Budgets are always a difficult balancing act, especially after a period of financial turbulence. People want to know that the sacrifices they have made have been worth it, but the Chancellor also has to ensure that the international markets are not spooked if they think the Government has loosened the purse strings irresponsibly. George Osborne has been fortunate that the economic recovery has taken hold. Unemployment continues to fall and we now have the lowest unemployment rate in Europe. We have the lowest number of people claiming unemployment benefits since 1975. We have the highest level of employment in our history. Considering that in 2010 the country was on the edge of bankruptcy. The economic crisis caused by a financial crash made worse by unsustainable government spending - put the UK on the edge of a crisis that has engulfed Greece and Spain. We saw a collapse greater than almost any other country and yet now we are growing faster than any other major advanced economy. We should remember what we narrowly avoided. So how do we share the proceeds of recovery and make the sacrifices worthwhile. London has weathered the storm better than most of the UK but of course this has meant local people have found it harder to get on the housing ladder. With interest rates at historic lows, savers have seen their investment income significantly reduced. So for those wanting to buy their first home, new help is available, the Help to Buy ISAs. In London, this could help over 190,000 people to buy their first home in the next 5 years by giving them a 25 per cent bonus of the amount they have saved to help with the cost of their first home. Couples getting the full £3,000 will be able to receive a Government bonus worth 7 per cent of their deposit. The Brent Cross Cricklewood regeneration scheme is underway but needed a helping hand. The Chancellor has announced up to £70m of help for the proposed new railway station providing fast links to Farringdon and Crossrail, and also to Luton and the airport. The regeneration scheme will provide new jobs as the shopping centre expands and through the

new commercial area. Then there are the 7,500 new homes that will be built. It is expected that 20% will be for rent; 20% for shared ownership and the rest for purchase. I am hopeful that reputable housing associations such as Agudas Israel will be one of the partners providing social rented homes. For savers there is the new Personal Savings Allowance, giving basic rate taxpayers a £1,000 Personal Savings Allowance, and higher rate taxpayers a £500 Personal Savings Allowance that could remove up to 2.2 million people from savings tax liability. Savers are not the only ones who will be paying less tax. The threshold at which people start paying tax will rise to £10,800 in April and £11,000 the April after. The transferable married tax allowance will rise to £1,100. For our local High Streets there is a news on business rates. Business rates (after rents) are the largest cost of a local shop or business. The system davtes back hundreds of years and is in need of reform. Within the next year or so we will have the outcome of a major review to see if a better system can be put in place. This could see smaller businesses pay less in rates, helping our local economy and bringing down process. From chaos to competence and from austerity to prosperity. Rewarding those who have sacrificed during austerity is good to see. Whatever you want the Government to spend more money on requires a competent team in charge, and for the Government to have the money to spend. For that you need a strong economy. As my predecessor Margaret Thatcher once said, “there is no alternative”. Mr Mike Freer is the Member of Parliament (MP) for the constituency of Finchley and Golders Green. Pesach waste collection service Barnet Council will provide a dedicated refuse collection on 300-plus pre-designated roads, for residents to dispose of their Pesach refuse and Chometz before the start of Passover. Collections will take place on Thursday 2 April. Please place Pesach waste securely in your black refuse bin or refuse sacks only, on the boundary of the property by 6.30am. Collections of refuse, recycling and food waste, and garden waste will take place on your usual collection days. We see clients in London but most of our work is done in writing or by phone (including Skype and Facetime!) Business Leases Many individuals who cannot afford to buy a commercial property decide to take a lease. There are various fairly standard clauses in all commercial leases. Firstly, the term of the lease. Many leases on shops and other commercial premises are on a 3 year basis. Tenants have rights under the Landlord and Tenant Act 1954 (“the 1954 Act”) to extend commercial leases under certain circumstances. Some companies require the security of a longer term lease, especially where the Tenant has made substantial improvements eg extensive fitting out and refurbishment. Leases of 7 years or longer must be registered against the freehold or leasehold title at HM Land Registry. Pitfalls – the Tenant 1. With a “full repairing and insuring lease” the Tenant must insure the property and is responsible for all repairs. In addition, they must return the property at the end of the lease in the same condition as it was at the outset. It is prudent, therefore, for the Tenant to agree a Schedule of Condition with the Landlord before signing the lease. The advice of a surveyor should be sought before taking a lease of an entire building. 2. A Tenant can usually assign the lease to another suitable Lessee. However, if the new Tenant is of lower financial standing, the outgoing Tenant may have to give the Landlord a personal guarantee for the obligations in the lease eg payment of rent and repairing obligations. 3. Rent Review clauses can be a problem. These usually provide for an upwards only Rent Review. There is often a complex procedure, involving the appointment of valuers, arbitration in the event of a dispute and provision for interim rent. However, break clauses allow the Tenant an “exit strategy” at a fixed date. If the break clause date is passed then the lease continues until the next break clause or the end of the lease.

4. User clauses limit the purposes the Tenant may use the property for eg certain trades may be

excluded. There was a case in a large shopping centre where a lease for a restaurant actually forbade the frying of chips! Security of Tenure Security of tenure applies to most Business Leases unless the provisions contained in Part II of the 1954 Act have been specifically excluded. The 1954 Act gives protection to the Tenant, preventing eviction at the end of the fixed term. To regain possession the Landlord must serve a notice under the 1954 Act, stating one or more of the grounds specified in the Act as to why they oppose the renewal of the lease. These grounds range from the Landlord wanting to redevelop the property to the Tenant having a poor history in observing the covenants under the lease. A New Lease The Tenant can agree a new lease with the Landlord. If negotiations fail the Tenant can apply to the Court for a new lease. This is likely to be granted unless the Landlord can show the Court that one or more of the grounds for opposing the new lease apply. Alternatively the Landlord can apply to Court to fix the terms of the new lease or indeed for the termination of the current lease. It is important for Tenants to respond to or serve appropriate Notices and comply with time limits, otherwise they may lose their rights. Excluding the 1954 Act? If the parties agree to exclude the lease from the 1954 Act, it will automatically end on the last day of the contractual term. If the Tenant wants to stay in occupation they will have to agree new terms with the Landlord in advance. Urchatz: Wash out old ways Pesach is an ideal time to help our children find their place – especially the child who is most challenging. If a child feels his place positively, he will feel that he “fits in” to this family, to this community. There are numerous ways to help our child find his place – just build on his strengths: let the artistic one design a new Hagada! Let the organised one plan your cleaning! Let the domesticated one plan your menus – and let everyone know how helpful they were!

Karpas: Dipping into new ideas You want to change some negative habits of your child? The only person you can change is YOU! Do something different – you will be surprised – those around you will act differently too.

Yachatz: Breaking old habits You feel you cannot prepare for Pesach without wearing yourself out/yelling at the kids/ criticising your children? Well maybe this year you can do just one of those things differently.

Magid: Telling not ordering We are told to “tell” not order/command/demand. Telling a child about something has a very different tone to ordering: it implies a softer tone; an engagement of conversation.

Rachtza: Washing to welcome new ways Washing signifies transition – changing, transforming, purifying. The first step is to be a role model.

Motzi: Our babies are a blessing See them as a blessing -not a burden. If our children feel our respect for them as our own personal blessing – they cannot help but give us nachas.

Matzoh: Sholaim (whole) or not? How will our children emerge from the Seder? Sholaimand encouraged – or broken having been criticised for not living up to our – sometimes over ambitious – expectations?

Let out children never taste our bitterness towards them. Just point them in the direction you want them to go. Find the space, this Pesach, to make every child feel important so no-one feels like he’s just the filling.

Shulchan Orech: A Full Meal You want to emerge from Pesach feeling you have given all the children their due? Plan it now! No strategy can be successful without planning. You planned the expulsion of chometz from your home – now plan the inclusion of every child in your home.

Tzafun: Dessert The dessert is nachas!

Borech: Whose brocho? How do we earn respect? By giving respect! Who is the one who feels blessed? Your children? Your spouse? You? How do we bring brocho? – by giving brocho.

Hallel: Encouragement and Praise EVERYONE needs encouragement. Encouragement to a child is water to a plant. Find the correct dosage and your flowers will blossom to their full extent. Encourage their actions and you will be praised – by them!

Nirtzah Acceptance Accept that each child is unique. EVERY child is gifted – just sometimes we have not opened the wrapping! Use this Yom Tov to find the uniqueness of your child, accept and encourage him for what he is – not for what you would like him to be. “Treat children as if they were what they ought to be and you help them to become what they are capable of being” The above is based on the Al Pi Darko Programme that empowers parents and teachers to understand children’s behaviour and learning patterns and create the perfect environment to help them reach their potential. What is the budget?

Savings and Pensions

The Budget, or Financial Statement, is a statement made to the House of Commons by the Chancellor of the Exchequer on the nation’s finances and the Government’s proposals for changes to taxation. The Budget also includes forecasts for the economy by the Office for Budget Responsibility.

• A new Personal Savings Allowance so that the first £1000 of savings income is tax free for basic rate taxpayers, and the first £500 for higher rate taxpayers.

Some of the key changes

(comments are personal opinion only) Tax returns • By 2020, annual tax returns are being abolished and digital tax accounts are to be created in what the chancellor has called a ‘revolutionary’ move ‘spelling the death of the annual tax return’. The information HMRC needs, will be automatically uploaded into new digital tax accounts. Tax and employment • Personal tax-free allowance will be increased to £10,600 in April 2015, £10,800 in April 2016, and to £11,000 in April 2017. (An increase of £1000 in allowances over 3 years, is likely to be far less, than the increase in income for that period) (The first year increase is likely to only save maximum of £60 a year!) • The higher rate band will also increase by £315 in 2016-17, and by £600 in 2017-18 – taking it to £43,300 in 2017-18. • Employers’ National Insurance contributions for under-21s to be abolished from this April, and for young apprentices from April 2016. • Class 2 National Insurance contributions for the self-employed to be abolished entirely in the next parliament. (This could be less than helpful to some, who through this measure might lose some pension contribution years- as they will not have paid any contributions for every year of work!) • National Minimum Wage will rise by 20p an hour to £6.70 from October. • Corporation tax to be cut, to one consistent rate

• A new Help to Buy: ISA scheme to support those saving to buy their first home. For every £200 saved for a deposit, the Government will top it up with £50 with a maximum government bonus of £3,000 for those who save £12,000. • Pension pot lifetime allowance to be reduced from £1.25m to £1m from April 2016. Duties • Beer duty to be cut for the third year running, with 1p off the price of a pint. Cider duty to be cut by 2%. Duty on scotch whisky and other spirits to be cut by 2%. Wine duty to be frozen. • Fuel duty increase scheduled for September is cancelled. VAT Registration and De-Registration Limits • From 1st April 2015 the VAT registration threshold, above which you are required to be VAT registered will rise from £81,000 to £82,000, and the de-registration threshold will rise from £79,000 to £80,000. Charities • Automatic Gift Aid on cash collections donations limit will rise from £5,000 to £8,000. Capital Gains Tax- Non residents The budget notes have clarified that from 6 April 2015, non UK residents will only have to pay CGT on gains arising from 6 April 2015 onwards (i.e. not based on purchase price, but rather based on value at 6 April 2015).
