A PROGRAMME FOR LEADERS BY LEADERS The Lee Kuan Yew Senior Fellowship in Public Service Programme (SF Programme) is tailored to senior-level leaders in public, private and non-profit sectors. The programme features a rigorous curriculum that focuses on developing leadership and governance competencies of participants, equipping them with the tools to take on challenges at a global level. Against the backdrop of Asia, the programme developed and taught by academicians and practitioners will explore key issues of the decade and significant trends as well as critical insights into the opportunities and challenges that follow. The SF Programme is more than just an advanced leadership programme, it is a fellowship as participants will be known as Lee Kuan Yew Senior Fellows. International Economics
What is a “good” public policy? Discover the best way to evaluate public policies and how to adapt exemplary ones to your own situations. Through situation-based challenges, we will guide you on applying governance principles to select issues in economic and social policies.
Globalisation was a tough challenge for emerging economies in the past. But today, despite the benefits that globalisation has brought, the challenges have also evolved. The international economics component of this module focuses on the subject of managing globalisation, with discussions on economic forces and geopolitics, as well as how to assess and manage global and regional economic integration.
International Security Develop a clear understanding of shifting geopolitical trends at global and regional levels, and how they have an impact on international security.
This module includes lectures by experienced practitioners and visits to Singapore Statutory Boards to experience governance in practice.
DEEP DIVE SESSIONS Mental Capital & Mindfulness Mental capital is the wellspring of all successful enterprises. In this module, we explore a broad spectrum of topics on mental health, from national level concerns such as epidemiology and economic burden of mental illness and the provisional measures that can be adopted to counter them, to the management of mental health at a personal and social level.
Startup Culture Startups have been disrupting industries and attracting huge amounts of venture investment. In response, countries are racing to develop their own startup eco-systems in hopes of nurturing the next generation of ‘unicorns’. This session examines the trends and development of tech-based startup companies and venture capital in recent years. We discuss the elements that make up a startup eco-system and the role that the government can play in nurturing it. We also discuss how corporations (and public agencies) can emulate the swiftness and culture of startups.
Technology & Innovation The accelerated pace of development and the emergence of disruptive technologies pose both the opportunity for societal development as well as the risk of disrupting the society at every level. To grasp the volatile landscape, public policy makers and corporate leaders will need keen awareness of developments in technology and an appreciation of how this can contribute to the development of policies and regulations.

Law and its Impact on Public Administration Legal rules underscore every aspect of public administration, especially in relation to the exercise of statutory powers. This deep dive session will provide a basic understanding of the principles that apply in a society based on the Rule of Law and the manner statutory powers are conferred, exercised and enforced in a democracy. Additionally, it will examine the impact of international law, particularly treaties, in domestic governance.
Government in Business The public-private divide is an evergreen debate. What is the role of the government in the economy, or in business in general? In good times, the government is often portrayed as too interfering, restraining growth with too many outdated rules, in fact not businessfriendly at all. Conversely, in bad times, such as now, right in the thick of the covid pandemic, one sees a complete reversal of arguments. The very same government is too far removed from business and not doing enough to address rising unemployment and inequality, or not pump- priming enough to resuscitate the economy. And the list goes on. Are these views justified? In discussing these themes, real-life examples would be extensively used to illustrate the complexity of challenges.
Climate Change Climate change actions present complex and challenging questions for policy makers. This session on climate change features prominent speakers from government, corporate and academia. The topics of discussion will focus on various aspects of climate change such as climate science, international agreements, emissions reduction efforts and green growth.

FACULTY Tan Yong Soon Programme Director (SFPS) and Professor in Practice, LKYSPP, NUS Retired Permanent Secretary, Singapore
Professor Tan Yong Soon has held the positions of Permanent Secretary for National Climate Change in the Prime Minister’s Office, Permanent Secretary in the Ministry of the Environment and Water Resources, Chief Executive Officer of the Urban Redevelopment Authority, Deputy Secretary in the Ministry of Defence and the Ministry of Finance, and Principal Private Secretary to the Prime Minister. He retired from the Singapore Civil Service in October 2012. He has authored the book, “Living the Singapore Dream”, and co-authored the book, “Clean, Green and Blue: Singapore’s Journey Towards Environmental and Water Sustainability” and edited the book, “50 Years of Environment”, as part of World Scientific Series on Singapore’s 50 Years of Nation-Building.

Kanti Bajpai Director, Centre on Asia and Globalisation and Wilmar Professor of Asian Studies, LKYSPP, NUS
Kanti Bajpai was Professor of International Politics, Jawaharlal Nehru University and Professor in the Politics and International Relations of South Asia, Oxford University. From 2003 to 2009, he was Headmaster, The Doon School, India. He taught at the Maharajah Sayajirao University of Baroda, and has held visiting appointments at Wesleyan University, Columbia University, and the University of Illinois, Urbana-Champaign. He has also held visiting appointments at the Rajiv Gandhi Foundation, Joan B. Kroc Institute for Peace, Notre Dame University, the Brookings Institution, and the Australian Defence Force Academy. Most recently, he was Distinguished Fellow, Institute for Defence Studies and Analyses, New Delhi. Kanti writes a regular column for the Times of India (New Delhi). He currently is the Director, Centre on Asia and Globalisation and Wilmar Professor of Asian Studies at the Lee Kuan Yew School of Public Policy.
Jeffrey Chan Adjunct Professor, Faculty of Law, NUS Former Deputy Solicitor-General, Singapore
Jeffrey Chan served 46 years in the Singapore Legal Service where he held a variety of appointments including Assistant Registrar of the Supreme Court; Magistrate; Director, Legal Services of the Ministry of Defence and Head of the Civil and after that, the International Affairs Divisions of the Attorney-General’s Chambers. He was the first Chief of Staff of the Singapore Legal Service and was the Deputy Solicitor-General from 2008-2016. He retired in 2013 but was re-employed on contract. He was designated as Principal Senior Consultant in 2016. He completed his extended contractual service with the Singapore Legal Service in 2018. He was appointed Senior Counsel in 2008. After completion of his service with the Attorney-General’s Chambers in July 2018, he was appointed as an Adjunct Professor in the Faculty of Law of the National Society of Singapore. He was also appointed by the Law Society as a Member of the Public and International Law Committee of the Society. He is concurrently a Member of the Party Political Films Advisory Committee and legal advisor to the Foundation of Rotary Clubs of Singapore and the Crohn and Colitis Society of Singapore. Internationally he is the Vice-President of the UK-based Forum on International Conciliation and Arbitration. Mr Chan presently practices law as the Senior Director of TSMP Law Corporation of Singapore, focusing on commercial litigation. He is also a Fellow of the Chartered Institute of Arbitrators (UK) and the Singapore Institute of Arbitrators, as well as a Principal Mediator of the Singapore Mediation Centre.
Hang Chang Chieh Executive Director, Institute for Engineering Leadership Faculty of Engineering, NUS
Hang Chang Chieh has been with the National University of Singapore, serving in various positions including being the Head of the Department of Electrical Engineering. From 1994 to 2000, he served as the Deputy Vice-Chancellor of the University in charge of research. From 2001 to 2003, he was seconded to Agency for Science, Technology and Research to serve as its Executive Deputy Chairman. Since 2004, he has resumed his academic career in the National University of Singapore. He served as the founding Head of Division of Engineering and Technology Management, Faculty of Engineering from 2007 to 2016. His current appointment since 2012 is Executive Director, Institute for Engineering Leadership. Prof Hang received the 1998 Public Administration Medal (Gold for his leadership and contributions in the university, and the 2000 National Science & Technology Medal for his leadership and contributions to science and technology development in Singapore. He served as the founding Chairman of Intellectual Property Office of Singapore (IPOS from 2001 to 2009. Currently, he serves as non-executive Chairman of 3 high-tech companies and as Board Member of a listed company in Singapore.
Kua Ee Heok Tan Geok Yin Professor of Psychiatry and Neuroscience, NUS
Kua Ee Heok is the Tan Geok Yin Professor in Psychiatry and Neuroscience, and Senior Consultant Psychiatrist at NUS and Mind Care Clinic, Farrer Park Hospital. Trained as a doctor at the University of Malaya, Kuala Lumpur, he obtained postgraduate training in psychiatry at Oxford University and geriatric psychiatry at Harvard University. A member of the WHO team for the Global Study of Dementia, he is the former Head of Psychological Medicine and Vice-Dean of the NUS Faculty of Medicine, as well as CEO and Medical Director at the Institute of Mental Health. A Past President of the Pacific-Rim College of Psychiatrists, he is editor-in-chief (with Norman Sartorius of the 7-volume Mental Health and Illness Worldwide book, published by Springer-Nature, and author of the novel Listening to Letter from America, which is used in a module on anthropology at Harvard.
Lim Hwee Hua Visiting Distinguished Fellow, LKYSPP, NUS
Lim Hwee Hua was first elected to Parliament in December 1996 and served till May 2011, last as Minister in the Prime Minister’s Office, Singapore, and concurrently as Second Minister for Finance and for Transport. Between 2002 and 2004, she was Deputy Speaker of Parliament and Chairman of the Public Accounts Committee. Prior to joining the Singapore Cabinet, Dr Lim enjoyed a varied career in financial services. At Temasek Holdings (2000 – 2004), she served as Managing Director where she oversaw divestments, restructured companies and boards, established strategic relations with key foreign counterparts and sat on boards including PSA, Keppel and Mapletree. Dr Lim is currently engaged in private equity (Tembusu Partners, Kohlberg KravisRoberts), banks (United Overseas Bank, Westpac Bank), maritime services (BergesenWorldwide Group), sits on a few boards and is a Distinguished Visiting Fellow of National University of Singapore at both the Business School and the Lee Kuan Yew School of Public Policy. Between 2011 and 2014, she served on the Ernst & Young Global Advisory Council. Dr Lim has authored two publications, “Government in Business – Friend or Foe” in 2014, and “Government in Business – Leading or Lagging?” in 2021.

Lim Khiang Wee Executive Director, Academic Research (National Research Foundation, Singapore)
Khiang Wee is the Executive Director at the National Research Foundation responsible for Academic Research. This includes development of the Campus for Research Excellence and Technological Enterprise (CREATE. The campus is a research campus where 9 international universities and research organisations work with Singapore universities on research programmes funded by the National Research Foundation of Singapore. Dr Lim has held academic appointments at the University of New South Wales in Sydney and at the National University of Singapore and has consulted for industry in Sydney and in Singapore. Prior to his current appointment, he was at Singapore’s Agency for Science, Technology and Research (A*STAR where at various points he was the Executive Director for the Singapore Institute of Manufacturing Technology (SIMTech, the Institute for Materials Research and Engineering (IMRE, the A*STAR Graduate Academy and founded IPI-Singapore. He holds Adjunct Professorships at the National University of Singapore and at the Singapore Institute of Technology. He is the current Chairman of the Engineering Accreditation Board of Singapore and Chairman of the Singapore Synchrotron Light Source Governing Board.

Lim Siong Guan Professor in Practice, LKYSPP, NUS Retired Head of Civil Service, Singapore
Lim Siong Guan is a Professor in the Lee Kuan Yew School of Public Policy, instructing on leadership and change management. He is Advisor to the Group Executive Committee of GIC, and is a member of the Board of Trustees of the Singapore University of Technology and Design, and Senior Fellow of the Singapore Civil Service College. Prof Lim had held various positions in his career in the public service. He was Chairman of the Singapore Economic Development Board (2006 - 2009), the Head of the Singapore Civil Service (1999 - 2005), Permanent Secretary of the Ministry of Defence (1981-1994), the Prime Minister’s Office (1994-1998), the Ministry of Education (1997-1999) and the Ministry of Finance (1998-2006). In every appointment, he introduced innovative policies and practices which enhanced the drive, capacity, capability and performance of the organisation. He has chaired the Inland Revenue Authority of Singapore (2004-2006), the Accounting and Corporate Regulatory Authority (2004-2006) and, the Central Provident Fund Board (1986-1994), and has been a board member of many companies including Temasek, the other sovereign wealth fund manager of Singapore. Prof Lim has co-authored with Joanne H. Lim two books. The first was “The Leader, The Teacher & You – Leadership Through the Third Generation,” a book on leadership and governance, which won the Singapore Literature Prize for non-fiction in 2014. The second was “Winning with Honour in Relationships, Family, Organisations, Leadership, and Life, a book on winning in life and work. He is the founder chairman of Honour (Singapore), a charity that seeks to promote the culture of honour and honouring in Singapore. He is a SwissRe Group Advisor and a member of the International Board of the Stars Foundation, a Swiss foundation that promotes leadership development for leaders of the next generation.
Danny Quah Dean and Li Ka Shing Professor in Economics, LKYSPP, NUS
Danny Quah is Li Ka Shing Professor in Economics and Dean at the School. His research interests lie in income inequality, economic growth, and international economic relations. Quah’s work takes an economic approach to world order - focusing on global power shift and the rise of the east, and alternative models of global power relations. Prof Quah is Commissioner on the Spence-Stiglitz Commission on Global Economic Transformation; and serves on the Executive Committee, International Economic Association; the Executive Committee, Association of Professional Schools of International Affairs APSIA; the Advisory Council, Bennett Institute, Cambridge University; the Academic Advisory Board, Blavatnik School of Government, Oxford University; the Global Advisory Board, Tsinghua University School of Public Policy and Management; the Advisory Board, LSE IDEAS; the Advisory Council, OMFIF; the Eminent Advisory Council, UNDP Asia-Pacific; and the World Economic Forum’s Global Future Council for Geopolitics. He is Vice-Chair of Singapore’s Advisory Committee on Platform Workers. Prof Quah was previously Assistant Professor of Economics at MIT, and then at LSE Professor of Economics and International Development, and Director of the Saw Swee Hock Southeast Asia Centre. He served as LSE’s Head of Department for Economics, and Council Member on Malaysia’s National Economic Advisory Council.
M Ramesh UNESCO Chair of Social Policy Design in Asia, LKYSPP, NUS
M Ramesh is UNESCO Chair of Social Policy Design in Asia. Previously, he was the Founding Head of the Department of Asian and Policy at the Hong Kong Institute of Education; Professor of Social Policy at the University of Hong Kong; and Chair of the Department of Government and International Relations at the University of Sydney. He has also held teaching positions at the University of New England and Victoria University of Wellington. Specialising in public policy and governance in Asia with a particular focus on social policy, Ramesh has authored and edited many books. His co-authored textbook Studying Public Policy has been translated into over a dozen languages and is used throughout the world. His books and journal articles on social policy in Asia are the standard starting points for research on the subject. He has also published extensively in reputed international journals. He is the Editor of Policy and Society and Associate Editor of Journal of Economic Policy Reform and serves on the editorial board of several reputed journals. Moreover, he has served as consultant to prominent international organisations.
Francis Yeoh Professorial Fellow, NUS School of Computing Former CEO, National Research Foundation
Dr Francis Yeoh was the first CEO of the National Research Foundation (NRF) of Singapore which was set up in 2006 with a SG$5 billion budget in the Prime Minister’s Office to drive research, innovation and enterprise in Singapore. While at the NRF, he initiated and implemented many new national initiatives including setting up major international research collaborations, advanced research centres, competitive grant programmes, research fellowships, national innovation challenges, university innovation grants, early stage venture funds and technology incubation programmes. Dr Yeoh is presently spending part of his time as Chair for Innovation and Entrepreneurship at the School of Computing, National University of Singapore (NUS), driving the school’s innovation and entrepreneurship efforts, teaching undergraduate and graduate classes and mentoring start-up companies at the School’s incubator. From 2015 to 2019, he was the Executive Director for the Mediapreneur Incubator, a corporate incubation programme for media startups under Singapore’s Mediacorp Pte Ltd. Dr Yeoh has served for many years in a committee (currently as vice-chairman) providing grants for social enterprises in Singapore. He currently serves as President of the Singapore Association for Mental Health, a social service agency in community mental health care.

THE TIME HAS COME TO RECOGNISE ANOTHER VISIONARY LEADER Admissions Criteria Senior leaders who hail from diverse backgrounds in the public, private and non-profit sectors with a strong passion for inspiring positive changes globally. • Senior leaders in government, non-profit and private organisations • Within 3 levels from your organisation’s highest ranking officer (Minister, Permanent Secretary or CEO) • The programme will be conducted in English. While you are not required to take any English- language exam in order to apply or be qualified for the programme, you must be able to understand and speak English at a level that allows you to fully participate in the programme.

Timeline The 6-week SF programme will run from 17 October to 25 November 2022. * Application for the programme is on a rolling, space-available basis. Programme Fees The SF programme fee is GST inclusive and will cost S$62,000 (with accommodation) and S$48,800 (without accommodation). It covers tuition, all course materials, most breakfasts and lunches, and some dinners. The fee excludes travel and visa for international participants. Sponsorship Opportunities The School will provide sponsorships on a competitive basis to applicants who require financial support. Participants or the sponsoring organisation will be charged 100% of the programme fee once the programme commences. The School reserves the right to postpone or cancel the programme by giving at least 14 days’ notice. All cancellations of participation, including substitutions/ transfers/ postponement must be confirmed in writing (via email). Insurance Coverage The School requires that all participants maintain insurance for medical care, illness and injury. The School and the University will not be responsible for any medical expenses incurred while attending a programme. Please ensure that your insurance provides valid coverage in Singapore.
