HOUSING INSPECTOR The Village of Schiller Park is recruiting a qualified person to serve in the capacity of Housing Inspector in the Department of Community Development. This is a part-time position. The qualified applicant shall be responsible for enforcing codes related to property maintenance, building, and related standards for multi-family housing units and hotels. Typical tasks include on-site inspections, reports, follow-up on complaints, and resolving problems. The selected candidate will work with other inspectors and report to the Building Official. Housing Inspector Job Description This is a technical position responsible for property maintenance, code inspections and enforcement work ensuring compliance with appropriate codes and ordinances as it relates to the multi-family inspection program for the Village of Schiller Park. Work involves inspection of all multi-family housing and hotels to ensure compliance with Village codes and ordinances, review of inspection reports and follow up on complaints as necessary. Work is performed under the general direction of the Building Official and is reviewed through conferences and reports. Job Functions Makes yearly inspections of the interiors and exteriors of existing multi-family buildings and units to determine if hazardous or illegal conditions exist relating to residential structures and their use, and investigates acute and chronic complaints from apartment dwellers, residents and Village staff; Conducts inspections and re-inspections in accordance with Village codes and ordinances; Follows appropriate safety practices and procedures while performing inspections; Checks for any outstanding building permits and current RPZ reports prior to conducting a housing inspection and addresses these issues with property owner for satisfactory compliance; Writes tickets, appears in court to testify regarding violations when necessary and maintains records of court complaints and disposition of cases; Tracks all violations until satisfactory completion or until court action is required; Checks voice mail regularly and conducts appropriate follow up; Prepares all paperwork necessary for conducting individual housing inspections and files accurately in folders; Mails appropriate form letters to multi-family building owners, ensures that all corrective actions are taken when violations are found and conducts proper follow up; Invoices re-inspection fees and provides a monthly report of all outstanding fees; Provides monthly report of all inspection activities; Provides effective and efficient customer services, promotes and maintains responsive community relations; Other Community Development Department duties as assigned. Experience, Knowledge and Skills Required Graduation from high school (or GED) supplemented by training and courses in code enforcement and building trades, experience in building trades or code enforcements, or any equivalent combination of training and experience that provides the following knowledge, abilities and skills: Considerable knowledge of principles and practices of housing codes and enforcement practices; Considerable knowledge of methods, materials and techniques involved in general building construction to recognize possible defects;
Considerable knowledge of applicable local and state housing codes and standards, and the legal aspects of codes and code enforcement; Ability to interpret codes and ordinances; Ability to apply the administration of codes and regulations firmly, tactfully and impartially; Ability to establish and maintain effective working relationships with property owners, tenants, Village staff and the public; Ability to organize, prioritize and schedule time to achieve program goals; Ability to express ideas clearly and concisely, both orally and in writing; Ability to use a computer for the creation and maintenance of records and reports; Knowledge of computer operations including word processing, spreadsheets, databases and office software. Necessary Special Requirements Must be certified as an ICC Property Maintenance Inspector. Must possess a valid Illinois Driver’s License.
