TEU ADDENDUM TO THE PROJECT WHITESTREAMING REPORT Having read Helen Potter and Lee Cooper’s report on whitestreaming in tertiary education, Recognising the inherent harm that the practice of whitestreaming is doing to Māori education, and Concerned for the impact that the practice of whitestreaming is having on people working in Māori specific tertiary education jobs. TEU’s National Council makes the following demands: 1. Public tertiary education institutions in New Zealand should take no further actions to disestablish Māori specific jobs, courses or support networks. To ensure we protect all remaining Māori specific jobs, courses and support networks, TEU urges institutions to work with us to demand government support for an end to whitestreaming. 2. Every public tertiary education institution that has disestablished Māori specific jobs, courses or support networks should reinstate those positions, courses, and networks. 3. All public tertiary education institutions with Māori students should have Māori specific support (Māori staff, resources, and funding) for those students. That support must be at the level that it meets the needs of all Māori students at the institution. Larger institutions or institutions with several campuses will need to introduce a network of support rather than a single support structure. 4. The government must reinstate funding that specifically supports Māori (students and staff) in tertiary education. This funding must be a level that allows institutions to meet the requirements outlined above. TEU urges all institutions to join us in demanding this support from government. Underpinning these recommendations TEU believes all public tertiary institutions need to: • • • •

Ensure they have professional development plans that support people holding Māori specific roles; Ensure people holding Māori specific roles have the seniority and funding necessary to implement their programmes effectively; Develop leadership programmes that support Māori into leadership positions; and Ensure Māori staff, students and local hapū/iwi have a clear role in all decision-making at their institution at both a governance and management level. This role should be one of partners through the Tiriti relationship, not consultation.
