Letter from the President DEAR MEMBERS, It is my pleasure to present the 2016-2017 Annual Report for your review. What an exciting year it has been! We commemorated 10 years of successful programs, events, advocacy efforts and economic development projects, which culminated in our celebration event on the banks of the Ohio River at Big Four Station. That wasn’t the only celebration happening on the riverfront this year. After years of hard work and dedication by many members of 1si and our partners, the Lewis and Clark Bridge connecting eastern Clark County with Louisville opened to traffic. The economic impact of the bridge will provide benefits for generations, as growth in that area has already begun to explode. This past year also saw the launch of two programs in direct response to the needs of our members. The 1si Talent Development Initiative, which we named WorkHub, involves researching, strategizing and charting solutions for the workforce talent challenges that employers in Southern Indiana are facing. 1si also launched the Member Insurance Benefits (MIB) program with the goal of providing affordable insurance benefits to the employees of our small companies. Both programs speak
to a direct need of our members, and as we continue to grow the programs, we believe they will substantially impact businesses in the region in positive ways. We also spent time this past year educating our public officials about the benefits of working with the Indiana Economic Development Corporation and creating a Regional Development Authority (RDA.) 1si worked with state and local legislators to eliminate the threat of eminent domain, which was the main obstacle to creating the authority in 2015. We are pleased to report our efforts have paid off, and both Clark and Floyd counties recently voted to be included in the formation of an RDA. That isn’t the only legislative success. In February, House Bill 1211 passed the Statutory Committee on Interstate and International Cooperation, and are establishing a transborder groundwater authority. Authored by State Rep. Steven R. Stemler (D-Jeffersonville) with State Rep. Ed Clere (R-New Albany), the legislation establishes the Indiana-Kentucky Trans-border Groundwater Authority, which will study ownership rights of the groundwater resources shared by the two states and explore the possibility of entering into an interstate compact concerning the use of groundwater.
Currently about 40 percent of the world's population lives in water-stressed areas. The creation of this authority will head off any disputes in the future as well as help guarantee growth will continue in Southern Indiana. We are proud we have had another stellar year in economic development with three companies choosing to locate in Southern Indiana and nine local companies expanding their operations. These efforts resulted in 347 new jobs and more than $16 million in new annual payroll. In addition, more than $70 million of capital investment has been made in Clark and Floyd counties. As we look to our next 10 years, we can be proud of what we have accomplished and work toward an even better and brighter future for our members, our business community and our citizens. 1si will also help bring business and education to a new level of partnership through its WorkHub. This talent development initiative will include the continuance of 1si’s role as the convening organization for Greater Clark County School’s Ford Next Generation Learning program. 1si will also continue to bring together businesses, training facilities and regional school systems through the Skill UP! Indiana grant to ensure regional businesses have the skilled labor force they need to succeed. Whether it is through promotion of a consolidated soft-skills certification or coordination of a large-scale job and career fair, 1si will continue to work on behalf of businesses to help fill the talent pipeline while ensuring students and workers have ample opportunities to receive training and advance their careers.
We anticipate many areas will be covered within the fiveyear plan, including support for regional cooperation. Now that the Clark and Floyd county councils have voted to move forward, the creation of the Regional Development Authority – the vehicle for securing state funds for regional projects – will formalize collaboration and support for projects that will enhance our community, making us a more attractive landing spot for young professionals and

Our advocacy efforts promote your business at the federal, state and local government levels. Through our Advocacy Council, we encourage and support legislation and policies that stimulate business growth and enhance the competitive edge of Southern Indiana. Advocacy influences business success, workforce development, economic growth and quality of life. 1si engages in initiatives to preserve, protect and promote a business-friendly environment free of obstacles to growth and development of commerce. KEY ACTIVITIES: The Advocacy Council organizes and hosts a variety of events including: -- Access events with officials on the federal level such as U.S. senators and representatives -- Legislative updates with state senators and representatives -- Networking opportunities with local elected officials -- Seminars on changing regulations and policies -- Discussions on issues that affect business competitiveness
ECONOMIC DEVELOPMENT
1si’s award-winning economic development program aggressively works to grow Southern Indiana’s regional economy through the attraction of new commerce and by encouraging and assisting existing companies to remain here and grow. BUSINESS ATTRACTION Recognizing the importance of bringing new and diverse businesses to the region, 1si works toward: -- expanding the tax base -- creating new jobs -- injecting new wealth into the economy through the attraction of new commerce and increased payroll To that end, 1si integrates a number of marketing tools, targeted recruitment efforts and specialized information services.
BUSINESS RETENTION AND EXPANSION (BRE) In order to retain and grow existing businesses that contribute significantly to the regional economy, 1si’s BRE program provides guidance and expertise to regional businesses through all cycles of their growth. Through a series of one-on-one meetings and trusted relationships built over time, our BRE program brings valuable resources directly to each client we serve. METRO MANUFACTURING ALLIANCE (MMA) 1si offers manufacturing companies the opportunity for membership in our Metro Manufacturing Alliance (MMA), a unique forum where manufacturing owners and managers meet with their peers, discuss common issues and successes, and listen to timely presentations on topics that apply exclusively to manufacturing. The alliance is designed “for manufacturers by manufacturers,” with 86 regional members participating. TALENT DEVELOPMENT INITIATIVE (WORKHUB) The WorkHub’s main goal is to unite businesses and service providers, including schools, in addressing the regional talent issue, fill the entry-level pipeline, and work to retain and train our future talent pool while increasing the skills of our current workforce. One Southern Indiana is the aligning body for all talent development initiatives in the region. We work to coordinate with pipeline partners so that we can coordinate shared training opportunity and consult with the education sector in developing needed career pathways. In order to achieve this goal, 1si has hired a dedicated talent development director whose responsibility is to evaluate the needs and develop new ideas to overcome this obstacle. Currently, this director is the only individual in our region focused on workforce issues by researching and, if feasible, adapting programs being used nationally in like communities. He is also creating innovative programming to address the workforce challenge in Southern Indiana / Metro Louisville. It is his directive to act as the lead between professionals in implementing changes in processes used by multiple agencies and partners. Additionally, 1si serves as the administrator of the Region 10 Skill Up Partners' grant and as the community convening organization for the Greater Clark County Schools systems' transition to the Ford Next Generation Learning model. Business Resources THE HEART OF 1SI Business Resources are the activities that many visualize when they become members of a chamber of commerce. They include a variety of networking opportunities and events, educational and developmental business activities and membership. 2016-2017 was a great year for the 1si business resources team, not only producing over 100 beneficial events for our members to enjoy but also launching the Member Insurance Benefits (MIB) program.

The 1si MIB program offers member employers and, in some cases, individuals, the opportunity to purchase insurance at discounted, large group rates. The first phase of the program, with an effective date of May 1, 2017, included the following ancillary insurances: -- Life Insurance from OneAmerica -- Long/Short Term Disability from OneAmerica -- Vision Insurance from Anthem Blue Cross Blue Shield -- Dental Insurance from Delta Dental -- Pet Insurance from PetFirst Pet Insurance -- POP Plan Section 125 Health Savings Account from MCM CPAs & Advisors Phase one programs are available to all 1si member employers with two or more
employees through Assured Partners NL, the coordinating agency, and other 1si member insurance agents. A list of these agents can be found on 1si.org/mib. MIB policies can be partially or fully companypaid benefits for employees or employee purchased benefits. Phase two and three will include health insurance, employee assistance programs, clinic and prescription discounts, and home, auto and property policies.
The MIB program is just one of the many benefits included in 1si membership. Members can also take advantage of the Office Depot discount program, the Google 360 Virtual Reality advertising advantage, the Delivra email marketing software discount program and the Heartland Payment Systems discount program.

Advocacy CHAMPIONS OF IDEAS The role of advocacy at One Southern Indiana is promoting a fiscally-stable, business-friendly environment that transcends local, regional, state and national issues. Through our Advocacy Council’s initiatives, we promote positive change by serving as the “Champions of Ideas” to achieve economic and business vitality for the region. Additionally, we strive to provide for our investors and members access to policy makers at all levels of government through forums, roundtables and one-on-one meetings. The 2016 - 2017 Advocacy Agenda, as presented, provides the prioritized efforts of the 1si Advocacy Council over the next 12 months. They are listed as follows:
CAREER-READY WORKFORCE AND EDUCATIONAL INITIATIVES New business growth, along with the retention and expansion of existing businesses, is increasingly more dependent on the availability of a qualified workforce. There are many contributing factors to developing a region’s ability to grow, maintain and attract talent to help make businesses profitable, and 1si supports many of the organizations and programs dedicated to learning and development throughout a person’s lifetime. INFRASTRUCTURE AND TRANSPORTATION A strong infrastructure network is key to serving the region’s existing employers, attracting new companies and growing start-up entities. We encourage ongoing efforts to identify the critical gaps and develop recommendations for infrastructure that will support economic growth strategies for Southern Indiana. Infrastructure and transportation project planning and development will involve advocacy efforts at many levels – local governments, state government, regional partners and federal agencies, and the returns on these investments are likely to be realized across the entire region. BUSINESS-FRIENDLY TAX AND FISCAL INITIATIVES Indiana has made great strides over the past decade to enhance the business friendliness of the state’s fiscal
policies. These efforts have been noted as Indiana is consistently ranked as a top state for doing business when compared with other states by fiscal analysts and siteselection consultants – earning many “top state in the Midwest” honors. However, efforts toward continuous improvement are needed to maintain Indiana’s competitiveness – as well as maintaining local advantages – because other locations are constantly adjusting their policies toward improvement.
REGIONAL INITIATIVES Coordinating the activities and positions of the communities in Clark and Floyd counties offers several advantages – and creates greater influence – when compared to individual community agendas in other parts of the state. Additionally, recognizing our connectivity to Louisville adds impact in policy discussions that cross state and other jurisdictional boundaries. 1si will explore regional opportunities that can benefit the economic climate of our communities. CIVIC ENGAGEMENT Harnessing the voice of business is essential for good policy at all levels of government. By providing forums and events to increase access to policy makers for our business members and investors, 1si will ensure local issues are heard.

Economic Development The efforts and accomplishments of the 1si economic development program are only possible because of donations from investors. While the investment is incredibly lucrative (on every $1 invested, $183.37 has been created in new taxable capital and $70.71 in new payroll annually in Clark and Floyd counties,) it can be months, and sometimes years, between the initial contact with an interested company and the fruition of the project.

The competition with other locales is fierce. Success involves extensive research on everything from utilities to school districts. Companies check for quality-of-place amenities, as well as available labor, technical skills and education levels of the population. How a company will be supported by the municipality, county and state is just as important as building availability and site accessibility. Attracting a new company requires countless interactions, including site visits, teleconferences and presentations. The process has a hundred moving parts and is something the staff at 1si has mastered.

These projects accounted for 52 percent of the new jobs in Floyd and Clark counties this year. At any given time throughout the 20162017 fiscal year, 1si’s economic development team was working on dozens of “hot projects.” During the same time period, efforts of the 1si team and their partners have resulted in three new projects and nine expansion projects which garnered 347 new jobs with $16.2 million in new payroll in Floyd and Clark counties.
The cornerstone of economic development in Clark and Floyd counties is expansion and retention projects. It’s those companies that have already made commitments to Southern Indiana, employ local citizens and take active parts in our community. Through hard work and favorable
That income was used to purchase groceries, homes, nights on the town, Christmas gifts and a host of other everyday goods and services in Southern Indiana. In addition, 1,264 jobs were retained, or kept from moving elsewhere, through these efforts.
