21 foundations representing 2 thousands of machinery manufacturer firms. The event hosted by Adnan Dalgakıran, MAKFED Board of Directors Chairperson brought the names directing
the Turkish economy together. Apart from Mustafa Varank, Minister of Industry and Technology and Naci Ağbal, Strategy and Budget Chairperson of Presidency,
doyen names, the related ministry, representatives of public institutions and establishments, Board of Directors of MAKFED and its member foundations and senior managers of the machinery
manufacturer firms participated in the summit. “WE WILL MOVE TURKEY TO THE ADVANCED TECHNOLOGY LEAGUE” Mustafa Varank, Minister of Industry and Technology who made a speech at the opening session emphasized that Turkey should own a strong machinery sector for a healthy, balanced and dynamic economy and said that: “Final aim of our new support program which will constitute one of the foundations of our national technology strategy is to enable Turkey to be the at the pioneer position in the technological transformation process which the world is going through.” Mr. Varank stated that: “We will prioritize the machinery sector in End to End Endenization Program. We will move Turkey to the league of countries manufacturing advanced technologies with this program.”
“STRONG SUPPORTS WILL BE PROVIDED FOR THE INDUSTRY THROUGH SEVEN COMPONENTS” Naci Ağbal, the Strategy and Budget Chairperson of Presidency expressed that: “Very strong supports will be provided for the industry through seven components in the following period: Productoriented R&D and innovation, advanced digital transformation, powerful transportation and energy infrastructure, logistics, qualified human resources, strong financial structure through education and advanced investment environment. Therefore, a significant domestic market demand for the machinery sector will be possible in the following period” in his speech where he recorded that the government took very reasonable steps and supported the machinery sector. “PUBLIC SHOULD CONSIDER MACHINERY AS LOCOMOTIVE” Adnan Dalgakıran, MAKFED Board of Directors Chairperson who hosted the summit emphasized that Turkey can be a society of prosperity with the transformation in the machinery sector and said that: “Public should give up accepting machinery is a sector and consider it as the locomotive of Turkish economy. If we can make the machinery locomotive of Turkish economy, we can reach to manufacture volume for 100 billion dollars in 2030. We are ready for this.” Recording that the machinery sector constitutes the 25% of the world trade, Dalgakıran stated that: “You cannot point out any country which does not have any petrol and natural gas and manufacture any machinery
but which is rich. There are only two countries which can increase from middle income level to high income level in the last 60 years. They are South Korea and Taiwan. They could make it with the help of machinery, electronics and software. Turkey is a developing country but the share which we have out of the world trade in the approximately 300 years is still at the same rate. We should adopt more long-term, more strategical and more qualified perspective.” Underlying that nothing can be obtained without any goal and strategy in his speech, Dalgakıran expressed that: “Machinery export volume of China in 1992 was 3 billion dollars. They reached to 300 billion dollars in 2005. They achieved this only within 13 years. Turkey is in need of a jump rather than a development. We should achieve a growth for 20-25 percent in each year. Our goal was 100 million dollars for 2023 10 years ago but we could not make it because of the problems in the ecosystem. It’s not too late yet. We can meet this goal in 2030. If Turkey wants to be country of prosperity, it has to produce technology. Machinery is the first sector to produce technology in Turkey. We are in need of a resource which is more significant than money, which are qualified human resources to manufacture machinery. Since technology is not something which you can create with any ordinary person. We have to educate smarter, more hardworking and more creative people who constitute the 3-5 percent of the society in special ways and we have to establish the ecosystem in which they will live. Besides, we should bring human resources prevail on the technology
and the international capital manufacturing technology from abroad to Turkey. If we achieve this, Turkey will have such a different position within 10 years.” WORLD-FAMOUS PROF. DR. ALBAYRAK TOLD THE FUTURE MACHINERY Following the opening speeches, the presentation titled with “Future of Digitalization - Machinery of Future” by Prof. Dr. Şahin Albayrak, Lecturer at Berlin Technical University who has arisen respect throughout the world with his studies on artificial intelligence gathered a huge interest following the opening speeches. “WE HAVE OUR ROAD MAP” Zühtü Bakır, MAKFED Secretary-General who made an evaluation at the end of the event recorded that machinery manufacturers have produced 99.4 billion TRY endorsement, 24 billion TRY added value with 13 thousands of business facility and 240 thousands of employment and carried out export for 17.15 billion dollars in 2018, and underlined that they realized a very successful summit and all the related sections participated in the event with the highest level interest. Bakır said that: “We brought ourselves on the table as the machinery manufacturers in this summit and we came across with the world. What we do, where we are, what we cannot achieve... We all put forward such points sincerely. We draw a road map on what we can do to reach a point where we are strong in the international competition, produce advance technology and direct the economy and we announced it to the public with a declaration.” 103 • JUNE 2019

FOUNDATION OF THE INDUSTRY MACHINE TOOLS ANY PRODUCT MANUFACTURED IN MODERN INDUSTRY HAS MANUFACTURED WITH A MACHINE TOOL OR A MOLD ALREADY MANUFACTURED WITH A MACHINE TOOL. ENSURING COMPETITION ADVANTAGE FOR VARIOUS SECTORS WHICH HAVE STRATEGICAL IMPORTANCE FOR COUNTRY ECONOMIES AS AN INVESTMENT PROPERTY AND PROVIDING FUNDAMENTAL MATERIAL FOR ALL OTHER INDUSTRIES, MACHINE TOOLS SEGMENT HAS A SPECIAL IMPORTANCE FOR MACHINE MANUFACTURE. TURKEY RANKS AS THE 17TH IN WORLD LIST WITH ITS EXPORT VOLUME FOR 584 MILLION DOLLARS IN 2018 WITHIN THE MACHINE TOOLS SEGMENT WHICH CONSTITUTES A TRADE VOLUME REACHING TO 50 BILLION DOLLARS IN A GLOBAL SCALE.

countries and create a multiplier effect in economic development by specifying the manufacturing abilities of the sectors for which it provides
input with investment, intermediate goods and services welcome us in each product manufactured in the industry. Any product manufactured is
manufactured by a machine tool or a machinery or mold manufactured by a machine tool. Even one or more machine tools are used in the
manufacture of numerous products varying from pencil to automotive industry. Therefore, the economies whose machine tools segment is of strength ensure significant competition capacity for various sectors which are of importance. Machine tools are considered as a sub-segment which has an exclusive importance for machinery manufacturing industry and called as “Main Investment and Manufacture” machinery used to produce high technologies of high added value in all sectors of industrial products and manufacturing industry especially the vital sectors such as automotive, defense, aviation, ship construction, medical and white equipment. Therefore, structure of the machine tool segment and the developments experiences are considered as a significant indicator for country’s economy. So, that machine tool segment should maintain its growth and development and be supported
is of crucial importance so that the domestic manufacture continues to grow and develop swiftly. MACHINE TOOLS ENSURES STRATEGICAL SUPERIORITY Machine tools segment providing main material for all other industries manufactures advanced technological products demanded upon order apart from the standard manufacturing. Machine tools consist of shaft of high sensitivity, bearing and sensitive shifting bed and threaded counter shaft manufactured by main machinery of high quality; however, the main machine tool technology used in the machinery manufacture in the field might undertake the assistant or supportive technology position in another industry field. Technology, knowledge and experience of machine tools are needed to manufacture any connection, transmission element and component in the intended
tolerance. Accordingly, it is possible to say that manufacture of a product is in parallel with the machine tools used for the manufacture. In other words, technological superiority of a country is parallel with the quantity and quality of the machine tools which it manufactures and uses. WE MANUFACTURED THE FIRST MACHINE TOOL IN 1984 According to the document titled “Report on Machine Tools Sector” published by Ministry of Trade in 2016, it was considered as a necessity to prioritize the machine tools manufacture in the enterprises to be realized in the industrialization period in Turkey and accordingly, leadership and instructiveness in 1970s started to be realized by the public, itself. Accordingly, while a license agreement regarding 10 type conventional machine tools with two important machine tool manufacturers of the world was signed, integrated
manufacturing facilities equipped with the machine tools to manufacture all parts of the machine tools including the major and minor parts excluding the standard parts such as bolt and pin, etc. and then manufacturing activities were launched. The first machine tool was manufactured in 1984 by the government and from that day onwards, universal/ vertical milling machines, universal/revolver turning machines, cylindrical/surface grinding machine, bench grinders and radial drilling machines were launched to be manufactured in mass production in Turkey. With the start of the usage of CNC (Computer Numerical Control) machine tools in the whole world at the same period, Turkish machinery manufacturers started to be interested in CNC machine tools. Since CNC machine tools promise for high sensitivity, standardization in manufacturing, independence on operator 109 • JUNE 2019

When the sectoral export of Turkey is reviewed according to the countries according to the TÜİK data, England has taken its lace at the first rank in the list of top 10 counties which we carried out the most machine tools export for 38.38 million dollars with increase by 52.2%. While USA is following this country with export for 32.49 million dollars with increase by 10.9%; Germany which is in the third rank at the list carried out export for 30.21 million dollars with decrease by 10%.
hand skill, transformation from work-oriented technologies to knowledge and capital-oriented technologies. Turkish machine tools industry started to meet this demand partially in 1990s; however, it showed a fast development in the previous years and increased its manufacturing abilities in fields such as hydraulics/ press brake, saw, and woodworking machinery. Turkish machine tool manufacturers exporting machine tools to 200 countries in the world took 1.12 percent of share out of the world’s machine tool trade with an export volume for 584 million dollars in the previous year. According to the data of 2018 by European Association of the Machine Tool Industries and related Manufacturing Technologies (CECIMO) for which Association of Turkish Machine Manufacturers (MİB) is a member, Turkey ranked as the 7th in the manufacture with 2.6 percent of share between 15 countries included by CECIMO and ranked as the 4th with 6.3 percent of share in consumption. • 110
SHARE OF THE ANATOLY INCREASES IN MANUFACTURE Stages of machine tool manufacture where numerous branches (machinery, metallurgy, chemistry, electrics/ electronics) and sub-branches of engineering are used intensely and experience is gained consist of design for customer demand, manufacture for design and assembly and post-sale active services. The number of the firms operating in the machine tools segment was announced in 2017 statistics of TÜİK as 2,536 of which 1,236 manufacture metal processing machinery, 336 firms manufacture other machine tools, 964 firms realize mass trade of machine tools. According to the same business statistics, total employment in machine tool segment is 20,372 including 11,990 firms manufacturing metal process machinery, 3,920 firms manufacturing other machine tools and 4,462 firms realizing the mass trade of machine tools. Besides, majority of the firms carrying out the manufacture and trade of the machine
tools in Turkey can be said to be in the SME scale. Majority of the manufacturers in Turkey is carrying out their activities in Marmara Region; firms which significantly contribute to the manufacture and export are seen to be common in İzmir, Ankara, Konya and Kayseri. On the other hand, when the sectoral reports are taken into consideration, we can say that the manufacture is mostly kept alive by the firms carrying out export. GLOBAL EXPORT IS ABOVE 50 BILLION DOLLARS Machine tools segment in a global scale has been subject of a trade for 52.14 billion dollars in 2018 according to the data of UN Statistics Department. Turkey maintains its fast increase in this segment. Turkey carried out export for 584.14 million dollars with an increase by 19% in the last year in global export. When detailed export and import numbers are reviewed specifically to Turkey, according to TÜİK’s 2018 data, we can say that we are carrying out export mostly with
OUR IMPORT RATE IS STILL VERY HIGH Besides the data announced by TÜİK in compliance with the data of UN Statistics Department set forward that the import rate in machine tool segment maintains its increase. Import rate of Turkish machine tools segment where an increase for 19 percent in its export was realized in 2018 by reaching to 584 million dollars reached to 995.80 million dollars with an increase for 0.3 percent in the same period. In this list consisting of the countries with which Turkey has carried out import, Taiwan ranked as the first with 183.39 million dollars with an increase by 3.1 percent while the import with Germany which raked as the second was recorded as 180.62 million dollars with an increase 12.4 percent. On the other hand, we continued to import six machine tools in return for any machine tools which we sold to Germany in 2018. The import which was carried from Japan which ranked as the third in the list was experienced as 143.16 million dollars by increasing 9.7 percent.
