Woolwich adopts encroachment policy

Some property owners already seeking exemptions to continue use of public land Steve Kannon

oolwich’s new gettough approach to dealing with encroachments on public land now has a written policy. And a number of requests for exemptions.

Earlier this summer, the township identified more than 100 cases where homeowners had taken over use of abutting township property. In about 20 instances, that involved erecting structures such as fences, sheds and gazebos. Other violations included expansion of gardens and walkways.

Meeting Tuesday night, councillors approved a policy that outlines cases where the township might enter into an encroachment agreement rather than forcing the property owner to move off of the public land. That includes structures in place before 1986, the time of the township’s first comprehensive zoning bylaw review; structures built at a time when a survey was not available; and structures that do not negatively affect the use of township property.

The document was

drafted in response to council’s request bylaw enforcement staff move quickly to deal with outstanding encroachments, said clerk Christine Broughton.

In discussing the new policy, councillors were immediately asked to make exceptions, as two delegations appeared before them.

The first involves a shed on a property at 8 Victoria Glen in Elmira, where the structure occupies township land.

“We bought a house with a shed, and now it turns out the shed is mostly not on our property. We didn’t build the shed. It’s not a shed we can pick up and move; if we could, we would have done that,” explained homeowner Bert Menkveld.

“We would just like to be permitted to leave that shed until it’s not serviceable. We understand it’s not our property.”

Though no decision was made, councillors appeared sympathetic to the request given the pre-existing status of the structure.

The second request is likely to prove more difficult, especially as

others are expected to follow.

In this case, Karen Koebel-Mendlicott of 312 Townsend Dr. in Breslau asked that the township sell to her and a neighbour a large parcel of land at the rear of their yards.

The township land represents about a third of the property she maintains, and about half of that cared for by the neighbour.

Told that much of the yard was not in fact theirs, the neighbours had a survey done.

“When we saw the amount of land that wasn’t ours, it was appalling,” she said, explaining that she fears the land will become unkempt unless sold to the adjacent homeowners.

“Purchasing it would … give us a sense of control.”

Coun. Ruby Weber called for a report on the request, including the purpose of so much land uphill from the nearby trail, but was not particularly open to the idea.

“I’m not inclined to sell off any of our parkland property to anyone,” she said.

While encroaching structures are the most

problematic, so-called soft encroachment – cases where people maintain township property as if it were their own land, often planting gardens or flowers – are also covered in the policy.

Broughton recommended existing instances be grandfathered, but that no new encroachments be allowed.

This drew criticism from Coun.

Sandy Shantz, who said the practice typically ben-

efits the township.

Residents are already expected to tend to municipal property such as boulevards and rights-of-way, so there should be some leeway in letting them beautify the area.

But Coun. Murray Martin pointed out the potential for problems with maintenance, especially where plantings abut roadways or service corridors. If the landscaped areas are damaged by snowploughs or by mainte-

nance vehicles, people seem to feel it’s up to the municipality to restore the area to how it was. That doesn’t fly, he said, because the land belongs to the municipality.

“The public should understand that they don’t any longer own the plants they put on our property,” added Weber.

A report on the two requests and similar ones that have also been received is expected back at a later date.

growth – the place is unrecognizable from her childhood.

Having lived in Cambridge for a period after she and her husband David were married, both of them were eager to return to the region.

In noting little activity in the township during the last two municipal elections, she said it’s time for a change, a sentiment she’s heard from others – “we need people to get involved.”

After being acclaimed in the last two elections, Mayor Bill Strauss is facing a

challenge from former councillor Pat McLean and Elmira businessman Todd Cowan. In Ward 1, incumbent Ruby Weber is seeking reelection, joined by newcomer Jim David.

The other incumbent, Sandy Shantz, has yet to declare her intentions. In Ward 2, Mark Bauman is the sole candidate. He was acclaimed in 2006.

The nomination process is open until Sept.

Local action helps with a global problem

> New senior's building for Elmira Construction has been a constant fixture on Church Street West in Elmira this summer. Now the way has been cleared for yet more, this time in the form of seniors’ apartments.

Meeting this week, Woolwich councillors approved the necessary Official Plan and zoning changes needed to permit the construction of a four-storey building at 30 and 32 Church St. W. The two older homes on the lots will make way for the 20-unit complex.

The project by Cameo Homes Ltd. could get underway this fall, with occupancy next summer.

> Three get Snyder scholarships Three young athletes with ties to Woolwich had their academic pursuits enhanced to the tune of $1,100 thanks to the Dan Snyder Memorial Scholarships awarded last week.

Each year, scholarships are distributed in three categories: “Elmira Sugar Kings,” “Woolwich Minor Hockey,” and a “Woolwich Community at Large athlete.” Respectively, this year’s recipients are former Sugar King Jeff Zippel, now studying at the University of Toronto, Elmira’s Caelan Rank (Queen’s University in Kingston) and Heidelberg’s Laura Burnett (University of Waterloo).

Small-town event aims to raise money for Kenyan orphanage dealing with the aftereffects of that country's AIDS epidemic James Jackson

rystal Jedrzejewski is taking a small-town approach to solving big problems half a world away.

She is organizing a porkroast fundraiser at High Creek Farm in Walton to help raise funds for Salem Orphanage Home in Kisumu, Kenya. It’s an approach to fundraising that just seemed to fit best with the community.

“I looked around this area and was trying to think of what’s pretty popular this time of year,” she said, “I’ve been noticing a lot of pig roasts have been popping up and people like going to those, and I figured why not do it as a fundraiser?”

Jedrzejewski first visited Salem Orphanage Home in May 2008, and she fell in love with the country and

its people.

“Ever since I was little, I always had a huge pull in my heart to go to Africa. So then I researched a bunch of the different countries, and my criteria were that it was safe, and that I would lend a helping hand to the majority of the people that really needed it.”

Jedrzejewski chose Kenya because of the enormous number of children there orphaned by AIDS. The Joint United Nations Programme on AIDS (UNAIDS) estimates that there are between 1.6 million and 1.9 million people in Kenya living with the disease, and that there are anywhere between 1.1 million and 1.3 million orphaned children in Kenya because of AIDS. “Then I fell in love with it,” she said of what happened next.

Salem Orphanage Home provides 65 children with a safe place for them to call home: three meals a day, health care, clean water, clothes, education and, perhaps most importantly, a family.

The orphanage started back in 1992 when Phoebe and John Onyango, born and raised into the poverty of Kenya, decided they needed to help their community with healthcare, education, and other basic

needs – needs that Jedrzejewski said the Kenyan government is unable – or unwilling – to provide.

“Their government is still deemed corrupt,” she explained. “When you look at Canada, the government is able to provide different social service jobs like health care (and) education, … whereas the government in Kenya isn’t able to provide that for the people.”

The billions of dollars donated by countries such as Canada don’t always reach those who need it the most, so to ensure as much as her fundraising as possible goes to the orphanage, Jedrzejewski has enlisted some help here in Canada – the Rotary Club of St. Catharines.

The plan, which would see 69 single-detached homes on a piece of land originally designated for 49, was the subject of a public meeting this week in Woolwich council chambers. The block of land, part of stage four of the overall development, would see narrower lot sizes on a crescent off of Townsend Drive.

No one came forward with issues or concerns about the project. Councillors will decide on the application at a later date, following the drafting of a staff report.

Elmira boy was airlifted to Sick Kids Hospital in Toronto with serious head injuries after an accident in his family’s barn.

The boy was struck in the face by a metal gate inside the barn. Police said there was no brain trauma and the boy is expected to make a full recovery. The Ministry of Labour is investigating the incident as a workplace accident.

to a single-vehicle collision at the intersection of Hutchinson Road and Wilmot-Easthope Road in the Township of Wellesley. A tractor trailer carrying a load of chickens was eastbound on Perth Line when the driver lost control of the vehicle which overturned and collided with hydro pole on Hutchinson Road. The driver, a 53-year-old Mississauga man, was transported to hospital with non-life-threatening injuries. Alcohol was not involved but speed appears to have been a contributing factor. The road was closed for six hours while hydro crews worked on the wires, the chickens were collected, the tractor trailer was removed and police collected roadway evidence. Only one home suffered a loss of power which

The collision is still under investigation and charges are pending. Police are seeking witnesses who may have seen the collision. Witnesses should contact the Waterloo Regional Police traffic branch at 519653-7700, ext. 8856.

Orphanage: Something to help the youngsters

She and a few others posted updates to their Facebook profiles, and by the end of the game, quite a crowd had gathered to get a glimpse of the singer.

“We didn’t tell the girls that he was there until after the game because we knew they would get distracted,” she said with a laugh. “They all went running over to him but they didn’t get too close. He said he wasn’t going to sign autographs because he was on a day off.”

Emily Chapman, 13, was at the field to watch her little sister play.

“When I heard he was there, I started walking over to him and he told me and my friends to go away,” said the Elmira teen. “I thought it was really rude. I used to be a big fan before this happened.”

The girls left the scene deflated by the encounter.

“It was a bit disappointing that he wouldn’t be more polite to his fans,” said Rempel. “I know it must be tough being in the spotlight, but he chose that life.”

In response to the encounter, a group of Elmira youths has created a Facebook group entitled ‘Next time Justin Bieber comes to

Elmira I’ll knock him out.’ The group had gathered 71 members at press time.

For Nicole Merlihan, 10, the fact that he spoke to her at all was enough to make her heart skip a beat.

“As soon as we saw him, we were all freaking out and stuff,” she enthused. “When he was about to leave the field I screamed ‘I love you Justin! I can’t wait to see you at the concert!’ and he said ‘Hope to see you there. Keep loving life.’ Then we all chased the car. I am a huge fan of his.”

A spokesperson for Bieber said that he was in town to watch his friends’ sister’s soccer game and that he didn’t want the attention to be focused on his being there, adding that when in public at work-related events like concerts or radio stations, he goes above and beyond his duty and is very thankful to his fans for their support.

The entertainer, who took home four surfboard trophies, for Male Artist, Album, Breakout Star and Summer Music Star at the 2010 Teen Choice Awards just last week, posted the update, “Felt like a regular kid today ... felt great. Nothing beats home,” to his Twitter account following the soccer match in Elmira.

Jedrzejewski wants to raise about $6,000 for Salem Orphanage Home, and hopes to get about 250 to come out for the fundraiser.

Jedrzejewski will also be selling traditional Kenyan necklaces and scarves, and there will be a silent auction as well. Tickets are $25 in advance and $30 at the door. The price includes your meal, entertainment, and a bus from Listowel which is sponsored by S & K Transportation Inc. Tickets can be purchased at Keil & Dadsons Insurance, or at Zehrs in Listowel.

Millions needed to bring Woolwich roads up to snuff New study recommends timely maintenance as the best bang for the buck Steve Kannon

oolwich should set aside millions of dollars to maintain its roads, according to a report released this week.

The road needs study calls for a big increase in preventative maintenance, arguing every dollar spent today saves four or five dollars years down the road. To follow the prescribed course, however, the township would have to commit multiples of what it now spends each year on roadwork.

Where it currently spends $600,000 a year on asphalt resurfacing, for instance, the report

recommends ramping that up to $3 million annually by 2020. For gravel roads, that number would jump to $230,000 a year from $90,000.

That’s in addition to $2.9 million a year in reconstruction projects.

In tabling the report at Tuesday night’s council meeting, director of engineering and planning Dan Kennaley acknowledged the goals are daunting, especially balanced against other infrastructure demands such as maintaining and upgrading bridges and water services.

“The road needs study poses some major challenges for the township. However, it’s im-

portant to keep in mind that whatever council decides to spend on road infrastructure in the future, this report will help ensure that money gets spent in as cost-effective a manner as possible,” he said.

AECOM’s Dave Anderson told councillors the top priority should be maintaining roads, doing routine work to keep them from deteriorating and requiring much more expensive reconstruction work.

Where roads are still in good repair, but on the cusp, resurfacing them within a year or two could mean getting another 15 or 20 years of service out of them, he said.

“The objective is to

keep the good roads good.”

But Kennaley noted the township has some catching up to do on many fronts. For example, the report recommends gravel roads have new aggregate applied every three years.

But the township is working on a 10-year cycle that it is trying to get down to seven.

“The road needs study does answer the question that council periodically asks me, and that is ‘Are we keeping up?’ The answer, unfortunately, it would appear to be ‘no, we’re not keeping up.’”

Having completed an inventory and assessment of Woolwich’s

351-kilometre road network, the study provides a map to bettermaintained roadways, but at a cost. By putting a priority on maintaining good roads, however, some of those in needs of reconstruction will get deferred even longer.

That will be a tough policy to accept in some neighbourhoods, suggested Coun. Ruby Weber.

“It’s pretty hard to sell to somebody who lives on a street that’s full of potholes and they constantly see us resurfacing roads that seem to be in fairly good condition,” she said.

That will be especially true in the smaller settle-

ments, added Coun.

Murray Martin. Because of lower traffic volumes, they already receive fewer upgrades to roads, some of which are in very poor condition.

“In our smaller communities, we have a lot of roads that are shot,” he said. “All the people that live there, they say ‘we pay our taxes like everyone else,’ and they believe they deserve to have good roads, with decent drainage, to drive on.”

The balancing act will be part of the 2011 budget deliberations as the township looks at long-range capital spending, including which projects to undertake next year.

“We’ve had about 1,400 children at the 10 branches combined,” said Katherine Seredynska, manager of public services for the Region of Waterloo

“We’ve had parents say the club has encouraged their children to read, and that it has increased their literacy,” she explained.

I work part-time at a residential addiction treatment facility. I went to the University of Waterloo for Social Work.

What are your future plans?

Well I just finished up

school in June so now I am looking for full-time work in social work. I really like helping people and I have always known that that was the type of work I wanted.

At first I thought I wanted to do psychology but I realized my passion was in social work after I worked for a women’s shelter.

Bank, the Christian Reform World Relief Committee, and the Presbyterian World Service and Development, the MCC is sending tens of thousands of dollars in relief to the devastated country.

“Currently we do not have any program or staff in Pakistan,” said Dan Driedger, resource development director with MCC Ontario, “but we are responding with some money for food; we’re sending relief kits over as well.”

The MCC, an international aid and relief agency whose Ontario office is located in Kitchener, has already dedicated about $20,000 in aid to Pakistan, as well as 2,000 relief kits that contain basic necessities such as soap, toothbrushes, bandages, and other items.

And those numbers are expected to rise.

“Our experience in the past is that once you get in and do a really good analysis of what the needs are, that tends to go up,” he said.

The relief kits are al-

ready on their way to Pakistan thanks to the MCC always maintaining an inventory ready to send out quickly, because, “when a disaster strikes, you can’t wait to ramp that up and put out an appeal [for supplies].”

The Canadian government recently announced it would match dollar-for-dollar all private donations made to registered Canadian charities from Aug. 2 to Sept. 12, in addition to the $33-million already committed for flood relief. That includes any donations to the MCC. According to official sources in Pakistan, the flood, which began in late July after heavy monsoon rains caused the Indus River to overflow its banks, has destroyed approximately 900,000 homes and wreaked havoc on the transportation and communication systems, making it difficult for international aid to reach the people that have been hardest hit.

“It’s one thing to get

[aid] into a good port or airport in Pakistan, but then actually trying to get out to those more remote areas, sometimes that takes a number of weeks to do,” Driedger explained.

The disaster will not end when the flood waters eventually recede: it will probably take years for the country to recover, he added.

“They’ve had their livelihoods – factories, their farms, their homes – all destroyed as well. So the rebuilding of that isn’t something that takes just a couple of months to do.

That’ll be years in the rebuilding effort.”

lame it on the popularity of the new twin arenas. Demand for ice time has Woolwich scrambling to meet the needs of user groups. Officials think they have a possible solution in a swap meet of sorts.

Woolwich Minor Ringette requires some additional ice time at the Woolwich Memorial Centre, but the slots available – Saturday evening and early Sunday morning – don’t fit the organization’s schedule. Recreation staff is now asking other users

to think about trading time slots to accommodate the young girls who want to play ringette.

Discussing the issue Tuesday night, councillors decided on the cooperative approach.

While guidelines favour youth groups when assigning ice times, the township would rather not get heavy-handed about the time slots.

It’s a matter of balancing new requests with the needs of those who’ve already booked time, facilities manager Brian Detzler told councillors.

“We have to figure how to accommodate new re-

quests. And how do we continue to recognize existing customers?”

Given that that there are still prime time hours available, the township should be able to act as mediator in working something out, said Coun. Sandy Shantz.

Fellow Ward 1 councillor Ruby Weber agreed, but noted the township should be favouring youth groups over, say, adult pickup hockey.

“We built these arenas for the kids,” she said, arguing the township shouldn’t be afraid to lose some adult bookings.

Expect a backlash in wake of terrorist plot

T

here will be far more speculation than actual facts in the immediate aftermath of the arrests this week of terrorism suspects in Ottawa.

That’s to be expected, as this is no ordinary crime. Since the events of Sept. 11, anything linked to terrorism and Muslims has been under intense scrutiny. From kudos for the beleaguered RCMP and CSIS agencies to calls for a crackdown on Muslims, public reaction has been swift and vocal.

Some of the hysteria will pass, of course, but the arrests do bring home a growing problem more often associated with European countries with much larger influxes of Muslim immigrants: assimilation into the population and the radicalization of younger people, even those born in the host countries.

The as yet-unknown plot alleged in the charges laid this week evoked

the 2006 arrest and subsequent convictions of some of the so-called Toronto 18. Those would-be terrorists were accused of planning to detonate bombs in Toronto and Ottawa, with further plans to storm buildings, take hostages and murder political leaders, including the prime minster. The goal was to create havoc, sending a message about Canada’s involvement in Afghanistan.

The plot brought to light this week is said to have ties to al-Qaeda, the very mention of which adds another dimension to the backlash.

It’s going to be a tricky time for Muslims in this country. Already under a general blanket of suspicion, they face increased scrutiny.

Many Canadians will be watching for a strong condemnation against the plot from mainstream members of that community.

Canadians have had issues with the military adventure since 2001.

Most oppose the occupation and Canada’s role in it. This was never a good situation. There’s nothing to be “won,” and history has shown the effort will have no effect on the state of affairs in that troubled country: we’ll continue to pour lives and money into a country unlikely to change in the foreseeable future.

The occupation is all about taking control of strategic territory. That’s the one and only reason foreign troops are there. Yet we’ll hear nothing but platitudes about democracy and freedom.

Aside from the obvious wrong of occupying an independent country, there is a purely pragmatic argument to be made for leaving Afghanistan: the financial cost of billions of dollars with absolutely no return.

The federal government estimates the cost of the mission, from 2001 to the current withdrawal date of 2011, at $11.3 billion. That doesn’t include some figures such as equipment depreciation. Nor does it include the ongoing disability and health care costs for veterans.

The war there has helped push Canadian military spending to highs not seen since the Second World War, outstripping the Cold War era.

There are far better reasons to get out of Afghanistan than the threat of terrorism.

Pakistan's future directly linked to water T

his may not be the most tactful time to bring it up, with much of Pakistan underwater and many millions homeless, but Pakistan’s real problem is not too much water. It is too little water – and one day it could cause a war.

The current disastrous floods (to which the response of both the Pakistan government and the international community has been far too slow) are due to this year’s monsoon being much stronger than usual. But that is just bad weather, in the end: every 50 or 100 years you can expect the weather to do something really extreme. It comes in various forms – blizzards, floods, hurricanes – but it happens everywhere.

The long-term threat to Pakistan’s well-being is that the country is gradually drying out. The Indus river system is the main year-round source of water for both Pakistan and northwestern India, but the glaciers up on the Tibetan plateau that feed the system’s various tributaries are melting.

While they are melting, of course, the amount of water in the system will not fall steeply – but according to the Chinese Academy of Sciences, some of the glaciers will be gone in as little as 20 years. Then the river levels will drop permanently, and the real problems will begin.

When India and Pakistan got their independence from Britain in 1947, there was plenty of water in the Indus system for everyone. In fact, almost half the water was still flowing into the Arabian Sea unused. But the population has grown fast over the years, especially on the Pakistani side of the border – from 34 million in 1947 to 175

International Affairs GWYNNE DYER million now – and the amount of water in the rivers has not.

The per capita supply of water in Pakistan has fallen from over 5,000 cubic metres (175,000 cu.ft.) annually in 1947 to only about 1,000 cubic metres (35,000 cu.ft.) today, a level defined by the United Nations as “high stress.”

Ninety-six per cent of that goes to irrigation, and the Indus no longer reaches the sea in most years. That’s what has already happened, even before the melting of the glaciers has gone very far.

Fifteen or 20 years from now, the water shortage (and therefore also food scarcities) will be a permanent political obsession in Pakistan. Even now, Pakistani politicians tend to blame India for their country’s water shortage (and vice versa, of course). It will get worse when the shortage grows acute.

What turns a problem into a potential conflict is the fact that five of the six tributaries that make up the Indus system cross Indian-controlled Kashmir on their way to Pakistan. There is a treaty, dating from 1960, that divides the water between the two countries, with India getting the water from the eastern three rivers and Pakistan owning the flow from the western three.

But the treaty contains a time-bomb.

India’s three rivers contain only about one-fifth of the system’s total flow. To boost India’s share up to

around 30 per cent, therefore, the World Bank arbitrators proposed that the treaty also let India extract a certain amount of water from two of Pakistan’s rivers before they leave Indian territory. The proposal was reluctantly accepted by Pakistan.

The amount is not small – it is, in fact, enough water to irrigate 320,000 hectares (1.3 million acres) – and it is a fixed amount, regardless of how much water there actually is in the river.

Now roll the tape forward 20 years: the glacial melt-water is coming to an end, and the total flow of the Indus system is down by half. But almost all of the loss is in Pakistan’s three rivers, since the smaller Indian three do not depend heavily on glaciers.

So India is still getting as much water as ever from the eastern three rivers, and it is still taking its full treaty allocation of water from two of Pakistan’s rivers, although they do depend on glacial melt-water and now have far less water in them. As a result, India’s total share of the Indus waters rises sharply (and quite legally) just as Pakistanis start to starve.

In these circumstances, would an Indian government voluntarily take less water than the treaty allows? Get real.

India will be having difficulties with its food supply too, though it will not be in such grave trouble as Pakistan.

Any Indian government that “gave India’s water away” would promptly be driven from power – by parliament if it was the usual fractious coalition, or by voters at the next election if it were an unusually disciplined single party.

Retirement could be a pipedream without reforms P

ension reform. Two words likely to send you in search of another channel. Perhaps even a comfortable place to nap. Maybe two others will help keep your attention: ponzi scheme.

The latter pairing is precisely what most pensions are all about.

Even the Canada Pension Plan, the most stable of all, relies on money from today’s workers to pay for yesterday’s retirees. That reality is part of the reason we need reform.

That and the fact many of us simply won’t have enough money to live on if we ever do get to retire.

Another facet involves strengthening protections for private pension plans, the kind often plundered and/ or underfunded by companies. The kind government has been forced to bail out on occasion. Those concerns were part of new measures announced this week by Ontario Finance Minister Dwight Duncan.

On the whole, we’re not putting enough money away to secure the future of retirees.

There’s every reason for concern.

About two-thirds of Canadian workers don’t have a company pension plan. In fact, about a third don’t have any retirement savings at all – about 30 per cent of eligible workers didn’t contribute to an RRSP last year, for instance.

For those who have no savings of their own, relying only on government sources, retirement will be

The CPP provides 25 per cent of a worker’s average annual earnings – hardly enough for a comfortable retirement. That level has been consistent since the program was introduced in 1966. Payments for current recipients come partly from invested reserves and partly from contributions from today’s workforce. In order to ensure a more stable system and to provide a decent retirement income, we’ll have to start boosting CPP contributions.

Ideally, that 25 per cent figure would become 70 per cent, the figure most often cited as the level of income needed to preserve our standard of living in retirement.

Even federal Finance Minister Jim Flaherty is proposing hikes in CPP contributions, though at modest and gradual levels likely to prove less effective than they need to be.

There’s talk of voluntary contributions to the fund as well, though that too may not be enough.

You can be sure that Flaherty’s hesitation has much to do with opposition from the financial services

industry. The best-case scenario for most Canadians would see a robust CPP doing away with the current RRSP system. Those who profit from the status quo – raking in some of the highest management fees in the process – want no part of such notions.

Turmoil in the economy has seen more workers in danger of losing company pensions – already seriously underfunded in most cases – due to bankruptcy. Like those plans, RRSPs managed by the financial industry have taken a beating, dropping in value such that many of us will have to put off retirement plans, as noted in a recent study by the Canadian Centre for Policy Alternatives. “[I]t seems increasingly obvious that, unless something is done, more and more workers will be forced to go on working longer or will enter retirement without adequate income to support themselves and their families. For all these reasons, those concerned with pension reform are turning their attention to the possibility of expanding the Canada Pension Plan as a possible solution to the problem,” notes study author Monica Townson.

Of course, politicians also fear a backlash from workers who would see significant increases in CPP contributions as simply another tax grab.

That’s not the case. Unlike employment insurance, CPP is an arm’s length arrangement. Contri-

butions go directly to the plan, and are never part of government’s general revenues. The plan is generally seen as secure, reliable, cost-effective, and well managed. Increasing the mandatory contributions would be a largely painless way to ensure a more comfortable retirement – in effect, forced savings. Because of the way the plan is administered, it would not be at risk of being squandered by government, unlike our tax payments.

That’s a big distinction. We would get back what we contribute. It would also relieve the ponzi elements: we pay today for what we’ll receive tomorrow, rather than relying on subsequent generations of workers to pay for us.

That model permeates government. It’s what fuels deficit spending. A purely pay-as-you-go formula wouldn’t work, but we need to move in that direction. The same is true of the economy as a whole, itself a giant pyramid scheme which relies on growth – in effect, the next batch of suckers – to pay for what we spend today. The need for change is obvious: resources are finite, whereas the system runs on just the opposite assumption.

At a time when more and more of us are worried about finances and what the future holds, the time is ripe for reforms that actually benefit Canadians – something governments talk about but often fail to deliver on.

Meanwhile, the

homes of millions of Pakistanis are underwater. In terms of human suffering, it is 20 times worse than Hurricane Katrina was in the United States five years ago, and it needs a proportionate response now.

But the future holds something much worse for Pakistan (and for India), unless they start revising this 50-year-old treaty now, before the crisis arrives.

To the Editor,  Recently I had a conversation with Coun. Ruby Weber concerning a letter I wrote to the editor in last week’s edition (Observer, Aug. 21/10) regarding a comment she made at a council meeting.

The whole thing has to do with the proposed gravel pits in the West Montrose area and residents’ concerns about their property values going down the drain along with tax

revenues. She assured me the quote was correct but her meaning was misunderstood, with no time to clear it up. Although it is not up to me to straighten this out, I thought it showed some courage to call and straighten me out.

I now have a better understanding of what she was saying. Maybe she should also write a letter and explain it to everyone else.

general rule of thumb for any business is that the customer is always right – but that’s one rule Bert Frey has never subscribed to in 40 years in the trade.

“Our staff has far more experience than the customer, and although we respect what the customers expect, we will always stand by what our employees think,” he said, noting it’s the company’s job to get things right.

Frey Building Contractors has designed everything from hog farms to custom homes all around the world.

On Friday, the firm officially celebrated its 40th year in the community with an open house and BBQ at the Hawkesville Community Centre.

With his brother Mahlon and brother-inlaw, the late Orlan Cauman, Bert started the company on Mar. 31, 1970. In the four decades since, they’ve come a long way.

They began as subcontractors for the nowdefunct Beaver Lumber Co. in the basement of Bert’s Hawkesville home.

“By the end of the first year, I think we had five employees,” he recalled, laughing.

The company has grown to include 51 employees who work out in the field, and 12 full-time office staff. The basement has been replaced by 14,000 square feet of

office and shop space, as well as a one-acre storage yard for trucks and heavy equipment.

Many entrepreneurs start their own business because they like the idea of setting their own hours, and that’s exactly what drew Frey to the idea.

“Back around 1970, the government passed a law stating that any time over 45 hours had to pay time-and-a-half,” he explained. But when his employer said the new law as impractical and unaffordable, and wouldn’t allow anyone to work overtime, Frey

set out on his own.

“I was just married, I had a family, and felt that I could not support my family on just a 45hour week – I was used to working 60 hours plus, and so that’s really why we started. I knew as a sub-contractor I could set my own hours.”

He never finished public school, but went back to night school and took classes in accounting and drafting. The three men built their company through trialand-error, and by learning from their mistakes along the way.

“Oh, good heavens, I could write a book! I made all the mistakes there are to make. I really didn’t have any formal training on business, I went to college and got my carpenter’s papers, but that’s really the extent of my formal education.”

About 90 per cent of their work still occurs within an hour's drive of their office, but the award-winning company has also done construction work as far away as California, Jamaica and the Bahamas.

Their reputation is one of reliability, courtesy

and professionalism.

Frey said that one of the biggest reasons for their continued success is that the company remains involved in a project every step of the way, from the initial design and excavation, to the final finishing touches. This approach allows the company to maintain efficiency, and to produce a better product in the end.

“When the project is complete the superintendant can say with pride, ‘I did that whole project’ as opposed to having multiple people coming in, each one sort

of doing their own thing and then moving on,” he said.

With so much success in the past 40 years, what does the future hold for Frey Building Contractors?

“We’ve done a lot of development in the last five to seven years to create a company that could run indefinitely into the future. I wanted to create opportunities to continue, and so in the last five years we’ve worked hard on reorganizing the company. The company is now governed

Scary stories get street cred from the farm I

f you’re like most people, you’re much more concerned about the poor coffee harvest in South America than the wheat crop failure in Russia.

Or the 10 million or so unseeded acres of land in Saskatchewan and Manitoba, set back by poor weather. Or the 550 million potentially contaminated eggs being recalled in the U.S. Or the western bean cutworm, which has invaded corn and soybean fields in our own backyard.

And your concern, or lack of it, is understandable. Export embargoes, pestilence and weather swings of near Biblical proportions were flavour-of-the-day stories in the popular media over the summer, as news reporters became fascinated – at least temporarily – with farm practices, weather patterns and insect lifecycles.

Then, with other stories brewing, the media moved on. And with them went their readers, listeners and viewers.

That’s natural. Stories come and go; interest peaks and wanes.

But this summer we experienced a media flurry of what even a farmer would call agricultural stories. These weren’t just food features and recipes, these were real farm pieces. And they underlined the opportunity being presented to the agricultural community.

With increasing gusto, people are taking more interest in pests they may never see, droughts they’ll never experience and farmland flooding

Food For Thought Owen Roberts that they’ll only see in pictures. After all, when our so-called national newspaper runs a front-section story about the western bean cutworm, complete with expert analysis from the University of Guelph, you know something’s changing.

I think that change is the media’s growing awareness of the role farming plays in Canadians’ lives, and how agriculture is either the first to reflect a new reality, or suggests things to come. For example, the cutworm was previously a Midwest U.S. pest, but it’s believed to be headed north because the climate here is becoming more hospitable. The same goes for kudzu, the invasive plant (also known as a weed) that popped up on a secluded shore on Lake Erie.

Climate change is a hot topic, and any phenomenon potentially associated with it makes a good story.

One of my favourite hysteria stories of the summer, though, has been the apparent arrival of giant hogweed. For awhile, I was expecting the thing to accost me on the street and spew venom.

Fortunately, once again, the media turned to experts to put giant hog-

weed in perspective. Typically, and thankfully, reporters want to know what the research shows.

But they also want to know what farmers think. And that’s the big opportunity for agriculture. Farmers have street cred. Spokespeople can carry on about how a particular pest is going to scour the earth and pick its teeth with what remains. But until a farmer’s perspective is heard, it’s hyperbole. I’ve seen the tone of entire stories change based on what one farmer thinks.

Ontario has about 57,000 farms and more than 80,000 farm operators.

That’s a lot of ground-level expertise.

It’s tough for busy farmers to find the time to talk to the media. But it’s also an important chance to raise agricul-

ture’s profile and help the media get a story right – or better yet, take charge of the agenda by calling the media first, rather than waiting for a public frenzy to develop and then having to put out a fire.

Despite the noisy and sometimes troubling appearance of shortages, safety problems and invasive species, the food supply is extremely safe and pretty stable. It doesn’t always look that way. With the public’s growing appetite for news, scientists and farmers are needed more than ever to inject their perspectives in what can be unnecessarily inflated and inflammatory matters.

People shouldn’t be scared of food.

But they need to – and want to – understand it better.

Bert has removed himself from the daily operations of the business, saying that he was there in name only: “I’m pretty much out of the game.”

But others aren’t so quick to dismiss his role within the company.

“Bert has taken more of an advisory role within the management team,” explained Ryan Martin, operations manager at Frey. “Not necessar-

ily involved day-to-day, but … we try to meet a couple times a year.”

To celebrate 40 years in the community, the company has decided to forgo their annual company golf tournament and instead donate to a very worthy cause.

“We’ve asked our suppliers to consider donating with us in the Homes for Haiti project,” said Martin.

It’s just another way in which Frey Building Contractors continues to build on its 40-year legacy in the community.

Her job takes her all over the world, but Elmira’s Rachel Clark is thrilled to be returning to Kenya

so MANY sIGHTs To sEE Elmira’s Rachel Clark has just returned from a world tour she completed while working as an entertainer on a cruise ship. The Sekura trees – also known as cherry blossom trees – in the Yokohama Garden in Japan were one of her favourite sights.

lmira’s Rachel Clark is confident that she has one of the best jobs, ever.

The 25-year-old works for a cruise line: singing, dancing and entertaining crowds of people while she hops between continents.

And she gets paid to do it.

In the past year she has been aboard a ship that set sail in Japan, then travelled to Singapore, China, the Maldives, past Somalia, through the Red Sea, made stops in Jordan, Egypt, Greece, Croatia, Venice, Spain, Portugal, down coast of Africa, before continuing on to Argentina and Brazil, and up through the Caribbean before returning home.

“The experience is amazing,” she said, while now on a break from work and enjoying some time at her Birdland home. “I get to travel and also save money, do what I love, and meet people from all over the world. I am very lucky.”

That luck is not something that is lost on Clark, however, and above all else, her passion lies in giving back to those who don’t have the luxuries that she has experienced. In Sep-

tember, she will be taking time off work to return to Kenya, where she spent nearly three months last year volunteering at an orphanage.

“I love my job on the ship, but I needed to do something with a bit more meaning. Something I could really pour myself into and when I heard about this opportunity, I jumped at the chance.”

Clark was unsure at first how she would be able to help, if she would have qualities that would be of use to a community.

“I am not a nurse, or a teacher, or a construction worker. I wasn’t sure if my going to Africa would be of any help to anyone, but I knew I wanted to do hands-on work.”

Then she saw a call for volunteers needed to provide a helping hand at an understaffed orphanage in Kenya.

“The ad said, ‘You will be spending time with orphaned kids who need love. They need you to play with them, to hold them, and to read to them.’ I can do that!”

Once there, the former EDSS student fell in love with the community – the

And she learned to play the role of nurse, teacher and construction worker.

“I did whatever they needed me to do. Anyone can make themselves useful, regardless of what skills you might have.”

Now Clark, alongside two of her friends who will be joining her, is headed to

that same village in Kenya to volunteer once more.

“I am very, very excited to be taking my friends there. There is only so much I can say to explain what life is like there and there is only so much that someone can see from pictures. I can’t wait for them to be there and see it, and meet the kids I talk about.

It’s a life-changing experience which changed my entire outlook.”

In addition to her two friends, Clark will also soon have the chance to bring others with her to the place she loves so dearly.

When she returned to Elmira from her trip in 2009, she held a presentation about her experiences.

She wanted to show the people who had helped support her trip that their money had truly gone to a good place. Corinne Taylor-Aldous of Goliger’s TravelPlus in Waterloo was in the audience for one of her presentations and approached Clark at the end to make her an offer.

Taylor-Aldous asked Clark if she would be interested in taking a group of people from Canada to Kenya with her to participate in a two-week ‘voluntourism’ project, and Clark jumped at the chance.

“The offer was a gift from God, I am sure,” she said.

s we approach the midway point of our barbeque season it is nice to change up the menu a little bit.

Calamari is a relatively inexpensive, low fat, low sodium seafood that is high in lean protein. The low cost makes calamari the ideal seafood to experiment with, as you are not putting out a large sum of money in the event you do not cook it perfectly the first time.

Having said that, this dish is dead easy to make. The key point when cooking calamari is to not overcook it. Once it turns opaque – which can take mere minutes – it is pretty much done. Think hot and fast.

We love serving calamari with a creamy sauce. Aioli is a garlicky mayonnaise traditionally made as a thick, spicy accompaniment to seafood.

Rinse the tubes under cold water, removing anything from their bodies. Drain and pat dry, placing your knife on the inside of the tube cut the calamari open (it will look like a triangle). Score calamari with a cross-hatch pattern on the outside of the calamari, be careful not to cut all the way through; Place calamari in a bowl and drizzle with a really good olive oil, salt, pepper and a squeeze of lemon. Do not allow to sit more than five minutes as the lemon will “cook” the calamari (marinating seafood in an acid is known as seviche and that is another recipe); Preheat grill or grill pan. Grill for 2- 3 minutes (calamari will turn opaque). Squeeze on a little more fresh lemon; Serve calamari with aioli.

Mix together egg yolk, vinegar

Aioli > 3 cloves garlic, rasped > 1 egg yolk > Half juice of a fresh lemon, or to taste > 1 cup vegetable or grapeseed oil > Salt and pepper to taste and garlic. Slowly drizzle in the olive oil until thicken; Season to taste. Plate with calamari. If you are in a real hurry, use a good quality store-bought mayo and add some garlic and freshly squeezed lemon.

even years ago, Steve Martin bought himself a bike as a personal reward for giving up smoking. This past weekend, he received another reward when he was named the Ontario Cup single-speed champion.

The Hawkesville native beat 20 other competitors to take the prize, and finished a mere three points behind 17-yearold Davis Ross for first in the overall standings. Competitors receive 25-points for a first place finish, 22 for second, and 20 for third, with their best five finishes counted.

But kicking his smoking habit wasn’t the only major life-change that got him where he is today.

“About three years ago I decided to start biking to work,” Martin said. “I ended up losing about 50 pounds, just from biking to work and changing my diet.”

And when you lose that much weight, you gain a lot of speed, he noted.

The Toronto-based lawyer is relatively new to the Ontario Cup circuit, and this was only his first season racing in the singlespeed bike class. The bikes are exactly what their name implies – bikes with no gears.

And a bike with no gears provides Martin with a certain visceral freedom that he loves.

“There’s just a simplicity to it,” he explains. “You don’t have to fuss or think about changing gears or tuning your bike to make the gears work.”

He adds that single-speed racers can hold their own against traditional racers, and their gears.

“It’s almost like people have a gene or a virus,” he jokes. “We go just as fast as the guys

fter a year of ups and downs and their fair share of growing pains, staff members at the Woolwich Memorial Centre are putting forth some new ideas as to how to increase membership and provide superior service to its customers.

With registration numbers for the fitness centre being lower than expected, township staff began brainstorming ways to make the facility more user-friendly and the changes will be put into action this fall.

“We want to catch the interest of new members and also make the centre more accessible to those people who already have memberships,” said Pat Downey, who is a personal trainer and member of the fitness staff team at the WMC. Perhaps the biggest change to the operation of the club is a link with the pool. Memberships will now include use of the pool, including lane swim, public swims and the Aquafit classes.

“A lot of people have been asking if we plan to combine the two programs, so it just seemed to make sense,” said Downey. “This will give people a chance to go for a swim at the same time that they visit the gym for a workout.”

In addition to this amendment come a host of new classes being offered, including a spinning class with brand new bikes just installed, a beginner and intermediate running group and a class called P90X. P90 X, or Power 90 Extreme, is an exercise system

that is claimed by its creator and thousands of followers to improve physical fitness in 90 days through a rigorous segmented training program combined with a nutrition and dietary supplement plan.

P90X’s advertising emphasizes muscle confusion, for a method of cross-training where the instructor switches the order of exercises and incorporates new and varied movements. According to the creator’s sports philosophy, muscle confusion prevents the body from adapting to exercises over time, resulting in continual improvement without plateaus. The class will be added to the list of exercise groups available during this fall’s registration period.

The WMC will be offering a flexible swipe pass which allows visitors to try out 10 different classes if they would like variety instead of attending just one type of class.

The township has also made efforts to make the facility more accessible by allowing patrons to pay for their annual fitness memberships monthly rather than in a lump sum at the beginning of each year.

And there is also some good news for the kids. Now, youth will be allowed to swim without supervision starting at the age of 14, rather than 16 as was the previous rule.

Smile, you’re on candid camera T

his year, I finally broke down and bought a couple of trail cameras.

For those unfamiliar with these things, they are essentially self-contained automatic cameras that you strap to trees or posts. Once set up, they take digital photos whenever something sets off the camera’s motion detector. Hunters use them to take photos or videos of deer, bear, moose, turkey and other animals.

Since those photos also have a time and date stamp on them, the hunter can learn about the movement patterns of the animals they hunt.

This may be true, but for every blurred photo I have of a deer, bear, moose, racoon, or porcupine passing by, I have several hundred of me looking confused as I try to remember what tree I strapped my trail camera to.

Even worse, these things have not been very good for my self-image.

Heck, I used to think I was a reasonably normal-looking man until I saw a three-photo sequence that

Then there is the 20-second video it shot of me just the other day. It is a cinematic sequence worthy of some sort of special Oscar. First, I enter stage right with a dazed and confused look – something that says, “I’m sure I put it here somewhere.” Then, I turn towards the camera and, magically, my frown is transformed into a great big goofy smile of relief. Without any regard for my personal safety, I then rush over, hands extended as if I am about to hug my long lost camera.

This is when I snag my boot on a low vine.

I had to replay the next sequence several times because there is a lot going on in those few short seconds.

The most important thing is the quality of the triple Lutz I perform. Aficionados will note that I attain reasonable height, excellent extension and nail the landing. Or I would have had that big tree not been in the way.

The subsequent 10-second film sequence then shows me removing bark from my teeth and then violently kicking an immovable stump. The extreme series of hops that follow, in which I hold my kicking foot, and bounce excitedly up and down on the other leg, has now been deleted. But there’s no need to worry, I visit that camera to collect more images every three days.

Needless to say, this is not what I expected when I got these units.

Like most hunters I was hoping to capture candid images of Bigfoot,

a cougar, or other forest animals in the act of playing cards and drinking beer. I would even be content with one photo that would, once and for all, answer that age-old question about the washroom habits of bears while in the woods. Although that photo sequence where I slipped on some of the evidence might be good enough.

Instead of these, however, I get to learn more about the behaviour of a wild, technologically challenged outdoorsman in his natural habitat.

This wouldn’t be so bad if I had a good side. But, as my trail camera has proven, time and again, I do not. On the contrary, it has taught me that I am balding in a place that I had previously been unaware of.

Most times, it also shows me that the pants I’m wearing make me look like a plumber. And, it also seems to indicate that am fairly disruptive and clumsy.

As you can imagine, none of this is good for my image. Or images.

t’s a historic season for the Elmira Sugar Kings as the hockey club celebrates its 40th season, and the Kings are turning to one of their most-senior players to lead them through it.

Josh Woolley was named the team’s new captain last week. It was a clear choice, said general manager Keith Stewart.

“For us it was an easy conclusion: he is a leader on and off the ice,” Stewart said shortly after presenting Woolley with his familiar #14 jersey with the captain’s ‘C’ stitched to the left shoulder.

Woolley takes over

from last season’s captain, Jeff Zippel, a hard-hitting defenceman who was respected around the league.

Zippel, an Elmira native, graduated out of the Junior hockey system after last season.

“Everybody really liked Jeff,” said Woolley. “He was vocal in the room but showed leadership on the ice as well.”

Woolley began last season with his hometown Cambridge Winter Hawks before being traded to the Sugar Kings on Nov. 30 for cash.

After a slow start in Cambridge, scoring one goal and collecting two assists in 11 games, Woolley certainly proved to be a

The Kings GM expects the 6’3” forward to provide much-needed leadership and experience up front, particularly because the Kings expect to ice another young team this season.

“His work ethic, especially with such a young team, is going to rub off on the other players, on and off the ice,” explained Stewart.

Kings head coach Geoff Haddaway said that he and the other coaches had some good candidates to choose from, but Woolley was the top guy on all of their lists.

“It was consensual,” he said. “I think lead-

ership is something that is learned; certainly he has some natural [leadership] instincts.”

Haddaway and the rest of the coaching staff are counting on Woolley to have a big season for the Kings at both ends of the rink, but the coach was quick to add that just because Woolley is the new captain, he will still have to earn his playing time.

“He comes in with a reputation of a hard worker and a great kid, and someone respected throughout the league, but Josh would be the first to tell you if things aren’t going well offensively, maybe I’ll give someone else a chance to play.”

or the students in the warm-water aquafit class at the Woolwich Memorial Centre, the old adage seems to be true: practice does make perfect. The class is wrapping up their second session next week, and instructor Adrienne Schmidt has seen dramatic improvements in the abilities of her students.

“This group is really making a difference for themselves,” said Schmidt. “They took the initiative to come in, register and show up each week at the pool and it seems to re-

The exercises are specially tailored for people with limited mobility, focusing on stretching, cardiovascular fitness and maintaining strength; the pool is accessible for people using walkers and canes, and the steps and ramps make it easy to get into the water.

Schmidt emphasizes, however, that the class truly is open to everyone.

“We don’t see too

many younger people registering, but I want people to know that it is a great class for all ages. The workout is as intense as you make it so if you want to take things a bit more slowly, you can. If you want to up the intensity and do the exercises more quickly, you can.”

The class of between five and 10 people consists of a cardio component, as well as a number of stretching and flexibility exercises which are tailored to each person’s ability level. Schmidt has had a student in her class with knee

problems so the format of the class was rearranged so that he could still participate while sitting down.

One woman was afraid of the water when she first began and she didn’t want to lose her tight grip on the side of the pool. By the end of the sessions she was completing the exercises in the middle of the pool with no assistance.

“It’s very rewarding,” said Schmidt. “I love talking to people who are happy with the progress they are making.

“There were four of us doing very well [all season],” said Martin. “The oldest guy was born in 1962, me – the next oldest – 1972, the next oldest 1982, and finally 1993. I

think I was old enough to be that kid’s father.”

The race was the last of the season for the single-speed class, but Martin isn’t done there. He is taking part in a 24-hour relay race this weekend with his cycling club, The Lap Dogs, and he hasn’t ruled out racing in the fall either.

“Family and work may need to take precedent over racing for the next while, though,” he said.

A Grand exhibit Artist turns lifelong passion for river system into a collection called Grandiose PHOTOS

RIGHT WHERE HE WANTS TO BE Bill Hagan has done what many dream of: abandoned his day-job and taken up the life of an artist.

T

here’s an old adage that says you can’t go home again, but don’t tell that to Bill Hagan.

After nearly 25 years as an industrial designer in the Toronto area, Hagan, who originally hails from Galt, is bringing his life-long passion for painting, photography and the Grand River to the Edissi Fine Arts Gallery in Kitchener next month with an exhibit called “Grandiose,” a visual exploration of the Grand River watershed.

“Last year I decided to abandon the world of industrial design and pursue my painting career,” explained Hagan. “As a kid I canoed on the Nith River, so I decided I was going to take this past year and canoe, hike, (and) bicycle all over the Grand River watershed, up in Grand Valley right down into the Brantford area, exploring the rivers again and taking pictures.”

Hagan uses those photos as the stepping-stones for his painting, a style known as abstract-contemporary.

The paintings aren’t your typical scenes of farmer’s fields or trees and riverbanks, either.

“It’s more about catching the

feeling and the idea of the river,” he said.

He uses a combination of acrylic paints, lacquers, and enamels to create his artwork, and relies on visual cues – such as colours or visual landmarks – in his photos as inspiration.

“I look at Cambridge (and) Galt as my home town – my Mom is in Ayr, my mother-in-law is in Kitchener, brothers in Guelph. I don’t live there, but it’s still my roots.”

Hagan thought the past year was going to be one of relaxation and leisure: canoeing the Grand River, taking photographs, and painting.

paintings, usually with a component that you’ll sort of recognize, whether it be tree limbs or something. But I’m not actually trying to capture the image of the river in the sense of a realistic painting.”

Hagan grew up in Galt, and graduated from the Ontario College of Art in 1982, where he studied industrial design. Despite the fact he’s lived out of the region for so long, he has maintained close ties to the area.

Instead, it’s been one of the busiest years of his life.

In addition to painting and planning for his upcoming exhibit, Hagan also offers photography workshops to teach the basics of digital landscape photography to those who are unsure of the new technology.

“The workshop is all about the fundamentals and getting them to go out and do a little bit of a photo shoot, and talk about how they can

hang it in their house or share it with friends through email.”

He hopes his exhibit can help reinvigorate interest in the Grand River, and introduce the public to a river and region he enjoys so much.

“It’s my goal to get people a little more involved and get them off the highways and on the back roads … it’s all about getting people to rediscover something.”

It didn’t take Hagan long to rediscover his love for the Nith River, either. He is amazed how after more than two decades, the river and much of the surrounding area has remained basically the same as when he was a child.

“It’s funny how things outside of the river environment change all the time – whether it be subdivisions and highways – but once you get back on the river, other than the occasional new bridge here and there, really not much has changed.

It is like coming home again,” he explained.

Opening night for “Grandiose” is Sept. 9 at 7 p.m. at the Edissi Fine Arts Gallery, 907 Frederick St. in Kitchener. The exhibit will run until Oct. 1. Admission is free. For more information or to contact the gallery, call 1-877-727-8001.

If the wind is at your back, it’s best to run at a speed matching the horizontal speed of the falling rain. This way, you still get wet on the top of your head and shoulders, but you don’t run into drops along your front surface, nor do they run into you along your back surface.

This strategy won’t work if you’re carrying a large object, since it will still collect a lot of water, so move as quickly as possible.

If the rain falls straight down or if the wind blows in toward you, you should run as fast as possible; the decreased time leaves you less wet. To decrease the number of drops you encounter, decrease your vertical cross-sectional area by leaning forward as you run. To move rapidly while bending over, you might try a skateboard, though this is certain to attract attention, not to mention being more trouble than toting an umbrella.

At Chateau Gardens L.T.C., Elmira. Michelle was the dearest daughter of Donna Zitars (nee Meng) of Elmira and Peter Zitars and his wife Colleen of Kitchener. Loving sister of Jennifer Cumming and her husband Frazer, Jonathan Zitars and his wife Jenni-Lynn, Dorrie Dow, Jennifer Day, Michael Day and Julie Hilborn.

Beloved granddaughter of Albert and Elaine Meng. Also lovingly remembered by her many nieces, nephews, cousins, aunts, uncles and extended family. She was predeceased by her grandparents Alfred and Heidi Zitars. There will be no funeral home visitation. Funeral service will be held at St. Matthew’s Lutheran Church, Conestogo on Friday, August 27th at 11:00 a.m. with Pastor Monika Wiesner officiating followed by interment in St. Matthew’s Lutheran Cemetery, Conestogo.
