J OB SUMMA RY: The Code Compliance Inspector performs inspection work to determine compliance with property maintenance, nuisance and zoning codes and performs the review and implementation of action plans for the remediation of violations. The decisions made by the Code Compliance Inspector have a significant impact on the economic conditions of businesses and livelihood of residents. This work involves the investigation of complaints and potential violations by inspecting residential, business and commercial structures and the enforcement of municipal codes, ordinances and regulations as they relate to the condition, occupancy, use and maintenance of property. The Code Compliance Inspector will follow up as directed by the Code Compliance Coordinator of the City's Crime Free Housing Program. The position requires self-discipline, the ability to resolve violations with spontaneous problem resolution and excellent oral and written skills. The position also requires the ability to issue citations and the availability to testify in court as needed. Weekdays and occasional weekend assignments may be required. P OSI TI ON CONTEXT: The position of Code Compliance Inspector is assigned to the Building Division of the Community Development Department and works under the direct supervision of the Code Compliance Coordinator. This is a part-time position, which will average 15 to 20 hours per week and at no time will exceed 1,000 hours in a 12 month period. The position may be required to attend occasional night meetings, court adjudication or weekend assignments. This position will require work both indoors and outdoors and will require the ability to navigate all types of terrain. The position further requires the ability to climb stairs and ladders, to enter and exit sites where hazardous materials exist and to be involved in activities associated with severe weather occurrences.
ESSEN TI A L FUN CTI ON S: Makes onsite inspections of commercial and residential buildings and properties to ensure compliance with City codes and ordinances. Documents findings and follows up to resolve violations pursuant to departmental policies and practices. Responds to complaints related to the City codes and ordinances, determines the validity and takes appropriate actions to educate the complainant and/or achieve compliance. Conducts scheduled and/or designated inspections and completes progress reports to the Code Compliance Coordinator on a regular basis using prescribed paper and/or digital formats. Documents code violations, encourages compliance and follows up with enforcement and citations if necessary to achieve compliance, giving reasonable deadlines to have the violations corrected. Documents follow up conversations and correspondence with cited individuals relating to issued citations or violation notices. Issues various warning notices and citations as required or directed. Prepares, maintains and utilizes documentation in court or hearings to testify regarding citations issued, code hearings and any other related issues. Conducts on-going surveys and inspections for exterior violations on buildings and private properties. Compiles and forwards information to the Code Compliance Coordinator for departmental reports. OTHER J OB FUNCTI ONS: Assists Fire Prevention Officer with follow-up inspections as instructed. Cross-trains with other inspectors and Fire Prevention Officer to assist with building and life safety inspections. Performs site inspections for accessory buildings and related structures.
Promotes and maintains responsive community relations. Attends educational courses and seminars as needed in order to maintain certifications and licenses, or as directed. Coordinates or responds to special projects as assigned by the Code Compliance Coordinator or designee. Performs other tasks and duties as assigned KNOW LEDGE, SKI LLS A ND A BI LI TI ES R EQUI R ED: Knowledge of the principles, practices and laws pertaining to code compliance. Knowledge of standard safety procedures and precautions. Ability to explain, interpret and enforce relevant codes, regulations and ordinances firmly, tactfully and impartially. Ability to establish and maintain effective working relationships with supervisors, staff members, elected officials, property owners, residents, contractors and the general public. Ability to deal effectively and diplomatically with the public, property owners, contractors and professionals and to provide consistent enforcement of municipal requirements. Ability to prepare and present testimony in legal proceedings. Ability to write concise narrative reports for corrections of violations observed on job sites. Ability to investigate, locate and detect code violations relating to property maintenance. Must have strong verbal and written communication skills and the a Knowledge of computer hardware and applicable computer software for inspections and code compliance or the ability to obtain proficiency. Ability to handle field assignments and work under minimal supervision. Knowledge or the ability to learn the geographic regions of the City. Ability to maintain required certifications and participate in on-going training. Ability to drive to and from inspection sites. Ability to read and understand codes and ordinances dealing with property maintenance.
MI N I MUM QUA LI FI CA TI ON S: Ed u cation : High school diploma or equivalent required. Supplemental education, trade or technical, previous municipal code enforcement is desirable. The position will be required to obtain and maintain any necessary certifications and technical training relevant to the performance of property inspections within one year from of hire. Valid driver's license required. Exp erien ce: One to three years of experience in fire prevention, construction, police, fire service, property maintenance or similar field required. Previous inspection experience preferred. Experience with computer software used for inspections and code enforcement or the ability to learn and obtain proficiency.
