INTRODUCTION This strand of the study of the digital and creative industries (DCI) in the North West considers the role of Higher Education Institutions (HEIs). The primary output of the research is a searchable database of information about the activities of HEIs in the region in the digital and creative fields. This includes data about areas of research excellence (down to the level of individual academics), significant research groups, the provision of relevant courses (including the number of students attending each course), commercialisation activities (in the form of Knowledge Transfer Partnerships) and details of additional digital and creative facilities available at universities. This was supplemented by web searches of university websites to find further information, including contact details for academics or facilities.

The data we gathered to produce this database came from a number of sources, so in order to make it more easily searchable we coded up all the data in line with the categorisation system used elsewhere in the strands of this project. Section 3 of this report describes the methodology we adopted in more detail. The result is a flexible database which gives a thorough overview of the research capabilities of the region’s HEIs, together with contact details for obtaining more detailed information if it should be required.

This report is intended to act as a complement to the database, discussing how we compiled the information, and exploring some of the challenges that arose. It also includes a review of the level of business engagement across the region’s HEIs, drawn from research by HEFCE, and summaries of interviews we conducted with knowledge transfer and business development managers at a number of the universities. These help provide a broader context for this piece of work. Finally, we were also asked to identify and obtain contact details for important foreign HEIs working in the digital and creative fields. As this task sits slightly apart from the rest of the report, it has been described in Appendix 2.

The research for this strand reviewed the activities of thirteen institutions in the North West – all the HEI members of the North West Universities Association (NWUA) apart from the Open University.

BOP Consulting was also asked to explore the issue of commercialisation activities or networks – how bright ideas are spread from and to universities. This turned out to be a tricky area to examine. Although individual academics may well belong to research groups which have a bearing on the digital and creative industries – sometimes indicated on their web profiles, sometimes not – the institution as a whole rarely uses formal networks for direct commercialisation activity. Indeed, when we spoke to business development or knowledge transfer managers at universities they generally avoided the term ‘commercialisation network’. Groups or networks were considered more relevant for CPD or for ‘getting the message out’ about the university, rather than discussing specific projects.

Similarly, we found few case studies of commercialisation projects on university websites, and preliminary discussions with universities suggested that such information tended to be gathered on an ad hoc rather than systematic basis. We have therefore used Knowledge Transfer Partnerships as representatives of this activity. A sizeable number of these have been carried out by universities in the region, and they convey a good sense of the range of commercial activity universities get involved in, and the type of company involved. They thus lend themselves to a searchable database such as this one. They can also be used to develop ‘thumbnail’ case studies, and again there are contact details for further information.

The remainder of this report begins with a review of survey data compiled by HEFCE to give a sense of the overall patterns of business contacts in the universities. We then go on to discuss the indicators we have selected for the database by theme, explaining why and how we collected the information. This is followed by brief commentaries on the individual HEIs themselves, examining their relative strengths.

It should be pointed out that the notion of ‘blue skies’ university research being commercialised by businesses is not the only model of innovation. Indeed, survey evidence (such as the UK Innovation Survey 20071) suggests innovation based on knowledge transfer from universities and research establishments is actually quite rare. When it does happen it can be very important to the companies concerned, but it tends to be the exception rather than the rule. University research makes quite a small direct contribution to driving innovation in the economy.

Survey evidence suggests instead that innovation is more likely to originate with consumers, and that the most innovative companies are the ones that respond most successfully to pressure from customers for change. Innovation typically arises when companies respond to signals from their customers or, failing that, to evidence that their competitors are changing and taking market share.

HEFCE SURVEY The Higher Education Funding Council for England (HEFCE) carries out a Higher Education-Business and Community Interaction survey (HE-BCI) every year. The most recently published set of results are for the academic year 2007/08.

A number of the questions asked in this survey have a bearing on the subject of this strand of work. Exploring the HEFCE findings in more depth helps to place the strand in context.

Figure 1 shows the percentage of staff involved in providing commercial services. The percentages vary significantly from institution to institution, though the lowest rates were seen at the newest universities, such as Chester, Cumbria and Edge Hill. Rates were higher at the older universities like Manchester and Liverpool but the highest of all was seen at Liverpool John Moores.

The number of each institution’s staff employed in commercial engagement also showed big differences across the universities, though there are of course also considerable differences in the size of the institutions. Salford and Central Lancashire reported the highest staff numbers.

Figure 3 indicates that the majority of universities in the region have both an exploitation company and an internal department charged with managing external business links and consultancy.

Figure 5 suggests the large majority of universities in the region reward staff who generate intellectual property.

The level of production of intellectual property varies across institutions. Figure 6 makes clear that a handful of institutions, notably Manchester and Liverpool universities, drive most of the ‘high end’ intellectual property development in the region.

It is likely, though, that the findings in figure 6 refer more to science than to the DCI sector.

The value of consultancy contracts may perhaps be a better indicator for the digital and creative industries. Figure 7 suggests that income from consultancy with commercial organisations is again concentrated in a handful of universities: Liverpool, Lancaster, Central Lancashire, Manchester and Salford.

THEMES In order to understand the capabilities of the universities, we explored six elements. These were: areas of research excellence; specialist research groups; Knowledge Transfer Partnerships (KTPs); additional facilities; incubation spaces; and DCI-relevant courses.

As the data was mined the information from each theme was represented under various categories (e.g. academic vs industry-related) and at varying levels of detail. As a means of category standardisation, we mapped the information from each record entry to the list of DCI sectors and segments used by TBR elsewhere in this project. In this way, where possible, the information collected can be compared across themes, so that it is represented as completely as possible in a single database.

Collating the Themes – Master Sheet Having classified the different types of records under a common schema, we were able to collate disparate themes under this hierarchy. The search rationale is that if the user filters on a certain sector (e.g. Interactive), this will narrow the availability sub-sector options to choose from (Digital Content, Games, Intelligent Serious Gaming, Visualisation Technologies). Then, by selecting on the most applicable sub-sector (say Digital Content), the user will narrow their search down to a handful of relevant segments. They can then go one step further, and filter on a specific segment, such as Digital Imaging. In so doing, they will have all records across the above themes that are relevant to the Digital Imaging segment.

Other fields common to the above themes were recorded, such as contact details. The themes, however, also include various descriptive fields (URLs, information from websites). This information was recorded across three ‘Further Information’ fields. The data types vary across the themes, but are comparable if the user has filtered on a specific theme, such as ‘Research Groups’.

Because of the sheer number of DCI-relevant courses records, we kept those in a separate sheet, not as part of the master sheet. In the database we thus have a master sheet, followed by its constituent themes, followed by the DCI-relevant courses.

3.1 Areas of research excellence The first step in the process was to identify areas of research excellence at HEIs in the North West. To do this, we used the results of the Research Assessment Exercise (RAE) conducted in 2008.

Research submitted to the RAE is assessed by peers, and graded on a scale of 1-4*, with 4* being work that is ‘world-leading in terms of originality, significance and rigour’. The 3* rating goes to research that is ‘internationally excellent in terms of originality, significance and rigour but which nonetheless falls short of the highest levels of excellence’. The two lesser categories, 1*and 2*, represent research of a lower quality.

Nationally, 17% of submitted research was classed as 4*, with a further 37% reaching the 3* grade. More than half (53%) of the institutions under review had at least 50% of their research classed in one or other of the two top bands.

BOP Consulting considered those ‘units of assessment’ which seem to encompass the scope of the digital and creative industries sector as defined in this project. They are: computer science and informatics; electrical and electronic engineering; art and design; and drama, dance and performing arts. The RAE website (www.rae.ac.uk) shows the scores that each university department received. We analysed the results for each university in the North West and investigated further all those which had at least 35% of their research classed as 3* or 4*. In other words, we picked up all those relevant departments which were no more than 20 percentage points below the overall national average.

These categories are still quite broad, however, and encompass a wide range of activity.

The next stage therefore was to try and identify individual researchers. The RAE website lists the research work which was submitted for the assessment exercise. There is no direct link given between the work submitted and the scores awarded, so BOP reviewed all the work submitted by a department which equalled or exceeded the 35% threshold.

Academics whose research work seemed potentially to have relevance to the digital and creative industries were identified and added to the database. Notes were made on how the institution had categorised the research, together with additional notes from the summaries that were thought to add further description.

We then went back to the university’s own website to gather any further information we could on the individuals. These names were cross checked against the institution’s website, providing contact details, and further details concerning each researcher’s interests and, where available, their links to networks.

Once the above was done for all North West institutions, the research subjects (as defined by the institutions) were grouped, to allow for easier search functionality across institutions. This was particularly relevant for Computer Science and Electrical and Electronic Engineering researchers, where institutions had labelled similar types of research differently. The following categories were developed:

There may be some overlaps between categories, but they make searching through researchers’ names intuitively simpler.

Thus, in the final summary database, for each researcher in the database there are a number of categories describing the type of research he or she performs:

Finally, as a way of standardising the information so that it was searchable across different types of data, we mapped each academic’s record to the list of DCI-relevant sectors and segments, which follows a sector/sub-sector/segment hierarchy. In many cases, an academic’s record was applicable to more than one sector or sub-sector.

In such cases, the record was replicated under each relevant sector or sub-sector classification.

Often it is not practical to map an academic’s relevance to only a handful of segments, as their research is not necessarily segment-specific, and the process is by no means an exact science. For the sake of consistency, the relevant industry segment as applies to each individual academic’s record was selected as the most representative segment of their work, though their research capabilities may not of course be limited only to that segment.

In certain instances, information concerning an academic was fairly limited (or very broad), so they were assigned a sector/sub-sector/segment on a discretionary basis.

Using our expertise and familiarity with the task by this late stage of the project, we attempted to be as consistent as possible in such cases.

3.2 Specialist research groups The next stage in the research was to identify research groups at the HEIs which specialise in DCI-related activity. The initial information here was supplied by NWUA. We then had to scrutinise both the relevance of each group and its quality. First, each group was checked against the institution’s website. Those that had tenuous applicability to the list of DCI segments were labelled irrelevant and omitted.

Second, the quality of research conducted by each group was considered. If the details of research provided by the group were simply a list of undergraduate and pre-doctorate degrees, the group was considered to function merely as an academic department, and was again omitted.

We were left with a list of research groups that conduct original and valuable research within the DCI segments. In a number of cases, in cross referencing the NWUA list to the individual institutions’ websites, new research groups were discovered and added to the database.

Again, the final step of data processing was to map the research groups to the DCIrelevant segment list. As with the areas of research excellence above, mapping a particular research group to a single segment does not preclude that group from performing other topics of research; rather that segment was merely selected as the most representative industry segment – where the group might best apply its research at industry level.

3.3 Commercialisation (Knowledge Transfer Partnerships) In order to get a sense of the range of commercialisation activities carried out by universities in the North West we gathered information on Knowledge Transfer Partnerships (KTPs). KTPs are a national programme which aims to improve the competitiveness of businesses by partnering them with an HEI with relevant expertise.

KTP projects are undertaken by a recently-qualified person – the Associate – under the supervision of the HEI, and can last up to three years. The business shares in the cost of funding the KTP. A full list of KTPs (both completed and ongoing) is available at www.ktponline.org.uk. We have collected details of all the KTPs undertaken by HEIs in the North West, some of which take place with businesses from outside of the region.

The number of KTPs varied considerably by institution. The total number (not just DCI), both completed and current (and across all university departments) was highest at the universities of Manchester (171), Salford (105), Liverpool (102), Liverpool John Moores (97) and Manchester Metropolitan (73). By contrast, there were just three KTPs in total at Chester, one at Liverpool Hope and none at either RNCM or Edge Hill.

The vast majority of these KTPs do not involve firms from the DCI sector. One of our interviewees suggested this might reflect the small size of many DCI firms, a characteristic of the sector. We have therefore looked at just those KTPs which seem to involve DCI activity at the university, even if it has been applied to companies outside the sector.

These KTPs include many marketing projects and a number of more IT-oriented ones, typically around software solutions for business or e-commerce.

Having selected the relevant KTPs from the list, we mapped each record to the list of DCIrelevant segments. The focus functionality was primarily on what the particular university did for the business under the KTP. In certain cases, it was sensible to note what the business did in order to classify the KTP under the relevant segment.

3.4 Additional Facilities and Incubation Space A text document was provided by NWDA detailing additional university facilities and incubation and managed space in the North West that might be useful from a DCI perspective. We converted this information into a form that could be incorporated into the spreadsheet, and categorised it according to sector and sub-sector. In most cases there was insufficient information to categorise the record down to segment level, so this stage was omitted.

3.5 DCI-relevant courses The next stage of the process was to identify higher education programmes which train students with skills relevant to the DCI sector. This information is collected by the Higher Education Statistics Agency (HESA). BOP Consulting ordered data down to the 4-digit JACS code level for 2008/09, which allows us to see the total number of students on individual courses (though not every institution gives such fine-grained detail).

The list of courses was then reviewed to remove those courses which do not relate to the DCI sector. However, the selection of JACS codes was slightly wider than a strict DCI sector definition would suggest. This was intended as recognition that some DCI-relevant skills are likely to be found among students studying more ‘generic’ subjects, such as maths and electrical engineering. A number of these types of courses have therefore been included in the analysis. On the other hand, we have left out theoretical courses in favour of applied ones. Thus we do not include media and film studies courses unless there is some evidence from the course’s title that it is concerned with media or film production or technical skills.

Most of the courses listed are degree programmes (both postgraduate and first degrees).

There are, though, a number of other programmes included: foundation degrees, HNDs, HNCs and some CPD courses, for instance. All the courses were reviewed carefully, and those which were felt likely to be of relevance to the DCI sector (broadly defined) were left in.

These are to some extent subjective choices, dependent on BOP’s expertise and judgement. That should be borne in mind when considering the numerical analysis in section 4.

We found it to be impractical to map each course to individual segments or even subsectors for a number of reasons.

Very few university courses are limited in their scope to a single segment, or sub-sector, and in the majority of attempts, it was not possible to get a sense of what a representative segment (or often sub-sector) might be for any given course.

Even if it were possible to do so, it would be impractical to add the full number of course records to a central database, as the volume of such records would greatly outnumber any of the other themes, making the database less usable.

For this reason, therefore, the list of courses was mapped only to the sector level, and was not incorporated into the final ‘master’ summary database.

3.6 Commercialisation networks BOP was also asked to explore the notion of ‘commercialisation networks’. As has been explained earlier, the term has limited resonance in the university sector. We therefore sought to examine the issue further with business development or knowledge transfer managers. These interviews are inevitably somewhat discursive, so we have chosen to summarise them as text in the section for each university, rather than include them in the database in any way. Only those universities with strong research reputations and incomes were approached for interview.

A number of points emerged from the discussions. Firstly, much of the knowledge transfer is initiated by individual academics, drawing on their own contacts with companies (through conferences or workshops, say) or other researchers, though this arrangement is then usually formalised through the university itself – the university is almost always the legal owner of IP generated by its staff in the normal course of their activities. Institutionled networking in this area is limited. Business development managers often prefer to

identify and approach companies directly to discuss possible projects, partly for reasons of commercial confidentiality.

The number of academics involved in such commercialisation activity varies, and the business development representatives we spoke to often gave estimates which differed from the figures reported in the HEFCE survey. At the major research universities such as Manchester and Liverpool (both members of the Russell Group) the numbers were thought to be adversely affected by the central importance of research (rather than collaboration with businesses) in building a career in these institutions. At other universities, notably Salford, it was suggested there is a more business-focused culture, and academics are more open to working with businesses.

However, there are a number of formal research and commercialisation networks in existence, some of which North West universities belong to. This section briefly reviews a number of them.

Networks PraxisUnico describes itself as Britain’s leading research commercialisation organisation.

It was set up to support innovation and the commercialisation of public sector (and charity) research. It aims to encourage best practice across the sector. Most of its members are British but there are a handful from other countries such as the Czech Republic and Australia. Eight of the North West’s universities are members: Bolton, UCLan, Lancaster, Liverpool, Liverpool John Moores, Manchester, Manchester Metropolitan and Salford. This organisation serves both to build contacts and as CPD for knowledge transfer professionals.

PraxisUnico has recently joined forces with similar bodies overseas to establish the Alliance of Technology Transfer Professionals (ATTP), which is intended to have a global reach. Participating organisations include the Association of European Science and Technology Transfer Professionals (ASTP), the Association of Technology Managers in Taiwan (ATMT), the Association of University Technology Managers (AUTM) and Knowledge Commercialisation Australasia (KCA).

The Association for University Research and Industry Links (AURIL) is the professional association ‘representing all practitioners involved in knowledge creation, development and exchange in the UK and Ireland who work to ensure that new ideas, technologies and innovations flow from their institution into the market place’. It claims to be the largest knowledge transfer association in Europe, with a membership of more than 1,600. AURIL has recently launched the Global Innovation Network, an online social networking tool (www.ginnn.com) designed to extend the organisation’s reach.

ProTon Europe is the European Knowledge Transfer Association. Originally set up by the European Commission, it links knowledge transfer offices and university-affiliated companies across the continent. The University of Manchester Intellectual Property (UMIP) appears to be the only member in the North West of England.

The Institute of Knowledge Transfer (IKT) is a relatively new organisation (established in 2007) set up to develop the knowledge transfer profession.

The Technology Strategy Board aims to spread knowledge to build technology-led innovation. One of its application areas is creative industries, where it has set up the Creative Industries Technology & Innovation Knowledge Transfer Network (www.citin.org)

to strengthen networking. Its technology areas include electronics, photonics and electrical systems; and ICT. Global CONNECT is a university-based consultancy which works to bolster technology and innovation. Although it started in San Diego, it now has a wide-ranging international membership network, a number of which are based in the UK, including in Scotland, Cambridge and Yorkshire.

HIGHER EDUCATION INSTITUTIONS In this chapter we provide a brief overview of the information collected for each university in the database that accompanies this report. Figure 8 provides a summary.

4.1 The University of Bolton Areas of research excellence Bolton submitted work in only one of the units of assessment under review: Art and Design. The university had no research rated either 3* or 4* in the RAE.

Specialist research groups While Bolton has a number of specialist research bodies only one was felt to be relevant to this work: the School of Games, Computing & Creative Technologies (which includes the Emotioneering Research Group). It specialises in 3D, multimedia and content production.

Across all departments of the university, 13 KTPs have been completed and five are ongoing.

None of the completed programmes and only two of the ongoing programmes seem to be related to the digital and creative sector. Both are carried out by the Department of Business, Logistics and Information Systems and refer to e-commerce or web technology.

Additional facilities/Incubation space Bolton has three additional facilities of relevance to the DCI sector.

DCI-relevant courses In all, there were 1,721 students on DCI-related courses at Bolton out of a total student body of 7,845. Among its strengths are broadcast engineering with 113 students, audio technology (103 students) and ‘others in technology’ (321), which includes computer games software development and games design.

Commercialisation networks Given the relatively weak research base at Bolton, it was decided not to contact them for an interview about commercialisation networks and intellectual property.

4.2 University of Central Lancashire (UCLan) Areas of research excellence UCLan submitted research in only one of the units of assessment. Only 15% of UCLan’s Art and Design research was rated 3*; none was rated 4*. The department has not therefore been analysed in any further detail.

Specialist research groups UCLan has six research groups of interest. Perhaps the most notable is Sandbox – the Centre for Creative Digital Industries.

Knowledge Transfer Partnerships In all, UCLan has completed 22 KTPs, with a further five under way currently. Seven of the completed KTPs involve DCI activity. They are spread across the design department, working on product or industrial design, and computing, where they are helping improve IT systems. None of the ongoing KTPs are DCI-related.

Additional facilities/Incubation space These include facilities for motion capture analysis and visualisation.

Central Lancashire has 3,822 people on DCI-relevant courses out of a total in the university of 31,247. They are spread across a wide range of subject areas, from computer science to design. Software engineering, which at UCLan includes computer games development, accounts for 178 students, while a further 140 students are on the BA in Games Design.

Commercialisation networks Interviewee: Nick Lancaster, Deputy Director of the Knowledge Transfer Service UCLan has 85-90 people involved in knowledge transfer and commercialisation activities in their broadest sense (including the careers service).

All academics are expected to be research and/or knowledge transfer active. If an academic has a bright idea, they are obliged to take it to the university first (to the Knowledge Transfer Service), though the university may choose not to take it on further. If they do, there are established procedures for it to go through – such as due diligence and prior disclosure – before it ends up at the university’s IP committee, which can sanction small initial investments.

If more investment is needed, the university will approach external funders (whom it knows already). It generally prefers to go down the licensing route; spin-outs are more for ‘high science’ in Lancaster’s view, which UCLan doesn’t do much of.

The university doesn’t get approached that often by companies with a specific research idea they want to develop. UCLan more commonly gets funding from a third party (such as ERDF or NWDA) to provide services for businesses like innovation vouchers or consultancy. UCLan’s commercialisation activity is spread across a wide area – including health, project management, nuclear, advanced manufacturing and design.

The university has an internal database of academics for consultancy work. Lancaster and the knowledge transfer team also draw on their own knowledge.

KTPs are an increasing priority for the university, but the number they have done to date is relatively small. This is partly because KTPs tend to be carried out with larger companies; creative firms generally tend to be too small.

UCLan belongs to all the networks it can, but these tend to be used for raising the general profile of the university, not for specific projects.

4.3 University of Chester Areas of research excellence Chester submitted work for two units of assessment. Just 5% of Chester’s Art and Design research was rated of 3* quality, and none was thought to be 4*. For Dance, Drama and the Performing Arts the percentages were higher: 5% was rated 4*, 25% was 3*, though this still falls short of the 35% threshold.

Specialist research groups Chester does not appear to have any research groups of relevance.

Additional facilities/Incubation space Chester has a creative industries business incubation project – the Atelier.

Knowledge Transfer Partnerships Only two KTPs have been completed by Chester to date, with one more ongoing. None of them involve DCI expertise.

DCI-relevant courses Chester has 1,202 people on DCI-relevant courses. Of these, 180 are studying graphic design (either solely or in combination with another subject). Its total student body is estimated at 13,516.

Commercialisation networks Given the relatively weak research base at Chester, it was decided not to contact them for an interview about commercialisation networks.

4.4 University of Cumbria Areas of research excellence Cumbria submitted work to the RAE in only one unit of assessment. In Art and Design, 10% of Cumbria’s work was rated 3*, with none making the top grade.

Specialist research groups None of Cumbria’s research groups was doing work that overlaps with the target areas of this project.

Knowledge Transfer Partnerships So far, two KTPs have been completed, although another six are currently under way.

One of the completed projects is relevant to the DCI sector, and was conducted by the Business School.

Additional facilities/Incubation space Cumbria’s facilities include a TV studio and a photographic studio.

DCI-relevant courses Cumbria had 1,333 students on DCI-related courses out of 12,044 at the university as a whole. Graphic design, information systems and photography were the three largest subject categories.

4.5 Edge Hill University Areas of research excellence Edge Hill’s did not submit any research in the relevant units of assessment.

Specialist research groups Edge Hill has one specialist centre in this area: the Centre for Media, Information Systems & Technology (CMIST), which has research interests in new media production.

Knowledge Transfer Partnerships Edge Hill has not participated in any KTPs to date.

Additional facilities/Incubation space Edge Hill offer Mac editing facilities for audio and video, as well as performing arts space.

DCI-relevant courses Edge Hill has 670 students in relevant areas. Film and TV production course account for 135 students. In all, the university has an estimated 20,141 students.

Commercialisation networks Given the relatively weak research base at Edge Hill, it was decided not to contact them for an interview about commercialisation networks.

4.6 Lancaster University Areas of research excellence For Art and Design, 25% of the submitted research was designated at 4* with 55% being rated 3*. Four academics (all senior lecturers or above) were identified as carrying out research in relevant areas.

By coincidence, the percentages were the same (25% 4*, 55% 3*) for Computer Science and Informatics. Twelve academics were thought to have relevant research expertise.

In Electrical and Electronic Engineering 10% of work was graded 4*, with 45% being classed as 3*. Five academics were thought to have relevant research interests.

Specialist research groups Lancaster has four research institutes of relevance. InfoLab21, based in the Computing department, is perhaps the most notable: it is concerned with next generation internet and associated web technologies.

Knowledge Transfer Partnerships In all, 32 KTPs have been completed by Lancaster, with three more still running. Of these, we identified four of the completed projects and one of the ongoing ones as DCI-relevant.

All of these KTPs were conducted either by the Computing or the Communications Systems departments.

Additional facilities/Incubation space No facilities of this type were listed for Lancaster.

DCI-relevant courses Lancaster has 1,352 students on DCI-relevant courses; including 321 on computer science courses and 283 on marketing courses. The total number at the university is 13,722.

Commercialisation networks Interviewee: Roderick O’Brien, Director, Research and Enterprise Services The university owns IP created by its staff in the ‘ordinary course of duty’. The university has revenue-sharing agreements in place which give academics up to 50% of net proceeds from an idea.

The university will assess the merits of any proposal with a view to patenting. This is not necessarily straightforward – there may already be a patent, the project may have been done with a private sector firm, or there may be competing claims. If the idea can be patented the university will then try and take it to market. They do not tend to look to venture capital funds, which are usually looking for bigger investments – instead, the university tends to look for existing companies to license the idea to on a case-by-case basis. Lancaster currently has 30 or so live applications, in a wide range of areas such as computer software, life sciences, and environmental work.

Research consulting has to go through the university’s books. Lancaster does not have a formal directory of consultants/experts.

They are regularly approached by businesses interested in working with them on collaborative research. O’Brien didn’t think that businesses made location decisions based on the proximity of universities. Most of the companies that approach them already have some idea of what they are looking for – they have met academics at conferences or even read academic papers which they were interested in. Lancaster has well-established procedures for setting up such agreements, such as confidentiality agreements and programmes of delivery.

Lancaster also approaches businesses directly, both to inform them about capital facilities such as InfoLab21 and to talk about specific proposals.

O’Brien thought that, while Lancaster does KTPs, these were more of a necessary evil – he felt they were unnecessarily bureaucratic and not all that generous financially. He felt that other schemes such as CASE studentships or placements worked better both for the university and for the company.

4.7 The University of Liverpool Areas of research excellence Liverpool is relatively strong in Computer Science and Informatics. In all, 30% of its research in this field was classed as 4*, with 45% being 3*. Four academics potentially had relevant research expertise.

Although music research was another strength (10% was rated 4*, 50% was 3*), this expertise lay in musical cultural theory rather than in music production.

Electrical and electronic engineering research also scored well (15% was rated 4*, 40% was 3*). Five academics were identified as conducting research that is potentially relevant to the DCI sector.

Specialist research groups Liverpool is a member of the Russell Group. Of its specialist research groups, only one is regarded as relevant – the others are seen as too theoretical.

Knowledge Transfer Partnerships Liverpool has carried out a large number of KTPs. In all, 84 have been completed and 18 are current.

Of these, 14 of the completed ones and three of the current ones seem to be DCI-related.

The large majority of these involve developing software solutions for business.

Additional facilities/Incubation space Liverpool’s facilities include two music recording studios.

DCI-relevant courses Liverpool has 1,632 people taking DCI-relevant courses. Computer science accounts for 302 of these, with maths courses adding a further 405. The total student body is 19,380.

Liverpool’s commercialisation work in the DCI sector is mostly focused on computing; it has little digital content activity. Digital technologies have been identified as a major research strength by the business development team. Within this, a number of areas are regarded as key capabilities: imaging and detection; signal and information processing & communications; complex software and e-business.

Business development at the university has been shaken up dramatically in the last year (following the appointment of a new Vice Chancellor). The number of managers went down from 8-10 to none, and is now being rebuilt. Five are now in place with another 3 or 4 due to take up posts in the next couple of months. Business managers are responsible for subject areas within the university such as Arts, Social Science, Health and Life Sciences.

The business managers help commercialise good ideas, but are also intended to be proactive – going out and building links with business community.

Developing good ideas from academics has tended to be a rather hit-and-miss process up until now. The same is true of consultancy; although people are supposed to go through their Heads of Department, in practice it is hard to stop them setting up their own arrangements. There is no formal directory of consultancy expertise.

Liverpool University has set up Ulive Enterprises to commercialise IP (principally through patents). The university is the majority stakeholder, with a local venture capital fund providing the balance. (An attempt to float Ulive on the AIM market failed.) Ulive has only been going a year, so it is too early to tell whether it’s going to be a success.

Liverpool does get approached by investors (some of them foreign) interested in collaboration. Andrews believes there is information on individual academics’ expertise available, but it has not been collected in a single place – a possible project for the future.

In such a case he has to approach the Head of Department and ask if they know of someone with required skills.

Liverpool also gets approached by public bodies like NWDA and Liverpool Vision on behalf of investors. These approaches are usually speculative – the bodies don’t have particular knowledge of Liverpool’s expertise.

The university tends to be involved in academic networks, not knowledge transfer ones.

Andrews felt the likes of PraxisUnico mostly served as CPD for knowledge transfer professionals.

KTPs are a strength of Liverpool’s, but this is not driven from the top down; it is more a consequence of having a good person in charge of setting up KTPs. Andrews feels that the attitude towards them at Liverpool is generally supportive, but motivating academics to take part can be challenging.

4.8 Liverpool Hope University Areas of research excellence Liverpool Hope had no 4* research in DCI relevant categories. In Computer Science and Informatics 20% of the research was rated 3*.

In other fields, such as music, where 30% of work was rated 3*, there did not seem to be any overlap with the NWDA project’s areas of interest.

Specialist research groups Liverpool Hope has two specialist research groups in this area: the North West Art and Design Research Group and the Intelligent Systems and Applied Informatics group.

Knowledge Transfer Partnerships Liverpool Hope is currently involved in one KTP, its first. It does not involve the DCI sector.

Additional facilities/Incubation space Liverpool Hope has several additional facilities such as recording studios, a TV studio and a number of editing rooms.

DCI-relevant courses The HESA data suggested that there were 617 students on DCI-related courses. There were 108 students taking music technology courses.

Commercialisation networks Given the relatively weak research base at Liverpool Hope, it was decided not to contact them for an interview about commercialisation networks.

4.9 Liverpool John Moores University Areas of research excellence In Computer Science and Informatics, 5% of research was classed as 4*, with 45% being 3*. It is a smallish department, but two academics were thought to have potentially relevant expertise.

Electrical and electronic engineering has a strong research performance (20% was 4*, 40% was 3*). However, these scores were based on the work of just two academics, neither of whom seems to have DCI-relevant expertise.

Specialist research groups Two of the university’s specialist institutes have a focus on the digital and creative industries: the International Centre for Digital Content and the Liverpool Screen School.

Knowledge Transfer Partnerships There were a total of 87 completed KTPs across the university. In all, 27 of these had some relevance to the DCI sector. They covered a range of activities but mostly focused Strand 7: Higher Education Institutions BOP Consulting 2010 (www.bop.co.uk)

on IT software systems for business or marketing strategies. There were also a couple of product design KTPs. None of the ten ongoing KTPs were felt to be relevant.

Additional facilities/Incubation space The Liverpool Screen School is one of a number of facilities at John Moores. It includes newsrooms, a TV studio and editing suites.

DCI-relevant courses In all, 2,776 people are studying on DCI-relevant courses at John Moores, out of a total of 24,445. A small proportion of this figure are on HND, CPD and foundation courses. There are large numbers of students on computing and engineering courses in particular.

John Moores is a Skillset Media Academy.

Commercialisation networks Interviewee: Jon Barrett, Director of Commercial and Enterprise Development Liverpool John Moores is very much a vocational university: their academics’ contracts mention the importance of consultancy work. JB reckoned that 500-1,000 academics were involved in consultancy work.

John Moores doesn’t have a formal directory of experts. Consultancy work is sourced approximately 50% by academics, 50% by business development team.

If an academic comes up with a potentially commercialisable idea, the university appoints a key account manager. He/she works with academic to explore whether idea is protectable and commercially viable. If it is, initial development is funded by the university.

Eventually they will look to license or spin-out the idea; they prefer spin-outs are these are ‘cleaner’ from their point of view. The spin-out vehicle will be set up with an industrial partner, usually an existing contact. Liverpool John Moores currently has 54 spin-outs, most of which have remained in the local area.

The subject areas for commercialisation activities tend to range across the university’s activities, including maritime engineering, digital sector, and health. There is also a wide geographic range – they work in the Middle East, for instance.

KTPs are seen as useful, partly because they can lead to follow-on consultancy work.

They also get students, academics and industry working together. Barrett felt it helped academics in particular become more commercially aware. There is something of a cluster around engineering activity.

They are regularly approached by companies looking to work with the university, and the business development team spend much of their time (50-60%) talking to potential business contacts. Barrett says much of this is done one-to-one; he finds this more productive than networking, which can become something of a distraction.

Areas of research excellence Manchester’s research was judged in the RAE as being the strongest in the region. It also has the highest number of research students. Music research did well (50% was assessed 4*, 35% 3*), Drama, Dance and Performing Arts scored 45% and 40% respectively, Computer Science and Informatics scored 35% and 55%, while Electrical and Electronic Engineering rated 25% at 4* and 45% at 3*.

Ten computer science academics were identified as doing relevant research, along with six electrical and electronic engineering academics.

Specialist research groups We identified nine research groups of relevance to this work. Three are from the School of Electronic and Electrical Engineering, six are in the School of Computer Science.

Knowledge Transfer Partnerships The University of Manchester has been involved in more KTPs than any other institution in the North West. It has completed 157 KTPs, while another 14 are still ongoing. In all, 34 of the completed KTPs involved DCI activities. These were mostly about developing software solutions for businesses, and some marketing activity. The Computer Science and Management/Business School departments were the most likely to be involved.

The 14 ongoing KTPs included one DCI-related one: building a web-based platform for a business.

Additional facilities/Incubation space Manchester offers incubation space at the university’s Media Centre.

DCI-relevant courses Manchester has 3,445 people on DCI-relevant courses, out of a student body of 37,360. A sizeable number of these are being taught maths: 410 are studying for the single honours BSc and 210 for the MMath. A further 679 people are studying courses in the Electronic and Electrical Engineering category.

Commercialisation networks Interviewee: Graham Riley, Managing Director Manchester Informatics Ltd. (MIL) MIL is the commercial exploitation company for the School of Computer Science at the university. The company was set up 19 years ago. Its remit covers relatively small-scale work in consultancy and support services as well as licensing and technology transfer.

Academics are encouraged to go through MIL to do this kind of work, but are not obliged to – they can sometimes reach private arrangements with businesses. MIL doesn’t have a formal database of academics, but Riley knows them all anyway.

owner of IP generated at Manchester. UMIP gets more ideas than it can fund though, so academics can take their ideas elsewhere if UMIP says no. There has been roughly one spin-out a year for the last decade from Computer Science department.

The School of Computer Science has 12 research groups. Of these, 3-4 are involved in commercialisation, with 1-2 academics in each being involved. (This number has been dropping recently – primarily due to pressure to score well in the RAE.) Manchester University also has high-level boardroom contacts with the likes of Google.

However, commercialisation activity tends to be driven at lower levels in the corporate hierarchy, through links between academics and technical staff in companies. A lot of commercialisation is driven by interested academics networking or seeking out opportunities for themselves.

4.11 Manchester Metropolitan University Areas of research excellence Manchester Metropolitan’s strongest research area in the DCI fields is Art and Design, where 10% of its work was classed as 4* and 35% as 3*. The department has a sizeable number of research students, and we identified one academic with relevant expertise. In Computer Science and Informatics, 5% of work was classed as 4*, with 30% being 3*.

Twelve academics were thought to have relevant expertise.

Specialist research groups Manchester Metropolitan has six relevant research groups within the Department of Computing and Mathematics, and MIRIAD (Manchester Institute for Research and Innovation in Art and Design).

Knowledge Transfer Partnerships Manchester Metropolitan has been involved in 59 completed KTPs, and 14 current ones.

Of the completed KTPs, 20 were related in some way to the DCI sector. This tended to fall into two main areas – marketing work, usually involving the Business School, and software solutions and systems. There was also a KTP involving the school of design.

Only one of the current KTPs appears to refer to the digital and creative sector.

Additional facilities/Incubation space Manchester Metropolitan’s facilities include MIRIAD (Manchester Institute for Research and Innovation in Art and Design).

DCI-relevant courses Manchester Metropolitan has a large number of students on such courses: 4,481. Of these, there were around 668 people on marketing courses and 1,003 on design studies programmes. The total number of students at the university is 32,967.

Commercialisation networks Interviewee: Jane Bentley, Head of Enterprise Manchester Metropolitan is currently reviewing its processes for commercialising IP. Currently there are 10 business development managers embedded in faculties throughout the university. A meeting was held at the end of March 2010 with the managers, to see what the different processes employed are, and perhaps to standardise a best practice.

Manchester Metropolitan has just started working with Innovation Exchange, a private, not-for-profit intermediary, who will help Manchester Metropolitan commercialise their intellectual assets. Between Manchester Metropolitan and Innovation Exchange, they should find most of the university’s key assets.

There are no formal commercialisation networks. They have discussed bundling their assets with, say, the University of Manchester, but there is not enough knowledge of their own processes to make it worthwhile at this stage.

4.12 The Royal Northern College of Music (RNCM) Areas of research excellence As a specialist institution the Royal Northern College of Music’s research falls into just one unit of assessment area, music. In all, 5% of its research in this subject was classed as 4* with a further 30% at 3*. Its staff’s research interests seem to lie in music composition and theory, though, rather than in production or technology.

Specialist research groups RNCM has no relevant research groups.

Knowledge Transfer Partnerships The Royal Northern College of Music has not carried out any KTPs.

Additional facilities/Incubation space RNCM hosts a number of recording facilities.

DCI-relevant courses None of the College’s courses falls under the remit of the digital and creative industries definition being used in this report.

Commercialisation networks Given the specialist nature of RNCM, it was decided not to approach them for an interview in this area.

4.13 University of Salford Areas of research excellence In the DCI sectors that are under review, Salford does not reach the 35% level. In music, 25% of its research work was classed as 3* (none was 4*), while in Art and Design 5% was 4* class, with 15% rated as 3*.

Salford is along with Liverpool John Moores University, one of two Skillset Media Academies in the region.

Specialist research groups Salford has one specialist group in the DCI field: the Centre for Virtual Environments.

Knowledge Transfer Partnerships The university has taken part in a large number of KTPs: 87 have been completed and 18 are under way across the university. We identified 18 completed and five current KTPs relating to digital and creative industries. The large majority of these were in marketing or software solutions for business.

Additional facilities/Incubation space Salford’s facilities include TV and recording studios and acoustics labs.

DCI-relevant courses Salford has 3,705 students on DCI courses, out of 19,181 at the university as a whole.

Among the larger subject areas are design studies, with 765 across its various courses, and media studies (production) courses, with 502.

Commercialisation networks Interviewee: Andrew Hampson, Head of Technology Transfer Salford sees itself as an enterprising university, more attuned to the needs of business and industry than are the research universities.

Hampson is part of a team of four who roughly map onto the four faculties of the university. He sees a large part of his job as ‘disclosure stimulation’ – encouraging academics to think about the IP potential of their work. He starts with details of all successful grants the university has received and uses that to try and build relationships with the academics. AH runs things like innovation clubs and ideas competitions to stimulate IP ideas.

The university owns IP generated internally – though there is a grey area if the idea is developed by academic in conjunction with a private company. The university has some funding available to support interesting ideas to grow them within the university itself, such as proof of concept funds and a follow-on fund. to market, but they tend to look to license ideas to companies, which is less risky than venture capital funding. Ten years ago, though, they would have looked more to venture capital funds or business angels, but this is less common now.

Hampson estimates almost 70% of academics are interested in commercialisation, which reflects the nature of the university’s mission. Areas where commercialisation is done include health (podiatry, sports science) science and engineering, and increasingly media.

Salford encourages consultancy work. Most of those involved are middle-ranking academics. Salford has an internal directory of experts called SEEK, available on the university’s intranet.

If they are approached by a company interested in working with the university, they aim to map the request across to the appropriate expert. They will only do it if they have clear expertise in the relevant area though.

KTPs are seen as valuable both as a source of research funds and of opportunity to build links with business. They are seen as one way to build ongoing relationships. Hampson also has more speculative meetings with companies, to introduce them to Salford and to give them a sense of what the university can offer.

Hampson is a member of formal networks such as PraxisUnico and AURIL, and networks with other North West universities. He finds these useful both for CPD and making contacts.

APPENDIX 2: INTERNATIONAL HEIS As part of this strand, BOP Consulting was also asked to try and identify those international HEIs conducting high-level research into the DCI sector which were also likely to have strong links with local DCI clusters.

We began the process by first identifying key clusters of digital and creative activity internationally. This was done through desk and web research. Once this had been completed we then compared this list with that of the top 100 engineering and IT universities in the world for 2009, as calculated by the Times Higher Education/QS (Quacquarelli Symonds) rankings. For each cluster, we tried to identify at least one major research university in the locality carrying out work in the digital/creative field. We then conducted further desk and web research to identify key contacts at the university.

In a handful of cases, such as New York City, North Carolina’s Research Triangle or Bangalore in India, there was no university ranked in the top 100 in the area. In these cases, we selected well-known universities in the area to represent that cluster.

In all we have collected data on 44 leading research universities from around the world.
