Proparco has been working for the private sector and sustainable development for over 40 years. A subsidiary of Agence Française de Développement, Proparco invests to support the growth of private and financial players that actively contribute to the economic, environmental and social development of developing and emerging countries.
We finance companies and financial institutions whose activity contributes to creating jobs and decent incomes, providing essential goods and services, and fighting against climate change. Our operations thereby aim to strengthen the contribution that private players make to the achievement of the Sustainable Development Goals.

They also need to be assisted in implementing their projects, improving their environmental and social practices and in terms of governance. Since 2010, 55 companies around the world have benefited from PROPARCO’s technical assistance.

BANKS AND FINANCIAL SERVICES Ghana
Financing renewable energy projects CAL Bank plays a major role in Ghana’s financial sector by offering corporate and investment banking services to large companies. It also has retail and asset management activities. Proparco’s loan will strengthen CAL Bank’s capacity to meet the needs of the country’s private sector. At least a third of this credit line is earmarked to finance renewable energy and energy efficiency projects.
HEALTH, EDUCATION, AGRICULTURE Central Africa / Democratic Republic of Congo (DRC)
An impact fund to support microenterprises and SMEs African Rivers Fund (ARF) finances microenterprises and SMEs, mainly in DRC. It is very active in the development of the local economy and provides entrepreneurs, who are often from disadvantaged backgrounds, with access to capital in the key sectors of health, education and agriculture. It aims to expand to Uganda, Congo and Burundi. The support to ARF will create 1,500 jobs by 2021.

ENERGY AND CLIMATE Namibia
Unlock, an innovative product to develop solar energy in Hardap Proparco has allocated a guarantee to Standard Bank to cover the loan to finance the construction of a photovoltaic farm located in the Hardap region. With an installed capacity of 37 MW, this power plant will allow Namibia to reduce its energy dependence by generating clean and affordable energy. With this operation, Proparco has developed a new instrument in local currency that is scalable over time: Unlock covers the entire risk based on the bank’s maximum maturity in order to extend the term of the loan.

Strengthening financial inclusion and women’s empowerment In 2018, Proparco scaled up its support to Enda Tamweel, a pioneering microfinance institution in Tunisia, to serve more microentrepreneurs via microcredit, with a focus on women and rural communities. PROPARCO has added technical assistance to this financing to define the deployment of Enda Tamweel’s “gender” strategy. Since it was set up, Enda Tamweel has allocated over 2.8 million microcredits to 730,000 microentrepreneurs.
AGRICULTURE – AGRIBUSINESS Uganda

Producing electricity from sugarcane residue This loan allocated to Scoul, the 3rd largest sugar producer in Uganda, is financing the construction of its 26 MW cogeneration unit fueled by the sugarcane residue bagasse. The electricity produced will be used in Scoul’s industrial process and part of it will be sold on the national grid. In a country where the electrification rate is low and electricity consumption is one of the lowest in Africa, some 110 GWh of renewable energy should be injected into the national grid and provide access to electricity to 1.5 million Ugandans.

START-UPS AND DIGITAL TECHNOLOGIES Kenya
Supporting start-ups MSurvey is a start-up specialized in the real-time monitoring of consumer opinions. It allows companies, universities, hospitals and the media to directly question African citizens and consumers about their habits or their needs via their mobile phone. PROPARCO’s investment, alongside the TIDE Africa fund, is assisting MSurvey with its transformation towards becoming a pan-African player. Proparco is thereby supporting the development of an innovative start-up that offers a previously nonexistent range of digital services tailored to the African context.
SERVICES, SUPPORT TO SMEs South Africa
US$ 10M Loan
Improving minibus taxi services 70% of business and school travel in South Africa is made on 16-seater minibus taxis. SA Taxi offers financing to SMEs that have a fleet of minibus taxis. PROPARCO’s loan in local currency will allow it to develop and put into service new and safer vehicles for the millions of passengers who use these minibuses every day. Some 360 SMEs will be supported, providing 650 direct jobs. This operation is fully in line with the Choose Africa initiative.
