1. Background: the Eastern Partnership March 2009 : establishment of the Eastern Partnership (EaP) as a specific Eastern dimension of the European Neighbourhood Policy (ENP) ! to promote stability and prosperity among the EU's Eastern partners ! to accelerate reforms, legislative approximation, and economic integration. The Eastern Partnership (EaP): ! recognises the value of cultural cooperation and inter-cultural dialogue ! underlined the importance of cultural cooperation in addressing political processes and challenges.

• The number of regional or sub-regional programmes in the fields of cultural heritage and culture is very small • At present there is no critical mass of activity in the region that has the capability to transform the cultural sector.

• The Eastern Partnership has called for a specific EaP Culture Programme • The decision of the Commission C(2009) 4294 of 10/06/2009 on the ENPI Regional East Action Programme 2009 has approved the budget for the implementation of the first phase of EaP Culture programme (3 millions €) • The decision of the Commission C(2010) of 26/07/2010 on the ENPI Regional East Action Programme 2010 has approved the budget for the implementation of the second phase of EaP Culture programme (9 millions €)

Eastern Partnership Culture Programme- general Objective ! to support the role of culture in the region's sustainable development ! and to promote regional cooperation between public institutions, national and local; civil society cultural organisations both profit and non-profit; and foundations and academic organisations in the Eastern Partnership region and the EU.

Eastern Partnership Culture Programme- specific objectives • Support policy reform at the government level and capacity building of cultural organisations and ‘professionalization’ of the culture sector in the Eastern Neighborhood region; • Contribute to exchange of information, experience, and best practices within the cultural sector at a regional level and with the EU; • Support regional initiatives/partnerships which demonstrate the positive contributions of culture to economic development, social inclusion, conflict resolution, and intercultural dialogue. 2. EaP Culture Programme: Technical assistance to national and local authorities (component 1) This component will include a regional supporting mechanism that will provide : • specific technical assistance to public institutions and the cultural sector of the Eastern Partnership countries • contribute to stronger linkages between cultural activities and policies and their contribution to other or wider regional agendas • !provide capacity building and training to address the identified skills shortages in the cultural sector. • developing applied studies and diagnostics on priority topics. • encourage regional networking of the selected projects develop the regional component of the programme • ensuring monitoring, coordination, and visibility of the selected projects EaP Culture programme

2. Expected results of component 1 (Technical assistance to national and local authorities and civil society organisations)

• Policy-making, project management, and resource mobilisation capacities of the public sector are strengthened; • Strategic planning and international resources mobilization for culture are improved; • Culture will acquire a higher priority both in term of allocation of national resources and in the policy dialogue with donors; • Dialogue and co-operation mechanisms are developed within the sector across the region.
