Discussion papers as input to WG discussions in Berlin Purpose: · To streamline our way of thinking and arguing: this is a first attempt to re-formulate our main recommendations on energy and environment related issues so that it is easier to pinpoint issues WG3 members agree or disagree on. We can use the time in Berlin to solve conflicting issues and to fine-tune arguments. · to package our recommendations in a way that is comprehendable and as far as possible acceptable to the governmental and non-governmental audience alike without compromising our objectives, e.g. by highlighting benefits to governmental policies or win-win effects · After the CSF meeting in Berlin on 18 and 19 November, these discussion papers will be turned into issue papers and submitted to the EaP process by various means.

Principles: · Our recommendations have to be practical, feasible and implementable; · We have to prioritise as the EaP process has limited resources and cannot deal with all (important) issues at the same time · We should try to fit the already prescribed process of the coming years, that means, focus on issues that fit the present Platform 3 (and 2) as well as Environment Panel agendas · Our main emphasis should be on enriching and refocusing the EaP process, not revolutionizing it · Try very hard to point win-win situations, highlight the benefits to different EaP stakeholders · Criteria for choosing topics for discussion papers are that they treat issues that are Justified, true (important, justified) issues, arguments are founded on scientific, recognized evidence, we can recommend concrete, realistic action or approach, and they are in compliance with EaP goals.

Process: First draft discussion papers have to be prepared by 24 September.

Increasing resource efficiency through better waste management / Environment Panel topic “Green Economy”

Promote the recycling, reuse and prevention Malak, Samir of waste thereby contributing to a more resource efficient economy, reducing costs and preventing pollution (some WG members argued strongly for a separate item on cleaning up polluted soils and properties but this might exceed the financial and strategic framework of the EaP)

Promote the valuation of ecosystem services and the integration of results into cost-benefit analysis of governmental programmes and projects

The loss of natural capital (fertile soil, clean water, biodiversity etc) is threatening human wellbeing and the future of our economies.

Internalising the costs of ecosystem degradation into ecomomic cost-benefit analysis will highlight risks and prevent costs to the state and society. Applications include: - Preserve agricultural productivity through sustainable production methods - Ensure long-term revenues of the tourism sector - Lower costs for flood prevention measures by working “with nature”

Making natural resource management climate resilient / Environment Panel topic “Climate Change”

Climate change is leading to increasing risksNana, Yaroslav, of droughts and floods. In particular Manana agriculture and the water sector are facing difficulties. If countries adjust their policies today, there will be less problems and costs in the future. · Integrated water management /river basin management provides the flexibility for responding to challenges · Agriculture needs specialized extension services to adjust methods and crops

Make Platform 3 projects transparent Information / Platform 3, also contribution to “Governance� flagship?

All energy projects have an environmental Gayane, Murman and social impact, but risks can be mitigated if information on impacts is properly assessed and provided in a transparent manner. CSO can only contribute to promoting the best energy solutions for their respective societies if this transparency is being achieved.
