POLITICSMATTERS THE LORDS – THEY ARE A LEAPING For a change, I wanted to comment on something of less obvious direct relevance to the Jewish Community, and that is the issue of the House of Lords. A week or so ago their Lordships effectively vetoed the Government’s planned changes to Working Tax Credits. Now putting aside the actual issue, the Lords are cock-a-hoop that they have killed a Bill and that they have inflicted a defeat on the Government, which the Official opposition in the Commons couldn’t manage. They are leaping about with joy without understanding what they have done. I believe the Lords can be reformed, I’ve never supported abolition, because it has provided an effective mechanism to ask the Commons to think again. The House of Lords is there to revise laws, not make them and certainly not break them. In 1832 an informal convention was established that the Lords would give way when the public was behind the House of Commons. This is interpreted as meaning when the House of Commons has repeatedly expressed its view and usually when an issue was in the Governing Party’s election manifesto. The Lords were to challenge, suggest revisions but ultimately give way because the Commons was elected and had a mandate from ‘the people’.
In 1911, after the Lords blocked a budget, the Parliament Act 1911 came into effect. The Act provides that in effect the Lords would not be able to veto money bills i.e. any public bill which contained only provisions dealing with the imposition, repeal, remission, alteration, or regulation of taxation; the imposition for the payment of debt or other financial purposes or on money provided by Parliament, or the variation or repeal of any such charges; supply; the appropriation, receipt, custody, issue or audit of accounts of public money. Here’s the rub! The Lords said that changes to Working Tax Credits were not a tax issue and if the Government wanted it ‘protected’ it should have been a Money Bill! This is despite the changes clearly being intended to deal with the ongoing battle to reduce the deficit. Also the Lords argued that the changes weren’t specified in the Conservative Party Manifesto. So now we are spending an inordinate amount of time, arguing over semantics. Is it a Money Bill or not? Was it/wasn’t it in the manifesto!! Despite the fact no manifesto ever provides all the details, they invariably talk in generalities (for fear of frightening voters!!).

On the whole is does a good job so abolishing it could create something far worse! An elected 2nd chamber would inevitably lead to more and more stand-offs. The Commons has a claim to primacy because it has a democratic mandate. An elected Lords could say the same. Look at how many countries that have elected 2nd chambers end up in deadlock. The United States is a prime example, where the Government grinds to a halt on a regular basis. Elected peers would inevitably demand more staff (parity with the Commons), driving up the cost of politics. How would we elect them – proportional representation where minor parties can hold the major parties to ransom?? A List system where your place on the list can depend on how chummy you are with the Party Leader?? So the House of Lords is archaic but it works. It may need tweaking, but it has remained in place for hundreds of years for a good reason. The alternatives could be far worse! In order for mental health practitioners to understand mental disorders, do they have to appreciate the culture of the patients they treat? Absolutely. Cultural differences need to be respected if you want a way into someone’s soul. There is a universal trend toward more culturally sensitive medicine. There is something unique about having psychiatric services rendered by those with a similar philosophical and religious outlook, who will be aware of the idiosyncrasies of the

subculture. It is critical to understand the particulars of a culture. It’s very hard to diagnose someone unless you clearly understand his cultural framework and understand what normalcy is in that culture. A secular doctor might misinterpret ritual behaviour, religious observance and even reliance on a higher power as being psychological problems in and of themselves. What ends up happening is that people are misdiagnosed as pathological when they’re not. For example, excessive hand-washing is one of the symptoms of Obsessive-Compulsive Disorder. But religious Jews wash their hands at least 10 times a day – after waking in the morning, before meals and before prayers. This might be considered almost pathological by someone unfamiliar with the culture.

What is so special about the Mayanei Hayeshua psychiatry clinic? In all the other Mayenei Heyeshua departments, only about half of the medical staff are observant. That is because from the earliest days, the hospital insisted on hiring the best people in their fields, regardless of their background. The exception is the psychiatric clinic, where all the treating clinicians are religious, without compromising their professionalism or their highest levels of medical specialisation.
Why has there been such resistance to mental health treatment in Orthodox circles? Traditionally, there’s been a split between the world of psychiatry and the world of the religious. This has led to mutual distrust. Happily, the last 10 to 20 years have seen new psychological treatments that do not necessarily threaten the Torah outlook in the same way. The Orthodox community used to be
suspicious of professional care of mental health problems, and even of the very existence of those problems. This is a community that looks to its rabbis for help. With growing evidence that there are also clear biological underpinnings to mental illness, the resistance to treatment has steadily declined. There has been something of a revolution. Instead of rabbis and their communities resisting and suspecting the treatment of mental health, they now are partners in the treatment and have high expectations of it.
What types of mental illnesses do you come across in the religious community? Unfortunately, Torah observant Jews are not immune to psychiatric illnesses. Every psychiatric illness that you find in Western society is to be found in the Orthodox community as well. For example, today we see a big increase in eating disorders. I would also say that Torah observant Jews are
meant to strive for perfection in actions and thought. Some people lose the balance and are more prone to OCD. In many respects, however, the Torah lifestyle protects against many ailments that are more common in nonreligious societies, such as personality disorders.
How much mental illness in the Orthodox community goes untreated? We can never know the precise answer. Our data shows that 65 percent of the adults and 70 percent of the children who come in for mental health help would not have sought treatment elsewhere because other clinics are unsuitable to their special needs and
unique lifestyle. We seek out the people who are afraid, the people who are stigmatized. If stigma is allowed to grow, the people who are suffering live in a world of secrecy. This brings even more suffering to them and their families. The greater the stigma, the fewer the number of people who get treated. The greater the number of people who get treatment, the less stigma there will be.
Are you really building the largest psychiatric centre in the Middle East? Indeed we are. We need to be able to treat people from all over the country and from Europe too. For that, we need a large facility. We believe that Halacha can
actually assist in psychiatric issues. Social and communal interventions that are typical of orthodox communities, such as social support, family support, rehabilitation programme, are already integral parts of the religious lifestyle. The district psychiatrist in Tel Aviv tells us often that he wishes all the cases he deals with in the secular world involved rabbis and people who listen to a rabbi.
Is there less stigma than before? There were times when anyone in Bnei Brak with a mental health issue would travel as far away as possible for treatment, so as not to be seen. Opening a clinic here was to go up straight in the face of
the stigma. People predicted no one would show up when we opened our clinic in the heart of Bnei Brak. But show up they did, and quite rapidly our clinic was bursting at the seams. Mayanei Hayeshua has the support of the top rabbinical leaders, and this certainly helps reduce the stigma. Rabbis now work openly and constructively with psychiatrists. The orthodox public is beginning to recognise that shidduchim are not doomed if a great-grandson is on an antidepressant. They realise that it is possible to use psychotherapy in a way that is guided by Torah values. They are becoming more open to speaking the universal ‘language of the soul.’

What are Tikva’s aims? Tikva aims to support
families in the community (both in Stamford Hill and North West London) who have adult/s with severe learning, emotional and/or behavioural disabilities. We are unique in that we are the only local organisation which is two pronged, supporting both the disabled adults and their aging parents carers.
Why is there a need for your services?
The learning and emotionally disabled men in our community, aged between 18 and 45 years, face long and lonely out of school hours with nothing to do and nowhere to do it. They need activities geared towards their individual needs in a fun, nurturing, and stimulating environment where they can grow and achieve. The parents, who have been caring for their beloved adult children
since birth, are aging, weary and burnt-out, besides having their own escalating medical issues to address. Their strength is waning and they are desperate for respite from their challenging caring roles, as well as support services for themselves to ensure their physical and emotional wellbeing.
For the parent/carers Tikva provides de-stressing opportunities including: • Aerobics • Pilates • Cycling sessions • Art therapy groups • Reflexology • Annual Melave Malka event • Evening cruise on Thames
How do you actually achieve this?

For the men with disabilities Tikva provides: • Regular Melave Malka and Shalosh Seudo events with live music and dancing
Plans are currently underway for Camp Tikva which is undoubtedly the highlight of the year, for both the boys with disabilities and their families. Camp Tikva is due to run for one week over the December school holidays and will cater for 15 boys with disabilities and their carers. Set in the beautiful countryside away from the daily grind, the boys enjoy a week of hikes and daytrips to places of interest thus giving them new experiences and broadening their horizons, under the

guidance of highly trained and devoted support workers, on a 1:1 basis. They also engage in other stimulating activities including arts and crafts, designed to hone their motor skills, whilst making friends and learning to interact with peers. The warm Shabbos atmosphere and kumsitses add to this unique and wonderful experience.
How do families benefit from Camp Tikva? The families take the opportunity to unwind and often this is the only time they too can get a short break way and spend quality time with other family members. The participants return home smiling and calm with a sense of achievement and fulfilment, so rare to this rather overlooked group.
Case study: “My usually-frowning son came home from Camp Tikva beaming and relaxed, proudly bearing a completed arts-and-craft project. He was so happy to be the source of admiration rather than his younger siblings as was usually the case. He said ”my carer David* is like my brother, I can do anything when he is with me!” Mrs W. * not real name What are the financial implications of Camp Tikva?
We have been running Camp Tikva successfully for 12 years. However, as more disabled boys in the community are reaching adulthood, demand for places has increased exponentially, which has of course added a great deal to the cost. In addition, Tikva’s families are reeling from severe statutory cutbacks which have hit the hardest the most vulnerable section of our community. They are therefore only able
to pay a minimal amount towards the true cost. We are not able to use the services of volunteers as other organisations do. We need support workers who are qualified and experienced in working with grown disabled men to ensure the safety and success of the project. Although by and large we do manage to secure grants for our other activities, this is not the case with our bi-annual camp. Without the generous help of the community, the camp is at risk of being cancelled. When one considers the dire need for respite of the parent-carers, as well as the benefits which would be denied to the users, can we just stand by and let this happen?
How much still needs to be raised? The total cost of the camp will be £25,000. At present we are still short of £15,000.
