CONSTRUCTION ENGINEERING INSPECTOR PUBLIC WORKS DEPARTMENT
Job Summary The City of Woodstock has an early-mid (non-entry) level opening for a newly created role for a Construction Engineering Inspector in our Public Works Department. The purpose of this position is to perform quality assurance inspections on a variety of civil engineering and public works projects completed by the City, private developers and utility companies, ensuring the projects meet appropriate City and industry standards. The work is performed under the direction of the Public Works Director. Essential Duties and Responsibilities (include but are not limited to) 1. Reviews and recommends plan changes or approval of detailed engineering plans, specifications and calculations regarding subdivisions, planned developments, and private developments. 2. Consults with engineers to discuss and resolve design and construction problems. Communicates with contractors and developers to coordinate construction activities and resolve construction problems. 3. Reads and interprets engineering plans, specifications, and details, utility maps, work zone safety plans, and related plans and drawings for constructability to ensure compliance with project plans and specifications, and/or to advise contractors or developers of changes necessary for compliance. 4. Provides inspection and oversight of the installation of public improvements and coordinates with consultants to provide required inspections of public improvements. Performs on-site inspections to ensure conformance with engineering principles. 5. Composes correspondence and reports to contractors, developers and/or residents as needed to direct and/or coordinate improvement project completion. Prepares and recommends regulations, specification standards and details relating to developments, public infrastructure improvements and work on public property. 6. Exercises initiative and independent judgement to maximize quality assurance inspection services in an assigned geographical area. 7. Attends meetings and produces reports regarding the status of assigned projects detailing problems encountered and results achieved. 8. Ensures compliance with Woodstock’s specifications and details, standard specifications for public works construction, including but not limited to: earthwork, sanitary sewers and water lines, irrigation pipes, storm drains, streetlights, electric, telephone, and dry utility trenches, paving and concrete flatwork, and bridges and structures. Uses photos and written reports to document conditions and compliance/conformance of work. Minimum Qualifications 1. Associates Degree or equivalent related work experience. 2. Any combination of training, education, and experience equivalent to three (3) years of full-time employment in paraprofessional engineering or the construction trades involving some responsibility for designing, surveying, contract management, construction superintendent, and/or review of public works or closely-related projects. Experience involving civil engineering inspections, working with non-City owned utility companies, and direct interaction with the public in resolving problems. Experience involving inspection and final acceptance of contract work, contract administration, working with non-City utilities, or direct interaction with the public in resolving problems/complaints. 3. Certification in a nationally–recognized construction administration, construction quality assurance, or public works certification program is highly desirable. 4. Knowledge of computer applications pertaining to word processing, database development/maintenance and inspections. 5. Ability to effectively communicate with the public, contractors and others to enforce compliance with firmness and tact, while using solid customer service skills. 6. Knowledge of City geography and the ability to work in the field with minimal supervision. 7. A valid motor vehicle operator’s license and good driving record required. 8. Ability to work outside, regardless of inclement weather conditions and/or extreme/adverse temperatures. 9. Physical requirements: Visual and auditory acuity, natural or corrected; ability to perform light to moderate work requiring climbing, balancing, bending, stooping, twisting, reaching, kneeling, crouching, crawling; ability to sit to perform computer work or stand/walk for upwards of 4-6 hours per day (with breaks); ability to climb ladders and stairs; ability to work in confined spaces. Salary and Benefits $21.49 - $26.00 per hour commensurate with experience. Position includes eligibility for full benefits package of group health insurance, benefit time (vacation, sick and holiday hours) and IMRF retirement plan.
