On the cover of this issue we feature an important pioneer in New Zealand philatelic history: the very first Health stamp to be issued in New Zealand. Perhaps most significant is the fact that the introduction of Health stamps involved a change in Government legislation. So dramatic was the concept of a stamp which also raised funds, that it was necessary to introduce amendments to the Finance Act. In 1929 a special clause was added to the Act to enable part of the value of the stamps - in this case 1d - to be donated to charity. It was suggested by the Health Department, then approved by the Government, that the proceeds should go towards maintaining children's Health Camps. Today, children's health still benefits from the sale of Health stamps; all of the surcharge collected is used to help fund the work of Health Camps throughout New Zealand. NEW LEASE OF LIFE

In 1978 the original Health stamp of 1929 was revived to commemorate the 50th issue of Health stamps in New Zealand. The original "nurse" stamp artwork was incorporated into a contemporary design which combined the old with the new.


CUE S T COLUMNIST Dear Stamp Enthusiast Among the most enthusiastic of all stamp collectors are the young. They collect for the FUN of it. The Philatelic Youth Council has the enjoyable task of fostering stamp collecting activities in young people, encouraging them to higher standards of collecting, and helping to start new youth clubs. The Philatelic Youth Council was started in 1984 by the New Zealand Philatelic Federation. We communicate with young collectors through a free publication entitled 'Fun Philately'. This is distributed free to any collector under the age of 22 Ceoff Tyson and also has a strong following amongst public Chairman of the Philatelic Youth Council libraries, schools, philatelic sales centres, dealers, of New Zealand clubs and other societies. For keen young collectors an Achievement Award Scheme provides a means of measuring advancement and collecting skills through a series of gold, silver and bronze awards. In addition, our council supports and encourages participation in almost every junior philatelic activity in New Zealand. For example we support the National Philatelic Youth Camp held each year; we assist in the planning of fun activities at exhibitions; we are in the planning stages of a programme for schools and are currently working on a leaders pack. These are just some of the projects the Philatelic Youth Council is involved in. At all times our emphasis is on collecting for fun. Hopefully our activities will foster a keen interest in stamp collecting which will last for years to come. Share the fun by encouraging a young collector!

Whether it's birthdays, anniversaries, get well soon or a simple "hello" - the gesture of sending cards to friends and loved ones has always. been popular. The perfect accompaniment is the special occasion greetings stamp. Stamps, which, like the cards themselves, carry personal messages like "Happy Birthday" or ''Thinking of You".

With this 1991 issue, well-wishers can choose from two different books of messages. The first book contains five stamps - each of a different design which carry the popular "Happy Birthday" message. The second contains five stamps suitable for every occasion

STUDENT DESIGNERS Design students from Auckland, Wellington and Christchurch were invited to submit designs for the stamps and in total, over 120 students rose to the challenge. For the successful students it was a rare opportunity to see their work translated into a commercial reality. IIIIIIII11111111111

SELF ADHESIVE STAMPS 17 April 1991

Now New Zealanders can choose to say goodbye to the taste of stamp gum and join Canada, Japan, Australia and the USA in enjoying a more pleasant means of affixing stamps. In response to the recent demand for a rapid and simple method of prepaying postage, the selfadhesive postage stamp has arrived. Designed primarily with commercial users - like small businesses in mind, the first selfadhesive stamp is the 40c brown kiwi. The actual design is identical to that used on its conventional counterpart, with the only technical difference being a slightly wavy edge in place of the usual perforations. Small businesses, charities and

clubs which process large volumes of mail - yet not enough to warrant a franking machine - will find the new stamps a particularly useful innovation. Packaged in convenient dispenser boxes of 100, the stamps peel off a continuous coil of waxy backing paper similar to sticky label dispensers. SCENIC WONDERS 12 June 1991

Pancake Rocks, The Organ Pipes, Lion Rock and The Sleeping Giant. All names given to describe some of New Zealand's most striking rock formations. Maori legend and the weather go some way towards explaining New Zealand's spectacular natural rock phenomena. In the 1991 issue, 'Scenic Wonders', six different rock formations are featured. Some are popular tourist attractions while others are lesser known but equally impressive.

Ahuriri River Clay Cliffs, Mackenzie Basin

THE ISSUE

Punakaiki Rocks (The Pancake Rocks) Situated 48 kilometres north of Greymouth at Dolomite Point, these pancake-shaped rocks were formed about 50 million years ago. The softer limestone layers have been eroded horizontally, leaving the harder layers projecting like a stack of pancakes. The dramatic effect of these rocks is complemented by the wild seas which rush into and explode in chambers and caves carved out by the continuous motion of the Tasman Sea. Moeraki Boulders Maori Legend tells the story of Arai-te-uru, the legendary sailing canoe which travelled south from Hawaiki in search of precious greenstone and capsized near Koekohe Beach. The canoe's petrified hull forms a reef, while the body of her commander forms a nearby rock. According to Maori legend, debris washed ashore in the canoe's misadventure including eel baskets, calabashes and kumara was transformed into the massive Moeraki Boulders. Science tells us,

however, that they have weathered out of the siltstone of the sea cliff. The Organ Pipes The similarity of this rugged rock face to the majesty of full scale organ pipes is uncanny. Over 10 million years ago - long before the invention of the organ lava flowed across the summit of Mt Holmes, exerting tension in both a horizontal and vertical direction. The inevitable cracking which relieved this tension created what is now one of New Zealand's most distinctive rock formations. As the lava cooled at different rates, so too did the height and diameter of the resulting formations vary to create 'pipes' of differing sizes. Castle Hill Rising almost 1000 metres above the rugged terrain of the Arthur's Pass district, this dramatic limestone landform was created by the effects of years of relentless wind and water. The unusual ridged and

grooved formation was caused by the complex folding of the Tertiary layer strata. Te Kaukau Point The only North Island formation to feature in this issue is found on the south Wairarapa coast. Te Kaukau Point, situated on this rugged coastline, was created by a geological upheaval of many layers. As a result the scarred cliffs were forced into the severe 45 degree angle which makes them such a spectacular sight today. Ahuriri River Clay Cliffs Each time the Ahuriri River in the Mackenzie

Basin floods, these fascinating pinnacles are slowly transformed - those at the front being eroded away with new pinnacles forming from the cliff behind. This ever-changing formation was originally the result of glacial gravel and silt deposits which were thrown 100 metres upwards by an earthquake fault which is still active. HECTOR'S DOLPHIN 24}uly 1991

The charming dolphin has captivated New Zealanders for generations. Pelorous Jack and Opo are a legendary part of our history and help explain the passion with which we protect and nurture the survival of dolphins in our waters. This year's Health issue features one of New Zealand's endangered dolphin species: the unique Hector's dolphin which is under threat from set nets around Banks Peninsula in the South Island.

AT RISK This small dolphin with distinctive black, grey and white markings usually stays close to shore (within 6-8 kilometres at the most) and is found only around New Zealand. It is in these shallow waters where the

dolphin is most at risk from set nets. With only between three and four thousand of the species thought to be in existence, concerns about the survival of Hector's Dolphin are well founded. MARINE SANCTUARY Recent research indicates that in the past five years around 230 of the slow-breeding dolphins have drowned in nets in the waters between the coasts of North Canterbury and Timaru alone. To protect the precious dolphin, the New Zealand Department of Conservation has created a marine mammal sanctuary in the waters around Banks Peninsula. This prohibits commercial gill netting dUring the period of the year when dolphins are present and introduces strict regulations at all other times. WORLD CUP RUGBY

In

October this year the finest 16 rugby teams in the world will compete in what has become the world's most prestigious rugby event: the Rugby World Cup. The competition - which will be the fourth biggest sporting event in the world - will be hosted by the United Kingdom, the Republic of Ireland, and France. A BILLION VIEWERS The inaugural event, hosted

series of qualifying rounds in which teams such as Poland, Czechoslovakia, Spain and Israel competed to give the competition a truly international flavour. Following the interest generated in 1987, it is estimated that the televised matches will command a total of over one billion viewers from every continent in the world.

New Zealand and Australia in 1987 saw New Zealand beat France to become the world champions. This year France - along with 14 other qualifying nations - will be out to take the cup off the All Blacks. The finalists were determined in a

ISSUE FEATURES To commemorate the second Rugby World Cup, Wellington artist Allan Mitchell has depicted four aspects of the game in New Zealand. Children's rugby, women's rugby, senior grade rugby and the world renowned All Black haka feature on the four stamps, while the first day cover depicts the Webb Ellis Cup which will be awarded to the champion side. The stamp depicting the All Black haka has been incorporated into the miniature sheet, which will also be available on a colourful first day cover featuring the flags of the 16 finalists.

Christmas stamps today are as much a part of the festivities as turkey and plum pudding. Yet that hasn't always been the case. The very first New Zealand Christmas stamp was issued in 1960. The special stamp carried a postage rate of 2d and just over 20 million were produced. Such was its popularity, that in 1961 the issue date was brought forward to enable the stamps to be used on Christmas mail destined for overseas. By 1970 demand was growing for stamps of more than one face value. The public wanted Christmas stamps which

matched the overseas rates of postage. So 10 years after the introduction of Christmas stamps, the issue was increased to include higher value denominations.

higher value denomination stamps for fastpost and international use. The first day cover combines these scenes with a Pohutukawa known locally as the New Zealand Christmas tree.

Each of the four 40c stamps depicts a different aspect of a nativity scene, however they also integrate to form one complete design. These colourful stamps are complemented by three

LOCAL FLAVOUR These early versions of Christmas stamps featured famous nativity paintings. A reproduction of 'The Adoration of the Magi' by Albrecht Durer was the first to be used. Today, as this t 991 issue demonstrates, the common theme is that of a traditional Christmas spirit and a New Zealand flavour.

WORLD CLASS STAMP EXHIBITION Over five years of planning and intense administration paid off for the organisers of the prestigious World Stamp Exhibition 'New Zealand 1990'. More than 45,000 collectors and observers visited the 10-day exhibition in August last year, and were treated to a fascinating feast of philatelic material from around the world. The international flavour was apparent with collectors, exhibitors and postal authorities from 30 different countries attending. In many cases they were also showing material which had never been seen in New Zealand before. This included part of the collection belonging to H.M. Queen Elizabeth 11, the registration sheets of the Penny Black and Tuppenny Blue from the National Postal Museum, London - all of which were displayed in the Court of Honour. LCigh-Mardon ofAustralia took the opportunity to acknowledge the significance of the 'Heritage'suies by presenting New Zealand Post with a framed record of each of the issues.

AN EXHIBITION FOR ALL AGES A noticeably large number of children took the opportunity to visit the world class exhibition and enjoyed a variety of activities organised by the Philatelic Youth Council. These ranged from designing a stamp, right through to quizzes and stamp bingo. PERFORATOR IN ACTION One of the more unusual exhibits was a stamp perforating machine in action, brought here from Australia especially for the exhibition. This attracted a great deal of interest for its owners, Leigh-Mardon Pty Ltd. This is the Australian company which prints and supplies the majority of the stamps distributed by New Zealand Post. It was timely that the exhibition coincided with the sixth and final Heritage issue: Heritage The Maori. Leigh-Mardon chose to make a feature of this issue and displayed the original artwork and printing films and plates used to produce the finished product. CONGRATULATIONS TO WINNERS Among exhibition awards were: Overall Grand Prix d'Honneur award went to Samir Fikry of Egypt for his Nile collection. The international prize was awarded to Mario Que of the Philippines while Gerald Ellott of Auckland took the top New Zealand award for his New Zealand Wars entry.
