To support the continued development, implementation and delivery of the NW Biomedical Cluster Programme (Bionow®) and sector specific projects to meet the strategic requirements of the NWDA. The role will focus on support to the Head of Bionow, particularly in managing the Bionow project portfolio and preparing key documentation plus research and analysis for inward investment support. DIMENSIONS • Bionow® is the NWDA’s in-house cluster programme for the regional biomedical sector which encompasses the pharmaceutical, biotechnology and healthcare industries as well as the basic science and clinical research base. • The cluster includes SMEs, large pharma, supply chain companies, professional advisers, HEIs and the NHS • Established in 2000, the Bionow team has been responsible for the development of a number of the Agency’s key strategic biomedical projects and is widely recognised at a regional and national level for its cluster development work. • The cluster contains over 200, companies, employs 20,000 (17,500) people, an estimated GDP of over £1Billion. • The North West is the UK’s fastest growing cluster and the UK, among the top three UK clusters while the UK is the second largest biotechnology marketplace in the world. • The North West currently receives referrals on 100% of all bio/pharma inward


project referrals from Invest UK. The Agency’s current strategic and inward investment portfolio in biomedical has a value of over £100M

PRINCIPAL ACCOUNTABILITIES • To develop, deliver and monitor projects, including production of budgets and schedules, as part of the cluster development strategy and wider NWDA business strategy within the Agency’s project management (SAPIP) framework • To identify and manage bids for public/private funding to support the biotechnology cluster programme, projects, trade and investment opportunities • To support the delivery and development of the Agency’s inward investment and trade activity for the biomedical sector based on the strengths of the region. This will be in close collaboration with the Inward Investment team and UKTI teams at regional and national levels and will include research, fact finding, benchmarking and organisation of inward/outward missions, on behalf of the Agency or with partners at regional/national level in consultation with the Sector Director • To maintain, update and analyse information on the cluster companies and organisations to support NWDA/Bionow marketing activities and strategic development. • To act as an expert advisor to Agency colleagues and partner organisations to present a coherent sector business proposition and to maintain this role by keeping abreast of regional, UK and international biotechnology developments at all times. • To develop effective relationships with the NW biotechnology cluster community, as necessary to deliver the above and in order to understand their needs and identify strategic development opportunities, inward investment and trade opportunities and to influence them, in turn, to promote the cluster and act as ambassadors for the region • To provide expert advice, training and documentation in ‘user friendly’ terminology to other Agency personnel and partner organisations on the NW biotechnology cluster and the global biotechnology scene, as required • To support the Biomedical Sector Head to ensure that monitoring and evaluation of the Sector Cluster Strategy is progressed and delivered against targets as defined in the action plan, in liaison with other members of the Enterprise, Innovation & Skills Directorate. • To support Bionow marketing and PR activities and coordinate with the Coordinator and to attend all Bionow events when possible. KNOWLEDGE, SKILLS AND EXPERIENCE NEEDED • A minimum of graduate degree level qualification or equivalent in life sciences but a post graduate qualification is highly desirable • Excellent knowledge of commercial biotechnology sector & business drivers • A minimum of 5 years experience working in a commercial biotechnology environment • Strong commercial and political awareness • Able to build credibility with senior executives and academics • Strong interpersonal skills including influencing skills • Self sufficient with strong project management skills • Excellent communication skills particularly report writing skills • Excellent presentation and organisational skills • Ability to integrate and translate a diverse range of (often highly technical) matters into economic development opportunities • Analytical ability with strong research and information gathering skills • Ability to prioritise and meet strict deadlines • Computer literate SPECIAL FEATURES • The job holder must be mindful of the security considerations associated with the sector in respect of ethical and political issues. • The job holder must be prepared to work out of hours WHERE DOES THIS ROLE NEED TO BE BASED NWDA Headquarters (Renaissance House, Warrington) COMPETENCY PROFILE
