“Integrating and highlighting gender in all our work” is the clearly stated commitment in the OASP to advance the gender justice agenda. This update provides key organizational, programmatic, and policy and campaigning highlights on quarterly progress against the OA Gender Internal Change Goal (GICG). The previous update of FY16 Q1 can be found here.

Appropriate planning and MEL to facilitate learning and strategic decision making including increased rigor in research

In Q2, many efforts were put around research, learning, and documentation around the gender agenda.

Community Finance’s R4 Rural Resilience Initiative was featured in a recent publication of ‘Gender in Climate-Smart Agriculture’ by the World Bank Group, the UN Food and Agriculture Organization (FAO), and International Fund for

Agricultural Development (IFAD). The publication highlights impacts of the R4 Rural Resilience Initiative on women’s food and income security in Ethiopia and Senegal. In the Horn of Africa Regional Office (HARO), the validation workshop for Gender Disaggregated Agricultural Expenditure incident analysis was held on September 16, 2015. The conference was a success with highly influential and experts in the area of gender and agriculture in attendance. The United States Regional Office (USRO)’s graduate fellow began a research project on gender impacts of poultry work that will include

a literature review and interviews with women poultry workers and experts. The final product to be completed in Q4. The Extractives Industry team (EI) put in a proposal to the Association for Women’s Rights in Development (AWID) to present at their annual forum to be hosted next April in Istanbul, Turkey. The proposal seeks to highlight the deep interactions between gender and extractives. The Savings for Change (SfC) CAMEXCA team and the SfC HQ team documented stories of empowered women members in Guatemala and El Salvador. The blogs illustrate how women are changing their 1


FY16 Q2 Progress on the Gender Internal Change Goal lives in rural El Salvador, be it a woman running and getting elected for local office, or a woman starting a family garden and now selling her additional crop in the local market. Blogs include: Women’s empowerment in rural El Salvador; Saving for Change links with local governments; Food security and income generation in rural El Salvador; Saving for Change’s commitment to the environment. The EI program in Laos has developed and presented OUS investment and strategic scopes of results in supporting sustainable and responsible investment of natural resource management and women’s empowerment.

In WARO, Gender Action Learning is on-going in both Senegal and Ghana. One of the greatest outcomes is the construction of a change team which is taking the lead. Many lessons have been recorded by the consultant. In the region, Oxfam Belgium is also implementing the GAL in Mali and Burkina. We will cross- collaborate to see how learnings can be applied.

CAMEXCA reports that communications from HQ is developing case studies of women´s economic leadership through WISE to support changed perception of the roles of women while positively reflecting Oxfam´s contributions to Guatemala. Stories for Oxfam´s Annual Report, Oxfam Magazine, and the one posted on the website gather this kind of evidence.

We had over 50 participants including the Big Three (Mars, Mondelez, and Nestle), traders, certifiers, farmers organizations, and national and international NGOs. FY16 Q2 Progress on the Gender Internal Change Goal In WARO, the team has been able to achieve a giant leap at the national level influencing the women’s’ elected network CAEL in multiples ways: 1) Planning TLWR training with 30 participants (15 elected women mayors and 15 men leading other council). 2) Reaching out with a manual on parity law and statistical data from the last Senegal elections (translated in locale languages in 15 localities where women’s have a locally elected position). 3) Strengthening people’s voices (working with women’s rights organizations in Senegal and Burkina) together with ONHR to train and sensitize their rights to participate in upcoming elections. In CAMEXCA, as a new ANDE member, WISE is now sharing similar working context with INGOs and local NGOs as development intentioned allies, willing to remove impediments & tackle the institutional barriers women-run businesses face, and/or creating support services that will help them transcend. The ANDE proposal to Support Chapter Activities in Guatemala has already been signed and funded. In line with WISE program objectives, this agreement will establish a Women´s Working Group and facilitate connection, potential

alliances/projects, and ecosystem building.

The Humanitarian Response Department (HRD) has successfully launched a guidance note on gender in the Humanitarian Change Goal in Q2. This guidance note goes beyond what is documented in the HRD and country AOPs for FY16, and also encompasses many focus points derived from the Humanitarian Gender Road Map for the Humanitarian Programming in Oxfam America. Allowing it to be a foundational and guiding tool for anyone who is implementing HCG activities, our goal for this document is to briefly lay out the vision we have for incorporating gender within the HCG. Aid Effectiveness (AE) celebrated a milestone achievement in gender by completing a Team Gender Audit and Team Gender Analysis. The team focused on both the internal

processes of the AE team as well as policy and advocacy work, communications, and external messaging. The team held a Gender Workshop to review the findings of the gender audit and gender analysis which included recommendations. AE has already taken several steps towards implementation of the audit recommendations and have better integrated gender in a thoughtful and meaningful way into their FY17AOP!

This summer the Aid Effectiveness Team celebrated a milestone achievement in Gender by completing a Team Gender Audit and Team Gender Analysis.

The Extractives Team (EI) was pleased to announce that after being on-boarded in June, EI’s new gender advisor has already proven critical to the EI team’s efforts in supporting our research, the drafting of the global Oxfam EI Strategic Plan, and working through gender components of grant applications. In addition, the EI team has recruited a Gender Focal Point for the team. 3
