Permit Technician Building & Code Enforcement Division - Community & Economic Development Department Full time (non-exempt) Job Description This newly created position in Community & Economic Development applies superior customer service skills and professional knowledge to facilitate the issuance of building permits. The position involves extensive public contact both in person at the permit counter and through telephone and electronic communication. This will include coordinating the permit intake process with stakeholders such as the public, contractors, and design professionals; coordinate the internal review process, including entering, reviewing, and routing applications through the permit tracking system; collect review comments; conduct plan review and issue basic over-the-counter permits; collect fees; and maintain all associated documentation and record keeping. This position will prepare code enforcement and building permit summary reports as assigned; and research and respond to Freedom of Information Requests (FOIA). This position will participate in a technology upgrade for the City’s permit tracking system, which will provide opportunities for improved business processes. May also provide clerical support for the division by answering phones, scan and archive plans, sort mail, and other various tasks. The position may attend meetings to capture/transcribe meeting minutes during working hours and evening hours as required. The position reports to the Building & Code Enforcement Supervisor. Requirements Applicants should have knowledge of construction practices and building and zoning codes, and associated laws, statutes, and ordinances, and strong administrative and organizational skills to effectively and efficiently manage the permitting process. Applicants must demonstrate the ability to read and interpret plats of survey, site plans and maps. Effective interpersonal communication skills to interact with residents, property owners, city officials, employees, outside agencies, other governmental units, and the public are required. Effective written communication skills with report writing, editing, interpretation and analysis of technical information are also required. Proficiency with software programs such as Word, Excel, and Outlook are required: and experience with permit tracking systems and geographic information systems (GIS) experience are preferred. Must possess an Associate’s degree; three years of experience working directly with the public and providing administrative support, preferably in a municipal, construction, or architecture organization. Possession of an International Code Council (ICC) Permit Technician certification is desirable. If selected, successful completion of a background investigation and drug screen are required.
