Selwyn Mayor Sam Broughton praised the work of the local crews but said the battle to bring the fire under control was a joint effort. “While firefighters from across Selwyn were among those to first respond, this was very much a collaborative effort with firefighters and emergency services from Christchurch and the New Zealand Defence Force all working well together.

The government has recently announced an increase in police staffing, and Rural Women New Zealand (RWNZ) is welcoming the move, especially in relation to rural and remote communities. Burnham based New Zealand Defence Force firefighter is taking training for this year’s Sky Tower Stair Challenge step by step.

There are a large number of worthy charities that aim to provide aid to people in impoverished regions of countries like Africa, but Heather Neill of Rolleston feels that the animals on the continent are often overlooked.

Some of Selwyn’s most historically significant properties will open their doors for this year’s annual Hororata and Beyond Heritage Open Day.

This year’s event will be held on March 12 and will provide a unique opportunity for people to get a taste of the district’s pioneering past by visiting heritage properties and museums in Hororata, Homebush, Glenroy, Glentunnel, Windwhistle and Lake Coleridge. It was West Melton residents’ turn to enjoy an evening of picnicking in the park recently. The event, held late last week, was one in a series of Picnic in the Park events being run as part of Selwyn District Council’s Summer in Selwyn programme from January to April. There was a good turnout of local families for the evening in West Melton Domain and they were entertained by a variety of acts including Darfield

musician Holly Kimber and clown Adam Allsorts, who proved to be a drawcard for the children with his bubbles, balloon sculpting and mini bike. West Melton Scouts also ran a sausage sizzle at the event to help raise funds for members who will be attending a jamboree in the North Island later in the year. Frontline firefighters feted “The earthquakes were in some ways a bit of a wake-up call to ensure we had the systems in place to deal with events of this kind.” On Monday Mayor Broughton and other Selwyn emergency services personnel were among those who attended the funeral service for helicopter pilot David Askin who was killed when his helicopter crashed on day two of the fire. Selwyn’s Principal Rural Fire Officer Douglas Marshall said, in a joint statement with New Zealand Fire Service Region Commander Steve Turek, that the Port Hills fire was one of the most complex in recent years. “It has required firefighting on a number of fronts, requiring urban, rural and aerial tactics. All firefighters have worked very hard in tough conditions. We are very proud of the commitment and huge effort put in by firefighters, community volunteers and the many other agencies supporting the response.” PRFO Marshall said all large fires have an operational review undertaken after the fire has been fully extinguished. “The purpose of that review is to evaluate the response and identify any opportunities for further improvement. For now, our focus is on putting out the fires.” Fire crews could be in the fire zone for up to a further five weeks depending on weather conditions to ensure the fire is fully extinguished. In conjunction with New Zealand

Fire Service investigators, police are investigating the cause of the two fires in the Port Hills. Detective Inspector Greg Murton said initial enquiries indicate the Summit Road fire was reported approximately 90 minutes after the Early Valley Road fire was reported. The two separate blazes eventually merged into one large fire. “While there has been speculation about the cause of the two fires, no definitive cause for either fire has been established at this time,” DI Murton said. “A thorough investigation of the cause of both fires is expected to take some weeks and police will not speculate on the cause of the fires until the investigation is completed.” Meanwhile, fire investigators are calling for any early footage of the Port Hills fires. Fire investigator Ken Legat said they’re calling for any witnesses who have taken photos or videos of either fires on the Port Hills when they first started. Fire investigators want any footage or photos taken from the Halswell or Prebbleton area pointing towards Early Valley Road, or anything from the Marley Hill side of the road. Darfield: the heart of Malvern Darfield is often called ‘the township under the nor’west arch’, a reference to the characteristic Canterbury weather phenomenon. of the Southern Alps and its many commercial and club ski fields. Darfield had its origin in the railway, which opened to Sheffield in 1874. The township grew with the expansion of the Midland Line railway and as a rural service centre. From 1874, it was known as White Cliffs Junction, then Horndon Junction from 1876 to 1879 and finally Darfield, to avoid confusion with Hornby Junction. Residential sections were advertised in 1878. Within the township there are farming suppliers, primary and high schools, numerous shops and cafes, a library and Selwyn District Council service centre, a hospital, volunteer fire brigade and hotel and motel accommodation. Darfield’s population growth over recent years can be attributed to a number of factors, including growth in

To help guide that growth and to provide high-level planning direction for Darfield and other townships in the area, Selwyn District Council recently adopted the Malvern Area Plan. The Malvern Area Plan was prepared by following the Local Government Act consultative process. Preparation of this document began in February 2015 and involved engagement with Ngai Tahu as the Crown’s Treaty Partner and mana whenua of the district, a number of key stakeholders, council-elected representatives and staff. Technical reports and extensive community consultation also informed this area plan. According to council this engagement enabled broad-level baseline information to be documented and relevant issues and local community needs to be identified. These matters collectively informed and shaped preliminary findings contained within the draft area plan, published for consultation in May 2016. Further community consultation and ongoing stakeholder engagement took place through May and June of 2016 to review and refine the draft area plan. A public meeting to consider formal comments on the draft plan took place in early July 2016 and the plan was formally adopted by council in September 2016. This area plan concluded there was sufficient capacity within the township to accommodate growth through to 2031 without the need for council to proactively zone additional land through the District Plan Review. However it didn’t preclude any additional greenfield land from being considered for zoning through privately-

initiated plan change requests under the RMA. While no new areas for residential, business or industrial purposes have been identified as being necessary to be zoned in Darfield for the growth, the plan did identify a number of issues that needed to be addressed to facilitate additional growth. Those included a current reliance on individual on-site septic tanks being identified as a constraint to providing more intensive mixeddensity development. Council has just begun a formal process to look into the development of a reticulated wastewater system for the township. 

Velvetleaf alert for Selwyn farmers Cropping farmers in Selwyn have been asked to be on the lookout for the plant pest velvetleaf. The plea comes from Environment Canterbury (ECan) following a Ministry for Primary Industries alert on the plant pest, which was introduced to New Zealand as a contaminant in fodder beet seed from Europe in 2015. “Left to spread, this invasive pest can quickly impact crops, severely reducing yield and grazing capacity, and impose high costs through lost productivity, increased stock management and lost income,” ECan’s biosecurity management advisor Laurence Smith said.

“With more than 500 farms having received at least one of the six affected seed lines in Canterbury, there is a real risk of spread both within and to other properties,” Mr Smith said. “Not all plants will have been found so it is highly likely seed will have matured and contributed to a seed bank in the soil. “Farmers will need to be vigilant this season, which runs until May. They should search crops to prevent seeding and make sure seed is not spread by stock, vehicles and machinery.”

Environment Canterbur y, in partnership with MPI, is helping affected farmers formulate plans to manage the pest and prevent its spread. Mr Smith said a farm management plan should include on-farm biosecurity, so preventing the spread of velvetleaf and other pests is top of

Inaugural rural sports awards nominees named National and world champions in traditional sports like shearing, wood chopping, fencing, tree climbing and gumboot throwing feature among the nominees for the inaugural Norwood New Zealand Rural Sports Awards. Launched to celebrate sporting excellence among New Zealand’s largely unsung rural athletes, the awards are sponsored by CB Norwood Distributors and presented by the New Zealand Rural Games Trust together with Federated Farmers of New Zealand. Organisers have announced the full list of finalists in four separate categories ahead of the awards dinner at Awapuni Racecourse on March 10, the night before the Hilux New Zealand Rural Games where several of the nominees will be competing. The shortlist for the New Zealand Rural Sportsman of the Year includes 2016 Wiremark Golden Pliers winner and 2015 world champion fencer, Shane Bouskill (Hawke’s Bay); current national tree climbing champion and three-time world champion, Scott Forrest (Kawerau, Bay of Plenty); plus reigning Golden Shears and New Zealand shearing champion and 2016 world champion, Rowland Smith (Hastings). Combating worldwide pest threat growth A Lincoln biosecurity expert is sounding a warning for New Zealand to continue to be vigilant about guarding its borders, with new research showing pests are continuing to spread around the world. Professor Philip Hulme, of the BioProtection Centre at Lincoln University, is a senior author on the study that shows international efforts to prevent the entry and spread of pests, weeds and diseases have not been sufficient to keep up with the pace of globalisation, and the country can certainly expect more invasions in the future. It revealed the number of invasive species worldwide has been increasing over the last 200 years with no sign of

In some cases, they can even bring about the extinction of native species,” Professor Hulme said. As such, our biosecurity systems can be viewed as a global example of best practice,” Professor Hulme said. The study’s findings highlight the continued need for improvements in national legislation and international agreements, to help mitigate invasions and keep up with impacts from increasing globalisation. “New Zealand is already leading the way and hopefully through Biosecurity 2025, New Zealand is on the road to future-proofing the system to meet increasing global trade and travel that present continual new challenges,” Professor Hulme said. 

Knowing the true cost of your IT Most small businesses rely on Information Technology for everything from accounting and workflow management to email, document production, security and the internet. But do you know the true cost of IT for your business? The short answer is that ‘it’s much higher than you think’. First up is the purchase cost. Typically the purchase cost of your equipment is often a fraction of your actual cost. You might buy a PC for $1,200, but by the time you’ve added another $350 for a screen, $20 for a keyboard and mouse, $390 for a word processing program and $70 for anti-virus software, suddenly that $1,200 PC is now $2,030. Second are the direct costs that you accumulate during the life of your equipment, such as maintenance. An IT technician will probably spend about six hours a year supporting it. While that doesn’t sound like a lot of time, if you multiply six hours by the technician’s hourly rate and then by five years, you’ll find you’re close enough to doubling your computer’s purchase cost. Do that exercise for every PC in your business and the numbers start to escalate. You’ll need software. Aside from the word processing and anti-virus software mentioned above, there’s other incredibly useful stuff that’s needed almost daily like accountancy, payroll, workflow management and document management systems.

Then there are further costs such as mail hosting, website hosting, internet connection, replacement keyboards, backup drives; even tables, desks, electricity, printers and scanners, not to mention less-tangible costs such as internet outages and IT training. The true cost of your IT will be dependent on your business needs, but there is one additional cost which we often don’t think about until our IT stops working and that’s the cost of badly structured and maintained IT infrastructure. Imagine if your IT were to crash or stop; what impact would it have on your business? Would your business still be able to operate? Would you lose orders or customers? Would you be able to make or deliver your products and services on time? If you don’t have an IT professional to help you, then find one.
