Making homes affordable?
How do we make housing more affordable? Family accommodation is increasingly out of reach of local families. I often receive emails from parents and grandparents worried about how their children and grandchildren will afford a home of their own. Similarly for those who choose to rent. Rents in the UK are rising at a lower rate than inflation, but they are still expensive. Yet, I receive many emails opposing new developments. If we oppose new blocks of apartments we can’t then complain about house prices and rents? A shortage of homes to buy pushes up prices of what is for sale. A shortage of homes to buy, means more people will rent, pushing up the rents. On top of that we have population growth. So how do we square the circle? Firstly we have to accept that our local area will change. We can’t ask other parts of London to take all the strain of housebuilding. Part of the problem is that London remains the place people want to live. In Barnet the excellent schools, good transport links, green spaces and safety make it one of the most popular boroughs to live. Protecting the best whilst coping with the demand for housing resulted in Barnet Council adopting what is called the ‘Three Strand Strategy’ – protect, enhance and grow. The Council’s planning policies will protect our green belt and metropolitan open space. Where the local housing is typically suburban the polices resist blocks of apartments encroaching into the side roads. Where blocks already exist the polices work to keep the height of new developments in keeping with the existing roof line. So this means that main roads like the Finchley Road will see more apartment blocks but blocks will be rare in the majority of residential roads. Of course some residential roads have large, tall houses and it is possible that these would be replaced with a small block of similar height, in a design that echoes the neighbouring properties. This is designed to increase housing whilst protecting the suburban nature of our area – enhance. In some parts of the Borough along the Edgware Road or on the North Circular, tall buildings already exist.
This is where the larger scale growth will be seen. Often empty office blocks are replaced by new apartment blocks. In fact this Government encourages the conversion of old, unused office blocks into apartments. Of course, the developer may not like being refused and so will appeal against Barnet’s refusal of planning permission. The Planning Inspectorate may well overrule the Council and so then we see blocks being built that don’t comply with the Three Strand approach. Blocks residents don’t want and blocks the Council tried to stop. This is how the Council tries to deal with the demand for housing. On new developments, the Council also requires the developer to provide a percentage of the new apartments for social rent or part rent/ part buy. This is known as ‘affordable housing’. Barnet is in the top 10 of London Councils for the number of affordable homes being built. In the last few years Barnet has seen 1800 new affordable homes built. Barnet recognises that the area has many larger families and that is why it encourages Housing Associations and developers to build larger properties. Increasing the supply of new homes for rent and to buy is just part of the solution. Some residents can afford the mortgage but struggle to save the deposit. Some just find the total price simply too high. So the ‘Help to Buy’ scheme was launched a year or so ago. People who could afford the mortgage repayment only had to find 10% of the price as a deposit. This made it possible for people starting out to get their first home. Now a new scheme is being launched, developers will have the option of providing affordable homes for rent or providing some for sale to first time buyers at a 20% discount. Increasing supply of properties to rent or buy is a Government priority. If we want homes locally for our children and grandchildren, we also have our part to play, in understanding that new buildings will have to go up near us, in our neighbourhood. What is Al Pi Darko? Al Pi Darko (also known as APD) is an empowering training and development programme that provides tools in understanding behaviour and learning so you can educate and be heard. Why is it “…for parents and teachers….NOT for children?” The underpinning foundation of APD is that the adults create the environment for our children so we have the power – and responsibility – to ensure that the environment we are creating matches the personality of each child and that we build a relationship that will last. This advertorial will concern parents – see next edition for APD for teachers. But I have 4 children – can I adapt to each one? Of course you can – and that is why the programme is called “Al Pi Darko”. This phrase is taken from the book of Proverbs – “Chanoch Lenaar Al Pi Darko” – educate each child according to his way. APD uses the modern tools of psychology and the latest in brain research to help you to fulfil the dictum of our tradition. But why do I need to go to a parenting programme? My mother never went to one! •Our children can access everything, everywhere, anytime. How can we educate them to deal with this appropriately? •Our children face unprecedented challenges. We need to ensure they feel good about themselves so that they can make the right choices – and respect our opinion too. Al Pi Darko provides the answers to all those challenges whether your kids are tots, tens or teens – the ones you are facing now and the ones that will very likely arise soon. How can that be? APD is about empowerment. We don’t tell you what to do – we give you a new paradigm (lens) through which you can look at a behaviour or learning challenge, identify the source yourself (often different for each child) and provide your own answers for a solution. What is the difference between any other parenting course and the empowerment of APD? It’s about parent literacy. Let me explain with a comparison: in my house, some of us are computer literate, some of us use
the computer but do not have a clue as to how it works. What happens when a problem arises? With the computer-literate group, the problem is calmly analysed, worked out and often solved within minutes. With the illiterate users, when a problem arises? Panic. “HELP!” – it cannot be resolved without calling for help. With APD we give you the tools to solve any challenge that arises in parenting so you don’t need to keep on asking for help. Get parent literate now! How do you do this? The mother/father/both parents engage with the programme on 2 levels: 1) The course: enjoy the highly interactive powerpoint programmes and using the group dynamic to help you clarify or solve any issues you may be having. But you do not have to speak! 2) The journal: engage with your group leader at a personal level. Throughout the 8 week course you email your group leader weekly with any clarification, problem, question, issue or even comment you may have. This way, you are engaging on two levels and continuously analysing your own situation then providing your own answers as you progress. The learning curve is very steep but you really do start seeing results after session 1. How long has APD existed and how many people have been helped? RESIDENTIAL TENANCIES AND BUY TO LET – Part 2 Set out below are some further important points which every Residential Landlord should know and engrave on his heart!
30 days to a Registered Tenancy Deposit Scheme. When the tenancy comes to an end, the Landlord must refund the deposit in full, unless there is damage to the property or arrears of rent. These can be deducted but disputes often arise. Tenancy Deposit Schemes do offer dispute resolution; some Schemes do not charge. Arguments are submitted in writing along with the relevant documents, there is no hearing and a decision is made based on the papers. The Landlord has certain legal obligations regarding the Deposit. In the event of non-compliance the Tenant can apply to the County Court. In appropriate cases the court can award up to 3 times the amount of the deposit as compensation. MAINTENANCE AND REPAIRS
1 Under an AST, the Tenant has the right to occupy the property for a fixed term (minimum period 6 months). The Landlord must give 2 months’ notice, in the prescribed form, to bring the tenancy to an end. What happens if proper notice (Section 21 Notice) is given but the Tenant refuses to leave?
5 The Landlord has an absolute obligation to maintain the structure of the property. However, the Tenant is usually responsible for the maintenance of the interior. A property inventory should always be taken at the outset. This should specify all fixtures and fittings and state their condition. The Tenant signs the inventory which is annexed to the Tenancy Agreement. Any damage to fixtures and fittings must be made good by the Tenant or the Landlord can deduct the cost from the Deposit. Disputes can be resolved as above.

NEED FOR LEGAL ADVICE
2 Legally, possession can only be obtained by going to court. Possession proceedings must be commenced in the local County Court. There is a fast-track process. A Claim Form is issued with the original Tenancy Agreement and the Section 21 Notice attached. If a deposit was taken, a copy of the Tenancy Deposit Scheme certificate must also be included.
6 DIY Landlords should seek expert legal advice before renting out properties or if disputes arise later. 3 Usually, Tenants do not fight possession proceedings. The Judge reads the papers and normally grants a Possession Order without the need for a hearing. However, if there is any defect in the paperwork, the Court will normally call the parties to a hearing. This adds considerably to the legal costs. The Tenant can remain, while the case is proceeding, and some take advantage by not paying the rent! It may be worth getting a solicitor to look over the paperwork first. PROBLEM WITH STUDENT DAUGHTER “We pay tuition for our student daughter, and she can work three days a week. Recently she moved to a rented apartment in the center of Israel, but hasn’t managed to keep up with the rent payments. So we have to cover her share of the rent in addition to her tuition. This puts us under financial pressure and we can’t see a solution.” RESPONSE “She’s an adult. Tell her that you can’t help with the rent and she must decide what to do. If she can’t find a way she’s welcome to come back home.” ON SECOND THOUGHTS IT’S NOT SO SIMPLE She could easily become hurt and angry and think that her parents don’t understand her and don’t love her. She may even withdraw her contact with her parents. If she has to work more hours she may neglect her studies, and no one would want that. Everyone is familiar with dilemmas and difficulties which appear to be about money, but are really about being unable to supply everything that each family member needs or demands. Family financial management is a central issue for every family member. Ideally it includes a permanent open dialogue about decisions and their consequences, choosing priorities, planning and saving. Such a dialogue can prevent stress and disputes within the family. The following family dialogue skills should become second nature: • Planning and prioritizing expenses according to actual resources. • Planning for the short-term and the long-term. • Coordination with partners in the plan (especially if they are paying). • Personal choices in accord with personal priorities (studies come before “independent” living) and family priorities (parents have various economic responsibilities). • Decisions should be fully discussed before they are made, and thereby the emotional fallout considerably reduced. An open family dialogue could have prevented the distress of both the student and her parents.
FAMILY MEMBERS MUST TALK OPENLY ABOUT MONEY AND RELATED ISSUES
Every family has its own unique economic circumstances and values, which affect all other aspects of family partnership. Therefore the need for high-level economic awareness and dialogue is especially important. Yet most families are in the habit of refraining from money talk. Even if they are excellent at respecting people with different priorities, wonderful at matching expectations, and great at making decisions, they fail to use these skills in the financial zone. Mistakes and tensions within the family unit are the inevitable result. WHY THIS RELUCTANCE TO TALK ABOUT FINANCIAL MATTERS? Many parents never experienced open financial dialogues in their childhood homes. In previous generations it was not “done”. Even today, such discussions can produce feelings of shame, guilt, failure, pressure and distress. Money has become a measure of love and success. Nowadays everyone would like to give themselves, their spouses and their children “as much as possible”, sometimes much more than they can afford. FINANCIAL DIALOGUE MUST BE PROMOTED, PRACTISED AND MODELED • Individual financial priorities must be discussed and clarified. • Changes in order of priorities can be up for discussion in certain circumstances. • Spouses must discuss the balance between their individual priorities (work versus leisure, money versus quality time with the children, consumption versus savings) and present a defined budgetary framework. • Children’s dialogues can include pocket money, planning, peer group pressure, advertising, economic responsibility and independence in their future lives. CONCLUSION Though the family is one financial unit, some issues require clarification. Regular dialogue and joint planning increase the likelihood of achieving family objectives. They help to avoid most of the financial pitfalls caused by failure to recognize the actual situation.
