The National Certificate of Educational Achievement (NCEA) puts equal weight on all credits towards a qualification. But it is much easier to attain an 'Excellence' grade in some standards than in others. There can be substantial differences between people with the same NCEA qualification. And two students with very different academic achievement can finish NCEA with the same number of credit points, and the same number of 'Excellence' or 'Merit' grades.
'Score! Transforming NCEA Data' argues that this disadvantages students, schools, employers and universities who rely on information from our schooling system.
Authors Eric Crampton and Martine Udahemuka have developed a better measure of student performance at NCEA. Their Weighted Relative Performance Index (WRPI) weighs overall student performance in each standard when assessing each student’s performance.
The measure can assist government, policy analysts, researchers and schools to understand student performance better.
