New Zealand Returned and Services’ Association is thanking Selwyn residents for their generosity and support during the 2018 Poppy Appeal. The appeal, themed ‘not all wounds bleed’, raised $1.7 million in donations across New Zealand. RSA national president, B J Clark, said the RSA’s ability to suppor t those impacted by service relied on public donations. “Poppy Appeal funds are used to provide essential services for the health and resilience of New Zealand’s current and former service personnel, and their families,” Mr Clark said. “We are grateful for the fantastic public support through donating on and around Poppy Day, and for all our volunteers who contribute their time  Poppies adorn the war memorial in the grounds of West Melton School during this year’s Anzac Day service and effort. “That support enables us to care for current and former military personnel those who have served our country at deal with health or hardship issues. “In 2017, there were 19,992 welfare home and overseas.” He said the funds raised through the interactions completed by over 150 Poppy Appeal would assist in many ways, volunteer RSA support advisors. A Rolleston girl has won the highest accolade available from the Duke of Edinburgh’s International Awards.

Rebecca Allan, who is 18, was presented her gold award last month by Christchurch deputy mayor, Andrew Turner, in front of her parents Pamela and Chris Allan. For her award, Rebecca completed a 70 kilometre, four-day tramp through the Arthur’s Pass National Park, engaged in surfing and running and served in the community supporting underprivileged young people.

Rebecca has also worked for the Salvation Army. Rebecca said it was a great thrill to win the award. “The awards help young people find their purpose, passion and place in the world,” she said. Rebecca, who has previously won Duke of Edinburgh Bronze and Silver awards, has been invited to Government House to receive formal congratulations from the Governor-General. 

He said now is the time to reassess where they should be going and they are holding an open day event at the Lincoln Bowling Club, adjacent to the Lincoln Event Centre, on July 22 from 1pm. “There are to be a few short talks on such issues as water, growing healthy food and waste-free living for those interested,” Mr Fitzjohn said. “The main idea is for people to come in at any time and talk about their views and suggestions relating to Selwyn’s community and environment. “Activities will be provided to give something of interest for all ages,

along with plenty of refreshments and snacks.” Mr Fitzjohn said there are options for people to contribute if they can’t make it on the day. “Anyone can join the conversation prior to the day by completing a 15 second survey about Selwyn’s Environment and its future on the Lincoln Envirotown Facebook page, website or on Eventbrite.” Also, he said if people are unable to come along but would still like to make suggestions they can send an email to projectmanagerlet@gmail.com or call him on 03 423 0445. 

Capital gains tax not the answer More funding for roading  by Amy Adams, Selwyn MP

Recently I sent a survey to a random selection of residents living in Selwyn. One of the questions I asked about was whether people supported the introduction of a capital gains tax.

Our roads in Selwyn are one of our most important pieces of infrastructure, and our council spends a lot of time planning, resourcing and securing funding for the maintenance and improvements on our roads.

The majority of those who replied to the survey stated that they did not support the introduction of a capital gains tax and I personally agree with these respondents. Those who support the introduction of a capital gains tax claim that it will make homeownership more affordable. I disagree with this view. Australia has had a capital gains tax for many years, but the housing affordability issues there are every bit as challenging as they are in New Zealand. It is simplistic to say that a tax change would fix housing problems here. Focussing on constraining demand and making people less likely to want to own or invest in property is in my view, not the right approach. We need to increase the supply of housing

and increase the supply of rental properties, but a capital gains tax may well deter people from building houses, which is not at all what we want to happen. In order for us to have more affordable housing and more affordable rental accommodation — we need to encourage investment in property. Property speculators already face a form of capital gains tax known as the bright line test, which discourages buyers from purchasing property with the intention of on-selling within a short timeframe to make a profit. A capital gains tax that applies across the board will effectively punish mum and dad investors who’ve saved up a bit of money and want to invest in a rental property as a long-term investment. If these people decide that being a landlord is not worth the hassle if they’re going to be taxed on any increase in their property’s value, then the supply of rentals will decrease, and rents will go up. 

We have over 2,500km of roads, of which just over 1,000km are gravel, this does not include our four state highways, which are not controlled or funded by council, and it is often our gravel roads that I receive the most feedback about. Last year, only 53% of people in Selwyn thought that our gravel roads were of an OK standard or above. Through our recently completed 10year plan, Fast Forward ‘28, council increased its funding for roads to $13 million a year. Most of our roading works are subsidised by the NZTA by 51%, and staff have been working with NZTA to increase the scope of works in Selwyn. We have just been told the successful news that NZTA will increase its support to $40 million, which is a 25% increase from the last three years. This increase is for projects connected to the new Southern Motorway and linkages, increased maintenance, including for gravel roads and footpath maintenance and cycleways. Earlier this year, our Audit and Risk Committee held a site visit to inspect our gravel roads and to see grading in action. An increase in our maintenance

metalling program was identified as a key action that would benefit these roads. NZTA has commented on our current situation and concluded our roads are “generally in good condition” — ”but additional maintenance activity is required”. We agree, and have funded an increase in maintenance. I hate seeing potholes in our roads and I know it annoys many other people too. Not to mention the costs for wheel alignments and the danger they can pose particularly if you are on a motorbike. Our increase in population, increase in vehicles on our roads, increase in heavy traffic and with new and expanding businesses across our district we are putting greater pressure on our roads. We can’t expect the network to be in perfect condition all of the time but we are committed to this increased funding to improve the situation. If you see roads that are below standard, use the app Snap Send Solve, which allows you to take a picture of the problem and email it to council staff for action. 

Avalanche response exercise hailed a success The Canterbury Avalanche Response Group is now better equipped to respond to a real-life emergency after a successful training operation in Selwyn according to police.

Selwyn groups and individuals involved in restoring and preserving the district’s heritage are being invited to apply for a grant to help them to continue their work.

Canterbury Police, ski industry personnel and Search and Rescue (SAR) groups took part in a large-scale avalanche response exercise near the Mt Cheeseman ski area. Canterbury Police SAR coordinator, acting sergeant Paul Beaver, said the exercise, dubbed Operation CARE, was developed by Avalanche NZ and simulated seven people being caught in an avalanche. “The exercise was a really helpful learning opportunity for the 50 people from the avalanche response group and St John Ambulance who were involved. “We gained invaluable experience in as close to a real-life scenario as we can get. This means we’ll be better prepared to respond quickly and effectively to future avalanche incidents.” He said police were grateful to all the organisations and individuals which contributed to the running of the successful exercise, particularly Avalanche NZ, NZSAR, Dr Malin Zachau, Horizons Unlimited and the Department of Conservation. “The exercise was designed to test the effectiveness of the Canterbury Avalanche Response Plan and to assess the groups’ readiness to respond to an

avalanche incident,” acting sergeant Beaver said. “When emergency services are called upon to respond to an avalanche, effective planning and coordination between Police and other emergency services can mean the difference between life and death. “Our team performed outstandingly during the exercise, and we are now the most prepared we can be to respond to a real-life incident.” He said there is a danger of avalanche at any time there is sufficient snow on a slope. “Avalanches occur naturally all the time, however, in the majority of cases where people get caught in an avalanche they have triggered it themselves.” 

Applications to the Selwyn Heritage Fund open this week and grants have previously funded projects including restoring chimney stacks, earthquake strengthening, window replacements, tree trimming or pruning and roof repairs. The Selwyn District Council says priority is given to items listed in the Selwyn District Plan. “The heritage fund can be used to pay for part of the cost of restoration or protection work, and applicants will also need to fund some of this cost from other sources. Funding cannot be used for routine maintenance or for

improvements, which are of personal or commercial benefit.” Previous recipients include the former Dunsandel Methodist Church, Hororata Anglican Parish Hall, Southbridge Hall, The Parish of All Saints Church in Prebbleton and St Andrew’s Church in Glentunnel. Bridge closes for repairs

Full night closures for the bridge on State Highway 77 begin on July 15, but partial daytime closures come into effect this week. The NZ Transport Agency says work is well underway on the earthquake strengthening and deck replacement in recent weeks in preparation for the main work, which will take place both day and night. “Teams are due to start soon on the major works with longer delays for road users and night closures,” NZTA network manager, Jess McFarlane said. She said the closures could affect those heading to Mt Hutt ski field area. “The work crews will do their best to minimise delays during the peak ski field traffic times. “The alternative for anyone travelling from Christchurch to Mount Hutt is to

go via SH1, Ashburton, to avoid delays in the gorge.” Miss McFarlane urged drivers to slow down on the bridge while this work is underway. “Our contractor has noticed a number of vehicles speeding through the site well in excess of the 30km/h restriction. Please slow down through the work site. “The bridge movement caused by faster vehicles makes the work underneath the bridge much more difficult and puts work crews at risk. Electronic signs near the site are advising road users of these upcoming night closures.” The work is scheduled to take approximately six weeks to near the end of August. 

Following a convincing 62–50 win over Greenpark, Broadfield now has a two-point gap at the top of the table over defending champions Lincoln. Lincoln kept in touch with Broadfield with a comfortable 67–35 win over Southbridge B, which has yet to register a win after two rounds. The closest match of the weekend was a thoroughly entertaining clash between Southbridge A and Greenpark B at the Lincoln Event Centre. Neither side could establish any dominance for most of the match, however, in the final quarter Greenpark

was forced to play catch-up and at the final whistle came up short, with Southbridge A taking the game and the points 48–45. In the Premier two division Rolleston has opened up a four-point gap at the top of the table with 59–34 win over its closest rival Broadfield B. Lincoln B move into the third spot after a narrow 47–43 win over West Melton, while Prebbleton rolled Burnham 51–36 in the other match of the round. The competition takes a break this weekend for the school holidays. 

Waihora travelled on Denton Oval for the fixture, and the host side was no match for the table-toppers who ran away with the game 66–19. Darfield sits second on the points table, four points behind Waihora after it came away with the win in its clash with the combined Burnham Dunsandel Irwell (BDI) side. Darfield was in control for most of the match, but a late revival from BDI saw it close the gap, however, Darfield held on to take the match and the points, 38–35. School can be daunting and even be frightening for year one students attending primary for the first time. However, some would argue that, later in life, the transition from primary to secondary school is even more confronting. Here the student abruptly falls from the top of the tree to the bottom of the heap — or at least perceives it that way. The excitement of becoming a secondary school student only moderately compensates for the loss of status, the fear of not being accepted and even, in some cases, moving on from established friendships. Fortunately for students in Selwyn, our local principals and their staff are aware of the issue and have together put in place some remarkable programmes to ease these transitions. Steve Saville is the principal of Rolleston College. He has a pivotal role in ensuring the transition from primary to secondary school is as painless as possible. Steve is making something of a transition himself. He is a highly experienced teacher, but a first-time principal; and the school he now heads is new and not yet at a full roll. He sees that as an advantage. New schools such as his and Clearview Primary down the road are instigating many of their processes and programmes from scratch. More established schools in the area are seizing on accelerating rolls as the motivation and momentum for change. Steve says “the cause” is helped by the strong working relationship the local principals have with each other. “We have worked hard to make it a community of schools working in close concert so that primary school students get an early taste of what it is like to attend secondary school, and our college students get the opportunity to be teachers and mentors to younger students,” he said. Steve Saville points to recent interschool events, which saw literally

hundreds of primary school students coming to his college to partake, with college students, in learning events as diverse as sport, the sciences and culture. “It demystifies these disciplines and gives them the experience of the secondary school learning environment. “It is also mutually beneficial, because it gives our students the opportunity to take a leadership role in mentoring younger students and — ultimately — implement the buddy system where each new entrant is given a senior student to help guide them through the transition.” He stresses that the programmes he is talking about are not entirely driven by the principals. “Yes, we (principals) meet often and share ideas; there is collaboration, and we do see our schools as a genuine, even unique, community. However, most of the initiatives I have talked about are instigated by staff and students. “A lot of it comes from the students themselves and the perceived need. And when it comes to the question of the early years and making transitions as seamless as possible, nobody is more aware of the need than the students themselves. “They have been there.” Saville says the work of primary principals and teachers and the willingness of Rolleston College to open its doors and share its resources with the feeder primaries, is reflected in the calibre of this year’s year nine (first year of secondary school) intake. “What I am noticing is that the year nines are coming here confident and with high esteem. College is not new for them. Most of them have been here in some capacity before. I don’t think going to college has any of the fear factor it may once have had.” Mr Saville sees the Rolleston school community

he and the other principals are building as a reflection of the wider community. He talks about the “greenfield” opportunities for the new schools to develop programmes from scratch; for more established schools to evolve with their escalating roles and for a still small school community to interact and collaborate. Moreover, he also sees something else. “There is an aspirational aspect to our wider community. There is a newness to it. A hope and, I believe, a confidence that we can build something special in the town. “The idea of ‘new’ is not scary. We are willing to try something new. And that is the way I think our students, primary and secondary, see it too. “And that is why we can build such a robust transition platform. “We are simply building on the strength of our students.” 

Lifestyle ‘n’ Farming Whitelock locks in extra time with Farmstrong Crusaders captain Sam Whitelock has locked in another two years as Farmstrong’s ambassador and with it has launched a new campaign called Turn on Your Core. Whitelock joined Farmstrong as its ambassador in 2016 and will continue in the role, signing on for another two years, extending his involvement with the rural well-being programme to 2020. “Rural wellness is a big deal right now,” Whitelock said. “It’s growing in importance as demands and challenges increase on the rural community, and if I can have a positive influence on helping people to see themselves as the most important asset on the farm, then I want to be part of that.” Since joining the Farmstrong team, Whitelock has fronted a Lock it In campaign, playing on his position as a lock to encourage people to ‘lock in’ positive habits that work for them. Farmstrong’s Colin Wright said they were stoked to have Sam on board. “He’s from a farm and plans to return to farming following his rugby career, so he’s personally invested in what Farmstrong is trying to achieve in promoting wellness.” Mr Wright said the new campaign Turn on Your Core, has Sam fronting a number of videos with simple day-to-day activities, which farmers and growers can do to strengthen their core muscles. “In my experience, keeping in shape helps you give your best to the farm, so the farm can give its best back to you. These videos help to prepare you for your day,” Whitelock said. “With rugby, I’d never start a game without stretching and warming up first, and it’s the same with other physical activities like farming. You need to be physically prepared as well as mentally. “The videos help to create a habit around focussing on your core and stretching. You don’t need any gym gear, and they can be done at home or on the farm,” he said. Turn on Your Core is a four-week challenge, which encourages farmers to

Sheep farmer Logan Wallace has taken out the 50th FMG Young Farmer of the Year title following the culmination of the contest over the weekend. The 28-year-old from South Otago took out the coveted title in front of a crowd of 1,000 people in Invercargill on Sunday evening. Wallace said he was ecstatic at the result. “Being named the FMG Young Farmer of the Year has always been a dream of mine,” he said. In addition to the overall title, Wallace placed first in the Agri-growth, Agri-skills and Agri-sports challenges. The Waipahi sheep farmer, taking part in the competition for the second time, convincingly beat six other finalists after three days of gruelling competition. Wallace runs 2,300 ewes on a 290 hectare farm, which he leases from his parents. The intensive sheep breeding and finishing property also carries 700 hoggets and 400 trading sheep. Logan’s father, Ross Wallace, said they were immensely proud of Logan. “He’s put his all into the contest. It’s something he’s wanted to do since he was a boy.” Logan Wallace, a Clinton Young Farmers member, who has mild dyslexia, is heavily involved in his local community. He leads a youth group and is a Land Search and Rescue member. “I used some of those search and rescue

planning skills this week to ensure I didn’t waste any time,” he said. The winner’s prize package includes a New Holland tractor, a Honda quad bike, cash, scholarships, equipment and clothing. The victory is made even more special because the contest, which began as a radio quiz in 1969, is celebrating its 50th anniversary. “It’s pretty special that the grand finalist in the region

hosting the 50th year managed to win the contest,” contest chairman, Dean Rabbidge said. “I’m proud of the entire Otago/ Southland region for pulling together to make this grand final week such a success.” Second place went to Cameron Black, a Christchurch-based rural consultant for New Zealand Agri Brokers. Bay of Plenty contract milker, Josh Cozens, took out third place and the Agriknowledge challenge. 

Deaf students visit Selwyn farm  by Kent Caddick

Sign language has been used to help explain career opportunities in the agri-food sector to hearing-impaired Christchurch students on a visit to Selwyn. Almost 20 students from the van Asch Deaf Education Centre visited Brian and Louise O’Connell’s farm at Dunsandel recently. Students were accompanied by a New Zealand Sign Language interpreter. The visit was part of a major national project putting students from 100 primary schools onto sheep and beef farms. The education programme is funded by the Red Meat Profit Partnership (RMPP) and delivered by New Zealand Young Farmers. “We want to get the industry on the radar of students and teachers, so they’re aware of the career opportunities,” Di Falconer from RMPP said. Year eight student Anahera Strongman said she loved the visit. “I liked Brian and his daughter Sarah telling us about what they do on the farm.” A highlight for students was helping feed cattle. “We watched Brian feed the calves grass silage, which was a bit smelly,” said Year eight student, Noelani Ritchie. “Then we got to feed the bulls hay and pat pregnant cows.” Sarah O’Connell’s a regular at A&P shows around Selwyn, meaning many
