Abstract

The Xi'an Old Steel Factory represents a microcosm of the industrialisation of Xi'an and the whole country in the 1950s and 1960s. It embodied the aspirations of a generation and witnessed the transformation of the city's industrialisation. Currently, it is undergoing a transformation, moving from its previous state as an abandoned factory building to a brand new creative industry park. The entire park underwent a comprehensive renovation in 2016, becoming the inaugural cultural and creative park in Xi'an with design and creativity as its core theme

As urbanisation continues to accelerate globally, the protection and utilisation of industrial heritage is becoming a crucial aspect of urban development Industrial heritage not only encapsulates the industrial history and culture of a region, but also serves as an important symbol of urban memory and identity As an important industrial city in Northwest China, Xi'an has a large number of historic factories, including old steel mills and textile mills

This study aims to comprehensively analyse the renovation strategies of the old steel mills and their effects. Furthermore, it seeks to gain insight into how industrial heritage can be preserved and utilised. It also provides strategies and methods for sustainable urban development and industrial heritage preservation. This is an important case study in urban transformation and development.

1.1Background

TheXi'anOldSteelFactory,previouslyknownastheShaanxiIronandSteel Factory,wasconstructedin1958.Asoneofthemostsignificantindustrialbases inNorthwestChina,itwitnessedthehistoricalprocessofChina'stransformation fromatraditionalindustrialeconomytoamodernservice-basedeconomy.The plantissituatedinthecentreofXi'anandcoversavastarea.Ithasundergonea processofrapiddevelopment,declineandthenshutdown.Followingtheofficial shutdownin2002,thesitewasabandonedforaconsiderableperioduntilitwas acquiredbyXi'anUniversityofArchitecture

1.2Importanceandnecessityofthestudy

Theaccelerationofglobalisationandurbanisationhasledtoanincreased focusonthepreservationandutilisationofindustrialheritage.Industrial heritagenotonlycarriestheindustrialhistoryandcultureofaregion,butisalso animportantmarkerofurbanmemoryandidentity.Thesignificanceof renewingandrenovatingoldindustrialbuildingsismuchhigherthantheir economicvalue.Xi'anisanimportantindustrialcityinNorthwestChina,with manyoldfactories,includingoldsteelfactoriesandtextilefactoriesThe developmentofindustrialheritageintotouristattractionshasthepotentialto increasethenumberofindustrialvisits,leadingtotheformationofunique touristroutesinXi'anTheseroutesprovidetouristswithmoreleisureand tourismvenues,showcasingadiversifiedtourismbusinesscardforXi'an

Inrecentyears,theindustrialstructureofXi'anhasundergoneasignificant transformation,withtheproportionoftheoutputvalueoftertiaryindustries suchastourismandservicessteadilyincreasing.Thetransformationofold factorybuildingsintoculturalandcreativeparksisanillustrativeexampleof Xi'an'ssecondaryindustryevolvingintoatertiaryindustry.Theprudent utilisationofdiscontinuedfactorybuildingsandequipment,coupledwithan in-depthexplorationoftheirculturalconnotationsandregenerationpotential, hasledtotheestablishmentofpublicculturalfacilities,thedevelopmentof culturalandcreativeindustries,theincubationofnewculturalandcreative

products,andtheattractionofmoresocialandexperientialconsumption.These initiativeshaveresultedinthegenerationofeconomicbenefitsforcommunities andneighbourhoods,andthecreationofneweconomicgrowthpoints.

Theprotectionofindustrialheritagecanbeconsideredaformofecological protection.Thetransformationofsomeabandonedfactorybuildingsinto industrialtouristattractionsorcreativeparkshasthepotentialtoenhancethe urbanlandscape,optimisethearchitecturalpatternofthecity,upgradethecity's image,reducetheoperationandemissionsofthecity'sheavyindustrialfactories, andcontributetotheimprovementofairqualityandthelivingenvironmentof theresidentsThisalignswiththecity'sconceptof"greendevelopment"Inthe contextofrapideconomicdevelopment,thereisaglobalwaveofindustrial heritagetransformationTheindustrialheritageresourcesinXi'anprovide favourablegeographicalconditionsforthedevelopmentofcreativeindustrial parks,aswellasofferingmorespaceforthedevelopmentofindustrialtourismin Xi'anThroughtherationalplanningandutilisationofindustrialheritage,the historicalandculturalheritageofthecitycanbepromoted.This,inturn,can facilitatethegreeneconomicdevelopmentofthecityandenhancethe competitivenessofthecitycore.

TheXi'anOldSteelFactoryVentureParkRenovationProjectexemplifiesthe potentialfortherenewalandprotectionofindustrialarchitecturalheritage.An in-depthanalysisoftherenovationprocessoffersinsightsintothewaysinwhich industrialheritagecanbepreserved.Italsodemonstrateshowindustrial

heritagereplacementandrenovationcanbeusedtopromotesustainable economicandsocialdevelopmentandtorevitaliseoldbuildings.Furthermore, theOldSteelFactoryprojecthastheparticipationandsupportofgovernment authorities.Thestudycanassistpolicymakersintheformulationofpoliciesand theprovisionofinsightsfortheconservationandreuseofothersimilar industrialheritagesites.

1.3ObjectivesandIssues

Theprimaryfocusofthispaperisthedesignandcreativeindustrialparkof theformersteelfactoryinXi'anThetransformationstrategyoftheformersteel factoryismeticulouslyanalysedandresearchedTheexistingproblemsand challengesoftheindustrialparkaresummarisedinrelationtotheeconomic, socialandculturalchangesandstatusquobeforeandafterthetransformationof theXi'anOldSteelFactoryTheeffectivenessofthecurrenttransformation strategyanditsperformanceintermsofenvironmentalsustainabilityare evaluatedFurthermore,strategiesandmethodsforenhancingthesuccessrate ofindustrialheritagetransformationmustbefurtherexplored.

Theresearchquestionsincludethefollowing:Whatarethesuccessesand shortcomingsinthetransformationstrategyoftheXi'anOldSteelFactory?How cantheeconomicandculturalvalueofindustrialheritagebeoptimisedthrough themodelofcreativeindustrialpark?Whatrolehassustainabilityplayedinthe transformationoftheoldsteelfactory,andwhatarethepotentialandchallenges forthefuture?

1.4Methodologyanddatasources

Thisstudyemploysaqualitativeresearchmethodologytoinvestigatethe transformationprocessoftheoldsteelfactoryinXi'an.Thestudyprimarily employsacasestudyapproachtodatacollection,whichreliesontwomaindata types:documentanalysisandsecondarydata.Documentanalysisinvolvesthe collectionandanalysisofofficialdocuments,includinggovernmentreports,park planningdocuments,historicalarchives,andotherofficialdocuments,to examinethearchitecturalstatusandproblemsoftheoldsteelfactory.Secondary datareferstodatacollectedfrompublishedresearch,newsreports,andonline resourcesInordertogainamorecomprehensiveunderstandingofthecase, relevantbackgroundinformationandcasedataarecollectedandanalysed quantitativelyThisisachievedthroughtheuseofpublishedresearch,news reportsandonlineresourcesThestudywillanalysetheprojectindetailinorder toassessitsstrengths,weaknesses,opportunitiesandthreatsFurthermore,the impactofmacro-environmentalfactorssuchaspolicy,economic,socialand technologicalenvironmentwillbeexamined.

Chapter2:Historicalbackgroundandcurrentsituationoftheoldsteel

FactoryinXi'an

2.1HistoryoftheOldXi'anSteelFactory

TheXi'anOldSteelWorks(alsoknownasXi'anIronandSteelWorks)is situatedintheheartofmainlandChina,inthecityofXi'an,ShaanxiProvince. Thislocationfacilitatestheefficientreceptionofrawmaterialsthroughoutthe country,therebyreducingtransportationcostsandmakingthetransportof productsmoreconvenient.Itshistoryrepresentsanimportantchapterinthe industrialhistoryofNorthwestChinaTheplantwasestablishedin1958asthe ShaanxiIronandSteelWorks,relocatedtoXi'anin1964,andrenamedtheXi'an IronandSteelWorksin1965followingamergerwithaworkshopoftheDalian IronandSteelWorksDuringitsearlyyears,theplantbecameanimportant industrialbaseinShaanxi,particularlyduringtheperiodofeconomicrecovery anddevelopmentinthe1960sand1970sOverthefollowingdecades,theplant underwentsignificantexpansion,becomingamajorsteelproductioncentrein thenorth-westernregion.Theplant'sprincipalproductsareconstructionsteel, machinerysteelandtoolsteel,whichplayanimportantroleinsupporting China'sinfrastructureandindustrialmachinerysectors.

By1978,China'seconomicreformsandopeninguphadfurtherfuelledthe demandforsteel,whilesimultaneouslyraisingthebaronsteelqualityand technology.Inresponse,Xi'anSteelattractedforeigninvestmenttolearnabout technology,expanditsownproductionscale,andimprovethequalityofits

productstomeetmarketrequirements.Subsequently,inthe1980s,theXi'an SteelFactoryunderwentanumberoftechnologicalupgradestoincreaseits productioncapacityandautomation,andreachedthepeakofitsoperations.

However,inthe1990s,China'ssteelindustrysufferedfromovercapacity, resultingintheclosureofnumeroussteelfactories,includingXi'anSteel.In response,theplantshifteditsfocustohigher-valuespecialtysteelsandventured intonon-steelareassuchasenvironmentalprotectionandnewmaterialsinan attempttoidentifyanewpathofdevelopment.

Bythebeginningofthe21stcentury,environmentalpressuresanddeclining marketdemandledtotheclosureoftheplantin2002In2012,the redevelopmentoftheOldSteelFactorycommencedTheOldSteelFactorywas transformedfromadilapidatedfactorybuildingthathadbeenabandonedforten yearsintoanewculturalandcreativeparkTheredevelopmentnotonly preservedsomeoftheoldindustrialbuildings,butalsointegratedthemwith newfacilitiessuchasexhibitionhalls,artstudiosandcommercialspacesThe

introductionofanewindustrialmodelwhilepreservingtheindustrialheritageis intendedtofacilitatetheeconomicdevelopmentofthearea.

22ThecurrentstateoftheindustrialheritageofXi'anOldSteelFactory Xi'anOldSteelFactoryisasignificanthistoricalsitethatexemplifiesthe industrialisationofChinaduringthe20thcenturyThefactorycomplex comprisesnumerousindustrialbuildingsconstructedduringthemid-20th century,whichnotonlyreflecttheindustrialisationofXi'anandthecountryasa wholebutalsoencapsulatetheaspirationsandmemoriesofagenerationThe majorityofthebuildingsattheOldSteelFactorywereconstructedinthe1950s and1960s,exhibitingclearcharacteristicsoftheindustrialera.

Thebuildingsarevoluminousinscale,withtheirinternalstructures comprisingpredominantlylarge-spantrussstructures.Theinternalheightofthe plantisconsiderable,withthespacebeingopen.Thelightingconditionswithin theplantaregenerallypoor,andthehighwindowsonthesideandtheskylights ontheroofdonotmeetthelightingrequirementsofmodernbuildings.Atthe

sametime,theredbrickwallsontheoutsideofthefactorybuildingsarealsoone ofthetypicalfeaturesofindustrialbuildingsinthelastcentury.Inadditiontoa largenumberoffactorybuildingsinthepark,therearealsoleftoverchimneys, workshoptracks,gearsandothermechanicalparts.Theindustrialremainsare thefocusoftherenovationprocessandmustbepreserved.Duringthe renovationprocess,thebuildingstructureandthebasicindustrialarchitectural featureshavebeenpreservedtothegreatestextentpossible.Theoriginal structureofthebuildingplantwaslargelypreserved.Inordertomeetthebasic conditionsfortheuseofthebuilding,someofthebuildingswereheightenedand structurallyreinforcedConcurrently,skylightsandsidewindowswereinstalled insomeofthepoorlylitbuildings,therebyensuringthattherenovatedbuilding wasadequatelyilluminatedDuringtheconstructionphase,thefunctionalityand comfortoftherenovatedbuildingweretheprimaryconsiderationsinthedesign processInthiscontext,theoriginalfeaturesofthebuildingasanindustrialsite werepreservedtothegreatestextentpossible

Withregardtotheenvironmentalandlandscaperenovationofthepark,the originalflowerbedsandtreeswerelargelyretained.Treesthatweredeemedto beofnofurtherusewererelocatedandpreserved,whilenewgreenvegetation andactivitysquareswereintroduced.Concurrently,industrialfittingssuchas acidwashingtankswithintheplantweretransformedintoflowerbeds,thereby significantlyincreasingthegreeningrateofthepark.Chimneys,workshoprails, gearsandothermechanicalfittingswerealsoutilisedtothemaximumextent.A significantproportionofthesurplusmachineryfittingshavebeenrepurposedas architecturalsketchesandlandscapesculptures,whichhavebecomeanintegral componentofthepark'slandscapeandaculturalsymbolthatconnectsthe presentwiththefuture

ThetransformationoftheformerXi'anOldSteelFactoryintoamodern creativeindustrialparkrepresentsapivotalmomentinXi'an'surban developmentFromitsoriginsasatraditionalproductionbaseforthesteel industry,theareahasevolvedintoaregionalculturalandcreativehubthat integratesdesignandcreativity.Thetransformationoftheoldsteelfactoryhas infusedthecitywithneweconomicvitality,whilealsoofferinganovel perspectiveonthepreservationandutilisationofindustrialheritage.

In2012,theScienceandEducationIndustryGroupofXi'anUniversityof ArchitectureandTechnology(XAUAT)acquiredthelong-abandonedfactory.The acquisition,apartnershipwiththegovernmentandseveralcompanies,marked

therebirthoftheoldsteelfactoryandthebeginningofitstransformationintoan industrialheritagesite.Thesubsequentredevelopmentprocesshasnotonly preservedthehistoricallegacyofthefactory.Furthermore,adynamicmixofart andcommercialspaceswasintroduced,whichhasrevitalisedtheareaand contributedtotheculturalandeconomiclandscapeofXi'an.

Theoriginalfactoryhasbeentransformedintothreemajorareas.Thenorth areaistheteachingarea,locatedinHuaqingCollegeofXi'anUniversityof ArchitectureandTechnology.Thesouthareaistherealestatearea,whichhas beenconstructedasthefirstphaseofHuaqingAcademyCityThesecondphase iscurrentlyunderdevelopmentandconstructionThenortheastpartoftheold steelfactoryisbeingtransformedintoadesignandcreativeindustrialpark

TheDesignandCreativeIndustrialParkoftheOldSteelFactorycoversan areaofapproximately50acres,withatotalconstructionareaofapproximately 40,000squaremetres.Theoverallplanisdividedintofourparts:thepark consistsoffourdifferentzones:acreativeexhibitionandexchangecentre,a LOFTcreativeeco-officezone,acreativeneighbourhoodandastudentzone.The parkcomprisesfourdistinctzones:theCreativeExhibitionandCommunication Centre,theLOFTCreativeEcologicalOfficeZone,theCreativeNeighbourhood andtheStudentZone.Itnotonlyreflectstheartisticvigourandfashionablespirit ofthecity,butalsorealisesthecontinuationofthecultureofindustrial architectureandprovidesamodelforurbanregenerationconstruction

From2012to2016,theprincipaltransformationoftheformersteelfactory buildingwasessentiallycompleted,andtheparkwithafocusondesignand creativitywasinaugurated,establishingitselfasaculturalandcreativecentrein Xi'anandeveninthenorthwesternregionTherenovatedparkcomprisesa creativeexhibitionandexchangecentre,aLOFTcreativeeco-officearea,a creativeblockandauniversitystudents'entrepreneurshipcentre,which collectivelyconstituteamultifunctionalculturalandcreativespace.Thedifferent areadivisionshaveestablishedarobustfoundationforthefuturedevelopment oftheOldSteelFactory.Inthesubsequentoperationalphase,thefunctional areasoftheOldSteelFactoryalignwiththecommercialbusiness.Inadditionto providingcreativeofficespace,theparkhasalsoattractedanumberofcultural andcommercialbusinesses,includingphotographyagencies,experienceshops

andthemehotels.Alargenumberofcateringandleisurefacilitieshavealsobeen establishedtomeetthedifferentneedsofvisitors.Furthermore,amuseumhas beenbuiltinthepark,whichregularlyorganisesculturalactivitiessuchasdesign exchangesandartexhibitions.Themuseumhasbecomeanimportantvenuefor promotingregionalculturalexchanges.Thetransformationoftheformersteel factoryhasenhancedtheeconomicvalueoftheneighbourhood,attracteda significantnumberofcreativeindustries,andprovidedmoreemployment opportunitiesforlocalresidents,therebycontributingtothecommunity's economicdevelopment

Accordingtotheofficialpublicdataoftheoldsteelworks,approximately 179enterprisesandcommercialtenantsarecurrentlystationedintheOldSteel StudioCreativeIndustrialPark,whichemploysapproximately2,000individuals andhasanannualoutputvalueofmorethan1billionyuanTheDesign,Fileand SteelCreativeIndustrialParkcurrentlyhousesapproximately150enterprises andtenants,whichemployapproximately2,000individualsandhaveanannual outputvalueofoverRMB1billion.TheParkhasattractedanumberof innovativeenterprises,includingthoseengagedindesign,textilecreation,and internettechnology.Thesehaveformedadesignindustryclusterwithcreative offices,textilecommerce,andexhibitionsastheindustrialstructure.

ThedataindicatesthattheindustriestowhichenterprisesintheOldSteel

Factorycurrentlybelongcanbebroadlycategorisedasfollows:scientific researchandtechnicalservices,construction,wholesaleandretailtrade,and culture,sportsandentertainment.Enterprisesrelatedtothescientificresearch andtechnologyservicesindustryrelyonexpertiseandtechnologicalinnovation, andhavehighvalue-addedpotentialandmarketdemand.Marketcompetitionin theseindustriesisusuallymoreintenseintheconstruction,wholesaleandretail sectors,requiringattentiontoindustrytrendsandpolicyadjustments.In contrast,theculture,sportsandentertainmentindustryismoreaffectedby consumerpreferences,anditsmarketperformancemaybemorevolatile

Theanalysisoftheaforementioneddataindicatesthatthebusinessmodelof thetraditionalsteelfactoriesisrelativelyhomogeneous,andthattheirbusiness statusishighlysusceptibletotheimpactofthemarketeconomicsituationIn particular,duringperiodsofeconomicdownturn,theprofitmodelofindustrial parksislikelytosufferasignificantimpact

ThetransformationoftheoldsteelfactoryindustrialparkinXi'anpresents asignificantchallengeinbalancingtheprotectionofexistingindustrialheritage withtheneedforredevelopment.Theoriginalbuildingsoftheoldsteelfactory representasignificantarchitecturallegacyfromthelastcentury.However,when therenovationcommencedin2012,theoldsteelfactorywasnotincludedinthe listofShaanxiProvince'sarchitecturalheritage,resultingintheincompleteand imperfectpreservationoftheoriginalbuildingsduringtherenovationprocess.In

2018,theoldsteelfactorywasformallyincludedinthelistofindustrialheritage protection.Thisdesignationsignifiestheimplementationofmorerigorous architecturalprotectionstandardsandnorms,withtheobjectiveofensuringthe preservationoftheoriginalbuildingduringtherenovationprocess.

Someofthelow-risefactoryandofficebuildingsthatexistedonthesite weredemolishedbecausetheydidnotalignwiththeoverarchingplanforthe renovation.Theremainingbuildingsandfactoriesunderwentrenovation,yetthe resultingoutcomedidnotfullyalignwiththecommercialisationrequirements.

Followingtheconstructionoftheparkanditssubsequentopening,thesitehas undergonenumerousrenovationsandrefurbishmentsOneofthemost significantchallengesfacingthetransformationofindustrialheritageisthe revitalisationoforiginalindustrialbuildingswhilemaintainingtheiroriginal appearanceandstructureItisessentialtoensurethatthebuildingsare preservedwhilealsofacilitatingsustainableeconomicdevelopmentduringthe commercialisationprocessThechallengefacedbyoldsteelfactoriesbetween commercialisationandculturalandhistoricalpreservationistofindabalance betweenthecommercialinterestsoftheownersandthepreservationofthe originalculturalvaluesofthebuildings.

2.4.3Statusofsustainabledevelopment

Theprocessofurbanisationhasledtotheemergenceofsustainable developmentasakeytopicinthediscourseofmodernsociety.Theconstruction oflow-carbonorevenzero-carbonbuildingshasbecomeaprevalenttrendand

goalinthefieldofcommercialbuildingdevelopment.Theconceptofsustainable developmentrepresentsasignificantchallengecurrentlyfacedbytheoldsteel factory.

Withregardtotheutilisationofspace,itisevidentthatcertainareaswithin theparkcontinuetoexperienceunder-utilisation.Theflowplanoftheentire parkhasthepotentialtoresultinanunevendistributionofpeopleanda correspondinglowlevelofspaceutilisation.Intermsofbuildingenergy consumption,theoldsteelfactorybuildingsarepredominantlyindustrial structuresfromthelastcenturyThequalityofthebuildingsvaries,necessitating theuseofasignificantquantityofconstructionmaterialsduringtherenovation processtomaintainandrepairtheoriginalstructuresFurthermore,the subsequentoperationprocessrequiresasubstantialinternalenergy consumptiontoensurethatthebuilding'stemperatureandlightingmeetthe needsofdailyuseThisnotonlyincreasestheoperatingcostsoftheentirepark, butalsofailstoalignwiththeprinciplesofsustainabledevelopment

Withregardtogreeningandecologicalmaintenance,althoughasignificant quantityoforiginalvegetationhasbeenretainedandsomenewgreeneryhas beenintroduced,aconsiderableamountofhardpavingremainsinthepark.Such adesignisnotinaccordancewiththeeco-friendlyconcept.

Chapter3:Theoreticalframeworkandliteraturereview

Thischapterpresentsatheoreticalframeworkforurbanredevelopment, withareviewofrelevantliteratureonthefollowingtopics:basictheoriesof urbanredevelopment,thepreservationofindustrialheritage,theapplicationof sustainabledevelopment,andtheinnovationoftheeconomicmodelofcultural andcreativeparks.

3.1TheoreticalFoundationsofUrbanRedevelopment
