4.1 FLOOD RISK MANAGEMENT The OPW is the lead agency for flood risk management in Ireland. It is, therefore, responsible for developing, implementing and co-ordinating comprehensive policies and strategies for flood risk management. Its primary functions are: »»

To develop and deliver on flood risk management work programmes and measures; and

To maintain an effective programme of maintenance of river courses drained under the provisions of the Arterial Drainage Acts.
OBJECTIVE: Coordinate an integrated, ‘whole-of-Government’ approach to flood risk management NATIONAL FLOOD FORECASTING AND WARNING SERVICE A Government decision in January 2016 agreed to the establishment of a new National Flood Forecasting and Warning Service, which, when fully operational, will be of significant benefit to communities and individuals to prepare for and lessen the impact of flooding. Work progressed in 2017 on the first stage of implementation of the service that involves the following elements: »»
Establishment of a National Flood Forecasting Service as a new operational unit within Met Éireann; and
»»
Establishment of an independent Oversight Unit within the OPW. 6
During 2017 the OPW chaired an inter-agency steering group to support the management, planning and implementation of the new service and to explore options for hydrological models and data handling platforms.
DATA SHARING Through the National Emergency Co-ordination Group, established as part of the National Emergency Management Framework, the OPW contributed to the Government’s response to Storm Ophelia in October 2017. This included providing briefings, guidance and advice on forecast tidal and storm surge conditions, briefings on river water levels from data available from OPW’s www.waterlevel.ie portal (see below) and on forecast information available from the European Flood Awareness System (EFAS). The OPW issued two advisory notices in respect of high surge forecasts to Local Authorities and other relevant stakeholders over the weekend of 14th and 15th October, and also liaised with the National Directorate for Fire and Emergency Management to activate the Copernicus Emergency Management Service to assess and map both flood and storm damage in specified areas of interest. The OPW operates surface water monitoring stations at 402 river, lake and tidal locations nationwide, and water level data from over 95% of these stations are now available in real time (at 15 minute intervals) on www.waterlevel.ie. This data is used widely by the OPW, Local Authorities, Waterways Ireland, Electricity Supply Board, Environmental Protection Agency, the public and the media as a source of information on water levels and particularly in aiding the response to, and management of, flooding events.

NATIONAL CATCHMENT FLOOD RISK ASSESSMENT AND MANAGEMENT (CFRAM) PROGRAMME In 2017 The Draft Flood Risk Management Plans and associated environmental assessments were reviewed and amended taking into account over 500 submissions made during the public consultation on the Draft Plans that closed at the end of 2016. The Final Plans and associated environmental assessments were submitted to Department of Public Expenditure and Reform during August and September 2017 for an independent review of the environmental assessments. When this review is complete (due early 2018), the Plans will be submitted to the Minister for Finance and Public Expenditure and Reform for approval. A website was under preparation to display the flood maps and the information provided within the Plans following approval.
Implementation of the Floods Directive The process and focus of the second cycle of implementation of the EU ‘Floods’ Directive was considered internally and deliberated on with the National CFRAM Steering Group, in preparation for implementation from 2018 onwards. One of the main objectives of the Catchment Flood Risk Management (CFRAM) Programme has been to assess the existing flood risk and also the potential for significant increases in this risk in the future, including due to climate change. In this way, the assessment of potentially feasible proposed measures to be outlined in the Flood Risk Management Plans have taken into account how they might cope with the potential impact of climate change. The specific adaptation strategy for each proposed measure can be assessed when the measures are developed in further detail at a project-level. In general, flood relief schemes in the OPW’s current Capital Programme are designed to be adaptable in the future for climate change. Some defences are constructed with an inbuilt allowance for climate change where it might be difficult or costly to undertake works in the future while others are built without an allowance but can be extended in the future to take account of climate change. 8
OBJECTIVE: Support sustainable planning and development In 2017, the OPW continued to provide an advisory service to the planning authorities on the implementation of the Guidelines on the Planning System and Flood Risk Management. This advice is supported by the development of the flood maps under the CFRAM Programme. The OPW also actively participated in the preparation of the National Planning Framework (NPF), including membership of the NPF Environmental Steering Group.
OBJECTIVE: Protect communities from river and coastal flood events FLOOD RELIEF SCHEMES During 2017, work continued on the design or construction of 33 major flood relief schemes with €40 million being spent on these projects. Construction works were undertaken on 12 of these projects during 2017, which included works on new projects in Athlone, Co Westmeath and Templemore, Co Tipperary. Major construction projects were substantially completed on four projects which included the €46 million Bray Flood Relief Scheme. These four schemes, operational at the end of 2017, brought flood protection to approximately 1,600 properties. Works also continued on other significant schemes including Bandon and Skibbereen in Co Cork, Ennis in Co Clare, Claregalway and Dunkellin in Co Galway and the River Dodder in Dublin. These schemes are due to be completed over 2018/19. A number of other schemes were advanced to Planning which included the formal Public Exhibition of the largest ever flood relief scheme to be considered by OPW, in Cork City, at an estimated cost of €140 million. OPW continued to fund Local Authorities under the Minor Flood Mitigation Works and Coastal Protection Scheme with 59 projects completed in five Local Authority areas at a cost of €2.4 million. These projects brought flood protection to over 300 properties. 9
INTER-DEPARTMENTAL FLOOD POLICY CO-ORDINATION GROUP In 2017, the OPW continued to lead the Interdepartmental Flood Policy Co-ordination Group. The purpose of this group is to have regard to the extent of non-structural solutions that will inform the implementation strategy of the Flood Risk Management Plans and to ensure that policies that can benefit communities and individuals directly – to be prepared for and respond to or live with flood risk – are carefully considered. »»
On April 11th 2017, the Government agreed the administrative arrangements for and commenced a Homeowners Voluntary Relocation Scheme for those primary residential properties that flooded during December 4th 2015 to January 13th 2016. This is a onceoff national scheme of humanitarian assistance, targeting aid at those worst affected residential homes by that flood event for which there are no alternative feasible measures.

The criteria for the Minor Works Scheme was reviewed, with significant improvements to the Scheme, with project thresholds increased to €750,000, inclusion of farms as commercial premises, updated calculation of benefit for agricultural land and other associated revisions.

In summer 2017, the OPW finalised all Flood Risk Management Plans and each Plan was submitted to the Department of Public Expenditure and Reform for an independent review of the environmental assessments. The Plans are a major milestone to further tackling flood risk in Ireland now and into the future. The implementation of these Plans will benefit human health and wellbeing, economic prosperity, the natural environment and our cultural heritage.
The Group will continue to oversee the Government’s flood risk policy and use the evidence in the approved Plans to ensure that all measures to manage and mitigate flood risk for Ireland are implemented to protect communities.
SHANNON FLOOD RISK STATE AGENCY CO-ORDINATION WORKING GROUP The Shannon Flood Risk State Agency Co-ordination Working Group was established in 2016 to enhance on-going co-operation across all of the State Agencies involved with the River Shannon. In 2017 the group produced a work programme of actions and activities that are helping to manage flood risk on the Shannon catchment. They also commenced the second year of trial lowering of water levels on Lough Allen during winter months and started a programme of targeted maintenance activity to improve channel conveyance at a range of locations.

The Group has considered and taken innovative decisions on the benefits of other possible collaborative measures to managing flood risk including the development of a proposal to remove “pinch points” in the Callows area.
NATIONAL SEVERE WEATHER CO-ORDINATION GROUP This Group was established as part of the National Emergency Management Framework. In 2017, the OPW participated in the Group’s co-ordination of the Government’s response to flooding events by providing daily updates on water levels in main rivers and advising local authorities and others on flood forecast notifications from the European Flood Awareness System (EFAS).
OPW ARTERIAL DRAINAGE PROGRAMME Over 2,000km of OPW arterial drainage channels were maintained in 2017, representing approximately 18.2% of the total length of OPW arterial drainage channels in the State. In addition, 110km of OPW embankments were maintained or refurbished, representing approximately 16.5% of the total length of OPW embankments in the State.
OBJECTIVE: Enhance public understanding of flood risk and its management The OPW’s web portal www.waterlevel.ie allows real time access to data from hundreds of river, lake and tidal stations where we monitor surface water levels. The popularity of the web portal continues to grow since its launch in 2013, with 429,000 visits recorded in 2017, up from 400,000 visits recorded in the previous year. In 2017 work also began on developing a website that will display flood maps and other information from the CFRAM Plans following their approval. (www.floodinfo.ie)

4.2 ESTATE MANAGEMENT Property OBJECTIVE: Proactively manage the property estate in the care of the Commissioners of Public Works. Following a comprehensive review of the Estate Management area of the OPW, a number of organisational changes were implemented during 2017. A new Estate Planning Unit was established to improve the level of governance in Estate Management. The new Unit’s responsibilities include developing Strategic Estate Plans, managing the OPW’s Project Pipeline and supporting the work of both the Capital Review Committee and a newly established Project Oversight Group. Activities in the proactive management of the estate portfolio during 2017 included the following: »»
A new Service Provider was appointed to manage and operate OPW’s portfolio of mast sites and to develop new sites for use in the telecommunications sector. To date, the OPW has granted approximately 550 licences to mobile phone operators (MNOs) and Tetra Ireland Limited to utilise State property for the provision of mobile telephony and digital radio services. Such licences apply to approximately 230 Garda masts and 20 buildings, generating a gross income in 2017 of €4.3m.

As part of the strategic management of the portfolio the OPW disposed of eight surplus properties for €522,500.

A commercial lease programme was completed for six crèche properties which will provide an annual income to the OPW over the lifetime of the leases of €2.5m. 12

The OPW signed a contract in December, 2017 for the implementation of Tririga, the leading Integrated Workplace Management System in the market. The implementation of the system is expected to take approximately 2 years.

The OPW and many other property-holding State Bodies continued to implement Circular 11/15: Protocols for the Transfer and Sharing of State Property Assets and Circular 17/2016: Policy for Property Acquisition and for Disposal of Surplus Property. These guidelines were introduced to gain efficiencies from a more unified approach to the management of the State’s property portfolio.

The OPW’s Programme of First Registration continued with the targeted registration of properties identified as strategic assets or suitable for consideration as part of the OPW’s Property Disposal Programme. To date, 22 applications for First Registration were submitted to the Property Registration Authority of Ireland, with a total of 11 registered in 2017.

The OPW developed and continues to maintain the Intra-Public Service State Property Register. The purpose of the Register, accessible to all Public Service Bodies, is to facilitate a more strategic approach to property based solutions on a State-wide basis. The Register contains over 26,000 properties, of which circa 2,500 are held by the OPW, with the remaining properties held by over 90 Public Bodies and Local Authorities.

The Property Managers’ Network (PMN) continued to provide a forum for property managers across the Civil and Public Service to share experience and expertise, as well as opportunities for shared approaches to property solutions. A Regional branch was established in 2017, with a single point of contact in each Local Authority and Government Department/Organisation with property holdings. The OPW hosted three Regional Property Managers’ Workshops in 2017.

A foundation-level seven-day property management course was developed and delivered by the OPW and the Society of Chartered Surveyors of Ireland (SCSI) from February to May 2017 to seventy property managers across the Public Service. The course provided a practical baseline knowledge of the key elements in Property Management, particularly to staff who are new to the property management area.

Masterplan studies for significant OPW owned properties were initiated in 2017. They will provide a roadmap to guide further development and include:

OBJECTIVE: Manage the office accommodation portfolio through appropriate strategic acquisitions, disposals and leases in line with a long-term portfolio strategy. A total of 11 new leases were taken in 2017 comprising 8,500 square meters of office space at a full year annual rental value of €2.12m. Surrenders of surplus space continued in 2017 with 12 leases being surrendered at a full year annual rental of €4m. These included the accommodation of the Competition and Consumer Protection Commission and the Companies Registration Office in a new modern building, Bloom House, facilitating the surrender of Parnell House at an annual saving on rent of €1.8m. New leases were taken on Metropolitan House and on the Liberty Building in Blanchardstown for the Department of Education & Science, facilitating the surrender of a lease on Frederick Court. Temporary accommodation was provided in an existing building for the newly formed Department of Rural Affairs, with Trinity Point identified as a suitable long-term solution for which lease negotiations were substantially finalised by the end of 2017. An occupancy review for the Department of Justice in Dublin was also completed in 2017. The lease on Miesian Plaza commenced in December 2016 and during 2017 substantial progress was made on the fit out of almost 15,000 square meters of offices. When complete, the building will accommodate the headquarters of the Department of Health and the Department of Children and Youth Affairs, thereby facilitating the vacation of Hawkins House and the surrender of the lease on Mespil Road (annual rent €1.6m). Miesian Plaza will also provide additional accommodation for the Department of Finance and the Department of Public Expenditure and Reform. The building will accommodate approximately 950 staff once fully occupied. The lease on Miesian Plaza commenced in December 2016 and during 2017 substantial progress was made on the fit out of almost 15,000 square meters of offices. When complete, the building will accommodate the headquarters of Department of Health and the Department of Children and Youth Affairs, thereby facilitating the vacation of Hawkins House and the surrender of the lease on Mespil Road (annual rent €1.6m). Miesian Plaza will also provide additional accommodation for the Department of Finance and the Department of Public Expenditure and Reform. The building will accommodate approximately 950 staff once fully occupied. A Capital Investment Plan was drawn up which identified a number of State owned office buildings and sites with potential for development, thereby increasing the efficiency of use of

the State owned office portfolio. Multi-annual funding of a proportion of the cost involved was secured to advance the Plan. A review was carried out on warehouse/storage requirements of OPW’s clients and a programme is being developed for the consolidation of the storage solutions currently in place. OPW successfully settled 11 lease breaks/surrenders with landlords during 2017 at a cost of €3 million.
OBJECTIVE: Maintain the estate, and further the roll-out of estate-wide planned and preventative maintenance. Over the last few years the strategic approach to managing property maintenance has changed with a greater focus on increasing the proportion of planned and preventative maintenance vis-à-vis reactive maintenance.
PLANNED PROPERTY MAINTENANCE In 2017 more than 1,200 buildings, i.e. 55% of all OPW owned/leased buildings, received planned maintenance works. €17.5m was spent on a range of planned projects such as minor capital works, fabric upgrades, maintenance, security and safety works involving Government offices, Garda properties and national cultural institutions.
ELECTIVE WORKS The OPW provides a shared service to facilitate Departments/Offices who wish to have work carried out that is not covered by the OPW maintenance programmes. This is referred to as elective work and funded by the Departments/Offices before work commences. OPW facilitated elective work in over 390 buildings during 2017.

REACTIVE PROPERTY MAINTENANCE In 2017, the OPW Helpdesk processed over 28,000 work orders for reactive maintenance with a spend of more than €11m. The OPW also commissioned 14 asbestos removal contracts in 2017 on foot of surveys.

Glasnevin Primary School undertaken on behalf of the Department of Education and Skills.
The four projects at Wexford, Templemore, Drogheda and Glasnevin had a combined total project cost of more than €50m over their project life cycles, and were ready for occupation during 2017. The OPW also provided expert design and project management services to Government and State clients in advancing major and flagship projects during 2017:

Tom Johnson House, Fenian St / Merrion Square and Headford Drainage Depot are being progressed as part of Property Retrofit Programme which focuses on the existing stock of Government accommodation.
The OPW Project Oversight Group, established in 2017, is a high level decision-making team that critically evaluates capital project submissions. The Group formally approves projects for delivery, including their relative priority against competing demands. The process includes the assignment of resources (both capital and people) to projects and a reporting mechanism whereby the Group assesses the progress of projects against budgets, timelines and scope. During 2017, the Group approved 22 projects for delivery with a total estimated value of €334 million.
OBJECTIVE: Encourage practices that maximise energy efficiency in public buildings In 2017 the Department of Communications, Climate Action & Environment produced a new Public Sector Energy Efficiency Strategy, with a continued target of a 33% improvement in energy efficiency in the public sector by 2020. As part of this strategy, the OPW continued in 2017 to lead the “Optimising Power @ Work – Central Government Campaign”, making further energy savings by using 32.1 GWh in its occupied building portfolio, down from 34.6GWh in 2016. Optimising Power @ Work has been running since 2008 with average annual energy savings of 21% in central Government buildings, which represents a cost saving close to €5m per annum.

The OPW also partnered with SEAI to deliver a pilot progamme of energy efficiency works, funded by the Department of Communications, Climate Action & Environment, in eleven Government buildings. The programme included upgrading fluorescent type office lighting to high efficiency LED fittings and installing automatic lighting controls. Initial reports are showing impressive electrical energy savings of up to 45% in the retrofitted buildings.
OBJECTIVE: Support the preparation and implementation of the Action Plan for Energy Efficiency in the Public Sector, and play a leading role in Ireland’s compliance with the public sector targets within the EU Energy Performance of Buildings Directive, including by ensuring buildings within the portfolio managed by the OPW comply with all relevant revised building regulations and efficiency targets as appropriate. 18
The OPW is committed to ensuring that all relevant buildings within our portfolio come into compliance with the EU Energy Performance in Buildings Directive. The Nearly Zero Energy Buildings Programme (NZEB) emanates from this Directive and requires that every new public building be designed to a nearly zero energy building standard from 2020. The OPW’s Leeson St Office Development received planning permission in 2017 and is being designed to meet the nearly zero energy building standard, the first of its kind to be designed by the OPW.
OBJECTIVE: Support the role of State Architect/Principal Architect and implement the Government Policy on Architecture The State/ Principal Architect is the adviser to the Government on architectural matters. Activities in 2017 included: »»

Advising the Minister for Culture, Heritage and the Gaeltacht on the significance of historic buildings under Section 482 of the Finance Act;

Advising relevant Departments on the care of monuments and the conservation, restoration and re-use of historic buildings;

Making recommendations on the implementation of Building Information Modelling (BIM) software for Government property;
»»
Advising and inputting on the review and updating of the Government Policy on Architecture.

4.3 ESTATE MANAGEMENT Built Heritage Services The OPW is a lead agency in areas of conservation, preservation and presentation of cultural and heritage properties and is responsible for the day-to-day maintenance, operation and presentation of National Monuments and Historic Properties in State care. The OPW’s heritage portfolio includes 780 national monument sites, 32 Historic Properties and 5,000 acres of parkland and gardens. Visitor services are provided at 70 sites, and at some sites our responsibilities also extend to plant maintenance and cultivation as well as habitat protection for protected flora and fauna.
OBJECTIVE: Sustainably protect and conserve the heritage sites, buildings, parks and gardens within our care, with an emphasis on conservation quality and standards. GREAT BLASKET ISLAND: In 2017, two of the historic houses were restored as part of a visitor presentation package. Conservation works have also been done on several other ruined historic houses with further works planned.

ROCK OF CASHEL: Cormac’s Chapel reopened to the public early in 2017 following an extensive five year project to combat the ingress of water which was threatening the buildings’ wall paintings and obliterating much of the visible detail. The project, which concluded early in the year with the removal of the scaffold on the building and the revelation of the restored external façade of the Church for the first time in many years, constitutes one of the most striking conservation projects undertaken by the OPW direct labour force in many years. EMO COURT: Restoration of the Wellingtonia Avenue continued during 2017 allowing for the reopening of a pedestrian access point at Farmers’ Road. Work also continued on upgrading and improving waste water treatment and visitor facilities on site. ANNES GROVE: A work programme to reinstate the gardens at Annes Grove continued. Conservation works to the house included window replacment and re-rendering of the exterior. Visitors were able to access the site during May 2017 with a local community development organisation presenting pre-booked guided tours. In preparation for longer opening in future, modest car parking and public toilet facilities have been installed onsite. ALTAMONT: At Altamont, works to stabilise the house have been undertaken and in 2017 a new roof was installed on the property to safeguard the integrity of the house and structure. ONGOING CONSERVATION PROJECTS: Work continued on a number of ongoing conservation, fabric consolidation & repair and Health & Safety projects at sites including Barryscourt Castle; Cahir Castle; Medieval House at Kilmallock; Charlesfort; Buttevant Abbey; Ardamullivan Castle; Aughnanure Castle; Askeaton Castle; Croom Church & Round Tower; Ballymalis Castle; Drumlane Church; Taghadoe Church. GREEN FLAG AWARDS: In 2017 the OPW received seven Green Flag Awards for its management of parks and green spaces at St. Stephen’s Green, Castletown, Derrynane, Garinish Island, Grangegorman Military Cemetery, the Irish National War Memorial Gardens and the Phoenix Park.
OBJECTIVE: Present and interpret our heritage sites to their best advantage ensuring that their potential contribution to tourism is maximised and that visitor enjoyment and education experiences are enhanced. 21
ORMOND CASTLE: The castle site in Carrick on Suir was reopened to the public in 2017 following an extensive two year conservation and restoration project. The site is now poised to take a much more significant role in relation to tourism performance in the South East as part of Ireland’s Ancient East. CASTLETOWN: Conservation works continued at Castletown in 2017, bringing more areas of the estate into use and making them accessible to visitors. The ‘Castletown Experience’ was launched to the public in summer 2017 including the opening of the Pleasure Gardens and the Limecrete Room in the farmyard (which housed the popular “Big Brick” Lego exhibition). A major exhibition of photographs of Grace Kelly, Princess of Monaco, presented in the main house, proved hugely popular with visitors and increased Castletown’s visitor footfall significantly during the year. KILMAINHAM GAOL MUSEUM: Following the completion of the Kilmainham Courthouse Visitor Centre project, the Gaol site continued to develop during 2017, seeing an increase of visitor numbers to approximately 430,000. New offerings to visitors included extended summer opening hours and some new tour routes in areas of the building not previously opened to visitors. SCEILIG MHICÍL: Following an open competition, 13 Boat Operators were selected to ply for business to bring visitors to Sceilig Mhicíl. This restored total operator numbers to the maximum of 15 for the first time in a number of years and instituted a new approach to assessing and appointing Boatmen. ONLINE BOOKING: New online booking facilities were introduced at Dublin Castle and Brú na Bóinne sites. EDEN AWARD: Scattery Island was awarded first place in the 2017 European accolade of Destination of Excellence – Tangible Cultural Destination. Work also continued throughout the year on the development of the Tourism Development Programme (2016-2021) in tandem with strategic partners Fáilte Ireland and the Department of Culture Heritage and the Gaeltacht. Projects included the appointment of consultants to develop proposals for optimising the tourism and amenity value of sites including the Phoenix Park and Dublin Castle, as well as works at a number of other heritage sites to provide improved traffic management, reception, lighting, landscaping, exhibition and other facilities. In 2017, a unique collaboration between the Office of Public Works, The Royal Parks (UK) and the Hearsum Collection saw the presentation of a major international exhibition exploring and celebrating shared parks heritage on both sides of the Irish Sea. Over three centuries of rich artistic, environmental and social history of these magnificent parks was chronicled and presented in a unique exhibition of works at Farmleigh Gallery, Dublin and the Mall Galleries, London.

In May 2017 HRH Prince of Wales and the Duchess of Cornwall came to Ireland on a three-day visit. OPW Event Management Unit was responsible for logistics and event management for the visit while key teams within National Historic Properties played a lead role in the successful delivery of major elements of the itinerary. The couple stayed at Farmleigh and visited Áras an Úachtaráin, Kilkenny Castle and National Botanic Gardens as part of their official itinerary. Throughout 2017, the OPW, in partnership with many collaborators, hosted and facilitated a wide variety of festivals, programmes, exhibitions and events. These included: »»

Develop and maintain knowledge and skills in traditional building, conservation architecture, site conservation and protection, heritage interpretation and collections management and care. The OPW Craft Apprenticeship Programme continued to progress and develop during 2017. Eleven additional apprenticeships were started in 2017 under this programme which is undertaken in conjunction with SOLAS (the Further Education and Training Authority). There are now 40 people developing skills and qualifications in Carpentry/Joinery, Stonemasonry, Wood Manufacturer/Finisher and Mechanical Plant Fitter apprenticeships, many of whom are learning their crafts in OPW heritage settings under the guidance of our skilled conservation craft workers.

OBJECTIVE: Create, promote and sustain a strong public reputation for heritage excellence by maintaining a consistent high quality approach to conservation and presentation of the cultural estate assets in our care. Work continued throughout the year on the Cultural Institutions Programme where a number of individual projects and initiatives were advanced: NATIONAL MUSEUM: Early in 2017, works concluded to provide temporary facilities within the National Museum at Kildare St for the Oireachtas pending the completion of works at Leinster House. An extensive options analysis for providing Universal Access to the Museum building was also undertaken. LEINSTER HOUSE: Conservation works to Historic Leinster House commenced on site following the completion in 2017 of a scheme of required enabling works. NATIONAL GALLERY: A major phase of redevelopment for the Gallery was achieved with the successful completion of a major six year programme of works to refurbish and modernise the historic Dargan and Milltown Wings. The Merrion Square building was reopened to the Public in June 2017. NATIONAL LIBRARY: A major redevelopment programme for the National Library in Kildare St was announced, with a focus on relocating the library collection in purpose designed modern storage environments within the building to allow substantive later works for a new entrance and enhanced exhibition spaces in the West Wing to progress NATIONAL ARCHIVES: Investigative works for a major storage upgrade project for the National Archives in Bishop Street were completed and the preparation of documentation for the main contact is proceeding. NATIONAL CONCERT HALL: Work commenced on a new circulation core which will provide better connectivity and accessibility for the public within the complex. A new redevelopment plan for the overall National Concert Hall complex in Earlsfort Terrace was developed which will see phased improvement to the Hall, a second smaller hall added, enhanced education spaces and new public facilities. CRAWFORD GALLERY: Investigative works and planning studies for a major upgrade programme for the Crawford Gallery in Cork was completed, with a focus on upgrading existing spaces within the building and providing new facilities for the public and improved storage of the collection.

4.4 CORPORATE SERVICES Corporate Services include functions such as Human Resource Management, Financial Management, Information & Communications Technology, Client Services and Communications and other services necessary for the day-to-day operation of the Office. The overarching objective of the Corporate Services function is to enhance our capacity and capability through effective performance and service delivery and to embed a culture of continuous improvement for the benefit of our staff, clients and customers. An extensive range of support activities were provided in 2017, for example: »»

Tá freagracht ar an Oifig as beartais agus straitéisí cuimsitheacha a fhorbairt, a chomhordú agus a chur chun feidhme i réimse um bhainistiú riosca tuile. CUSPÓIR Cur chuige comhtháite a chomhordú, ar bhun ‘Rialtais-Iomlán’ i dtaca le bainistiú riosca tuile AN TSEIRBHÍS NÁISIÚNTA RABHAIDH AGUS RÉAMHAISNÉISE TUILE Chinn an rialtas i mí Eanáir 2016 go mbunófaí an tSeirbhís Náisiúnta Rabhaidh agus Réamhaisnéise Tuile. Nuair a bheidh an tSeirbhís ag feidhmiú go hiomlán, beidh sí mar bhuntáiste mór do phobail agus do dhaoine aonair. Beidh ar a gcumas iad féin a ullmhú agus a chosaint i gcoinne riosca tuile. Le linn na bliana 2017, rinne OOP cathaoirleacht ar shrúpa Stiúrtha idirghníomhaireachta chun tacú le bainistíocht, pleanáil agus cur chun feidhme na seirbhíse nua seo agus chun samhlacha hidreolaíochta a scrúdú maraon le suíomhanna chun sonraí a laimhseáil.
COMHROINNT SONRAÍ Bunaíodh an Grúpa Comhordaithe Éigeandála faoin gcreat um Bhainistiú Éigeandála. Bhí an Grúpa ag cuidiú leis an Rialtas le linn Stoirm Ophelia i mí Dheireadh Fómhair 2017. Chuir an grúpa eolas, treoir agus comhairle ar fáil maidir le taoidí arda agus borradh stoirme. Chuir siad eolas ar fáil maidir le leibhéil uisce in aibhneacha. Seo eolas a fuarthas ó shuíomh idirlín OOP www.waterlevel.ie (féach thíos) maraon le heolas réamhaisnéise a fuarthas ó Chóras Eorpach Feasachta Tuilte (EFAS). Thug OOP dhá fholáireamh d’Údaráis Aitiúla agus do pháirtithe leasmhara eile maidir le borradh stoirme i rith an deireadh seachtaine, 14 agus 15 Deireadh Fómhair 2017. Chuaigh OOP i gcomhairle leis an Stiúrthóireacht um Bhainistiú Tine agus Éigeandála chun an tSeirbhís um Bhainistiú Éigeandála Copernicus a chur i ngníomh, ionas go bhféadfaí damáiste tuile agus stoirme a mheas agus a mhapáil i limistéir inspéise ar leith. Reáchtálann OOP stáisiúin mhonatóireachta uisce dromchla ag 402 ionad, idir aibhneacha, lochanna agus ag láithreacha taoide ar fud na tíre agus tá sonraí faoi leibhéal an uisce ó 95% de na stáisiúin seo ar fáil anois ar bhun fíor-ama (gach 15 nóiméad) ar an suíomh www.waterlevel. ie. Baineann OOP, Údaráis Áitiúla, Uiscebhealaí Éireann, Bord Soláthair Leictreachais, an Ghníomhaireacht um Chaomhnú Comhshaoil, an pobal agus na meáin úsáid fhorleathan as an suíomh mar fhoinse eolais i dtaca le leibhéil uisce agus úsáidtear é chomh maith chun cuidiú le tuilte a bhainistiú.

AN CLÁR UM MHEASTÚCHÁN AGUS BAINISTIÚ RIOSCA TUILE IN ABHANTRACHA (CFRAM) In 2017, rinneadh athbhreithniú agus leasú ar na Dréachtphleananna um Bhainistiú Riosca Tuile agus measúnachtaí eile a bhaineann leis an timpeallacht. Rinneadh na leasaithe bunaithe ar 500 aighneacht a pléadh i rith chomhairliúcháin phoiblí a tháinig chun críche ag deireadh 2016. Cuireadh na Pleananna críochnaithe faoi bhráid na Roinne Caiteachais Phoiblí agus Athchóirithe i rith mhí Lúnasa agus Meán Fómhair 2017. Tosaíodh ar athbhreithniú neamhspleách a dhéanamh ar na measúnachtaí timpeallachta. Nuair a bheidh an t-athbhreithniú seo déanta (tús 2018), cuirfear na Pleananna faoi bhráid na Roinne Airgeadais agus Caiteachais Phoiblí agus Athchóirithe lena gceadú. Tá suíomh idirlín á ullmhú chun na léarscáileanna tuile agus eolas eile atá sna Pleananna a chur ar taispeáint.
Rinneadh an próiseas maidir le feidhmiú an dara cuid den Treoir Eorpach maidir le ‘Tuilte’ a mheas go hinmheánach agus pléadh an t-ábhar le Grúpa Stiúrtha Náisiúnta CFRAM. Tá ullmhúcháin ar bun leis an dara cuid de seo a chur i bhfeidhm ón mbliain 2018 ar aghaidh. Ceann de na príomhchuspóirí atá ag an gClár um Mheastúchán agus Bainistiú Riosca Tuile in Abhantracha (CFRAM) ná an riosca tuile atá ann i láthair na huaire a mheas agus an méadú a d’fhéadfadh teacht ar an riosca seo sa todhchaí de bharr athrú aeráide. Mar sin, leagadh síos bearta sna Pleananna um Bhainistiú Riosca Tuile, a d’fhéadfaí a chur i bhfeidhm chun dul i ngleic leis an tionchar a d’fhéadfadh a bheith ag athrú aeráide. Beifear ábalta an straitéis oiriúnaithe ar leith, maidir le gach beart atá molta, a mheas nuair a bheidh breis sonraí ar fáil faoi na bearta éagsúla ag leibhéal tionscadail. Go ginearálta, tá scéimeanna um fhaoiseamh tuilte OOP mar a shonraítear sa Chlár Caipitil deartha sa dóigh go bhféadfar iad a chur in oiriúint do chúinsí athrú aeráide sa todhchaí. CUSPÓIR Tacú le pleanáil agus forbairt inbhuanaithe In 2017, lean OOP ag soláthar serbhísí comhairleoireachta do na hÚdaráis Phleanála maidir le feidhmiú na dTreoirlínte um Chóras Pleanála agus Bainistiú Riosca Tuile. Comhairle í seo a bunaíodh ar eolas ó léarscáileanna tuilte faoin gClár CFRAM. Ghlac OOP páirt ghníomhach in ullmhú Ghréasán Náisiúnta Pleanála (NPF). Tá ballraíocht ag OOP ar an nGrúpa Stiúrtha Timpeallachta de chuid An Ghréasán Náisiúnta Pleanála (NPF).
CUSPÓIR Pobail a chosaint ar thuilte aibhneacha agus farraige. SCHÉIMEANNA UM FHAOISEAMH TUILE Le linn 2017, lean an obair ar dhearadh nó ar thógáil 33 mórscéimeanna faoisimh tuile agus caitheadh €40 milliún ar na tionscadail seo.
Rinneadh obair thógála ar 12 de na thionscadail seo
le linn 2017, obair ar thionscadail nua i mBaile Átha Luain, Co. na hIarmhí agus i dTeampall Mór, Co. Thiobraid Árann san áireamh. Críochnaíodh go substaintiúil ceithre mhórthionscadal tógála, an Scéim um Fhaoiseamh Tuile do Bhré ar luach €46 milliún san áireamh. Tá an ceithre scéim seo atá i bheidhm ó dheireadh 2017 ag tabhairt cosaint do thart ar 1,600 sealúchas. Leanadh leis an obair ar scéimeanna suntasacha eile, ina measc scéimeanna i nDroichead na Bandan agus in Sciobairín i gCo. Corcaigh, in Inis i gCo. an Chláir, i mBaile Cláir na Gaillimhe agus i nDún Choilín i gCo. na Gaillimhe agus ar Abhainn na Dothra i mBaile Átha Cliath. Cuireadh roinnt scéimeanna eile ar aghaidh go dtí an chéim Pleanála, lena n-áirítear an Taispeántas Poiblí foirmiúil den scéim um fhaoisimh tuile do Chathair Chorcaí, an scéim is mó riamh a a chuir OOP faoi chaibidil agus costas €140 milliún luaite léi. Lean an OOP ag cur maoiniú ar fail do na hÚdaráis Áitiúla faoin scéim Mhionoibreacha um Maolú Tuilte agus faoi Scéim um Chosaint an Chósta. Críochnaíadh 59 tionscadal ar chostas €2.4 milliún, rud a thug cosaint ó thuilte do os cionn 300 sealúchas.

GRÚPA COMHORDAITHE IDIR-RANNACH UM BHEARTAS TUILE In 2017, bhí ról ceannais ag OOP maidir leis an nGrúpa Comhaordaithe Idir-rannach um Bheartas Tuile. Is í aidhm an Ghrúpa seo cúram a dhéanamh maidir le réitigh neamhstruchtúracha le bonn eolais a chur faoi straitéis infheidhmithe na bPleananna um Bhainistiú Riosca Tuile agus a chinntiú go gcuirfear san áireamh bearta a rachaidh chun leasa go díreach don phobal agus do dhaoine aonair – ionas go mbeidh siad ullmhaithe agus ábalta déileáil le riosca tuile nó maireachtáil leis an riosca sin. »»
Ar an 11 Aibreán 2017, d’aontaigh an Rialtas na socraithe riaracháin agus cuireadh tús le Scéim Athlonnaithe Deonach d’Úinéirí Tí i dtaca leis na tithe cónaithe sin a bhí buailte ag tuilte idir 4 Mí na Nollag 2015 agus 13 Mí Eanáir 2016. Seo scéim cúnamh aon-uaire a díríodh ar na teaghlaigh ba mheasa a bhí buailte ag tuilte sa tréimhse sin agus nach raibh aon bhearta malartacha eile ar fáil dóibh ag an am.

Rinneadh athbhreithniú ar na critéir don Scéim Mhionoibreacha, agus rinneadh leasaithe suntasacha ar an scéim. Ardaíodh an méid maoinithe a bheadh ar fáil do thionscadail go €750,000 agus cuireadh feirmeacha san áireamh mar fhoirgnimh thráchtála, rinneadh uasdátú ar ríomh sochair do thalamh talmhaíochta, i measc leasaithe eile.

I Samhradh 2017, chuir OOP na Pleananna um Bhainistiú Riosca Tuile ar fad i gcrích agus cuireadh gach Plean faoi bhráid na Roinne Caiteachais Phoiblí agus Athchóirithe chun go ndéanfaí athbhreithniú neamhspleách ar mheastúcháin timpeallachta. Tá na Pleananna an-tábhachtach chun dul i ngleic le riosca tuile in Éirinn anois agus sa todhchaí. Déanfaidh na Pleananna seo leas do shláinte agus folláine an phobail, do rath eacnamaíochta, don timpeallacht nádúrtha agus don oidhreacht chultúrtha.
Leanfaidh an Grúpa seo ar aghaidh ag maoirsiú pholasaí um riosca tuile an Rialtais agus úsáidfidh siad an fhianaise atá ar fáil sna Pleananna faofa chun a chinntiú go gcuirfear i bhfeidhm gach beart chun an riosca tuile a bhainistiú agus a mhaolú ar mhaithe leis an bpobal a chosaint.
GRÚPA OIBRE UM CHOMHORDÚ NA NGNÍOMHAIREACHTAÍ STÁIT I DTACA LE RIOSCA TUILE IN ABHAINN NA SIONAINNE Bunaíodh an Grúpa oibre um Chomhordú na nGníomhaireachtaí Stáit i dtaca le Riosca Tuile in Abhainn na Sionainne in 2016 chun comhoibriú idir na Gníomhaireachtaí Stáit a bhfuil baint acu le hAbhainn na Sionainne a chur chun cinn. In 2017, d’fhoilsigh an grúpa clár oibre a leagann amach an réimse leathan gníomhartha agus beartas a chuidíonn le riosca tuile a bhainistiú in Abhantrach na Sionainne. Tosaíodh don dara bliain ar ísliú na leibhéil uisce i Loch Aillionn i rith míonna an gheimhridh agus tosaíodh ar chlár cothabhála i dtaca le feabhas a chur ar shreabhadh i gcainéil ag roinnt ionad ar leith. 10
Phléigh an grúpa gnéithe éagsúla agus rinneadh cinntí maidir leis an tairbhe a bheadh le comhbheartais i dtaca le riosca tuile a bhainistiú, ina measc, ‘pointí fáiscthe’ a bhaint as limistéar Chalaí na Sionainne.
AN GRÚPA COMHORDAITHE DROCHAIMSIRE Bunaíodh an grúpa seo mar chuid den Ghréasán Náisiúnta um Bhainistiú Éigeandála. Ghlac OOP páirt i bhfreagairt chomhordaithe an rialtais i dtaca le tuilte in 2017. Tugadh faisnéis laethúil maidir le leibhéil uisce sna príomh-aibhneacha. Tugadh comhairle d’Údaráis Áitiúla agus do dhaoine eile maidir le fógraí tuilte a fuarthas ón gCóras Eorpach Feasachta Tuilte (EFAS).
CLÁR UM DHRAENÁIL ARTAIREACH OOP Rinneadh cothabháil ar 2,000km de chainéal draenála artairigh OOP. Is ionann sin agus 18.2% den chainéal draenála artairigh OOP sa Stát. Rinneadh cothabháil nó athchóiriú ar 110km de chlaífoirt OOP, is ionann sin agus 16.5% de chlaífort iomlán OOP sa Stát.
CUSPÓIR Cur le tuiscint an phobail ar riosca agus bainistiú tuile Tá sonraí ar bhonn fíor-ama ó na céadta stáisiún a thomhaiseann leibhéil uisce dromchla in aibhneacha, lochanna agus ag láithreacha taoide le fáil ar an suíomh idirlín www.waterlevel.ie. Tá an-tóir ar an suíomh seo ó seoladh é in 2013. Thug 429,000 duine cuairt ar an suíomh in 2017, sin ardú ó 400,000 cuairteoir an bhliain roimhe sin. Bunaíodh Aonad um Phleanáil Eastáit ionas go mbeadh rialachas níos fearr i gceist i dtaca le Bainistiú um Phunainn Eastáit. Tá an tAonad nua freagrach as Pleananna Straitéise Eastáit a fhorbairt, Tionscadal Píblíne OOP a bhainistiú agus tacú le Coiste um Athbhreithniú Caipitil (sin an coiste a ullmhaíonn buiséid chaipitil agus a dhéanann monatóireacht ar chaiteachas), maraon leis an nGrúpa Maoirseachta Tionscadail atá nuabhunaithe. Rinneadh na nithe seo a leanas i dtaca le bainistiú réamhghníomhach an phunainn eastáit i rith 2017: »»

Reáchtáil Cumann na Suirbhéirí Cairte (SCSI) bunchúrsa 7 lá um bhainistiú réadmhaoine, idir Feabhra agus Bealtaine 2017. D’ullmhaigh OOP agus Cumann na Suirbhéirí Cairte an cúrsa i gcompháirt. Cuireadh an cúrsa ar fáil do Bhainisteoirí Réadmhaoine na Seirbhíse Poiblí. Ghlac seachtó bainisteoir páirt sa chúrsa. Sholáthar an cúrsa eolas bunúsach maidir le príomhghnéithe um bhainistiú réadmhaoine. Dhírigh an cúrsa go háirithe ar bhaill foirne nach raibh taithí acu roimhe sin ar bhainistiú réadmhaoine.

CUSPÓIR An punann cóiríochta oifige a bhainistiú ar bhealach cuí. Fáltas, diúscairt agus léasanna a bhainistiú de réir straitéis fhadtéarmach punainne. Glacadh 11 léas, 8,500 méadar cearnach de spás oifige ar láimh in 2017 ar chíos bliantúil de €2.12m. Géilleadh 12 léas in 2017, arbh fhiú €4m an cíos bliantúil. Lonnaigh an Coimisiún um Iomaíocht agus Cosaint Tomhaltóirí agus an Oifig um Chlárú Cuideachtaí i dTeach Bloom, foirgneamh nuaaimseartha. Dá bharr seo, géilleadh an léas ar Theach Pharnell a raibh cíos bliantúil de €1.8m i gceist leis. Glacadh léas nua ar Theach Metropolitan agus ar Fhoirgneamh Liberty i mBaile Bhlainséir don Roinn Oideachais agus Eolaíochta agus géilleadh an léas ar Chúirt Fhreidric. Cuireadh cóiríocht shealadach ar fáil i bhfoirgneamh a bhí ann cheana féin don Roinn Gnóthaí Tuaithe nua. Socraíodh go mbeadh Trinity Point feiliúnach mar réiteach fadtéarmach agus cuireadh idirbheartaíocht maidir leis an léas i gcrích faoi dheireadh 2017. Rinneadh athbhreithniú áitíochta ar chóiríocht oifige na Roinne Dlí agus Cirt i mBaile Átha Cliath in 2017 chomh maith. Glacadh ar láimh an cíos ar Plaza Miesian i ndeireadh Mhí na Nollag 2016 agus rinneadh a lán oibre ar 15,000 mr. cearnach d’oifigí. Beidh ceanncheathrú na Roinne Sláinte anseo chomh maith leis an Roinn Leanaí agus Gnóthaí Óige. Ansin, beifear in ann scar le láithreán Theach Háicín agus an léas ar Bhóthar Mespil a ghéilleadh. Fuarthas cuid den mhaoiniú a theastaionn chun an Phlean a chur i gcrích. Tar éis athbhreithnithe a dhéanamh ar riachtanais trádstórála/stórála chliaint OOP, tosaíodh ag ullmhú cláir chun réitigh trádstórála/stórála a chomhdhlúthú. D’éirigh le OOP 11 briseadh/géilleadh léasa a shocrú le Tiarnaí Talún in 2017 ar chostas €3 mhilliún.
CUSPÓIR An Eastáit a chothabháil, agus cothabháil phleanáilte agus choisctheach a chur chun cinn i dtaca leis an bpunann eastáit. Le roinnt blianta tá athrú tagtha ar an gcur chuige straitéiseach maidir le bainistiú um chothabháil réadmhaoine agus cuirtear an bhéim anois ar chothabháil phleanáilte agus choisctheach seachas cothabháil fhrithghníomhach.
COTHABHÁIL PLEANÁILTE RÉADMHAOINE In 2017 rinneadh cothabháil phleanáilte ar bhreis is 1,200 foirgneamh i.e. 55% de na foirgnimh ar fad atá faoi úinéireacht nó ar léas ag OOP. Caitheadh €17.5m. ar réimse tionscadail a bhí pleanáilte ar nós mionoibreacha caipitil, uasghrádú ar chreatlaigh foirgnimh, cothabháil, oibreacha slándála agus sábhailteachta in oifigí rialtais, áitribh na nGardaí agus institiúidí náisiúnta cultúrtha.
OBAIR ROGHNACH Cuireann OOP seirbhís chomhroinnte ar fáil chun freastail ar Rannóga/Oifigí atá ag iarraidh tabhairt faoi oibreacha ach nach dtagann faoi chláir chothabhála OOP. Tugtar obair roghnach ar an gcineál seo oibre agus cuireann na Rannóga/Oifigí an maoiniú ar fáil sula dtosaíonn an obair. Rinne OOP obair roghnach den chineál seo a éascú i dtaca le breis is 390 foirgneamh i rith 2017.

Déanann an Grúpa tionscadail a cheadú go foirmeálta de réir ord tosaíochta. Sa phróiseas seo cuirtear acmhainní (caipiteal agus daonna) ar fáil do thionscadail agus bíonn meicníocht i bhfeidhm a chuireann ar chumas an Ghrúpa dul chun cinn na dtionscadal a mheas maraon le buiséad, sceideal agus scóip. Cheadaigh an Grúpa 22 tionscadal le linn 2017, ar luach a meastar atá thart ar €334 milliún.
CUSPÓIR Cleachtais a spreagadh a chuireann le héifeachtúlacht fuinnimh i bhfoirgnimh Phoiblí In 2017, d’fhoilsigh an Roinn Cumarsáide, Gníomhaithe ar son na hAeráide agus Comhshaoil Straitéis um Éifeachtúlacht Fuinnmh san Earnáil Phoiblí. Is í an aidhm atá leis seo ná 33% éifeachtúlachta breise a bhaint amach san earnáil phoiblí faoin mbliain 2020. Lean OOP lena bhfeachtas “Sárúsáid Fuinnimh @ an Obair – Feachtas an Rialtais Láir”, - breis fuinnimh a chaomhnú trí úsáid a bhaint as 32.1 GWh ar fud na bhfoirgneamh ina bhfuil oifigí lonnaithe. Sin ísliú ó 34.6 GWh in 2016. Tá an feachtas seo ar siúl ó 2008. Déantar 21% coigilt fuinnimh, ar an meán, gach bliain i bhfoirgnimh an Rialtais láir. Sin sábháil de nach mór €5m gach bliain.

I gcomhpháirtíocht le hÚdarás Fuinnimh Inmharthana na hÉireann, d’ullmhaigh OOP clár píolótach d’oibreacha um éifeachtúlacht fuinnimh arna mhaoiniú ag an Roinn Cumarsáide, Gníomhaithe ar son na hAeráide agus Comhshaoil Straitéis um Éifeachtúlacht Fuinnmh san Earnáil Phoiblí. I measc na n-oibreacha a cuireadh i gcrích rinneadh uasghrádú ar shoilse fluaraiseacha sna hoifigí agus cuireadh soilse LED atá fíor-éifeachtúil ina n-ionad, maraon le lasca uathoibríocha. Tuairiscítear go bhfuil coigilt shuntasach fuinnimh, suas le 45%, sna foirgnimh iarfheistithe seo.
CUSPÓIR Tacú le hullmhú agus cur i bhfeidhm an Phlean Gníomhaíochta um Éifeachtúlacht Fuinnimh san Earnáil Phoiblí. Ról ceannasach a ghlacadh i dtaca le comhlíonadh na spriocanna i leith na hearnála poiblí, mar atá leagtha amach ag an Treoir Eorpach maidir le Feidhmíocht Fuinneamh i bhFoirgnimh. Cinnteoidh OOP go gcomhlíonfaidh foirgnimh atá á mbainistiú acu na rialacháin thógála leasaithe agus na spriocanna maidir le héifeachtúlacht fuinnimh, mar is cuí. 18
Tá OOP tiomanta maidir lena chinntiú go gcomhlíonfar na dualgais faoin Treoir Eorpach maidir le Feidhmíocht Fuinneamh i bhFoirgnimh i ngach foirgneamh faoi chúram na hOifige. D’eascair an Clár um Fhoirgneamh nach n-úsáideann ach Fíorbheagán Fuinnimh (NZEB) as an Treoir seo, agus ó 2020 beidh ar gach foirgneamh a bheith deartha sa dóigh nach n-úsáidfear ach fíorbheagán fuinnimh iontu. Fuair Oifigí OOP i Sráid Líosáin cead pleanála in 2017 agus tá an dearadh ag teacht leis an gcaighdeán tógála atá riachtanach maidir le húsáid fuinnimh. Seo an chéad uair a thug OOP faoina leithéid seo.

4.3 BAINISTIÚ UM PHUNAINN EASTÁIT Seirbhísí maidir le Réadmhaoin Oidhreachta Is í OOP an príomhghníomhaireacht a dhéanann cúram do chaomhnú agus chothabháil agus cur i láthair réadmhaoin chultúrtha agus oidhreachta sa Stát. Tá an Oifig freagrach as cothabháil, oibríocht agus cur i láthair na Séadchomharthaí Náisiúnta agus an Réadmhaoin Stairiúil atá faoi chúram an Stáit. Tá 780 Séadchomhartha Náisiúnta, 32 Réadmhaoin Stairiúil agus 5,000 acra idir pháirceanna agus ghairdíní faoi chúram OOP. Cuirtear seirbhísí do chuairteoirí ar fáil ag 70 láthair agus bíonn freagracht ar OOP as plandaí agus saothrú ag roinnt láithreán maraon le cúram a dhéanamh do ghnáthóga ina bhfuil flóra agus fána faoi chosaint iontu.

Rinneadh oibreacha caomhantais ar an teach, cuireadh fuinneoga nua isteach maraon le athrindreáil ar an taobh amuigh. Bhí cuairteoirí in ann dul isteach ar an láthair i rith na Bealtaine 2017 agus chuir eagraíocht forbartha pobail áitiúil turais threoraithe, réamháirithithe ar fáil. Cuireadh carrchlós agus leithris phoiblí ar fáil ar an láthair mar beidh an láithreán oscailte ar feadh tréimhsí níos faide sa todhchaí. Cuireadh síneadh leis na huaireanta oscailte do chuairteoirí. Tugadh deis do chuairteoirí páirteanna eile den fhoirgneamh, nach mbíodh ar taispeáint roimhe seo, a fheiceáil. SCEILG MHICHÍL: Roghnaíodh 13 Oibrithe Bád le cuairteoirí a thabhairt go Sceilg Mhichíl. Anois tá 15 oibrí báid ag dul don obair seo, an chéad uair le blianta fada. Roghnaíodh agus ceapadh Oibrithe Báid de reir critéir nua. . ÁIRITHINTÍ AR LÍNE: Tá áiseanna nua chun áirithintí ar líne a dhéanamh ar fáil anois ag Caisleán Bhaile Átha Cliath agus Brú na Boinne. In 2017, chuir OOP taispeántas ollmhór idirnáisiúnta ar siúl i gcomhar le Royal Parks (sa Ríocht Aontaithe) inár ceiliúradh oidhreacht choiteann i dtaca le páirceanna sa tír seo agus sa Bhreatain. Tugadh cuntas ar stair shóisialta agus comhshaoil na bpáirceanna iontacha seo le trí chéad bliain. Lean OOP leis an gClár Printíseachta Ceirde i rith na bliana. Thosaigh aon phrintíseach déag nua faoin gclár seo. Reáchtáiltear an clár seo i gcomhar le SOLAS (Údarás Breisoideachais agus Oiliúna). Leanadh leis an obair i rith na bliana ar Chlár na nInstitúidí Cultúrtha agus cuireadh roinnt tionscadal agus tionscnamh chun cinn mar a leanas: ARD-MHÚSAEM NA HÉIREANN: Críochnaíodh oibreacha san Ard Mhúsaem, i Sráid Chill Dara chun áiseanna sealadacha a chur ar fáil don Oireachtas, de bharr go bhfuil oibreacha ar siúl ar Theach Laighean faoi láthair. Leanadh freisin le hoibreacha ar anailís maidir le roghanna chun rochtain a bheadh oiriúnach do chách a chur ar fáil i dtaca leis an Ard Mhúsaem. TEACH LAIGHEAN: Tosaíodh ar oibreacha caomhantais ag Teach Laighean tar éis móroibreacha cumasaithe a chríochnú in 2017. GAILEARAÍ NÁISIÚNTA: Rinneadh móroibreacha a mhair 6 bliana ar Sciathán Dargan agus Sciathán Bhaile an Mhuilinn sa Ghailearaí i gCearnóg Mhuirfean agus athosclaíodh é don phobal i mí Meitheamh 2017. AN LEABHARLANN NÁISIÚNTA: Fógraíodh clár mórfhorbartha don Leabharlann Náisiúnta ar Shráid Chill Dara. Is í an aidhm ná bailiúchán na leabharlainne a athlonnú in ionad stórála saintógtha nua-aimseartha istigh san fhoirgneamh ionas go mbeifear ábalta dul ar aghaidh le hoibreacha chun bealach isteach nua a dhéanamh maraon le spásanna taispeántais sa Sciathán Thiar. AN CARTLANN NÁISIÚNTA: Críochnaíodh obair iniúchta ar thionscadal uasghrádaithe stórála don Chartlann Náisiúnta ar Shráid an Easpaig agus tá ullmhúchán cáipéisí don phríomhchonradh ag leanacht ar aghaidh. AN CEOLÁRAS NÁISIÚNTA: Thosaigh oibreacha a bhfuil sé d’aidhm acu rochtain níos fearr a chur ar fáil don phobal. Ullmhaíodh plean forbartha don Cheoláras Náisiúnta in Ardán Phort an Iarla. Beidh obair fheabhsúcháin á déanamh ar an halla agus cuirfear halla beag eile ar an láthair, agus beidh ionaid oideachais agus áiseanna poiblí níos fearr ar fáil don phobal. GAILEARAÍ CRAWFORD: Críochnaíodh obair iniúchta agus pleanála ar mhórchlár uasghrádaithe do Ghailearaí Crawford i gCorcaigh. Díríodh ar spásanna san fhoirgneamh a uasghrádú agus áiseanna nua don phobal agus ionaid stórála do bhailiúcháin a fheabhsú.

4.4 SEIRBHÍSÍ CORPARÁIDEACHA Áirítear i Seirbhísí Corparáideacha feidhmeanna mar Acmhainní Daonna, Bainistíocht Airgeadais, Teicneolaíocht an Eolais agus na Cumarsáide, seirbhísí do chliaint agus Cumarsáid agus seirbhísí eile atá riachtanach d’oibríochtaí na hOifige ó lá go lá. Is é príomhchuspóir na Serbhísí Corparáideacha ná ár n-acmhainneacht agus ár gcumas a fheabhsú trí fheidhmíocht agus soláthar seirbhísí den scoth maraon le cultúr seasmhach feabhsúcháin a chur chun cinn ar mhaithe lenár bhfoireann, ár gcliaint agus ár gcustaiméirí. Cuireadh réimse leathan seirbhísí tacaíochta ar fáil le linn na bliana 2017, ar nós: »»

Cuireadh breis maoinithe ar fáil do chúrsaí éagsúla, ina measc, cúrsa oiliúna saincheaptha i réimsí mar bhainistiú réadmhaoine agus Saoráil Faisnéise.
