UnderthebylawpassedbyadividedcouncilNov. 4, the28existingmoneyservice businesses(or MSBs) will be allowedto staywhere theyare,but new ones willbe requiredtomoveintocommercialspaces offtheground level or seek a rezoning.
Currencyexchangesexistlargelytoprovidefinancial servicesto theNorthShore’slarge IranianCanadian community, whocannotusetraditionalbanks tosendor receivemoneyfromfamilyorbusinessesin Irandue to governmentsanctionsagainsttheIslamicRepublic.
Butthecityhasbeenfacingcallsto reinin therapidly growing MSBsector,which someon council sayis taking up toomuchprime retail spacewithout providingthe streetanimationandvibrancy thecity wants.District of West Vancouvercouncilpassed itsownlimitson currency exchangesandotherbusinesses earlierthisyear.
Council’svotefollowedapublichearing atwhich some existingcurrencyexchangeoperatorsspokeagainstthe ban,eventhoughitwouldgivethem acompetitiveedge.

He’sadmittedto Vancouver GeneralHospital,whereanurse reviewshisvitalsinaprivate room. Soonafter,Benlearns thathe’sbeenapprovedfor a double-lungtransplant,ending anearlytwo-yearwaitingperiod andprovidinghopeforafighting chancetolive.
Thisisoneofthe heart-wrenchingtalesthatunfold in TransplantStories,anew documentary serieswithintimate accessintothechallenges faced byorgan recipientsinsidethe operating roomandintheirdaily lives.
Thefour-partseriespremiers on the KnowledgeNetworkNov 19. West Vancouverfilmmaker SheonaMcDonaldisthedirector, co-writerandseriesproducerof theshow.
Whenshewasfirst approachedtomaketheshow, McDonaldwasdrawnin by the prospectofspotlightingthemarveloftransplantmedicine.
“It’samazingwhatwecan do,”shesaid.“Allofthe patients inthisseries,exceptforthe corneatransplantpatient,would havediedatanyothertime[in history].”
Everypotentialorgan recipient
isalwayswalkingafineline.
“Youhavetobesickenoughto betransplanted,but nottoosick,” McDonaldsaid.“Butwithoutmedicalintervention,[they]wouldn’t haveachance.”
Evenifatransplantissuccessful,thehigh-wireact continues.
“The organswearoutmore quickly, so you don’tknowhow longyouhave,”shesaid.“There’s constanttestingonce you’vehad a transplant.
“Butalsothedrugsare really intense,”McDonaldadded.
Interwovenintothesame 50-minuteepisodethat features BenisthestoryofAddison McArthur, whobecamethe first pediatrichearttransplant recipientatBC Children’sHospital,13 yearsago.
“Addison’skidneysarecompromisedbecauseofthedrug programthatshe’son,”McDonald said.“What’samazingtomein
thatstoryistheheartthatgot transplantedintoherwasprobablythesizeofawalnut,andit’s beeninherbodymostofherlife, andyetstillherbodywould reject itimmediatelyandattackitwere shetogoofftheanti-rejection drugs.”
Medicalexpertsarehopeful forafuturewheredonatedorgans canbe recognizedbythe recipient’sbody,shesaid.“AndIthink that’sfascinating.”

Therearecloseto50,000Canadians withkidneydisease who relyin dialysisto survive,yetin2023,therewereonly511 transplantsfromlivingdonors–thetreatmentthatprovidesthegreatest likelihood
of recoveryandquality of life forpatients, Valente’smotionstates.

“Iknowtherisk,”Ben replies. “IknowwhatIhaveaheadofme withoutthetransplant,andIwill fighteveryinchforthis.”
Withonlyasmallwindowof opportunity,hequicklygoesinto surgery.
Insidetheoperating room, camerastrainonBen–onlysmall partsofhisbodyareexposed amidaseaofblueblanketsand scrub-wearingphysicians.
Whatcomesnextisnotfor thesqueamish,asthesurgeons workto removeBen’snear-uselesslungsto replacethemwith a workingpair.
Outofaspecializedcooler comesthenewsetoflungs,which looktobearoundthesizeof a Thanksgivingturkey.
“Whenthoselungscomeout, they’rehuge,”McDonaldsaid. “Like,didyouknowyourlungs werethatbig?It’skindofamazing thatit’sapartofsomeoneelse’s bodythatwecanputintoanother person.

Twopeoplewereinjured andseveral residents havebeendisplaced afterafire inaNorth Vancouverhigh-rise apartmentbuilding Mondayafternoon.
DistrictofNorth VancouverFireandRescue Services received reports forInternationalPlaza ApartmentsonMarineDrive at1:30p.m.,thedistrictsaid. Twopeoplearefacingnonlifethreateninginjuries.
DeputyFireChiefChrisByromsaid onepersonsufferedsmokeinhalationand anotherhasburns.Theywere both taken to LionsGateHospital byambulance,Byrom said.
“There’ssomewaterdamage,butall inall,goodnews,noonewasinjuredthat badlytoday,”ByromsaidMonday Byromsaidthefire isbelievedtohave startedonthe18thfloorofthebuilding.
Peopleweretrappedinadjacent suites andstairwells, needingassistancefrom firecrewstogetoutofthe buildingsafely, Byromsaid.

TheDistrictofNorth Vancouveriscallingfor theprovincetoconduct afullpublicinquiry intoMetro Vancouver’s handlingofawastewater treatmentplantproject thatisfacingadecadelongcompletiondelay andisoverbudgetbybillionsoftaxpayerdollars.
Ata Nov. 4meeting,DNV councilvotedto request thattheB.C.government holdapublicinquiryinto theNorthShore Wastewater TreatmentPlant.
Recently,Metro
initiatedanindependent reviewoftheproject, but Pope argues afull publicinquiryistheappropriate courseof action.
WhenMetrooriginally budgetedthelargeinfrastructureprojectin 2017,theestimatedcostwas$700 million withanexpectedcompletiondate of 2020. Thatcosthassinceballoonedmorethan450 percenttonearly$4billion,andanend date isnotyetinsight.
Thisstaggeringincreaseincostand timedemandsa robustinvestigation,with
transparencyandaccountabilityfrom Metro,accordingtoa reportauthoredby Coun.CatherinePope.
Inher report,shenotedthatNorthShore residentswillshouldera disproportionate shareofthecost, paying$590annually for30years,comparedto$80to$150for
15yearsinotherLowerMainland municipalities.
Althoughanindependentperformanceaudithasbeenannounced, Popearguedthatitsindependenceis questionableasit’soverseenbyMetro, whichlimitsthe review’sscopeand effectiveness.
Afullyindependentpublicinquiry wouldprovideacomprehensive investigationintotheWWTPproject, andworkto restorepublictrustinthe regionalbody,Popewrote.
Metroprocessesshouldbe reviewed topreventfuturecostoverruns, council says
InMarch,Metroputoutapress release.BuriedinitwasthementionthattheWWTPwouldnowcost $3.8billion,thecouncillor statedat Monday’smeeting.
“Thatwasthe firsttimeIbecame awareofthestaggeringcost of the project,andmostofusoncouncil were shocked,”shesaid.“Westill don’tknowwhatwentwrong and why taxpayersarenowonthehookfor massivecostoverruns….Thepublic deservesanswers.”
Currently,it’snotpublicknowledge whetherthemess is the resultof fiscal mismanagement,ifthere’ssomething wrongwithMetro’s governancemodel, oriftheballwasdroppedafterAcciona was firedwithnofollow-upplanandno workdoneonthesiteforthreeyears, shesaid.
“Soweneedtoensurethatthe governanceandmanagementpractices atMetroare thoroughlyexaminedto prevent future fiscal mismanagement onlarge-scalepublicinfrastructure projectssuchas theplanforthe $10-billionIona Wastewater Treatment Plant,”Popesaid.
Popesaidshe recentlyspokewith WallyOppal,whopreviouslycommissionedseveralpublicinquiriesinB.C., andhenotedhowmoreevidencecan comeoutininquiriesthantrials,she said.
“TheMetro board’sprocesses anddecisionshavebeenshroudedin secrecy.Thejustificationpertainsto lawsuitswiththecontractor,butthis cultureofsecrecycontinuestodayin howMetroconductsitself…andthat needstochange,”Popesaid.
Coun.LisaMuri, whositsonthe Metroboard,saidsheandotherson
theboardaskedthattheprovince conducta reviewoftheproject.
“[PremierDavidEby]declinedand saidthathefeltthatitwasMetro’s responsibilitytolookintothisproject ontheirown,andifhewasnotsatisfied,ortheprovincewasn’tsatisfied, theywouldmoveforward andundertakeasubsequent review,”shesaid.
Butnowthattheprovincialelection isover,maybetherewillbeasecond thought.
“Somaybe,Ithink,thisisgood timing,”Murisaid.
Anyinquiryshouldfocusonthings uniquetotheproject,notwidespread costescalations,saidMayorMike Little.
“I’m really wantingthemtodig downinto what’s uniqueaboutthe NorthShore Wastewater Treatment Plant,theprocurementprocess, the firstcontractor…howMetro Vancouvercametothedecisionto endourways withthatcontractor,and thenobviouslywhereweareintothe litigationpiece,”hesaid.
“Ithinkthatbucketisthestuffthat isgoingtotellusthemostimportant aspectofthis,ofwhereweareat today,”Littlesaid.
AdividedCityofNorth Vancouver councilhasvotedtobannew currencyexchangesfrom openinginanystreet-level storefronts.Thenumberofcurrencyexchangeshasgrownto28 in recent yearsand,forthemajorityon council, that issimplytoomanytoachievethe vibrant streetscapetheywanttosee.
Inthegrandschemeofthings, requiring newcurrencyexchangestoopeninsecond-floorspaceswhileallowingexisting onestostayputprobably isn’ttheendofthe world.Themoveseemspoliticallypopular.
Butthisdoesnot send a goodmessage.
Currencyexchangesareusedalmost exclusivelybynewerimmigrantsfromIran whoneedtosendor receive money from familyathome.Thisbylawunfairlytargets them,tellingthemtheyarelesswelcome. Banks,lawoffices,salonsand other
businessesthat don’toffer hip curb appeal don’tfacethesamescrutiny.
Sadly,muchofthe public discourse aroundcurrencyexchangesconsistsof unsubstantiatedallegationsthat theyare somehowinvolvedinmoneylaundering, thoughnooneeverseemstoarticulate exactlyhoworwhy.Ifsomeone hasevidence of somethinguntowardhappening,they shouldalertFINTRAC.
Itis,generally,notformunicipalcouncils topickandchoosewhichbusinessowners may rentwhichcommercialspace.Ifthey suddenlywanttostartintrudingon thefree market,thereshould be amuchmorecompelling reasonthanthis.And importantly,it shouldbedoneinanequitablemannerto avoidsinglingoutoneparticularkindofbusinessthatserves one particularimmigrant community.Thatisthe definitionofsystemic racism.

Andeithernoworquitesoon,italso oughttoconsiderhowitsthin election mandatesentasignalaboutpublicfinances, thenconsiderthestructureof regionalgovernancebyMetro Vancouver.
The mostimminentissueisthesprawling budgetfortheplant,whichhasmetastasized fromanoriginal$550millioncontractto initialbuilderAccionaintoa$3.86billion plan(fornow,anyway)toAeronandPCLto designandconstructanadmittedly larger-inscopeproject.
Thereareothercoststoconsider:the decommissioningand remediation ofthe existing Lions Gate Treatment Plant, the ongoingoperationalandmaintenancecosts, anypossiblesoil remediation,any possible legalsettlementswith Acciona,andanypossibleinflationandmarketvariancesahead. Let’ssetthoseaside, though,forthemore urgent mattersathand.
Firstand foremost, itis vital that adeep diveisconductedinto howthiswentthe wayitdid.Thereisa palpableskepticism publiclyandpoliticallyabouthowcosts creptwithoutclearcommunication to those whowillpayforit,andtodatetheshapeof any reviewofthe pathologyofthemess is inadequatetothetaskofsatisfying theneed forpublicaccountability.Itistruethatthe DistrictofNorth Vancouverin recent days hascalledontheprovincetoconduct a
full-fledgedinquiry, a powerful vehiclethat would putfeettothefire. Itisanopen question,though,ifthat’s wherethis isgoing.
WhiletheBCConservativeswanted athoroughinquiry, Eby, both beforethe electionand duringthecampaign,wasless thanencouragingaboutwhether he wanted toovertakewhatMetro Vancouver has sofar indicatedwill be amuchmorelimited review.
Whocan blamethe premier? An inquiry withoutseriousguardrailscould,afterall, recommendthatthe provincetakeback thedutiesofMetro Vancouverifitwants toensureproperscrutinyofthesizable infrastructure projectsunderitswing.The Ebygovernment haswiselywinced at that suggestion.
Ebyalsohastodecideifthe provinceis goingtochipinwithsomecash to mitigate taxpayer painforMetro Vancouver, and
particularlytheNorthShore(thelatter lookingatbillsofatleast$590annuallyfor threedecades).Ifitisapoliticalaxiomthat thereisonlyonetaxpayer,itwouldbenice ifinthiscaseitwasatleastthefullbody of individualtaxpayersinonit–butIsuspect that’smagicalthinking.
OnEby’sdocket,too,isthesuggestion by West VancouverMayorMarkSagerthat thecostsbeconsideredapropertytaxlevy, permittingtheirdeferralbytheprovincein exchangeforthelow-interestloansqualified ownersnowcanclaimuntilthesale of a home.Whileitisacleverdodge of ahefty bill,likeotherdecisionsassociatedwiththis plantitcouldbeapossibleprecedentfor theprovincefortheeventual$10-billionIona Islandplantcomingbeforeterriblylong.(On theotherhand,thedifferenceisthatthereis ContinuedonA9

Lastmonth,October2024,Lonsdale EnergyCorp,formedin2003,addressed City ofNorth Vancouvercouncilduringarate increasediscussion,andspokeofplansto capturesewageheat.Thisenergy sourcewill beoperationalyears fromnow,in2027. We don’thavetolookfarinMetro Vancouverto findanotherapplicationofcaptured sewage heat.
TheFalseCreek NeighbourhoodEnergy Utility(NEU)hasbeenoperational for14 yearsandcurrentlyaimstodeliver70per centofitsenergyfrom renewablesources. Sewageheathasbeenasignificantportionof thisformanyyears.
NotwithstandingtheNorthShore LEC’s mandatetouse renewable energy,LEC’scurrentmainenergysource remainsfossilfuels, andthe resultingemissionsare harmingthe climate.Itseemsamissedopportunitynot tohave copiedNEU’sinclusionof sewage energyaround2010whenthisdirectionwas taken.WhydidLECnotincludecaptureof sewageheatbackin2010ratherthan in 2027 (adelayof17years)?

totheirimportancetotheoverallmunicipality. ThehugeNo.1underlyingproblem facing West Vanhasbeenthelackofgrowth andbuildingof low-markethousingforits residentsandworkers.
West Vanhasgrownby onlyonesixth oftheaveragegrowthofMetro Vancouver municipalitiesinthelast50years,andthe housingbuiltduringthistimeislargely single-family residences,whichnowhavean averagevalueof$3.7million.
Thishasforcedacontinuingexodusof familiesand workers out of West Van and causedsignificantunsustainablepractices, including:significantlackof revenuetofund keyissueslikemaintainingitsinfrastructure, improvingefficienttransportation,dealingwithenvironmentandclimatechange priorities,lackofworkersandconsumers toensurehealthoflocalbusinesses,lackof careandsupportfortheelderlyetc.
It seemsthat dogs have a priorityover the issuesofcreatingincentivesand support fortheenginethatdrivessustainabilityof somanyissuesinourcommunity:actual creationof reasonablelowermarkethousing, whichisavailableinallotherMetroareas, includingNorth Vancouver
I’m wonderingifourcurrent high school graduatesareawarethathaving housing forthemintheforeseeablefutureisalower prioritythanhavingdogsonleasesalong the beachpathways.
Mostofthosewhohavegraduatedfrom West Vansince1995andmanyof their parentscanconfirm thatdueprocesshas neverbeenapplied to theprimary issuethat affectsone’slife:availabilityofaffordable housing.Butiftheywant to comeback to West Vantobring their dogforawalkonthe beach,wehaverules to allow them to doit now.

Aman whostolemorethanadozen firearmsfroma West Vancouver home–mostof which were never recovered– willfacehousearrest followinghissentencinginNorth Vancouverprovincialcourton Thursday,Nov.7.
Johnstonwasarrestedtwodayslater Policefoundone of themissingguns in hishome,another one inhiscarand a thirdonewithhisco-accused.Theother guns remainunaccountedfor.
ScottAllanJohnston,44,previously pleadedguiltytobreakingandentering withintentto steal firearms.Accordingto anagreedstatementoffacts read out in court,Johnstonandaco-accusedbroke intoamulti-familybuilding’sparkade onJuly2,2022.Theywerecaptured on securitycameras rollingtwogunsafes outofthehomeonadolly, whichwere laterfoundopenedandmostlyemptyin anabandonedcubevan. West Vancouver policesharedsurveillanceimagescapturedfromtheheistwithinvestigators fromotherdepartmentswhowereableto recognizethetwoaccused.
Intotal,therewerefourpistolsand11 rifles stolen,plusother firearmsaccessories,whichtheownertoldpolicehad a combinedvaluedofmorethan$75,000.
TheCrownsoughtaprison sentence oftwotofouryearsforJohnston “to acknowledgetheharmdone tovictims andthecommunity…possiblyallowing[theguns]tobe usedby othersfor certainnefariouspurposes,”prosecutor Ariana Ward said.“Iwouldsubmitthat thegravityofthe offenceisveryhigh,and thenintermsofdegreeof responsibility, alsoveryhigh.”

Thetoycedarhomesteadmadeby SilverHarbourSeniorCentre memberand volunteer RobertProulxwillbeofferedup forsaleatthecentre’sannualChristmas Market.
Proulx,82,spenthoursevery dayfor twomonthscuttingandcraftingtheelaboratetoyset.
“I reallyhadalotoffundoingthis.It wasnotwork,”hesaid.“WhenI’mdoing this,allIcanseeisalittle10-year-oldboy playingwiththetractorandwiththefarm andenjoyinghimself. You know,thisismy firstgoal – tomake a littleboyhappy.”
Everyyear,SilverHarbour’ssenior elvesinthewoodshopcontributetoys, gardenornamentsandotherwoodcrafts they’vemadetothe annualChristmas Markettosupportthenon-profit.
Proulxsaidhe’dlovetoseetheentire projectgotoonebuyer,althoughwith four-feet-by-six-feetdimensions(2.2 squaremetres),he recognizesthey’dhave tohaveafairlylargeacreageavailableto fit theentirethingin.
Whetherthewholehomesteadsells asoneorasindividualcomponents,from previousyears’experience,Proulxsaidhe knowstherewillalwaysbea marketfor
handcrafted, old-timeytoys.
“EverythingthatImakesells,”he said.
As theprojectwasnearingcompletion, a youngmotherwalkingwithtwoyoung
boysoutsidethecentrestoppedto peer in.Proulxinvitedthemtocomeinside for a closerlook.
“You shouldhaveseenthesize of
thoseboys’eyes,”hesaidwithalaugh “Theywerespeechless.”
Withtheskillsetathisdisposal,you mightthinkProulxhasabackgroundin carpentry, orperhaps realestateproject management,butinhisworkinglife, he wasadirectorofpurchasingforalarge organizationuntilhis retirement20years ago.He’sbeena regularatSilverHarbour forthelastsevenyears.
Proulxsaidheishopingthehomesteadwillfetch$1,000,all of whichwill be donatedbacktoSilverHarbour.
“Thisplacehas…infactIwould say, savedme,”hesaid.“Ihaveaplaceto comeandmeetpeopleanddosomethingandthendosomethingforthe community.”
Thatkindofenrichmentisexactly whatSilverHarbour’s leadershiphas alwayshadinmind,saidSimranLikhari, artsprogramco-ordinatorforthe non-profit.
“Webelieveinthetransformative powerofcreativity. “Iwasn’teventheonedoingit,butyou’re hangingaroundthewrongcrowd,anditcan happen.Thatwaswheremyparentscamein andhelpedme,”Nicholsaid.
Hetransferredschoolstofocuson sports,andwasgratefulhehadfriendsand

“Seeingyourself in thestory, thelesson canmakealotmoreofanimpactrather thansomeoneelse,”hesaid.“Sothat’skind ofwhyIwantedto make thisstorywith thesekids.”

Despitebeingputontheso-called “naughtylist”lastyear,North VancouverDistrictis meeting the province’shousingtargets.
Ina report receivedbycouncilonNov.4, municipalstaffsaidthedistrictcompleted 500unitsinits firstyearof reporting,which startedinOctober2023.Thatexceeded the targetof499setbytheprovince.
InMay2023,theprovinceannounced thatDNV was oneof10municipalities thatwould receivehousingtargets. West Vancouverwasalsoincludedinthatlist.
DNV’sannualtargetisafractionofthe 2,838netnewunitstobecompletedover five years.Thattargetisbasedon75 per centofthetotalprovincialhousingneeds estimate(3,784units)overthesame period.
Inthe report,districtstaffsaidthey’ve advisedtheprovincethattherearemany factorsthatimpactthesupplyand capacity fornewhousing.Thoseincludetransit, environmentalhazards,schoolsandmarket factorslikeinterestrates.
“Thedistrictdoesnotcontroltheentire developmentprocessandis relianton
Constructionona Seylynn Village apartment towertakes placeinNorth VancouverinJuneof2023.
developerstocompletehousing projects,” reads the report.
Staff notedthatmuchofthetargetnumbers aregeneratedbycompletionoflarger, multi-family housing projects.Ofthenetnew units,364unitswere multi-family,with119 secondarysuites,threecoach housesand 14single-familyhomes.
AsofSept.30,2024,thedistrict had 3,033multi-familyunitsat differentstages of development.Ofthose,1,109wereunder construction,292witha building permitin process,40approved withoutabuilding permitand1,592inthe development permit
stage.
Thedistricthasalsotakenotheractions thatalignwithmeetinghousingtargets, includingdesignatingnew transit-oriented areas,amendingitszoningbylawto allow asecondarysuiteandcoachhouseon single-familylots,aswellaspartneringwith otheragenciestobuild supportivehousing.
Rezoningforfuturedevelopmentmeans councillosesdiscretion
MayorMikeLittlesaiditwascoincidental thatthein-streamunitswerecompleted withinthetimeframeofthehousingneeds report.
“Thetargetwasoutlinedafterthese unitswouldhavebeenalreadythrough theirapprovalprocess,”hesaid.“It’sgoing tobeinterestingtoseehowtheprovince respondstothat,because we’renotin chargeofthemarketforcesthatcreatethe units.”
Healsoemphasizedthedifference betweenthedistrictcreatingthe capacity for newdevelopmentviazoning, versus meetingspecifictargetsforcompleted homes.
“Insomecases,it’sverymuch driven by aspecificproject. Theycomeforwardfor rezoning.Theywanttobuild230 unitsin
thisone particularproject,and thatwould accountforadditionaldensitywithinthe area,”Littlesaid.“But…inmostcases,it’s goingtobeabout revisioningtowncentres and revisioningdistributionofunitsahead ofaspecific proposal,sothatwehavethe capacitywithinourzoningforthattotake placewithout requiringa rezoning.”
DNVgeneralmanagerofplanningDan Milburnsaidthatthedistricthasimproved processing times for delegatedvariancepermitsby around30percent.Milburn added thatit’s importanttonotethat rezoning forfuturedevelopmentwilltakeawayfrom council’sdiscretioninwhatdevelopments are approved.
“Ifadeveloperpaysthefees,it’sacompleteapplicationandcandemonstratethe minimumstandards,thepermitisissued.It mustbeunderlaw,”hesaid.
Oncethedistrict rezones,itlosescontrol,Coun.LisaMurisaid.
“Ifweslowedthezoning,westill remain incontrolinordertodeterminehowwe were goingtoprovidethecommunity withtheinfrastructureneeded,”shesaid, addingthatthedistricthaslaggedbehind inprovidingservicesthatkeeppacewith development.“Ithink,astheyearsgoby, there’sgoingtobea recognitionthat[the province’sapproach]isn’tgoingtowork.”

Mirisaidhehashad West Vancouver homesthatnobodywantedtopurchase duetonot havingenoughdeckorpatio space.
“Especiallybecause[West Vanocuver] landsarenotflat,andthey don’thave a yard,thosepatioswouldbeveryhelpful as wellfor resalevalue,”Mirisaid. Intheeventofanevacuation,Pasco Road residentswouldbesaferleaving on foot, Cassidysaid,addingfurther concernsaboutimproperlybuilt docks and boatsfloatingaway,whichhavealso

JudgeJosephGalatiagreedthat Johnstoncouldservehissentenceinthe communitywith10monthsunderhouse arrest,followingby10monthsofa10p.m. curfewandtwoyearsofprobation.

Waltergrewup in Manville,Alberta,attending a one-roomschool andlivingon the familyfarm.Helater movedtoEdmonton,wherehebeganhiscareerasa stockboyat Woodwards, quicklyrising tothepositionofbuyerandthen merchandise manager. Aftertransferring to Vancouver,hebuilt ahomeonthe North Shoreand movedhis family there in 1963. Walter’s careeras abuyerand merchandise managerallowedhim totraveltheworld.Hemademultipletripsto Japan,Europe,SouthAmerica, GreatBritain,and throughoutCanadaand into theUnitedStates. These experiencesenriched hislife and fueledhispassion for connectionanddiscovery,whichhecarriedwith himafterretirement.
Upon retiringat 56, Walterfulfilledalifelongdreambypurchasinghisbeloved Airstream trailer,embarkingon newadventuresacross Canada andtheUnited States,andbecoming awell-knownsnowbird.Walterand Gloria treasuredtheir strong ties withtheirPrairiefamilies,theJohnsonsandArnolds,oftentraveling togetherandsharingunforgettablemoments. Theirlife wasfilledwithlasting friendships, countlessdinnerparties,and aclose-knitcommunity.Their neighborsonStarlight WayinVancouverbecametheircherishedsecond family, a sourceof joyandcamaraderiethroughoutthe years.
Walterwas marriedtothe loveofhis life,Gloria, for66wonderfulyears.They shared abeautiful lovestory,dancing through life together-fromthe Trocadero dancehallin Edmontontocelebrationsandeven their own kitchen.As Walter fondlysaid,“those werethegoodolddays.”
Walterand Gloria shared laughter,hardwork,and adedicationtocreatinga good life. Together,they raisedthree daughtersleavingbehind alegacyofjoy, resilience,and thewarmthoftheirenduring love.Family was Walter’sgreatest prideand joy. He cherishedeverymomentspentwith lovedones,creating memoriesthatwill betreasuredforgenerations.
In thefinal twoyearsofhislife,WalterresidedatSunrise Retirement Living, wherehereceivedexceptionalcareandcomfort. Hiscommitmenttostaying activenever waned-hecontinuedattending fitnessclasses at ParkGate CommunityCentreand loggedcountless mileswalking tokeep fit.Hisvitality and dedicationtohealth wereconstantsinhislife,inspiring those aroundhimto live fully andembraceeachday.

Bernard wasbornonNovember22,1934, to FrancesandOscarBrown in Barrhead,Alberta. Bernard’sparents immigratedtoCanada from EnglandafterWWIandraisedtheirfamilyona homestead farmin Lawton, justoutside Barrhead. WhenBernardwasapproximatelytenyearsold thefamilymovedtoEdmonton,wherehe attendedhighschool.Aftergraduation,Bernard movedwest to Vancouver,wherehe found work athis future father-in-law’sretailbusiness,the BooteryShoeStoreonGranville Street. It is here that he metthe loveofhislife,Shirley,and they weremarried in 1957.Theypurchasedtheirlongtimehome in North Vancouver,wherethey raised threeboys.
Bernardwasmanythingstomanypeople, including alovinghusband,greatfather, knowledgeable retailer,business entrepreneur/owner, sportscoach,badminton player,bridgepartner,andsourceofstabilityduring turbulent times.Hiscalmingand fun-lovingattitude willbegreatly missedbyallwhoknewhim.
Bernard livedafullandenjoyable life,whereoneof his favouritetimeshadtobetheannualvacations to Maui.HeandShirley werepartofthe“Sugar Beachgang,”agroupoffriendswho camefrom all overNorthAmericatogolf,swimandsocializein Maui forover30years.BernieandShirley’s relativesallknewthiswas agreat wayto reconnectwith family,watchingthem live their lives totheir fullest. This is howmanyofuswillchoose to rememberBernie athis best!
According to Bernie’swishes, he is being crematedwithnoplansfor apublic service. The family requeststhatinlieu of flowers, friendsandfamily may choosetoremember BerniebydonatingtotheCancerSociety, or any charity oftheir choosing.

Arno wasraised in Vancouver,graduated from KitsilanoHighSchool, andwenton to earnhis CharteredAccountant degreein 1958.He ultimately retiredassenior partner ofthefirm ManningJamison (now Manning Elliott)in 1990 and enjoyed34 wonderful years with Marg, familyand dearfriends.
He alsoserved as Presidentofthe Vancouver Kinsmen Club, Treasurer oftheGreater Vancouver YMCA andasa volunteer forthe United Church of Canada. His love ofsinging withtheWelsh Men’s Choirandthe Chancel Churchchoir at Highlands gave himenormous pleasure.
Arno loved to play manysports withhis friendsand family,enjoyingtheskislopes, tennis courts, and golf courses while appreciatingafine glass of wine at theendofthe day.Manyofhis cherished family times were spent at theirBirch Baycottage, where he loved to bring everyone together.Wecould alwayscountonhis great memory andsharp witto share many funny jokes alongthe way.
Arno wasanexceptionalman -hewas kind and alwaysreadytolisten andconsiderothers’ perspectives. He loved his life, his Margaret, his children, andhisgrandchildren.

On Sunday, October27th,2024,Bob Harrison passedawaypeacefullyin Abbotsford Hospitalat theageof77,withhiswifeTrudyandfamily by his side.
Bob will alwaysbe lovinglyrememberedby his wife,Trudy,his sons Chrisand Jeremy(Karly),his daughter,Amanda (Simon),hisgrandchildren, Dylan (Amy), Finlayand Matteo,andhis siblings, Linda (Tom), Rick, Dale (Herb), Anne andclose family friend, Anne.Hewaspredeceasedby his mother, DorisLuck(1988)and hisfather,Robert Harrison (2006).
Bob wasborninNorth Vancouver,theoldestson in afamily of 5children.Hewas aNorth Vancouver boythrough andthrough.Heplayedandrefereed soccer intotheseniorleaguesthroughouthislife. BobworkedfortheCityofNorth Vancouver,then onalumber greenchainbefore joiningthe North VancouverDistrictFire Dept. in 1970.In his30year firefighting career,Bobwas respectedasa firefighterandofficer,retiring as aTrainingCaptain. Hewas ateamplayerwhoparticipated in all departmentsportteameventsandcharitywork. Helovedbeingpartofthefirefighterbrotherhood. In 1993,Bob reconnected with Trudy andthey spent31amazing, lovingyears together,enjoying family,travel,charitywork,andtheircabinlife on Pender Island.
Since1995, Bobsufferedandheroically survived severalbouts of cancerand PTSD. He didnotallow theravagesofthesediseasestodefine himnor defeat him. Bobalwayshad abeautifulsmile and unique warmth foreveryone.
Bob’sjourney touchedthe livesof many,leaving behindcherished memoriesandalegacyof strengthand resilience. Hisunwaveringspiritinthe faceofadversitywasan inspirationtoall. His unconditionallovefor hischildren,grandchildren and Trudy enabled himtoriseabovepersonal trauma.
Bob will berememberedfor hisextraordinary kindness,compassion,mentorshipandthe positive impact hehadoneveryone fortunate enough to haveknownhim.
Thefamily wouldliketoextendtheirdeepest gratitude tothecaring doctorsandnursesatRidge MeadowsandAbbotsford hospitals,whotried valiantlyto saveBob’slifeinthe last 5most challenging weeksofhislife.

Harvest Project is agrassroots relieforganization –now in our 31st year of service. While the NorthShore is knownas one of the most prosperous communitiesinCanada,critical familyresources can be scarcefor thosefinding themselves in desperate times. Clientsare often lone parents, newer residents andthose dealing with familytraumaand health issues: struggling andforced to go without food, medicine or dental care justtoremainintheirhousing. Most are only one unexpected bill, illness,orothercrisis away from being forced into homelessness. We provide coaching, counsel, arentbank, grocery/nutrition andclothing supports. Restoring the ‘whole’ person.

Our Youth Education Navigatorprogramhas been supporting ayoung woman to reach herpost-secondary goals. With our support, she graduated from the Bachelor of Science program at UBC and has been accepted at the London School of Hygiene and Tropical Medicine to obtain herMaster’sdegree. The end goal is to become aphysician, and with the assistance of the YEN program, we have helped hernavigate the complicatedsystems.

Yara, amother of a4-year old, is aroutine visitor of NSCR’s lending library, checking outnot only books but large and small toys for her child as well. While chatting with our lending library coordinator,Yara learns of NSCR’sSeniorsOne Stop(SOS) program, designed to assist seniorsto live independent lives. Since she has had to take on moreresponsibilityatwork, Yara has struggled to maintain the level of support her father needs on aregular basis. Since learning of and reaching out to the SOS program, Yara and her father have gained resources and support for her father’stransportation needs to appointments and access tohome services that became necessary in herfather enjoying a healthy,independent life hereonthe North Shore
NSCR regularly hosts workshops, volunteer info sessions, and community outreach. In addition, we host our North Shore Volunteer Fair and Caregivers Expo.
NSCR’sNorth Shore Young Civic Forum 2025 applications will be opening soon for its 5th cohort. The Young Civic Forum is designed to address the lack of influence and participation of younger people in North Shore municipalities’ community overall engagement processes and Council meetings. Adiverse group of young adults, aged 18-39 years, who live, work, or study on the North Shore learn about municipal government and create meaningful projects to present to their municipal council. Our vision is one where every person can fully and actively participate as valued members of their community. The NSDRC offers the following services and supports to our community:
• Community Housing & Inclusion
- Supported Living Program (SLP) is for adults who have physical and/or development disabilities and require 24-hour support
- Independent Living Program (ILP) for those needing some assistance but do not require 24-hours of support
• Community Based Services
- Infant Development Program (IDP)
- Supportive Transition Adult Group Education (STAGE)
- Community based one-to-one and group programs for children, youth and adults
- ZAP (Zoom Adult Program) and Employment Support Program
• Information and Advocacy Program
• Mobile Multi-Sensory Room – multi-sensory room on wheels
Our Information and Advocacy Program is a valuable resource for information about programs and services for people with disabilities, their caregivers and families. Often the first point of contact, this program is a vital part of the North Shore Disability Resource Centre and our community.
I have a lifelong physical disability. I have received assistance from the NSDRC numerous times in the past. The program has been invaluable in navigating through the programs that the government offers.
Firstly, with their assistance I was able to arrange my application for PWD and with the assistance of an advocate and my family doctor - a process that I was unsure of and needed help with. Secondly, the NSDRC advocate was instrumental in helping me comprehend and apply for the RDSP program including explanations of the scope and all the details involved. She has also been available countless times for any questions that I have and has kindly put aside much time either in-person or over the phone. I know that I can reach out to her and have my questions answered thoroughly which is a great comfort.
I feel fortunate to have such an organization and people like Gillian in my community; they are helping me and others build better, more secure lives for the future.

The Palliative Support Centre has anew home in West Vancouver. Aplace where individuals are seenand heard and where their needs are addressed in arespectful, sensitive and timely manner. Supportive relationships are established, providing asense of security and continuity in the face of difficulties We accompany individuals through illness, death and loss.Weprovide information on and connectiontoavailable resources. We help navigate the complex medical system. We provide much needed guidance and advocacy. No matter where you are in your journey, we are here to help you.
I was recently diagnosed with Non-Hodgkin’sLymphoma. As a 53 year old husband and father ofan8yearold, this came as a shock. Out of nowhere Iwas faced with my own possibledeath, atanage thatIconsidered to be far too young. The anxiety that enteredmyworld was aweight that Istruggledtobear.Iwas finding the day to day grind of dealing with cancer scary and overwhelming. As the months progressed and Icontinuedon the journey of battling the disease Ibegan to reach out to find ways of dealing with the stress that had settled in. The moment I walked through the doors of the Paul Sugar Foundation, Iknew itwould become abig part of my life. Here there were loving and compassionate people who knew exactly what Iwas going through. Iwas whole-heartedly welcomedbywhat were initially strangers, but the practitioners and volunteers at the foundation have become friends which Ihold dear.The Paul Sugar Foundation is truly acalm and nurturing space that has enabled me to make progress on my journeytohealing. Icannot share my gratitude enough with the team ofpractitioners, volunteers and everyone at the foundation. Thank you, thank you, thank you!
At the Paul Sugar Palliative SupportCentre Ihave found comfort, guidance, love and most importantly, friendships. This has encouraged me to move forward in my healing journey with a sense of strength,confidence and determination. The many volunteers involved in various programs at the Centre provide a caring and understanding approach, which has been so reassuring inmytime of need. The extraordinary team who are behind the workings of this foundation are actively supportiveinways that go above and beyondwhat Iwas expecting of this Centre. It doesn’tmatter where you are in your journey, you are treated with respect, compassion and tenderness.

TheSeymour RiverrockslideinDecember2014 blocked fishpassage to migrating salmonids in the watershed.The Societyspearheadeda team of concernedstakeholders and communitymembers to implementa mitigation project between 2016 and2024 to restoremigration forall fish species usingan innovativerockbreakingand moving program.Salmonidpopulations couldnolonger access and use thewatershed as part of their lifecycleifthe rockslide damremained andwoulddisappear fromthe river. Viable fish passage wasfirst observedin2019 following four years ofrockslideclearingworksand hasimproved each year as we continue our mitigationprogram
