated to Whangārei. It was there that we ran CC’s cafe. After retiring from Aon Insurance in Dargaville last January, I volunteered on several charitable trusts when Carol saw that Ruawai was screaming out for a cafe. We decided to open one,” said Stephen. “It was like coming home. The community welcomed us with open arms and were glad to have a cafe. One of our customers even drives from Whangārei to buy our Eccles cakes — he loves them.” The cafe opened last year, supplying locals and travellers with barista-made coffee and savoury and sweet treats at a reasonable price. They specialise in creating

Plan for 2024/2027 and staff are adjusting to accommodate this, ‘adding’ water services back into our budgets and work programmes. Recognising the major impact, Government has offered options to extend deadlines of up to three months for councils for their long term plans.
• Lastly, the repeal of the Natural and Built Environment Act and the Spatial Planning Act. The Government has said the second phase will be amending the RMA to make it easier to consent new infrastructure. As always, we will keep you updated as to what this means for Kaipara residents and ratepayers.

With the annual Northland Field Days now only a few weeks away, Dargaville Rotarians are filling their rosters to run the entry booths and control the parking for the many thousands of visitors expected for this year’s event.
“This is the fourth consecutive year that our community have raised over $300,000 during our appeal period from October to Christmas, and we are so grateful for that kindness. It constantly amazes me how people manage to dig deep, but I guess that just shows how highly the service is valued by the people of Northland and visitors to our region. After the wild weather in early 2023 rained out the Arcadia Road stage of the CPS Northern Rally Sprint Series, organisers have been given the green light to try again in 2024.

“These motorsport events bring money and stimulation to the district, if they are well run, which is a great thing,” said mayor Craig Jepson. He also commented on the necessity to approve two rally sports events at a single council meeting. Classic rally cars will hit the gravel on Arcadia Road on February 25, once again turning the rural Paparoa byway into a racetrack for a day. The home base for the fleet of vehicles that will compete in the event is the Paparoa Hall, where the local Lions Club traditionally provides pit-stop refreshments to keep the drivers in top form. Last year, the February 26 Rally Sprint had to be cancelled on very short notice as torrential rain made racing impossible.
‘The right decision was made by the organisers to cancel the event as locals dealt with deluges of rain and flooding,’ wrote administrators on the rally sprint series website. The Arcadia Road Rally Sprint event will close Arcadia Road from 9am until 6pm on February 25, as racers from around New Zealand compete to get off to a head start in the 2024 season. Last year, Tony Young won the Class A title across the series, with Mike Goldsbury taking out Class B. One of the guest speakers at the prizegiving was Marty Roestenburg. He is also the coordinator of the Rally of Dargaville Tunatahi, which will see 60 more teams of racers tackle four gravel courses in the west of Kaipara, two weeks after the Arcadia Road event is run. ¢

Since 2015, the Kai Ora Fund has helped more than 300 Northland and Kaipara groups grow self-sustainable vegetable gardens, and this year, it wants to give grants to establish even more. Groups in the community who wish to help their neighbours and fellow citizens get better access to healthy, locally-grown food can apply for up to $5,000 through the fund. Pest bird alert Kaipara locals are being asked to report any sighting of rooks, a pest bird unwanted in the country as being destructive to horticulture, after an unconfirmed sighting at Tinopai recently of several large black birds feeding in a Morton Bay fig tree on Tinopai Road.

“The person couldn’t get close enough to clearly identify them so reported it,” said Northland Regional Council’s biosecurity manager Nicky Fitzgibbon. A biosecurity staff member could not find the birds, but based on the description, it was possible they were rooks, which are native to Europe and were introduced to New Zealand in the 1860s to control insect pests. “Rooks are excluded in Northland, although they are not known to have an established population here, and
we want to keep it that way,” she said. The birds are black and slightly larger than magpies. They are destructive, damaging plants or tearing up pasture, looking for insects. “Unlike magpies, which are black and white, adult rooks are totally black except for their face, which has lightgrey skin bare of feathers. Juvenile birds have black-feathered faces. Rooks have long, pointed black beaks and dark-brown eyes. They fly with steady but slow wing beats and can be identified by their harsh ‘kaah’ call.” ¢

In the 2022–2023 monitoring period, the number of requests for assistance from the public to animal control officers rose from 881 to 1,551, with the biggest jump coming in the category of complaints over wandering dogs. Paparoa A&P Show’s president offers a warm welcome to all, as the stage is set for food, fun, sunshine and action in the ‘village in the valley’. In fact, all the organisers of Paparoa’s annual A&P Show are looking forward to a busy show day this coming Saturday, February 3. It will be the 147th time the best of town and country has come together in Paparoa. Show president Janine Hames says everything is going to plan for the big day. “We have all the traditional things people expect,” says Janine. ‘This includes wood chopping, sheep shearing, lots of horses, vegetables and flowers, and a great line-up of music. This year we are also really pleased to have a lot more food stalls. We have a good number of trade and community stalls, too. “More than 1,000 locals come to the show each year. So it’s a great opportunity to see what products and services are available locally and have a fun day.” One popular new event from last year’s show making a welcome comeback is the Kūmara 500 Wheelbarrow Race, which involves navigating a wheelbarrow filled to the brim with kūmara around the Showgrounds at top speed. The quirky
challenge is a point of difference between Paparoa’s A&P celebration and one which focusses on the Kaipara signature crop. Janine says that despite the magnitude of the task, there is no need to be a seasoned athlete to enter. “The Kūmara 500 is all about good-natured competition. There is more than $500 of cash and kūmara in the prize pool for the race. Last year was a heap of fun, both for the young and fit who had a go and all the show visitors who cheered them on. We’re really looking forward to it again this year.” Above all else, the president and committee of the show wish to extend a warm and hospitable Kaipara welcome to all. The resurgent popularity of shows like this one is a testament to the fact that generations of Kiwis can all agree on what makes a great summer fun day. “Paparoa’s A&P Show is a great family day out, with plenty of additional local attractions,” says Janine. “Have fun at the show, and also visit the giant fig tree at Pahi, the Kauri Museum at Matakohe or the Piroa Falls at Maungatūroto.” ¢

Parking officers on patrol Visiting Kaipara’s hot spots this summer? Please park considerately or risk taking an infringement (fine) home with you. The carpark at Mangawhai Heads Beach will be a key focus for our parking officers during summer long weekends, following numerous reports of parked cars blocking traffic and pedestrian paths. Monitoring and Compliance Services Manager Dean Nuralli urges visitors to think of others when parking. “We know parking at the heads beach is at a premium, but that’s no excuse for the inconsiderate parking we’ve seen this summer. We’re asking people to be patient and plan ahead - jump on the free summer bus, on your bike or stretch your legs and walk up if you can.” Parking in the wrong spot can not only damage native plants and cause frustration for other visitors, cars that are parked on footpaths, curbs and garden beds also impede access for emergency services, wheelchairs and prams. “Our staff will be out on the weekend, helping drivers park responsibly and writing infringement notices where health and safety is compromised,” says Dean.

Guedelon Castle in France’s Burgundy region looks as if it has stood for centuries, constructed with techniques from the Middle Ages, but its first stones were laid down in 1997. Those interested in history and construction flock to the site to see how stonemasons, architects, craftspeople and professionals of the 1300s assembled a castle. They are not allowed to bring modern technology of any kind with them, not even their phones. A quantity of paper notes are therefore taken by modern building experts who want to re-evaluate what’s possible with traditional techniques. The idea began in 1995, discussed by three friends, one of whom owned a nearby chateau. Lessons learned in restoring this historic building made the friends think more deeply about rebuilding France’s castles using real mediaeval methods. “We thought, how amazing would it be to actually build a castle from scratch?” said CEO and co-founder of Guedelon Maryline Martin. Ms Martin says the project is all about highlighting nature, history, archaeology and heritage skills. An advisory committee made up of archaeologists, historians and castle experts is associated with the project, which sits on 27 acres of land near an appropriately ancient quarry.
It’s not just a theme park view of history. It is what’s called experimental archaeolog y, replicating as closely as possible a real Middle Ages building experience. Workers wear mediaeval clothes apart from modern hard hats and steelcapped boots for safety. A smith forges the nails for woodwork, stonemasons chip with mallets and chisels, and things are being learned that have sometimes been forgotten in modern construction. These insights could bring back techniques from the past for aesthetic effect and practicality. Education, too, is part of the mission at Guedelon. Connecting nations by undersea cable was a perilous task, requiring a ship’s crew with grit and determination, but the sailors of the cable ship Iris went above and beyond. Even today, maintaining and installing the cables connecting New Zealand to the Internet and digital communications is difficult and dangerous work — in 1917, it was even more so. The Iris was captained by HR Hughes, and his team were specialists, as was his vessel. The Iris was the first purposebuilt cable ship in the British fleet, and her sailors were top-level professionals of their day. What they didn’t expect, when they headed for New Zealand in 1917, was to be part of the hunt for a German raider known as the ‘last pirate’ and ‘the sea devil’. Count Felix Von Luckner was a figure worthy of the cinema screen. He rose through the ranks of the German navy, eventually being given command of the last square-rigged warship, the Seeadler, in the first world war. Von Luckner possessed a strict code of honour. He didn’t sink his foes but boarded them in the old piratical style, captured the crew unharmed if possible, and then sent their ships to the bottom, avoiding casualties.
Von Luckner came to the Pacific when the US entered the war and sunk three of their vessels before attempting to resupply in Tahiti. The Seeadler struck a coral reef, and the captain and five of his crew took the lifeboat to Samoa for help. Unfortunately for him, New Zealand’s navy was on the hunt, and his boat was captured. The German ‘sea devil’ was imprisoned on Motuihe Island near Auckland, but not for long. He stole the prison governor’s launch with 10 other men, then swashbuckling their way aboard they took the trading ship Moa. After this, they set out on the open ocean. The crew of the Iris, effectively telephone technicians and signals professionals, were called on to help. Their ship was built to haul tonnes of heavy cable and, when unloaded, was one of the fastest in the Pacific. The cargo was stripped, and a single gun bolted on, and the Iris set out to chase down the escaped German count. The Iris and her crew succeeded, catching Von Luckner

The closure of the Brynderwyn hill section of State Highway One now has no official end date, and will continue past Easter, as roading engineers estimate an extensive programme of works spanning nine weeks or more.
Road user charges, which contribute to the maintenance and construction of the roading network, will be paid by previously exempted electric vehicles starting April this year.
The busy route was damaged nearly a year ago in a series of weather events, including Cyclone Gabrielle. It’s indicated that the road will be closed entirely from February 26 until Easter, when it will reopen for six days. Following this, the road will remain closed until the work is completed. Meanwhile, NZTA is looking to upgrade alternate routes, such as the Paparoa Oakleigh Road and the Mangawhai to Waipu coastal road. Extra signage and information will also go up before the closure. Recently, elected Northland MP Grant McCallum says while the disruption is unwanted, the repairs are necessary to avoid worse outcomes. “We were caught between a rock and a hard place. We had to fix it otherwise the risk of long-term closure like the Mangamuka was really high,” he said. Knock-on costs are estimated to be severe for Northland businesses. Northland Inc the organisation promoting and supporting regional prosperity, calculated that the previous closure after Cyclone Gabrielle cost approximately $1 million daily. This time, Northland Inc is facing the road closure with an advertising campaign to assure those south of the Brynderwyns
