What is a Countywide Transportation Plan? The countywide transportation plan outlines priorities for the Napa Valley Transportation Authority and Napa County’s transportation system to relieve congestion, improve traffic safety, create more active transportation infrastructure, provide more reliable and frequent bus service, and maintain and repair the existing transportation system. The Plan provides a direction for the next five years while considering land use, environment, population, and financial projections up to 2045. This Plan is part of a regional planning process and some elements will eventually be part of Plan Bay Area, the regional transportation plan published by the Metropolitan Transportation Commission. Programs and projects submitted for inclusion in Plan Bay Area must reflect financial constraints, but this plan also includes projects that are not yet funded, to allow projects of merit to advance should additional funding come available. NVTA strives to overcome the obstacles of today and plans to address the challenges of tomorrow with the Plan’s programs, policies and projects.
