Pumping up greenhouse gas awareness

CNV first municipality in Canada to require climate change messages on gas pumps JUSTIN BEDDALL newsroom@nsnews.com

The City of North Vancouver wants to drive home an important message about climate change. On Monday, council unanimously approved

second and third reading of a business licence bylaw amendment that will require information labels about greenhouse gas emissions to be placed on all gas station fuel pumps in the city. The initiative stems from a June delegation led by West Vancouver teenager

Emily Kelsall, a member of Our Horizon, who implored the city to consider requiring gas stations to put warning labels on fuel pumps. Our Horizon is a non-profit environmental organization and the concept of labelling gas pump nozzles was developed by its founder Robert Shirkey, a Toronto lawyer. When formally adopted, the bylaw, which must

still receive a fourth and final reading on Monday, will be the first of its kind in Canada – and possibly North America, with the Californian cities of Berkeley and San Francisco believed to have draft bylaws still being considered by council but not yet adopted, at the time CNV staff wrote its bylaw report. The staff report on the proposed bylaw change

notes that the city has a history of progressive action towards addressing climate change dating back to the late 1990s and includes initiatives like the Lonsdale Energy Corporation and the city’s Carbon Fund. While Our Horizon suggested “warning” style messages with bold graphics and facts, similar to cigarette messaging, city staff favours a more educational

approach with informational labels “about the link between burning fossil fuels and climate change while also highlighting ‘can-do’ actions and choices available for people to reduce greenhouse gas emissions.” The staff report notes that fear-based or negative campaigns may work with some people but can have See Positive page 5

Store owner beaten in robbery BRENT RICHTER brichter@nsnews.com

West Vancouver police are looking for a suspect in a bizarre and violent daytime robbery at a Horseshoe Bay convenience store. Police say two men entered the store just before 9 a.m. Wednesday and jumped the 68-yearold owner, putting him in a chokehold. One of the suspects threw the man to the ground and punched him in the head repeatedly, knocking him temporarily unconscious. The assailants then stole only razor blades and fled on foot. The owner came to a short while later and called 9-1-1, according to police. There were no other customers in the store at the time. See Teenage page 3

Big landslide shuts down Hollyburn trail Storm puts 23,000 homes, businesses in the dark BRENT RICHTER brichter@nsnews.com

It was a dark and stormy night. Particularly if you were on of the 23,000 North Shore residents who lost power in Tuesday’s 90-kilometre per hour gusts of wind. Around 5:30 p.m., several explosions could be seen lighting up the North Shore sky above BC Hydro’s Capilano substation. “A tree came down on top of one of our transmission structures. It knocked the top of that structure off and damaged three transmission lines that were attached to it,” said Hydro spokeswoman Mora Scott. “Crews had to fix those three lines as well as make repairs to the structure before they could get the customers back on.” That took about 24 hours. By 5 p.m. on Wednesday, only 600 properties remained in the dark.

Scott said the utility spends $50 million per year on managing trees and brush that threaten powerlines. “We try to trim all trees and get rid of any diseased or dead trees, but even sometimes healthy trees, depending on the direction of the wind and type of the weather, they can come down on our lines.” At the storm’s peak more than 110,000 customers in B.C. were without power. The outage closed more than a dozen elementary and secondary schools in North Vancouver for the day. Before the winds even kicked up, heavy rain from the previous days was doing some damage on the North Shore. The District of West Vancouver has closed off the popular Millstream Trail on Hollyburn Mountain after a substantial landslide near McDonald Creek. “It’s quite a big slide,” said Jeff McDonald, district spokesman. “Bigger than the one we had last year on the Trans Canada trail.” Staff are now looking into how to remediate the trail, along with the landowner, British Pacific Properties. There is no timeline for when the trail may be reopened, McDonald said.

“It’s kind of a weird one,” said Const. Jeff Wood. “Definitely, we’d characterize this one as random. It wasn’t targeted.” West Vancouver officers nabbed one of the suspects, a 17-year-old former North Vancouver resident, a short distance away. He was held in custody and scheduled to make his first appearance in court on robbery charges on Thursday morning. Police say he has not been co-operating with investigators and he is not known to police. The victim was taken to Lions Gate Hospital to be treated for head injuries and has since been released. Police are hoping a tip from the public can help lead them to the second suspect, who they describe as a white male in his 30s who was wearing a beige hat and beige jacket. On Thursday, police were out canvassing the neighbourhood looking for anyone who might have seen anything suspicious. “There are still other people down there that witnessed the event,” Wood said. “During the day, it’s busy.” Anyone with information about the assault and robbery or the second suspect is asked to contact West Vancouver Police at 604925-7315.

Province to rein in civic campaign spending New legislation ties spending limits to size of municipality BRENT RICHTER brichter@nsnews.com

The cost of a seat on municipal council ought to be cheaper in the 2018 elections, as the province has moved to limit campaign spending. Community, Sport and Cultural Development Minister Peter Fassbender has introduced legislation that would limit how much candidates can spend based on the size of the municipality’s population. Under the formula, mayoral challengers will be limited to $1 per capita for the first 15,000 population and 55 cents per capita for the next 15,000 to 150,000. For council candidates,

the limit is 50 cents per capita for the first 15,000 population and 28 cents for the next 15,000 to 150,000 population. The spending limits apply to any costs incurred starting on Jan. 1 of election year and the province will use the latest population estimates from BC Stats to determine the exact allowable expenses in each campaign. Had these limits been in place for the 2014 municipal elections, a swath of candidates on the North Shore would have overspent the limit – in some cases by a factor of three. The City of North Vancouver will likely see the most drastic changes under the new system.

Using 2014’s estimated population of the City of North Vancouver of 52,346, mayoral candidates would have been limited to $35,540.30 and council candidates, $17,956.88. Mayor Darrell Mussatto’s 2014 election expenses came in at $96,702.41 while his competitor Kerry Morris spent $79,226.52. Two of the five council members will also have to strategize for cheaper campaigns if they plan to run again in 2015, including Coun. Craig Keating who topped spending at $28,911.19 and Coun. Linda Buchanan who came in at $27,592.07. The District of West Vancouver’s limits, meanwhile, would fall somewhere around $29,915.45 for mayoral candidates and $15,093.32 for council candidates, using

the 2014 population of 42,119. Mayor Michael Smith would be well under that limit with his $0 campaign budget but council veterans Mary-Ann Booth and Michael Lewis would have to rein in their spending, which came in at $22,357.90 and $15,853.14 respectively. In the District of North Vancouver, with a population of 86,623, 2014 mayoral candidates would have been limited to $54,392.65 and would-be councillors, $27,554.44. District Mayor Richard Walton ran unopposed and spent only $2,877.01. The only council member who would have breached the limit is Jim Hanson who spent $28,307.58. The changes are welcomed by Dermod Travis, executive director of Integrity BC a non-

profit that lobbies to make government more transparent and accountable. “By and large, they’ve hit a limit that is fair, that allows any perspective candidate to say ‘I can be competitive in this race,’ ” Travis said. “What we’ve had before, without limits, is a situation where many candidates will simply opt out because there are no limits and they know they’re going to be outspent, in some cases, by 10 to one.” These limits put B.C. somewhere in the middle of the pack for spending limits, across Canada. Still, Travis and Integrity BC have plenty of criticism for what the province has failed to include in legislation – limits on the size of campaign donations and an outright ban on corporate and union donations. “When you look at the situation in B.C., you still see companies that

are contributing tens of thousands or hundreds of thousands of dollars, in some cases to political candidates who are running for local office – companies that also have business in front of many of those local councils. You see it in North Vancouver,” he said. Whether that amounts to a real conflict of interest or not, it contributes to the growing cynicism the public has around politics, Travis said, and it gives undue influence on the outcome of elections. “I think we have to get big money out of politics altogether whether it’s at the local or provincial level,” he said. The Ministry of Community, Sport and Cultural Development is accepting public comment on the proposed legislation until Nov. 27.

Positive messaging considered for labels From page 1

the opposite effect with others, triggering reactions of denial, minimizing or avoidance. “It is thus important to deploy labels that will be effective not only in raising awareness but in motivating individual action (specific behaviour changes) that result in lower greenhouse gas emissions.” Some sample messages from staff included: “Save fuel through properly inflating your tires; Idling your vehicle for more than 10 seconds wastes more gas than restarting your engine; Burning fossil fuel contributes to climate change; 49% of GHG emissions in the City of North Vancouver are from transportation.” Staff reported that the labels will come in two sizes: a 3-inch square “nozzle topper” and a 4x5-inch sticker to put on gas pumps. If the bylaw is passed staff will then return to council with proposed messaging for the pumps for approval. The messages would likely evolve over time and be tested with focus

groups. City staff contacted all gas station owners in the city to discuss the initiative but received no response. During the public input portion of the discussion on fuel pump labels, a representative from Western Convenience Stores Association directed council’s attention to information on enhancing fuel efficiency available at

the website smartfuelling. ca. Some council members expressed interest in the tips and suggested some could potentially be incorporated with the messaging. Some examples from the website include: maintaining tire pressure, shedding unnecessary cargo and removing roof and bicycle racks when not in use. “I do see the education

and awareness as a critical step and the labels as a way to remind and really establish the link to the consumer of the cause of climate change and the effect that burning fossil fuels has on that,” said Coun. Linda Buchanan. In terms of the appropriate messaging on the pumps, Buchanan added, “I don’t want it to

be so watered down that the message gets lost. Directly establish the link between burning fossil fuels and climate change.” Coun. Craig Keating supported the proposal and staff’s proposed approach for the gas pump labels. “I think our staff have come up with a great set of ideas about the kind of positive messaging that we need to put on there and I think we need to build on what’s included in the staff report about the kind of positive messaging we have,” he said. “I have no problem going further down the road showing leadership on this issue here with a message that provides people with some practical alternatives and some things that they can take a look at that we are building on within our community. I don’t think

we need to lecture to people and be paternalistic about what climate change is and the role of fossil fuels in climate change. People get it and want to do the right thing.” Coun. Rod Clark noted that he’s received a torrent of emails congratulating the city on its leadership on the gas pump labels but he said the credit belongs elsewhere. “We are saying yes to something that came in front of this council. So I believe the credit should go to the three people in front of us, the people at Our Horizon’s, especially Emily because she brought it to us. And if there’s leadership being shown it’s because you showed us the way,” said Clark. Staff estimates the initial cost of the gas pump label initiative will be $5,000 or less.

Global warning

C

ity of North Vancouver council made headlines around the country this week when it became the first municipality in Canada to mandate climate change warning labels on gas pumps – much like the ones that have emblazoned cigarette packages for decades. The reaction on social media, and the fountainheads of knowledge that are internet comment sections, was swift and mostly harsh. What clowns these West Coasters are. Instead of actually doing something about climate change, they’re just sending us all on a guilt trip. Though it irks a great many, the city has consciously put together an official community plan that will mean fewer people having to get into a vehicle in order to get to work, the store or soccer pitch. The warning labels will be a reminder that we very much are in the driver’s seat

of climate change. About a quarter of Canada’s greenhouse gas emissions come from our transportation sector. That’s second only to the production of oil and gas. If you look at the lineup of vehicles on the Cut or Lions Gate Bridge on-ramps, you’d get the idea that people are allergic to carpooling. An astounding number of those vehicles are SUVs with eight-cylinder engines idling away. When given the opportunity to invest in our transit system this spring, 60 per cent of us said no. These are choices we make and choices have consequences, like putting species at risk, raising sea levels and more violent storms, like ones we’re still cleaning up from. And more than rubbing our noses in it, these labels will offer constructive ideas on how we can actually reduce our carbon output.

Trudeau losing his post-election lustre I’d say Justin Trudeau fell from the honeymoon bed. Possibly a matter of coitus interruptus in his post-election love affair with an adulating public and media. The CBC must be heartbroken. Even Mother Corp’s loyal radio arm noted Trudeau’s awkward pauses answering questions at the G20 meeting in Turkey soon after the terrorist attacks in Paris. (Will CBC newspeak now stop describing terrorists murdering innocents as ‘‘militants’’?) Truly, I sympathized from afar with Trudeau. How many people would be composed, fast on their feet, quick with their tongues, under such pressure? Even, or especially, a 43-year-old brand-new prime minister? He’s just not ready. Who would be? Stifle that man at the back of the room muttering, ‘‘Where is Stephen Harper, now that

Trevor Lautens

This Just In

we really need him?’’ Trudeau’s fall from the honeymoon bed caused three bounces: One, in the absurd auction – or was it poker? – in which Tom Mulcair out-Canadianized Harper’s promise to admit 10,000 Syrian refugees over three years: ‘‘I’ll admit 10,000 immediately!’’ followed by Trudeau’s ‘‘I’ll admit 25,000, by the end of the year!’’

CONTACTUS

Sheer logistics made fulfilment of this campaign vow highly unlikely. The Paris attacks made it approach cuckoo-land territory. If letters to the editor accurately reflect quick public reaction, Canadians abruptly woke up to the consequences that Ottawa, posturing about Canada’s famous compassion and generosity before an international audience that barely notes or cares what we do, would be dumping on the unprepared provinces and cash-strapped municipalities. You know – taxpayers. Premier Christy Clark’s suggestion that B.C.’s northeast could accept the Syrians – suddenly discovered as mainly Muslims, even a very few of them terrorists? – triggered an immediate hostile petition from the economically pressed people who merely

live there already. Let’s not speak of the refugees’ cultural shock. Saturday night in Fort St. John could be alarming. Two: When Paris was struck, Trudeau’s promise to withdraw our (six) Canadian planes striking ISIS targets in Syria, in favour of increasing our present (69) military advisers on the ground training soldiers, looked untimely at best. But he stands by it. The shock of the attacks – which are nothing compared to France’s leftist uprising in 1968 – will wear off (in Monday morning’s Globe and Mail three business reporters predicted markets collapsing; in fact Toronto and New York roared ahead more than 200 points). Three: How now, Trudeau’s ambiguous support for, and promise to amend when in government, Bill C-51, the evil, uncaring Harper’s law to tighten the

screws on real and aspiring terrorists? Well, the lawyers absolutely love ambiguity, and the immigration lawyers adore defending bad apples committed to destroying our vaunted, and, to ratchet my scepticism down a notch, deservedly protected Western values. Chief Justice Beverley McLachlin and the Supremes, who so obviously detested Harper and Harper law, may look more kindly on Trudeau’s tweaking of C-51. What the great unwashed are feeling, postParis, though of course ignorable by the highminded liberal elites, may be different. Speaking as one who could use a shave and a clean-up myself: I delight in gloomy, gasbag-puncturing wisdom, and here is a timely shard of it, in light of French President Francois Hollande’s declaration that France is at war against ISIS:

National Post columnist George Jonas, a Hungarian Jew aged 80 who lived through Europe’s horrors, has written that war is fought not to make the world a better place, but to keep it from becoming a worse one. A late Remembrance Day thought. Think it. Canadians may need it in days to come. ••• A contrarian footnote to the above: Last January’s Charlie Hebdo affair, a backdrop to last week’s attacks, is surrounded by hysterical champions of free speech – few knowing anything about the magazine issue and its “cartoon” that caused death and chaos. Tariq Ali, a big 1960s radical, wrote a sombre corrective in the leftist London Review of Books: Henri Roussel, founder of Charlie Hebdo’s predecessor, denounced See W. Van page 10

VIEWPOINT

Housing crisis needs federal action now

DON PETERS contributing writer

Other voices

The Community Housing Action Committee extends its congratulations to our new members of Parliament on their election Monday, Oct. 19, and for achieving a majority government. As many have pointed out, the new government faces many challenges. Indeed, there are many in Canada who now hope for long-needed improvements in the ways we look after our most vulnerable citizens – especially the provision of housing that people can afford. The Community Housing Action Committee has for some 10 years provided important affordable housing information and advocacy to our local MLAs, municipal councils, social and city planners, as well as to residents in our North Shore communities. CHAC is comprised of about 15 community members – including many volunteers – who are well-informed. We are dedicated to supporting the housing goals of the three municipalities and their official community plans. We frequently appear before our councils to support community development and promote improvements to housing opportunities for seniors, persons with disabilities,

our youth, those who are homeless and in need of transitional housing. Sadly, it is no secret that there are many thousands of Canadians who are poorly housed, homeless, or at imminent risk of facing life on the street or in shelters – an intolerable situation for a nation such as ours, as we are certain you agree. Further, the severe reduction in rental housing availability, combined with stagnating or declining incomes, benefit reductions and other economic changes, mean increasing numbers of Canadians are spending a growing percentage of their income on housing. Today, there are an estimated 380,000 households living in severe housing need - which is defined as living in poverty, and spending more than 50 per cent of their household income on rental housing. And, one-half of seniors who rent, now live in housing that swallows up more than a third of their before tax income representing some 229,205 households. Here, in your three North Shore municipalities, this national housing crisis is sadly only too evident. Four distinct population groups are most at risk: ! young adults,

! people who work on the North Shore, ! people who want to age here, in our communities, and ! those who are homeless and at risk. As we know, rents are increasing, vacancies grow fewer, waiting lists are longer, and shelters are full. Now it is common to see adults and children at food banks. Local governments are addressing the housing crisis on the ground, exploring solutions and delivering programs where they can, but we need the federal government to

again play a major role in addressing housing. As a result of housing policy changes over the past three decades, Canada’s housing system is more reliant on the private sector than any other western nation, including the United States. Humphrey Carver, an architect, community planner and key official at CMHC between 1948 and 1967, defined the ultimate objective of national housing policy back in the 1930s as “the provision of a decent dwelling for every Canadian” and the ultimate test of the effectiveness of our housing policy as “the condition of the worst housed families in our communities.” Now, in

2015, the ultimate housing problem in Canada and here on the North Shore itself, is the seriously inadequate supply of decent, low rent housing - despite the apparent “rise of the permanent renter”. In the recent Canadian Rental Housing Index both West Vancouver’s and the City of North Vancouver’s overall rental rating is “critical”, while the District of North Vancouver’s overall rating is “severe.” Simply put: we need more affordable housing on the North Shore. Much more. There is a great need for social housing but those households most in need lack the income to generate

effective market demand. Public policy decisions since the mid-1980s have exacerbated the problem and have failed to respond to several harmful trends. Now, as Canada contemplates an influx of refugees we wonder just where we will find appropriate, not-to-mention affordable, housing for these needy people. We look forward to working with our new federal government to deliver on its campaign promise and invest again in a new affordable national housing program for Canadians. Don Peters is chairman of the Community Housing Action Committee.

Pedestrian struck, police urge caution in winter’s dark BRENT RICHTER brichter@nsnews.com

West Vancouver Police Department Const. Jeff Wood speaks with pedestrians on Marine Drive about the importance of high visibility in winter months. PHOTO MIKE WAKEFIELD

A man was struck in a marked North Vancouver crosswalk Wednesday evening, just as police on the North Shore launched a campaign aimed at keeping pedestrians safe during winter months. The accident happened as a 27-year-old North Vancouver driver was turning left at the intersection of Chesterfield Avenue and West Second Street and failed to notice a 57-year-old man who was walking across the cross walk. The pedestrian was taken to hospital after suffering a dislocated shoulder and knee in the accident. The driver was handed a $167 ticket. This month, police are reminding both drivers and pedestrians that when the sun goes down, the risks go up. West Vancouver Police, the RCMP and ICBC are making another push to increase pedestrian safety in hopes of warding off some of the injuries and fatalities that spike in the

winter months. “Running all the stats on this, you would be shocked,” said West Vancouver Police Department spokesman Const. Jeff Wood. On average, 33 pedestrians are killed per year in the Lower Mainland and there are 1,700 injured. Pedestrians make up one in five of the fatalities involving motor vehicles, and the most dangerous months are in the winter as the sun sets early and nasty weather sets in. The advice for pedestrians ought to be well known, but it bears repeating given the number of incidents, Wood said. “Do your part and be seen by drivers. Simple things – make eye contact, wear bright, reflective clothing and stay focused on the road,” he said. “Remove your headphones and leave your phone alone while you’re crossing the road. Before you start to cross, look left and right and make sure there’s no traffic.” For those who may not have bright, reflective

clothing on hand when they’re out and about, police have been handing out yellow reflectors that pedestrians can easily hang from their winter jackets. But, safety is (pun intended) a two-way street. “It’s two-fold. It has to be on the part of the pedestrian and it has to be on the part of the drivers as well,” Wood said. “When you’re driving, take extra time to look for pedestrians and before turning, avoid distractions and be ready to yield.” On Oct. 21 this year, a North Vancouver teen was sent to the intensive care unit with serious head injuries after police say she walked into an intersection while looking at her phone. In July, a 72-year-old West Vancouver woman died after being struck by an SUV while crossing the street in Ambleside. Last fall, a 13-yearold girl was rushed to hospital with serious head injuries after being hit by two cars after she darted out between two parked cars near Lonsdale and Chesterfield.

Fire heavily damages Eagle Harbour home JANE SEYD jseyd@nsnews.com

West Vancouver firefighters raced to a house on Cranley Drive Tuesday night to douse a fire that started in one of the home’s upper floor bedrooms. Multiple calls came in to report the fire in the Eagle Harbour area around 9:40 p.m., said Jeff

Bush, assistant fire chief. When fire crews arrived, flames were already licking the underside of the roof. One woman who was home at the time the fire broke out escaped unharmed. “She’s a very lucky lady,” said Bush. Bush said 20 firefighters quickly brought the fire under control and spent the majority of time

checking for hot spots. Fire investigators still don’t know yet how the fire started. “We’re trying to rule out several different types of causes,” he said. The top floor of the two-storey home was destroyed in the fire. The bottom floor was not damaged. Bush said there is no estimate of the total value of damage so far.

INQUIRING REPORTER The federal government’s plan to resettle 25,000 Syrian refugees in various Canadian cities by the end of December has some politicians and citizens questioning the short intake timeline and possible threats to security, especially following the attacks in Paris last week. We hit the streets of the North Shore to ask local residents this question: Can Canada realistically welcome 25,000 Syrian refugees by the end of the year? Tell us what you think. Weigh in at nsnews. com. -Justin Beddall

Minoo Goli North Vancouver “Yes, we should. They need our help. I know their situation because I was in Iran when Iraq bombed my country.”

Can Canada realistically welcome 25,000 Syrian refugees by year’s end?

Taylor Cahill North Vancouver “There’s plenty of space in Canada to receive that number of people and there’s plenty of resources to support them.”

Shahin Rostamirad North Vancouver “If Europe can accept more than 10,000 then I think Canada can do it as well . . . if they make sure their backgrounds are checked properly before entry.”

Paniz Bahman-Nezhad North Vancouver “If there’s a plan in place it may be realistic. If I put myself in their shoes and this was happening in Canada I wouldn’t want every other country to deny me.”

Mike McQuarrie North Vancouver “It’s a good idea but that’s too short a time.”

W. Van MLA Sultan to run in next election From page 6 editor “Charb” (Stéphane Charbonnier) as reckless for running the cartoon that infuriated Muslims. And with good reason. Roussel describes the cartoon – which I nor most fanatical “Je suis Charlie” free-speechers haven’t seen reproduced – of Mohammed in words which I would not write, and this paper, properly, would not print. It is revolting, scurrilous, reprehensible, and led to deaths not just of damned fool Charb but of magazine staff that Roussel knew well, leaving him “both angry and sorrowful.” Yes, reader, there are two sides to every story.

Even the seemingly morally one-dimensional. As I too wrestle with. ••• Scoop! Ralph Sultan, popular Liberal MLA for West Vancouver-Capilano, will run again in the far-offbut-nearer-than-you-think May 2017 election – at a dewy 82. His slightly partyoutsider reputation notwithstanding, Sultan broadly thinks Christy Clark has it right, considering the complexities of running a $45-billion-a-year operation. And, speaking of emails, in case you were, Sultan replies to constituents in handwriting. His. rtlautens@gmail.com

While on tour, silky smooth jazz vocalist Elizabeth Shepherd has journeyed across North America, Europe, Japan and Mexico. That can mean, as she noted on Twitter, one day waking up in a hotel room with a view of the golden beaches of Puerto Vallarta and then a few days later looking out on the pristine, snow-capped mountains in B.C. Sounds pretty cool, right? Well, touring can also be a grind. Speaking from Nelson, B.C., a few hours before her show, she explains that she’s been on the road for two weeks. Prior to that she was home for 10 days. The rest of this month will be spent mostly on the road. “There are parts of it I really enjoy. I’ve been having the good fortune of playing with a lot of different musicians and a different band in Mexico, a different band that I’ve used also on this tour (of British Columbia) and two different bands for the recent Quebec tour,” she says. “So that is inspiring just to hear these songs being done in a new way.” She says touring isn’t glamorous and “the best part by far each night is playing. You know other than that it’s kind of hard.” If you haven’t listened to Shepherd here’s a primer: She’s a three-time Juno nominee and two-time Polaris long list artist – and See Shepherd page 45

Still plenty of fight in Hunger Games ! The Hunger Games: Mockingjay, Part 2. Directed by Francis Lawrence. Starring Jennifer Lawrence. Rating: 7 (out 10) JULIE CRAWFORD Contributing Writer

Many young adults liken the finale of Hunger Games to the Harry Potter series: they’ve spent the past few years watching Katniss do battle in an unkind world, not unlike their teen selves. But the ending of the movie franchise, while faithful to Suzanne Collins’ books, is unlikely to elicit many tears and tributes from fans. I blame Jennifer Lawrence. She is so strong as Katniss, the girl who took her sister’s place in the Games, and who outsmarted the gamemakers and the politicians, that her male co-stars are feeble in comparison. This is problematic, since the action outside of the arena hinges on a love triangle the audience doesn’t much care for. If you’ve been hiding under a rock, don’t bother seeing Mockingjay until you are caught up with the other Hunger Games films, which shed light on a future world where rebellion among districts is quelled by imposing a

mandatory fight-to-thedeath among teens in a high-tech arena. Our heroine Katniss Everdeen (Jennifer Lawrence) has survived the games not once but twice, and has incited a rebellion against a gluttonous

Capitol that leeches its districts dry under the command of President Snow (Donald Sutherland, deliciously evil). When we left off in part one, Peeta (Josh Hutcherson) had been recently recovered

from the Capitol where he was tortured with tracker-jacker venom and brainwashed to believe that Katniss was the enemy. Thus the purple handmarks around Katniss’ neck, and Peeta in roundthe-clock restraints.

“I don’t stand a chance if he doesn’t get better,” notes Gale (Liam Hemsworth), the other tip in the love triangle, “you’ll never let him go.” Gale has been rising

Production explores the meaning of faith Agnes of God tackles spiritual issues at PAL Studio Theatre

! Agnes of God by John Pielmeier, presented by Alchemy Theatre, Nov. 19-29 (ThursdaySaturday at 8 p.m., and Sunday matinees at 2 p.m.), at Vancouver’s PAL Studio Theatre. Tickets ($20/$18), info: alchemytheatre.ca. ERIN MCPHEE emcphee@nsnews.com

North Shore native Annie Arbuckle is joining Alchemy Theatre in kicking off its 2015-2016 season by filling the title role in Agnes of God, a thought-provoking story about faith, love and miracles that opened last night at Vancouver’s PAL Studio Theatre. First introduced to the play as a theatre student, the actor feels, “very

fortunate to be able to explore the play in such depth,” as part of the current production. After being cast in a role, a period of excitement, nerves and intrigue is often quick to follow. It’s exciting to see what becomes of the play as it moves from the script to the stage. In this case, Agnes of God’s intense subject matter only heightened her experience, says Arbuckle. Alchemy describes the plot as follows: “Summoned to a convent, Dr. Martha Livingstone, a court-appointed psychiatrist, is charged with assessing the sanity of Agnes, a novice nun accused of murdering her newborn child. Further arousing Dr. Livingstone’s suspicion, Mother Superior

Miriam Ruth tries to keep her young charge away from the doctor’s pointed questions. In trying to find out who killed the infant as well as attempting to identify the father of the tiny victim, Livingstone forces all three women to re-examine the meaning of faith, the power of love, and the authenticity of miracles.” Playing the role of Agnes represented a new level of challenge for Arbuckle as an actor. “I think with any role you have to start by finding the humanity in the character. I think it can be a very risky thing to judge your character before you really learn who they are,” she says. While Arbuckle has very different life experience than her character, it didn’t take her long to find some common ground. “(Agnes) was abused See Trio page 19

and is a very fragile human being. But she’s always on a quest to find out more information. She was kept at home her entire life so education wasn’t readily available to her. She’s a very self-aware person I find and she just wants to know more and I think we can all relate to that in a sense - wanting to know the unknown,” she says. Joining Arbuckle on stage is Tiffany Markwart in the role of Dr. Livingstone and Paula Spurr as Mother Superior. This is the first time she’s worked with either of them. “They’re fabulous actors. They each bring a very special quality to this play and to their characters,” says Arbuckle. “We’ve really come together and become a family. It’s not one person’s responsibility to make this play a success. I think we all realize that it’s a communal effort absolutely and it’s been really great working with

them,” she adds. Agnes of God, written in 1982 by John Pielmeier, is intended to transcend the boundaries of religion and appeal to those who are both religious and not. “I think that audiences should come with an open mind to this play. I hope they will take away from it that not everything is as it seems. And although this isn’t a play about religion, it’s a play about faith and that doesn’t really mean faith in a religion per se but faith in yourself and faith in other human beings. I just hope they come and learn something maybe about themselves or about the world,” says Arbuckle. Other themes explored include childhood abuse, innocence, fertility, body image issues and lack of control over one’s own body. Arbuckle, who, in addition to acting, works at a North Shore child care centre, grew up in West Vancouver and graduated from Rockridge secondary. She started doing community theatre as a

child and after high school went on to study theatre at the post-secondary level in Los Angeles, Calif., at the American Musical and Dramatic Academy where she received a bachelor of fine arts. Since moving back to the Lower Mainland she has been continuing to pursue acting. For example, she was cast in Classic Chic’s production of William

Shakespeare’s The Winter’s Tale at the PAL Studio Theatre in summer 2014. She also recently underwent continuing studies with an Arts Club Actors Intensive. “I think there’s a real need in me to have a creative outlet and I’ve found something that I really love to do. Whether or not it pays the bills, it’s something that I feel

that I have to do to feel complete,” she says. This is her first Alchemy Theatre production and she has high hopes for the company’s future. Alchemy is a non-profit organization formed in 2014 dedicated to producing alternative theatrical works as well as old classics with a new spin. “I really hope that this play gets the name of

Alchemy out there and kickstarts them because they are a group of very hard-working individuals. It’s not an easy thing to start a theatre company and it takes a lot of minds and hands and I just really hope that this gets the word out there so that people will come and see many more wonderful productions to come from Alchemy,” says Arbuckle.

Favourite characters sidelined in finale From page 16 up the rebellion ladder, which is led by President Coin (Julianne Moore) and game-maker/defector Plutarch Heavensbee (how strange it is to see Philip Seymour Hoffman so long after his death). War is always personal for Katniss, whereas Gale takes a more mongering view of the price that needs to be paid for freedom. “She’s mythic” says Coin of Katniss, with an eye to who will lead Panem once President Snow is overthrown. Our fighters need to take District Two before infiltrating the Capitol. Katniss, as usual, is used as a propaganda tool to rally the districts to rebellion. The Capitol itself becomes “the 76th Hunger Games” of sorts, with boobytraps detonating bombs and walls of fire, releasing terrifying “mutts”, seas of hot tar, and all manner of carnage.

Things are violent and scary, but there’s no blood, in order to maintain that PG-13 rating. Mockingjay is more or less a supernatural disaster movie, and the visual effects under Francis Lawrence’s direction are superlative. But even at over two hours the film rushes through parts and languishes unnecessarily in others. Our favourite characters are sidelined in favour of the action, meaning that Haymitch (Woody Harrelson), Caesar Flickerman (Stanley Tucci), and the ever-sumptuously dressed Effie Trinket (Elizabeth Banks) only get a smidgen of screen time. There’s a wedding, one mighty jump scare, and a tour de force grief scene from Lawrence which makes us kind of wish that the finale of the Hunger Games would see Katniss pick up her bow and arrows – and that mangy cat – and head out into the sunset all on her own.

When it comes to hair trends this fall and winter, it’s all about the 1970s. “Yes, the long hair, which never fades, is coming back with a centre part and it’s sort of that dishevelled I-just-got-outof-bed look,” says stylist Mika Ozeki Saunderson of Yoko’s Haute Coiffure. Braids are also huge this season, and the ombre treatment — that faux grown-out dye job look that started showing up on

Hollywood red carpets a couple of years ago — is still in high demand. When it comes to colour, fast-forward from the ’70s to the ’90s and look for shades that would have complemented the Doc Martens and ripped jeans of the grunge era. “The light pastels — pinks, lavender,” Ozeki Saunderson says. “Grey is very much in. The young generation want to have grey hair,” she adds. These are all trends she saw at the Vidal Sassoon Academy in San Francisco last month. She and her

mom Yoko (also a stylist at their family-run salon) attend the academy twice a year to brush up on their techniques and learn the latest in styles and products. But clients don’t usually walk into Yoko’s Haute Coiffure and ask for the style du jour. Ozeki Saunderson sees every head as a unique landscape on which to create contemporary hair “architecture.” “People go to salons to get beautiful, of course, to beautify themselves. But at the same time, people have

problems with their hair and we are here to provide them with solutions.” “I have the worst hair line,” she continues, explaining the hair at the nape of her neck tends to grow up instead of down. To manage the problem, she keeps her hair very short. Needless to say, she won’t be rocking long ’70s-inspired locks this season, but that’s not a huge disappointment. She quotes French fashion icon Yves Saint Laurent: “Fashions fade, style is See Space page 35

After 35 years in the same Ambleside shop, the forthcoming Grosvenor condo development meant they had to find a new home. The salon reopened in Pinnacle Hotel at the Pier earlier this year. “We went with a modern Japanese concept with bamboos and the eco concept of everything being recycled and sustainable,” Ozeki Saunderson says of the interior design, adding that the business remains a member of Green Circle Salons.

CHARLIE HUNTER TRIO

Fashion illustrator publishes collection David Downton: Portraits of the World’s Most Stylish Women by David Downton (Laurence King Publishers, 192 pages) $88 With incredible efficiency and restraint, David Downton’s portraits come to life. His subjects appear mostly on their own against the white paper that holds their image. There is no need for backgrounds because to look at one of his illustrations is to be captured by the model. Eyes that hold you like a magic spell communicate a spectrum of emotions. For nearly two decades David Downton has been the premiere fashion illustrator in an industry that constantly seeks change. His work

has appeared in all the top magazines, in galleries, and hangs in the most exclusive homes. For this collection Downton has selected drawings of some of the world’s most stylish women. While his work is not limited to just women, it was his choice to narrow the focus in order to make the book stronger. The women included are from a rarefied circle of beauty: Iman, Catherine Deneuve, Linda Evangelista, Erin O’Connor, Dita Von Teese, to name just a few, fill the pages. For many of his subjects Downton includes multiple drawings and a description that tells details of the sitting and his thoughts on his model. — Terry Peters

BOOKS

Lonely Planet goes out into the wild

TERRY PETERS Contributing Writer

! Lonely Planet’s Wild World Lonely Planet, 254 pages, $53.99. There are more people crowding onto the planet every day but fortunately there are still places far from the urban centres where man has made no impression. These wild places exist all around the globe and are

inhabited by the creatures that have always called these isolated locales home. Lonely Planet has gathered an awe-inspiring collection of photographs that let us share in the majesty of these rugged corners of the world. They are presented in a large coffee table volume that gives a full page to every image. With minimal descriptions we are undistracted in our

study of these photos. The information is expanded in the index at the end of the book. Divided into seven regions, the book explores Africa, Europe, Asia, Australasia, Antarctica, South America and North America. We are treated to views of volcanoes, oceans, forests, deserts, glaciers and the animals that call them home.

The otherworldly shapes of the Hoggar mountains in Algeria are contrasted on the opposite page by an incredible undersea moment showing a sailfish eyeing a school of sardines. Enormous waves crash into the coast of Cornwall in southwestern England in a grey storm while the brilliant colours of a Toucan show against the jungle of Cartagena, Columbia.

DEVELOPER’S EARLY INPUT OPPORTUNITY

A residential redevelopment is being proposed for 1401 – 1479 Hunter Street and 481 – 497 Mountain Highway, currently made up of a number of industrial use buildings. The site is bounded by Hunter Street on the north, Mountain Highway on the east, existing low rise industrial uses on the south and The District Operations Centre to the southwest. You are invited to an Early Input Open House on this Preliminary Application to discuss the project. Date:

! Movie Star Chronicles by Ian Hayden Smith, Firefly Books, 576 pages, $29.95. From Charlie Chaplin to Clint Eastwood, the world’s greatest movie stars are gathered in this detailed collection. Focusing on the highlights of their individual careers this A to Z guide to 320 actors features the best of the best. Every star’s top films are discussed and the impact on their career. A chronology of their work is featured at the bottom of each page as well as numerous colour photographs. Movie genres are colour coded and box office numbers are included where the information is available. Beneath each movie listed is the name of the film’s director, as well the awards they received for those films are identified. Along with the individual profiles there are interesting groupings around different themes such as actors who transitioned from television to movies, or top actors from different categories like cops or singers.

! Drawn and Quarterly: Twenty-five Years of Contemporary Cartooning, Comics and Graphic Novel by Tom Devlin. Drawn & Quarterly, 776 pages, $59.95. From the leading publisher of Graphic Novels comes a collection to celebrate its 25-year history that is worthy of its outstanding reputation. The book touches on every aspect of the publisher’s works and includes an incredible gathering of talent. Spread throughout the pages is works by Seth, Chester Brown, Art Spiegelman, Julie Doucet and many more. Much more than just a The applicant proposes to rezone the site from Light Industrial (I3) and Comprehensive Development Zone 11 (CD-11) to a new Comprehensive Development Zone to accommodate the new proposal. The proposal includes a 26 storey residential tower and a 15 storey residential tower connected by a podium consisting of 12, 2-storey townhomes; as well as a 2-level Community Center (approx. 24,000 square feet) fronting Mountain Highway with 28 apartments on 4 levels above. A total of 316 units is proposed consisting of one bedroom, two bedroom, and three bedroom units. Parking is proposed both underground and above grade with access of a ‘mews’ leading from Hunter Street. The meeting is being held by Intergulf Development Group, a Vancouver-based residential developer, in compliance with the District of North Vancouver Council Policy. The applicant will present details of the proposal and discuss any concerns residents and business owners may have. Information Packages are being distributed to residents generally within a 100m radius of the site. reproduction of previously published work there is an extensive collection of interviews and commentary from many of the artists and writers that provide insight into not just their own work but the work of their contemporaries as well. The world of Canadian cartooning is chronicled alongside the growth and evolution of the publishing company. Every issue of their publication is represented as well as the contributors involved. This is a book that anyone who is interested in this medium should own. THEATRE

Story finds humour in difficult situation New work at The Cultch touches on full range of human emotions ! Ruby Slippers Theatre presents You Will Remember Me until Nov. 28 at The Cultch, 1895 Venables St., Vancouver. Post-show talkbacks: Nov. 22 and 24. Tickets and info at thecultch.com. CHRISTINE LYON clyon@nsnews.com

Dementia may not be the most cheerful subject for a play, but it’s one that many people, including Patti Allan, can relate to. The North Vancouverraised actress experienced her own father’s struggle with dementia, so when she read the script for You Will

Remember Me, there was an instant familiarity. “When I read the play, I could relate to it. It’s such a tender piece. It’s an important piece,” she says. Penned by Quebec playwright Francois Archambault, it tells the story of Edouard, the aging patriarch of a modern family who is slowly losing his mind to Alzheimer’s disease, and the loved ones who are struggling to care for him. Translated from French by Bobby Theodore, the English version of You Will Remember Me makes its B.C. debut this week at The Cultch. The show is being presented by Ruby Slippers Theatre under the direction of Diane Brown. Allan plays Madeleine, the exasperated wife of Edouard (Kevin McNulty). Her husband, a retired university professor and historian in his 60s, is an intellectual and political force in his community and has always enjoyed the

limelight. “(Madeleine’s) not been comfortable with that and she’s also been a little bit threatened all the time about whether he really does care about her,” Allan explains. While Edouard has no problem recalling historical dates and details, he can’t seem to remember what he had for breakfast — or whether he had breakfast at all. Now, his family members are exposed to his tangled memories and unfiltered comments and they wonder just how to manage him. “Everybody is dealing with a very difficult situation, but in that difficult situation, there’s also some very funny moments. People are just human after all,” Allan says, noting the play touches on the whole range of emotions. “It’s sad. People get angry because that’s what you do in these fraught situations. You get tired, you get angry, See Playwright page 44

Playwright weaves Quebec history into family drama From page 43 you get frustrated, you don’t know what to do,” she says, but adds, “even though it’s very, very gut-wrenching, it’s also really funny at times.” With an aging population in Canada and the prevalence of Alzheimer’s and other dementias expected to rise in the coming years, Allan says You Will Remember Me is “a really wonderful play for our time.” “It’s a huge disease, a huge issue.” Beyond the surface, Archambault’s drama also comments on the political history of Quebec as Edouard, a long-time sovereigntist, weaves details of the Quiet Revolution and Rene Levesque into his historical lectures. “When a play is fantastic, it causes people to go away and think and ask questions. And I think this poses some interesting bits of history within the story of what’s going on,” Allan says. “That’s one of the best things you can hope for, is to have people think and

Patti Allan plays the role of Madeleine in You Will Remember Me at The Cultch. story is, is this family that’s rather devastated because of the fact that the husband is losing his mind.” The action on stage will be complemented by sets and props by Heidi Wilkinson, lighting by John Webber and video projection design by Corwin Ferguson. “I think it’s going to be visually beautiful to look at,” Allan says.

She’s released four critically-acclaimed albums and her latest is titled The Signal and features acclaimed Herbie Hancock guitarist Lionel Loueke. She’s been described as “a jazz virtuoso blessed with a pop sensibility” and wowed audiences around the globe, from tiny clubs to famous festivals and stages. Here’s how she describes her sound: “I would say, it’s sort of political, electro, soul jazz.” She adds that she doesn’t “neatly fit into one genre,” which is probably why she has such a diverse fan base. So what’s on her personal playlist these days? “Anything that’s soulful so that could be Janelle Monáe or Eric Bibb, Avishai Cohen or The Roots, Stevie Wonder is always in steady rotation. It’s not explicitly jazz, just anything that is soulful, that’s kind of my one criteria,” she says. In order to fully experience Shepherd’s music, it’s probably best to see her perform live. “I like to talk and to contextualize and let people in on the song and what it is about, in case they miss the lyrics at least they have some sort of context to place it within,” she says. “I always find that people come up to me afterwards and say I really appreciated knowing that or hearing that, it resonated with me. I like telling stories.” Shepherd’s band is a five-piece that includes, trumpets, guitars, drums and her on keys and voice. “Because we are five people I try and do as much

Elizabeth Shepherd’s latest album, The Signal, was nominated for the Polaris Music Prize as best Canadian album.

“It’s not explicitly jazz, just anything that is soulful, that’s kind of my one criteria.” – Elizabeth Shepherd as possible with those five. So I could have two people on stage at one point or all five of us or three people singing backup because they are all very versatile musicians,” she explains. “So really just a mixture. You know this last album, The Signal, is the one that

we’re doing a lot of material from and it was really developed in the style of a old golden era like the ’70s when albums were experimental and took you on a journey. So I really try and do that with the show too, that we have some songs that sort of blend one into

the other and you sort of feel that you’ve travelled at the end of it and go ‘Wow, OK I’ve been somewhere.’” Shepherd performs at The Blue Shore Financial Centre for the Performing Art, 2055 Purcell Way, North Vancouver, B.C., on Tuesday Nov. 24. Show time is 8 p.m. and tickets are $25-28. Tickets can be purchased at tickets.capilanou. ca/TheatreManager/1/ login?event=933.

YOUR NORTH SHORE GUIDE to THE ROAD

Tucked away above a factory near Gunma, Japan is a collection of Toyota 2000GTs, one of the rarest supercars on earth. The wildest of the bunch wears the racing colours of Carroll Shelby and is fitted with a mashup engine mating a Supra to a Yamaha. PHOTO SUPPLIED BRENDAN MCALEER

Chasing a Japanese dream Brendan McAleer

Grinding Gears

About a hundred miles north of Tokyo, there’s a large industrial complex situated in the outskirts of Gunma. This isn’t a place where tourists come – there’s nothing here but gas stations and houses with tiled roofs and hulking factories dotted through on the landscape. The signs give no clue as to what’s being made inside, just indecipherable

company names printed out in English and Kanji. I’m at the gates of one particularly large campus, listening to my interpreter make a call on his cellphone. A couple of elderly security guards are watching us with detached bemusement. My guide, a friend who has lived and worked in Japan for the past few years, speaks a few more words then hangs up. “He’s coming out,” he

says, “He’ll be in a black Lexus.” Next thing, we’re in an industrial elevator, inching upwards to the second floor of a massive factory. Below, enormous CNC machines and laser welders cut, boom, perforate, and drill, crafting titanium-hulled monstrosities intended to harvest the power of the tides and turn them into electricity. Above, it’s

automotive heaven. This is the story of the first Japanese supercar, a demarcation point between econoboxes and something else. The impact of this car – imagine if Hyundai, in 1986, had suddenly parked an Aston Martin DB9 next to the Pony in their showrooms. It came seemingly out of nowhere

their brand. As you’d mostly find today, Toyota in the mid-1960s was very much a manufacturer of consumeroriented people movers, and the 2000GT presented an injection of excitement. In looks, it was Japan’s E-type; in cost, it was more like a Japanese Ferrari. About 15 per cent more expensive than the Jaguar or Porsche, the 2000GT was a true exotic, and this landed it a role in the Bond film You Only Live Twice. The Bond car is actually the much rarer convertible version, of which there were just two made, allegedly because Sean Connery couldn’t quite fit in the coupe. From the silver screen to the racing circuit, the 2000GT wasn’t just go-fast looks. After setting several International Automobile Association endurance records, Toyota handed a brace of 2000GTs to Carroll Shelby, who prepped them for Sports Car Club of America competition. In the 1968 season, drivers Scooter Patrick and Davey Jordan took the cars to second and third place in the SCCA national production championships. There’s some indication that they would have spanked the Porsche competition too, were it not for a ruling on carburetors that forced a change to a Solex setup that hamstrung the competitionspec 2000GT by 10 h.p. or so. By any standard, twothirds of the podium for a neophyte racing entry would have been a success

with coilovers, custom-made alloy wheels, and a host of chassis bracing. It’s a beast, yet simultaneously a beauty. As is common with the more iconic cars of history, the Toyota 2000GT came about as something of an accident. Originally, the prototype model was intended as a two-seater rival to the E-type, to be produced for Nissan as the replacement for their Fairlady roadster. The prototype car, revealed at the 1965 Tokyo Motor Show, was conceived of and built by Yamaha. You probably know Yamaha best as a motorcycle manufacturer, or as one of the better-known Japanese piano and musical instrument manufacturers, but the company has a long automotive history, which mostly begins here. Yamaha’s speciality, honed via the demands of creating precision musical instruments, was metallurgy. The 2000GT’s 2.0-litre straight-six was a jewel of a thing, carefully crafted and just as rev-happy as the best Europe could produce. At the time, the contemporary Porsche 911S made 160 horsepower from its flatsix; the 2000GT was right there with 150 h.p. from its straight-six, and more to those who cared to tune it. However, Nissan passed on the project, electing to take their own route – one that would lead to the 240Z a half-decade later. Yamaha floated their concept past Toyota, who leapt at the chance to cast a halo on

TODAY’S DRIVE

Race results came fast From page 56

for many companies. For Toyota, a loss was a loss, and that was the end of the 2000GT racing program. The cars were retired, with one shipped back to Japan and converted into a replica of the original endurance record car (which had subsequently been crashed and destroyed). It’s hard to say how many of the original 351

cars produced now still exist. On one hand, despite their high initial cost, few 2000GTs survived over the years, and the recent huge spike in prices is a relatively new phenomenon. On the other hand, once a car’s value pushes past a million dollars, rescuing a complete wreck from a barn becomes worth it. Rough examples that might have languished unloved are now becoming investment opportunities. However, to my new friend Takeshi-san, the 2000GT is something else. All his cars – and he owns a couple of Ford GT40s, a

Porsche 962, and multiple other racing machines – are intended to be driven. His 2000GTs aren’t locked away up here above the factory he owns, they come out to circle Mount Fuji, to run to redline amongst the mountain passes as they once did.
