Israeli Shortcut in Israel:Easing Your Way in Israel It’s not just another organization promising to help immigrants and US citizens in Israel It does the tedious work in government offices and other bureaucratic systems, so Jews arriving from abroad right away feel at home in Israel All its services are free Its new website providing information to foreign residents has just come online Brief description of one of the most effective organizations in Israel. When trying to catch R. Zev Zer for a talk about his Israeli Shortcut organization’s extensive activities, one cannot help but feel like a nudnik interfering with his work. Zev is busy day and night. “It’s only noon-time and we already received more than ten phone calls by chutznikim [Jews from abroad] who were overwhelmed with Israel’s bureaucracy and need assistance — and the day is just beginning,” says Zev, leaning back in his chair. “Bli neder, everyone will get a response.” Israeli Shortcut’s chairman, R. Zev Zer, is an Israeli resident from a chutznik background who lived many years among foreign residents in Israel. He knows first hand their difficulties and problems when trying to arrange their government benefits in various offices. Zev always had a empathetic ear and heart for their struggles, but years ago he decided not only to show empathy, and to work energetically and professionally to help immigrants navigate Israel’s bureaucracy until they received everything they were entitled to. Feeling the difference Conversations with people who have been helped by Israeli Shortcut confirms that the non-profit organization works differently than other immigrant advocacy groups. “When you come to Israeli Shortcut, you immediately feel the difference between them and other such Israeli organizations. They don’t just
speak encouraging words and arrange lavish receptions; they do the hard work to alleviate the daily life of immigrants and foreign citizens,” said Dov, a father of seven and a New Jersey avreich, who received assistance from the organization. Israeli Shortcut does the painstaking work of handling all the daily “small” problems that confront a foreign resident, including accompanying them to government offices to overcome all types of bureaucratic hurdles, and providing them assistance to obtain their benefits and rights. This help is not trivial, as can be seen by the dozens of queries that reach the organization every day. “The increasing number of requests by foreign residents required the establishment of an official organization to represent them, coordinate their interests and act on their behalf in the various ministries to save them unnecessary delays and unpleasantness,” Zev describes the chain of events that led to the establishment of his advocacy organization. Follow-up all the way Foreign citizens living in Israel find it difficult to grapple with the various Israeli authorities, for reasons of language, acclimatization, lack of knowledge, and more. Israeli Shortcut’s staff provides the applicants with a detailed explanation of their rights, benefits and duties, helps them fill out and submit forms, and accompanies them until their needs are resolved to their satisfaction, all at no cost. Among its activities, Israeli Shortcut operates in the following areas: accompanying, advising and guiding immigrants applying to various government offices, providing information,
assistance and representation for immigrants and foreign citizens to obtain their rights in various offices, providing forms and documents and helping fill them out in Hebrew, and getting involved when immigrants and foreign residents are treated badly during their stay in the country. Israeli Shortcut has a special department for returning immigrants and returning residents. It also has a special department that helps bnei yeshivos from abroad with Israeli citizenship deal with military conscription and army exemptions. To feel at home Zev explains that he sees no difference between a Jew born abroad who has an Israeli identity card and one who is temporarily living in the country. “Anyone living in Israel, permanently or temporarily, should feel at home and welcome as a Jew in his homeland. For one born abroad, it is extremely difficult to live here without understanding the mentality or knowing the language. Sometimes a solitary unfortunate experience may bring a family, who often don’t have friends and relatives nearby, to decide to leave Israel.’’ Israeli Shortcut’s website was recently launched to assist the many seeking its help. The site provides information on the activities of the organization and all the subjects which its staff deals with and the guidance it provides.
