Job Purpose Delivery of organisational needs driven knowledge management portfolio of management information and intelligence based products and services to all levels of employees across the NWDA. Note : Where systems is used within this profile it relates to applications systems and structure and not to ICT Systems structure and development, the latter of which remains the domain of the ICT Department.

Dimensions Responsibility for People (Current) Total: 2 Reporting directly to the Head of Knowledge Management, the Knowledge Manager will be strategically instrumental in the design, delivery, deployment and ongoing maintenance of the Corporate Knowledge Management and Business Intelligence System solutions for the NWDA. Working closely with the Programme Office, ICT and all user departments this post will co-ordinate the delivery and availability of timely, accurate and quality assured data, information, intelligence and knowledge across all Directorates, EMB and Board of the NWDA. The postholder will be required to directly manage the Management Information Analysis within the Knowledge Management Unit with responsibility for the co-ordinated development, administration and analysis core managed by the Knowledge Management unit and the Agency’s corporate data

warehouse ( BIS ) The postholder will need to deploy management skills to bring together a series of cross agency functions in the delivery of Business Intelligence and Knowledge Management Solution.

Responsibilities 

Working in concert with ICT, the Programme Office and users manage the development of the business requirements for the Corporate Business Intelligence Solution ensuring that the final solution meets the Agency’s needs and fully integrates with all core applications.

Working with the Records Manager, and the Head of Knowledge Management, ensure the design, development and deployment of the Corporate Knowledge Management system for the NWDA.

Direct management of the day to day workload of the KMU System Analysts to ensure the delivery of core system services embedding customer focus,control and best practice all areas of work.

Strategic involvement and expert systems knowledge input into the development of the suite of Corporate Knowledge Management and Business Intelligence Solutions that ensure the accurate initiation, management and successful delivery of the Agency’s c£400M p.a. programme, comprising up to c1500 live projects at any one time. Provide expert systems knowledge input into projects relating to design and delivery of process improvements in support of the Corporate Knowledge Management and Business Intelligence solutions. Matrix management of members involved in internal delivery of projects. Production and maintenance of various numbers of Corporate reports internally and externally ensuring quality data. Support the Agency staff in the production and access to quality management information and processes.

   

Provide key strategic data to the Senior Management Team to assist decision making on the Programme.

Work closely with all levels of staff internally within the Agency to identify business requirements needed to design, develop implement and maintain the Corporate Business Intelligence and Knowledge Management solutions for the NWDA.

Responsible for challenging requirements and negotiating a solution to address organisational need which is both deliverable and appropriate. Successfully document KM & BIS requirements and ensure sign-off within the business at all levels prior to deployment. Implement control procedures into the delivery of KM, Management Information, BIS and the production of reports and data used to make all necessary key strategic decisions. Implement control procedures into the testing and development of core system administered by the Knowledge Management Unit. Testing - Working closely with ICT have responsibility for putting in place testing strategies and plans that test the viability and functionality of the solutions, especially relating to the all Corporate KM, MI and BIS systems. Provide expertise and advise on data structures and databases that ensures correct and quality production of reports/ management information. Work in conjunction with ICT to design corporate reporting solutions that meet business needs. Produce ad-hoc reports as required, ensuring control in production and sign-off when delivered. Work closely with Programme Office, Finance and Procurement to put in place robust management information. Must interpret requirements and have understanding of the need for the information and the best format for production. Quality check data across the core applications under Knowledge Management to ensure the application is successful. Knowledge Management application. As required, be able work as part of a team or as an individual to present to SMT, EMB, Chairman, NWDA Board, CPRG, Government Departments and other external bodies such as RDAs.

Planning and Organising      

Planning and organising KMU Information Analysts task and workloads in order to meet the needs and objectives of the Agency’s Systems and management information communities. Planning and organising of all system improvements and developments to ensure integration with all core systems and delivery of solutions to identified organisational need. Planning and organising of the phased introduction of the Corporate Knowledge Management system. Planning and organising of all KM/MI/BIS reporting tools development Planning and organising for delivery of all KM/MI/BIS requirements as identified Planning and organising the continuous development of the KM/MI/BIS systems in concert with ICT, Programme and users across the Agency.

Decision Making     

Deliver significant input and influence into deciding upon the design and development of the corporate KM/MI/BIS systems structure Decision making based on business requirements for Management Information structure and design. Decision making on Knowledge Management deployment protocols and systems that deliver KM/MI/BIS to the user. Decision making on the amendment of database structure to facilitate improved delivery of KM/MI/BIS to meet organisational needs. Influencing decision making at all levels within the organisations relative to KM/MI/BIS structures.

Must establish and maintain an excellent working relationship with the Record Manager, Records Officer and all Records Champions within the NWDA Must establish and maintain an excellent working relationship with ICT and Programme Team Must establish and maintain an excellent working relationship with external partners and national working groups as appropriate ( eg cross RDA working groups ) Must establish and maintain an excellent working relationship with all members of SMT and EMB Must establish and maintain an excellent working relationship with all appropriate contacts within SRPs, URCs and RRCs to ensure delivery of appropriate levels of KM/MI/BIS, where appropriate and in the context of corporate relationship management with external partners. Must establish credibility with all appropriate Board Sub Committees and Board Members to allow and facilitate presentations to be made on systems as requested.

Knowledge, Skills and Experience Needed 1. Degree or relevant professional qualification in the area of Business Systems/Knowledge Mgt 2. A minimum of 5 years experience in the delivery of systems design, development and maintenance. 3. Proven experience of Project & Programme Management 4. An excellent understanding of NWDA core systems and structures 5. A proven expertise in ICT system functional development 6. Excellent knowledge of interpreting, identifying, analysing and producing data and management information

7. Minimum of full ECDL underpinned by a significant proven track record in the manipulation of the MS Office Suite at “Super User” level 8. Excellent influencing skills are essential for this post. 9. Experience of process mapping, re-engineering & procedure documentation and controls 10. Understanding & experience of data warehousing, database structures and SQL is desirable 11. Understanding of public sector funding and financial requirements essential. 12.
