Waters: Tenure as mayor included the Uniroyal water crisis

His tenure at the head of council included the difficult times that followed the discovery of contaminants in Elmira’s drinking water.

Pollutants from the Chemtura Chemical plant – then known as Uniroyal – had seeped into the groundwater, eventually forcing the installation of a pipeline from Waterloo, which supplies water to the town to this day.

When the crisis first hit, municipal officials were kept extremely busy. Waters worked tirelessly at the time, said Seiling.

“We did a lot of things together at that time,” he said, recalling one night when he and Waters received some information about contaminated private wells. There was a snowstorm underway, but the two of them went door-to-door in the neighbourhood,

warning residents about the risks.

“He stick-handled his way through that very well,” Ward 1 Coun.

Ruby Weber, who also served on council during that time, said of Waters’ handling of the contaminated water issue.

More recently, she worked with Waters on the Fit for the Future campaign, the Woolwich Recreational Facility Foundation fundraising drive he chaired. The effort raised $5.6 million for new recreation facilities in the township, including the Woolwich Memorial Centre.

He was an avid supporter of Woolwich Minor Hockey and the Elmira Sugar Kings Junior B squad. As a co-founder of Friends of Hockey, he helped financially disadvantaged kids get into the sport.

Community involvement was always a priority for Waters, said Strauss. That was especially true for recreation programs. When he was mayor, Waters

Students help build home in Breslau

ominik Cislo started high school with a plan. He was going to take a variety of academic courses throughout his four years at St. Mary’s Catholic High School in Kitchener and eventually choose a university to attend. Now, the Grade 12 student is headed in a new direction, one which he thinks is a much better fit for him, after taking an eye-opening ‘home build’ course this past semester.

Students from St. Mary’s High School and Resurrection Catholic Secondary School have used their skills in the construction of an Empire Communities home at the Riverland subdivision in Breslau, which is as of yet unfinished and to be completed by Empire. The five-month, hands-on learning project was available to

students in the construction co-op program, offering the youths an experience unlike anything they learn within the four walls of the school.

“As I was in class, or doing my homework for my academic classes, I began to realize that I wasn’t enjoying the work so I tried out something that was a bit more hands-on,” said Cislo.

“When I started taking shop I began doing better, my marks got better and I realized that this was the right area for me.”

The home-build course runs for one semester, and students try their hand at building a house in its entirety. Depending on the speed at which the group works, the house is donated as a frame, a partiallycompleted structure, or a fully-functional home.

While earning credits for their work, the students also build on valuable skills that

will last them a lifetime.

“One of the best things about this program is that I really got a taste of what life might be like if I went into a trade,” said Cislo. “Instead of going to class, I got to go to work every day, learn something new and get into the routine.”

To mark the completion of the semester, a year-end celebration involving the students, their parents, teachers, WCDSB staff, Empire Communities staff and the sub-trades who worked on this project with the students was held last weekend to recognize the efforts of all the individuals involved.

This program was introduced by school board to tackle the predicted future shortages of skilled tradespeople in local industry.

Plans to relocate the home of the 1st Elmira Scout Group are back on track thanks to some support from the Elmira Lions Club.

The group is relocating a storage shed from its current location on Martin’s Lane to Woolwich Township land at 75 Oriole Pkwy. in Elmira. That site is already home to the Rovers’ Den used by older members of the Scouting organization.

The move got tricky when Scouts Canada balked at a provision in the contract with the township that would have made the organization responsible for removing the buildings from the site in the event the agreement was terminated.

Though the township has no plans for the site – the Rovers have been there for 45 years – the township’s lawyer suggested the removal clause, director of recreation and facilities Larry Devitt told councillors meeting this week. The Scouts' national office backed away from that requirement, but the Lions stepped in to guarantee they’d cover any removal costs if necessary.

The storage shed was built in 1988 and sits on land rented from Martin Mills for $1 a year. That site, however, is proposed to house a biogas energy plant, prompting the search for a new location.

“We are looking for students like you,” said John Faller, president of the low-rise division of Empire Communities, to the group of students at last week’s presentation ceremonies. “With the skills you have built upon during your semester, you have the opportunity to get into an industry that has plenty of job opportunities.”

Faller noted that not all students in the program will go on to work in the industry, but he hopes that the project has inspired at least a few. Cislo said he hopes to learn more about plumbing and dry walling, and recommends the program to anyone who might just want a change of pace.

“It felt really good to do something like that. I wasn’t reading a book or writing a test. I got to take pride in something I had made.”

> Trail project to be re-tendered Woolwich is scaling back work on a portion of the Trans Canada Trail in St. Jacobs after tenders came in well above the $86,000 budgeted for this year.

The project involves the construction of an off-road portion of the trail along Farmers’ Market Road, essentially the stretch between Benjamin Road and the railway tracks.

With bids for the job coming in at $113,000 to $127,000, the township has opted to scale back the work for now, removing a pedestrian crossing of the rail line. That bit has proved the most troublesome in terms of drawn-out negotiations with CN Rail and added costs, director of recreation and facilities Larry Devitt said this week.

The goal is to re-tender the job shortly, with construction to get underway in late summer or early fall. The township has until next March to complete the project in order to qualify for assistance from the Recreation Infrastructure Canada (RinC) fund.

Quake shakes, rattles and rolls through the region JUNE 18 >>10:45 PM | A resident of

Flamingo Drive in Elmira called police after hearing what she believed were two gunshots. She spotted a vehicle parked near a neighbouring garage with two young men sitting on the bumper. When police arrived, the men had started driving in the car and police pulled them over at Oriole Parkway near Meadowlark Road. The driver's breath smelled of alcohol and police found an air gun in the vehicle, along with a loaded shotgun shell and an empty rifle casing. The 22-year-old driver was given a three-day suspension of his license for driving with his blood alcohol level over the legal limit. The investigation continues.

aterloo Regional Police received a high volume of calls Wednesday afternoon from people reporting the impact of a magnitude 5.0 earthquake that occurred in Quebec around 1:45 p.m.

Tremors were felt in Waterloo Region and numerous buildings were evacuated as a precaution. No serious damage or injuries were reported. The number of calls received, however, prompted

police to remind the public to use the 911 system for emergencies only.

The Geological Survey of Canada reported the quake’s epicenter was in Quebec, some 56 kilometres northwest of Ottawa.

Originally thought to be a magnitude 5.5 quake, the size was scaled back later in the day.

While the region is considered relatively stable, the federal government agency notes the western Quebec

zone was the site of at least three significant earthquakes in the past. In 1732, an earthquake estimated at 5.8 on the Richter scale shook Montreal, causing significant damage. In 1935, the area of Temiscaming was shaken by an earthquake of magnitude 6.2. In 1944, an earthquake of magnitude 5.6, located between Cornwall, Ont. and Massena, N.Y., caused damage evaluated at $2 million dollars of the time.

Each year, approximately 450 earthquakes occur in eastern Canada. Of this number, perhaps four will exceed magnitude 4, 30 will exceed magnitude 3, and about 25 events will be reported felt. A decade will, on average, include three events greater than magnitude 5. A magnitude 3 event is sufficiently strong to be felt in the immediate area, and a magnitude 5 event is generally the threshold of damage.

Industrial accident claims life Katie Edmonds

W

aterloo Regional Police and the Ministry of Labour are investigating an industrial accident in Elmira that claimed the life of Robert Cooke June 21.

Officials say Cooke was directing a forklift at Advance Millwrights when he was struck by a falling piece of scrap metal.

Emergency workers were called to the business on Howard Avenue by an Advance employee.

“He was moving some materials out back when the accident happened,” said Sgt. Sig Peters of the Elmira police detachment. A number of workers witnessed the event occur.

Representatives from Victim Services of Wa-

terloo Region responded to counsel workers and Cooke’s family.

The 67-year-old was the owner of Robert Cooke Trucking. He leaves behind his wife Joan, daughters Donna Myles and Doreen Bauman and son Steven Cooke.

The funeral service was held at Emmanuel Evangelical Missionary Church in Elmira on Friday at 2 p.m.

Study to break down costs at WMC

Council opts to spend $20,000 to back rate hikes with hard numbers Steve Kannon

acing criticism over rates at the Woolwich Memorial Centre, councillors want hard figures to support the fees and charges levied there. To that end, they’re prepared to drop $20,000 on a consultant to determine just how much it costs to offer services at the new facility.

The idea is to link increased fees to the cost of running the complex. The township began hikes to ice rental rates, for instance, even before construction began on the new

building, preparing user groups for higher costs at the WMC. The move was controversial from the start, and reached a head over the winter when the latest increases were unveiled.

The township proposed to raise the cost of primetime ice in two of its arenas – St. Jacobs and the Jim McLeod pad at the WMC – to $181.41 an hour from $175.24, a jump of 3.5 per cent. More contentious was a plan to boost the cost of ice at the Dan Snyder Arena to $199.11 per hour, up 13.6 per cent.

At the time, staff pointed to higher-thanexpected costs at the WMC, which opened last September, as the rationale for the price hike. But director of recreation and facilities Larry Devitt was unable to provide a breakdown of operating costs of each ice pad, the pool or other individual areas of the facility. At Tuesday night’s council meeting, he suggested a third-party study would be needed to provide that level of detail.

Councillors agreed, despite not being clear on what they

would do with the information.

“If you’re going to base your rates on cost, you’re going to need some solid numbers,” argued Coun. Ruby Weber in supporting the $20,000 expenditure.

But councillors did not indicate if they will pursue a cost-recovery model, rather than basing fees on a combination of costs, comparable market rates and the desire to promote recreation programs in the township.

Concurrently, the township is looking at the issue of subsidies, particularly to minor

sports groups.

“We should be in a better position of knowing costs, and allowing council to make decisions about ... what portion of the service should be covered by user fees and what should be covered by the general levy and subsidies,” Devitt said of the study in a later interview.

“The goal is to find out how we determine rates relative to costs.”

While “always reluctant to engage consultants,” Coun. Mark Bauman said at the June 22 meeting that the study would in es-

An outside body would provide “independent advice,” he added.

Coun. Murray Martin, however, was not convinced, voting

against the idea. The $5,000 fee, he argued, would cover a two-percent increase in pay to councillors.

Furthermore, as the township moves into a time of restraint, having doled out handsome wage settlements in recent years, it would be “hypocritical” for council to take anything more than what it is willing to offer staff.

And given a reduced meeting schedule now in place, the workload

has been reduced for the compensation already in place, he added.

His was the lone voice of dissent, however. With Coun. Sandy Shantz absent, Bauman and Coun. Ruby Weber supported hiring the consultant.

Mayor Bill Strauss spoke in favour of the move – “I don’t have a problem spending $5,000 … getting this company in.”

Last year, the mayor was paid $23,692,

while each of the four councillors got $11,846.

Each has received an annual raise of 2.5 per cent since the term of council began in 2006.

That increase was approved by a fivemember committee of community volunteers struck prior to the last election.

Any changes that come about from this summer’s process will apply to the incoming group following the Oct. 25 vote. Traditionally in Woolwich, a

review of pay is done in the final year of council’s term. Other municipalities have opted to tie in council increases to those offered unionized employees, which is usually what’s offered to non-union staff as well. In Woolwich’s case, the process is separate for councillors.

“Ultimately, it’s a political decision,” Brenneman acknowledged of the pay received by elected officials.

sence lend authority to whatever rates council ultimately sets for its facilities.

And those fees are likely to rise, come what may. Utility bills have been costlier than estimated, staff costs are up dramatically and revenues have not kept pace with the much higher expenses.

A debate over direct subsidies and the extent to which recreation will be funded from general coffers is already brewing, indicating that whatever the study shows, the ultimate decision will be a political one.

bout eight years ago, the owner of a successful industrial supply company announced he was going to sell his business and retire in five years. The day came and went, and he made no move to do so. Instead, he changed his major supplier after 20 years of selling the same product line, sending the business into a tailspin.

reen thumbs from around the region gathered in Elmira Wednesday evening at the First Street Community Garden to get a few tips and advice on how to grow a truly organic garden.

“Having an organic garden does not simply mean that you don’t use pesticides,” explained community gardener Jeff Windatt, who organized this week’s event, ‘Introducing the Organ-

ic Backyard.’ Although coined The Organic Backyard, the session covered a wide range of options for growing food on a small scale in an urban setting – at home, in a community garden, in a park or on reclaimed urban land.

Led by Cathy Hansen from Canadian Organic Growers, the session was a guide for gardeners to apply the principles and techniques of organic production to build healthy soils, grown healthy food and

achieve a higher level of food independence.

This garden is one of two in Elmira and hosts seven gardeners, each owning a four-by-fourfoot plot in which they are free to plant fruit and vegetables. There are vacancies at the plot, said Windatt, and plenty of room for new or experienced gardeners to plant.

“It’s a great way for people to have access to a plot where they might not otherwise, if they live in an apartment or condo.”

In addition to the produce, local gardeners share advice and ideas.

“People experiment with growing all sorts of things,” said Windatt. “Sometimes they succeed, and sometimes they fail but they’re constantly learning.”

Those interested in renting a garden plot can contact Kelly Christie of Woolwich Community Services at 519-669-4210. Plots cost $15 per person to use the land for the year.

Schmidt said that she and her team are hop-

Restraint the only option in council pay study W

oolwich council’s decision to hire a consultant to study the pay levels of our elected officials does not bode well for taxpayers.

“We might find that we’re overpaid and should be getting less money,” suggested Coun. Murray Martin during the debate Tuesday night, but that’s something of a pipedream. No consultant looking to stay in business is going to tell a customer to take less money.

If the process works anything like the consultants who reported on staff wages, the increases will be well above inflation, well above what’s warranted and well above the increase in what most residents have received and can expect to receive for the foreseeable future. And that doesn’t even cover the lamentable increase in staff numbers.

The last time council pay was

discussed, prior to the 2006 election, a committee of volunteers did the work, opting for a 2.5-per-cent annual increase for the term of council.

Generous, especially in light of the economic meltdown that began in 2008.

Given the still precarious economy – employment numbers have not been robust; good jobs even scarcer – the next batch of Woolwich councillors will be overseeing cuts and other austerity measures. Wage rollbacks won’t be possible until the illconsidered contract settlements play out, but freezes and staff reductions are not just options to be considered, they’ll be essential in taming the budget while holding the line on outof-control property taxes.

In that light, council pay will have to reflect reality.

councillors is a small portion of the overall budget. Nor are they overpaid for what they do. Still, they have to lead by example, and that will mean freezes or very modest increases in line with what we’ve seen in the private sector. That makes spending $5,000 on a study a waste of resources: a political decision will be made in the end, and the only option is restraint.

Whatever figure the consultants come up with will be moot. Moreover, there’s a danger council would be advised to join the disturbing trend toward automatic annual increases, sometimes tied to increases negotiated with municipal staffers.

Automatic increases may be more comfortable for politicians – most squirm even just a little in discussing their own compensation – but they do nothing to preserve openness

and accountability in what is surely the most conflict-ridden part of a councillor’s duties. Tying increases to what the municipality pays its employees smacks of conflict: it’s council’s role to minimize expenses in contract negotiations, yet the bigger the staff increase, the larger their own gains when the two rates are tied together.

As for councillors’ pay, the money they receive is an honourarium.

Theirs is not a job – it is supposed to be a public calling for which they receive a small stipend. In general, remuneration is dealt with every four years: as the current council prepares to exit, members decide on a fair increase for those who will serve in the next term of office. This gives residents a chance to express their opinion of the raise when they go to the ballot box.

Belgium's divide hints at the future of the European Union

B

art de Wever, the Flemish politician who promises the “evolutionary evaporation” of Belgium, is now the political king-maker in Brussels. The bureaucrats and politicians of the European Union, who also hang out in Brussels, will therefore have a ringside seat for the dismantling of the Belgian state. They should pay close attention, for their own turn may be coming.

De Wever’s New Flemish Alliance won 28 per cent of the vote in Dutchspeaking Flanders, the northern half of Belgium, in the national election on June 14. Elsewhere that would not be an impressive result, but in the highly fragmented Belgian political system it counts as an avalanche.

A long struggle will now ensue while the many Flemish and Walloon parties struggle to form a coalition with a parliamentary majority. It’s always a struggle, because there is very little in the way of shared identity between the Flemish and the French-speaking Walloons. (After the 2007 election, it took 200 days to negotiate a coalition, and then there were three governments in three years.) Belgian politics has reached a state of semi-permanent paralysis.

The project for an independent Flanders is no longer a political pipedream, but the reaction elsewhere is likely to be a loud “who cares?” So we end up with a separate Flanders and a (reluctantly) independent Wallonia.

We can live with that. However, the very thing that is destroying Belgium

International Affairs GWYNNE DYER may also destroy the European Union, or at least drive it back to a much earlier version of itself.

It is customary, when discussing what’s wrong with Belgium, to recite a history lesson about how the Frenchspeaking part, Wallonia, was one of the first industrialized areas in Europe and dominated the Belgian state for over a century. The Flemish always resented their lower status, and after the Second World War the shoe moved to the other foot.

Wallonia’s smokestack industries were dying, while Flanders got all the new high-tech industry and grew rich.

By the 1980s the Flemish were powerful and confident enough to demand and get an extravagantly federal system, but in two key areas they failed. The Walloon political leaders ceded all sorts of powers to the various federal entities, but they managed to keep both taxation and social spending under the control of the central government.

So long as the Flemish politicians must negotiate with them about how money is collected and spent, the Walloons can ensure that a big chunk of federal spending is actually transfers

of wealth from rich Flanders to poorer Wallonia (where unemployment is twice as high). After a few decades of subsidising the Walloons, many of the Flemish have concluded that the problem is the central government itself, and that the solution is its abolition.

Now consider the present difficulties of the European Union: most urgently the crisis of the euro currency, but more broadly the growing popular resistance to any further attempts to “broaden” or “deepen” the EU. Might this be connected to the fact that the richer countries of northern Europe are getting fed up with the huge transfer of resources to southern Europe, and in particular with the way that their common currency has been undermined by the fiscal irresponsibility of the southern members? Of course it is, and it does not bode well for the future of the EU as currently constituted.

The architects of the euro halfunderstood that rich countries like Germany and France and relatively poor countries like Greece and Portugal need to run their currencies in different ways. The euro, as a one-sizefits-all straitjacket, was therefore a problematic currency from the start, but the elite policy-makers who wanted to “deepen” European unity were determined to have it anyway.

Curtail growth if protecting land is the goal W

ill transit save the farmland?

Not likely. Cast-in-stone boundaries will. Expect politicians to spend plenty of money on the former, largely ignoring the latter.

Case in point? Kitchener council’s move to override protections for a 2,700-acre stretch of land in the city’s southwest corner. The province and Region of Waterloo say the land plays an integral part in recharging groundwater supplies, meaning it should be protected from development. The city, bowing to developers and speculators, supports only a five-year freeze, with plans to revisit its options at that time.

You can take that to mean the city supports yet more suburban sprawl.

As was the case with efforts to protect the moraine in Waterloo, the source of drinking water for most of us in the region, development will trump environmental concerns.

This latest flap comes as the region pushes ahead with its transportation master plan, which proposes to ease traffic woes by encouraging greater use of public transit, cycling and walking. The goal is to help curtail sprawl by promoting higher densities in the transit corridor – precisely the opposite of what’s likely to happen with that parcel of land in Kitchener. And not at all in keeping with the region’s own forecast for growth over the next two decades, most of which will

The draft plan, pitched to Woolwich and Wellesley councils in the last couple of weeks, hinges on rapid transit. For the region, that means light rail transit, much more expensive than rapid buses, but preferred not because more of us will use transit – we won’t – but because the region is prepared to gamble hundreds of millions of dollars that the train will prompt us to demand homes, offices and shopping along the transit corridor. Of course, the money regional officials want to bet isn’t their own. It isn’t even that simply of regional taxpayers, as the provincial and federal governments will be counted on to provide the lion’s share of funding.

It’s a fine idea, but only in theory.

What’s missing from the debate is “what if,” as in what if spending a billion dollars – and it will be that and more – fails to do anything worthwhile, or something less than a billion dollars' worth of good?

From the eHealth fiasco, we know that the money simply disappears

down the sinkhole: a few people pocket the cash, and nobody ever faces the consequences. One can hope the same won’t be true of the G8 boondoggle, but it would be foolhardy to hold your breath.

That’s not to say transit isn’t necessary. Investing in buses simply makes more sense. They’re cheaper and completely scalable, responding quickly to changes in ridership demand. Much more flexible than a fixed north-south corridor when most of the growth is east-west.

Buses just aren’t particularly sexy.

People are more likely to ride the train, which has less of a stigma, regional planners argue. By people they mean those they wish to get out of cars and onto transit. Their own studies show, however, that’s very unlikely. Today, fewer than five per cent of regional residents use transit to commute. The best-case scenario for the massive transit spending is 17 per cent in 20 years’ time.

The bulk of current ridership is made up of students (60 per cent) and low-income earners who can’t afford cars. Those who have already invested in a vehicle find it much more convenient to commute by car, which has the added benefit of being more comfortable while leaving the driver free to choose who shares the ride. Neither is a hallmark of transit.

Like the Flemish in Belgium, the northern European countries that use the euro are running out of patience.

Large transfers of resources between different regions are possible if people at both ends of the exchange see themselves as part of the same greater enterprise. But the

Flemish don’t see themselves in that light – and neither do most ordinary people in the EU. The “European” identity that has emerged with the growth of the EU in the past half-century is not a mere fantasy, but it is not a deeply rooted, instinctive identity for most people either. The sheer foot-dragging reluctance of the German government to finance the bail-out of Greece, even though the euro itself was at risk, is a measure of how deep the rot has gone.

An LRT system is likely to simply shift riders from buses to trains, at a massive cost.

In order to entice commuters, a public transit system has to offer some combination of faster, cheaper or more convenient. Currently, the system offers none of the above.

Even the most optimistic estimates in the transportation master plan offer none of these options to those of us who already have a car. For residents of the townships, commuting isn’t even conceivable.

If transit did catch on in the cities, it could be helpful to rural residents, however. First, it could reduce sprawl, protecting farmland.

Second, it would make the roads less congested when driving into the urban areas.

The former, a more pressing concern, would be better served by a firm countryside line. Instead of simply hoping everything works out by betting on transit, the hard line would eliminate the possibility of sprawl, at no cost. Well, except for the legal challenges that would be launched by those who had hoped to cash in on developing agricultural land.

Transit will play a part – we can’t simply build more roads, as that too puts a big demand on the space we have available – but measures to slow growth and to encourage more liveable cities will do more for us.

fter 37 years at the helm of Way-Mar Inc., you might wonder what Wayne Martin will do with his time when he retires. Martin himself has no such questions.

“I’m going to take a few weeks of vacation first, and then do volunteer work,” he said.

Martin has supervised a number of building projects for the Elmira District Community Living, and is an active volunteer on a handful of boards.

“I don’t see him sitting still –

or at least not very long,” said company president Darrell Martin, who will be taking over in partnership with three others.

Wayne started the business in 1973. He’d worked for a contractor for nine years before problems with his knees lead him to switch to sales. Eight months later, he struck out on his own.

For the first two years, Wayne ran Way-Mar out of his home with two employees.

In 1975, he went into partnership with three other men and expanded the company.

Wayne has seen any number of changes to the industry in the 37 years since he founded Way-Mar, but some things haven’t changed.

“Quality is still the most important thing,” he said, noting that quality, honesty and good service are the keys to building a successful business.

“The best advertising is referrals – that’s where those three things are important,” added Darrell.

Economic recovery hinges on farmers’ prosperity I

f G8 and G20 leaders are serious about bringing development, peace, security and economic recovery to a rattled world, farmers have a solution: Listen up, and invest in them.

That’s the message farm leaders conveyed this week in the Muskoka region and Toronto, as they took their place among boots-in-thestreets activists, anarchists and everyone else with an opinion, to tell global decision makers their version of how to keep the fragile economy afloat.

Taking the lead from Canada was Ontario beef farmer Ron Bonnett, acting-president of the Canadian Federation of Agriculture. In a video presentation outlining farmers’ position, he noted there’s been plenty of research and meetings – including a summit of agricultural leaders last year in Italy – in which an unwavering theme about rural poverty has emerged.

In fact, at the meeting in Italy, participants made a three-year, $20-billion commitment to support sustainable agricultural development.

Nothing of note has happened.

Maybe planning is going on behind the scenes, but no one, including

That concerns them. They are worried bureaucrats won’t include them in the planning process, even though farmers are the ones closest to the problem … and the solution.

The way farmers see it – and they do indeed see it globally, through organizations such as the International Federation of Agricultural Producers – the rural condition is the real problem. People in underdeveloped countries are living in poverty and, depending on the country, as many as 80 per cent of them are farmers.

So, the farmers’ concept is simple: Help farmers, and you’ll help alleviate poverty. As they accurately point out, food security without farmer security is impossible. Farmers who are making a decent living create employment opportunities for their children, and the spin-off effects are

significant.

The delivery, of course, is not so simple. Farmers need help organizing in the marketplace. But at least approaches can be pursued if the concept is accepted.

The bottom line, says Bonnett, is to give farmers an opportunity to be profitable. No matter what part of the world farmers live in and work, farming is an occupation and food production costs money. So, it also has to make money. That means someone has to pay, either at the consumer end, or in the background with support payments to keep food costs affordable. That translates to government support, such as the kind that the agriculture ministers endorsed.

Not all support has to be directed to offsetting food costs. Rather, some of it can be committed to research and development that will keep costs in line.

But whatever the case, farmers’ political clout is growing. In some developed countries, agri-agencies called development cooperation organizations, charged with helping usher in change, are mobilizing.

Their mandate is to promote farmer-

to-farmer co-operation, through project ideas generated by farmers and cooperative organizations in developing countries.

These agri-agencies have joined forces in a group called AgriCord to better coordinate their work. In 2007, they came together to implement a program called Farmers Fighting Poverty. It supports activities by 145 farmers’ organizations in 59 countries, such as cultivationtechnical aspects, starting cooperatives, setting up agricultural extension and training in lobby and advocacy.

So far, more than 13,000 people have signed the Farmers Fight Poverty campaign petition, which like the G8 and G20 meetings, calls for action. The petition – and a funky video released on Thursday—says rural world leaders need to keep their promises and spend a portion of their commitment on strengthening farm organizations.

As AgriCord says, democracy, economic growth and income distribution benefit from the determined action of organized farmers. Without it, agricultural development is chaotic and maybe even impossible.

rees are a regular sight at St. Jacobs Country Gardens, but last Saturday saw the unveiling of a much less common variety, a tree that doesn’t grow from a seed or in a pot.

The tree in question was festooned with shoes – hightop sneakers, flip-flop sandals and pink high heels hung down from the leafy branches. This shoe tree starts with one person tossing his or her old footwear into the sky to catch on an out-of-reach branch. Typically, that pair of shoes’ story ends there, unseen and invisible to passersby. But on rare occasions, that first pair of shoes triggers a shoe-tossing movement.

A shoe tree is the foundation of a new book written and illustrated by local author Della vanDokkumburg.

The Conestogo resident gathered friends and family to help launch the children’s picture book on the weekend, a story about a family that immigrates to Canada

and begins a new tradition of hanging old shoes on a young maple tree.

“The story of The Shoe Tree is one about a whole bunch of things,” explained vanDokkumburg. “It’s a story about immigrants, and about family and about tra-

The theme of immigra-

tion is especially poignant to Della; her father immigrated to Canada from the Netherlands by boat in 1954 and her mother immigrated to Canada from the Netherlands in 1955. Her daughter arrived in Canada from China by plane in 2005. A portion of the proceeds from the sale of the book are headed to Pier 21, Canada’s Immigration Museum.

VanDokkumburg began writing the story more than 10 years prior to this summer’s release date. The first draft took only a week to craft, but the author’s days began to fill with house work and volunteer work and the project was put on hold.

“Every once in a while I would haul it out, touch it up and rewrite it,” she explained. “But it was only at the beginning of this year when I really started to get into it seriously.”

This is not the first attempt that the mother of four has made at writing. She has created several stories for her children and her nieces and nephews and has attempted

to have a few manuscripts published by large publishing companies, only to have them turn down her ideas. So after much careful consideration, she decided to self-publish and with the support of her community, has created a book that is entirely locally made.

“The more I thought about it, the more excited I became at the idea of taking ownership of the book from start to finish,” said vanDokkumburg. “Writing it, then finding people to help me polish it, then illustrating it, finding a printer, and choosing the type of paper to print it on. I would much rather spend my energy getting to know people locally who can help with it than writing to publishing companies and waiting for rejection letters.”

The author and illustrator has printed 1,000 copies to start, and is hoping that local book stores will come on board and help her in promoting the story. The book is also for sale on her website

So how much sleep is enough? Although it ranges from person to person, most people need between seven and nine hours. Anything less than that and your life starts to suffer. Lack of sleep is associated with decreased performance and alertness, memory impairment, obesity, diabetes, high blood pressure, cancer, heart disease and poor quality of life.

Our 24/7 society makes it hard for many of us to turn off at night. The Internet, email, Facebook, late-night TV, and life stresses all play a role in keeping us up past our bedtimes. Personally, I have to set rules for myself so I go to sleep on time: computer off by 9:30, in bed no later than 11 p.m.

If I break my own rules my entire next day suffers.

The truth is our bodies need sleep to rejuvenate and heal. When we cheat our bodies of sleep our hormones are thrown

t is not really difficult to run to the supermarket and grab a boxed variety of our favourite dishes. From freezers full of appetizers to crème caramel in the dairy isle, everything our hearts desire can be purchased. The problem with these conveniences is the loss of the art of cooking and the loss of control in exactly what we are eating.

The beauty of cooking can come in its simplicity. Using a few local ingredients, applying a technique correctly (in this case the correct temperature of the oil when deep frying), we are left with the pride and satisfaction of preparing a very tasty meal.

This week’s recipe is pork spring rolls with a lime dipping sauce. They were the first course of Jody’s June menu at Entertaining Elements “dinner with a chef ” in St Jacobs. These tasty little morsels can be made ahead of time, frozen and reheated in the oven, giving you the convenience of your boxed variety. But let’s be honest, nothing tastes better and is more rewarding than freshly made!

Combine lime juice, fish sauce and white sugar. Set aside; Combine pork, soy sauce, sugar, vinegar, onion and ginger; To roll spring rolls start in one corner (turn the square so that a corner is pointing towards you). Place a small amount of filling in one corner, roll once to cover the filling, fold in

lans to develop a new walking trail in Wellesley were approved by township councillors this week, allowing the Wellesley Trail Association to file a funding application.

Murray Bremner of the WTA attended council Tuesday night to discuss the purpose of the project, the success of past projects by the group, and the type of support that they would need from the township in order to move for-

in-kind donations, but this one was built primarily with a $22,000 grant from the Ontario Trillium Foundation.

Now, the group intends to approach the provincial agency again, this time requesting funds to build a trail that would be an extension of Molesworth Street and would travel northward across the Campbell drain, north of the new subdivision, and north of Wellesley Public School, through a pasture field and into Bast Bush.

Sections of the trail will be on private property, to which homeowners have agreed, pending the township providing insurance coverage for the area. The agreement with property owners is based on provisions of insurance, proper signage, and understanding of the responsibilities of the parties involved.

The Grand River Bass Derby takes place July 10 and 11. It’s the largest derby during National Fishing Week, when Canadians are encouraged to get out on the water and allowed to fish without a licence.

Last year approximately 720 anglers dropped lures in the Grand River during the derby.

In addition to getting people out on the river for a fun, relaxing activity, the derby also helps to improve the Grand River.

Data on the fish brought in is collected and compared to annual results and used to monitor the health of the Grand. The proceeds of the derby go toward enhancing the Stanley Park Optimist natural area on the river near Victoria Street, to develop the spot as a key public access point, fish spawning area and wildlife habitat.

Sports in Kitchener, said they’re seeing larger fish every year, which is a good sign. Last year the winning fish measured 20 and 3/8ths inches, and Harris said the serious anglers won’t even bother bringing fish under 19 inches to be measured.

The derby is a live release event; fish are brought in alive to be measured and are released back into the Grand in the section where they were caught. This year the derby will not accept fish in bags; fish must be brought to the measuring station in an aerated tub or cooler with a minimum of 20 litres of water. In the 24 years the derby has been running, more than 98 per cent of the fish caught have been released alive.

> Wideman to play under the sun The Boston Bruins traded Elmira native Dennis Wideman to the Florida Panthers Tuesday, along with a 15th overall pick in this year’s draft and a third-round pick in the 2011 draft.

In exchange, Boston acquired forwards Nathan Horton and Gregory Campbell.

Wideman, 27, had his best season with the Bruins in 200809, when he had 13 goals and 37 assists, finishing the season a career-high plus-32. The blueliner struggled during the 200910 regular season, finishing with six goals, 24 assists and -14, but picked up his play in the postseason, notching a goal and 11 assists.

Wideman has two more years on his contract at just under $4 million per year.

Bigger is better, as anyone can clearly see I

love fly-fishing for bass for a whole lot of reasons. For one thing, it is truly exciting. They take flies readily and there are few freshwater angling experiences like sight of a good bass going ballistic on a whippy fly rod. It really is a treat.

But the big bonus is that I can still see the flies well enough to tie them on all by myself. As you get older, this is a definite consideration. I mean do you know how embarrassing it is to have to call a young fishing buddy over to tie on a size 20 Bloodworm when trout are rising all around? Don’t answer that unless you are over 45.

Bass flies, on the other hand, are larger by simple necessity. They target a fish that is a big, aggressive predator – one who loves a substantial mouthful of feathers and fur. Not only is it easier to tie these flies at the bench, it’s also easier to tie them on when you are on the water. Bass, for this reason alone, are the perfect fish for the middle-aged angler.

What worries me is that there will be a time, probably when I get nearer to 60, when I’ll even have a hard time

This might force me to do one of three things – to hire a keen-sighted fly fishing caddy who will tie on all my flies for me and manage my seeing eye dog while I fish; to train the dog itself to tie on flies; or to target even bigger fish like muskie or pike.

Of course, the last option makes the most sense. Aside from allowing me to buy even more gear, this will encourage me to tie and use even bigger, more visible flies whose eyes I could probably drive a small bus through.

The problem is, after these flies start getting blurry, probably when I’m nearing 65 or so, I’ll have to consider other options such as taking several fishing rods with me on every outing with the flies pre-tied on each or, of course, turning my attention to

fly fishing for Mako sharks or some of the larger varieties of whales. I assume, you’d have to be totally blind not to be able to tie on one of those flies.

My wife, upon reading this, put forth another one of those silly ideas that spouses always seem to come up with. She suggested that I take my reading glasses with me whenever I go fishing from here on in. And, if that doesn’t work, she advises me to visit an optometrist.

Needless to say, she has never been too practical.

If I were to wear glasses while fishing, I would soon end up being known as the old guy, among the younger

guys, who I would then have to refer to as @#!$ punks.

Next thing you know they would, according the fly angler’s code, be forced to be polite and show a bit of deferential treatment to me, nodding profusely when I tell tales of the old days, which were essentially last week.

They might even show me some grudging respect simply because I have survived all those early morning fishing trips and all the food from greasy spoons that go along with them. Next thing you know, they’ll be calling me sir. Talk about awful.

The trail would be for limited use, meaning not for use by horses or motorized vehicles, and would include a bridge;

a cost the committee hopes will be covered by a Trillium grant.

“Getting the funding for the bridge will likely be our biggest challenge,” said Bremner.

“But we have until November to draft the application and we can get a start on that now with township’s approval.”

If all goes well with the application, the WTA plans to start building the trail next spring.

“What’s nice about it is that it’s so close to the school,” Bremner told council. “I would hope that the school kids could do a field trip or two. There are some really exciting possibilities.”

also youth (9-15) and junior (8 and under) categories. The derby is also expanding the fly fishing category introduced two years ago, adding a prize for the largest bass caught using traditional fly fishing equipment.

Local businesses have donated more than $10,000 worth of cash and prizes, with the largest catch earning a

prize of $2,000. There is also a special tagged fish worth $1,000 to the angler who brings it in.

The derby starts at 5 a.m. July 10 and wraps up 3 p.m. July 11. Participants must pick up registration kits before heading on the river from the derby headquarters between 5 and 9 p.m. July 9 or 7 a.m. to 3 p.m. Saturday.

Bob passed away, peacefully at home after a terrific battle with cancer. Bob was born in Clinton, Ontario, son of Kenneth G. Waters and Merle Helene Waters (nee: Williams) and early in childhood moved to the Danforth in Toronto where his parents helped run Percy Waters Florist.

Bob spent many summers as a child at his family cottage in Muskoka where he met his best friend and wife Lulu Waters (nee Lyons).

After graduating from Riverdale Collegiate Bob attended Huron College where he graduated with a Bachelor of Arts. He then attended Osgoode Hall Law School and was called to the Bar in 1968. He practiced law in Elmira for 40 years. He was fortunate to have a very loyal staff along with his with partner Cynthia Hastings.

Bob was noted for his unprecedented community involvement in many various capacities. Bob generously volunteered his time and support to Woolwich Minor Hockey and was notably awarded a lifetime membership in 1994. Bob also dedicated his efforts to the Elmira Sugar Kings, the Lions Club and St. Johns Anglican Church. Bob most recently helped organize one of his proudest Charities, “Friend of Hockey”, which helps to make the sport of hockey financially viable for families in need.

Bob was also a proud member of Woolwich Council from 1982-1994, where he served as a counselor and three terms as Mayor. His love for the community continued and recently served as the Chairman for the Fit for the Future Foundation which was instrumental in realization of the Woolwich Community Recreation Facility with two ice pads.

Bob was extremely passionate about this and was proud to watch his grandchildren, as well as the community, enjoy the facility. He will continue to be his grandchildren’s greatest fan, only with the best seat in the rink!

Bob leaves his wife Lulu, son Tim and his wife Bev (nee Lockett), grandchildren Madison and Connor, son Rob and his wife Dana (nee Witmer) and grandsons Mitch and Brody. He will be sorely missed by his immediate family as well as his huge extended family and friends. He was all caring to everyone and a friend to all.

Special thanks to Dr. Knight at Grand River Cancer Centre and his extraordinary staff, Dr. Keleher and his compassionate demeanor and an extra special thanks to nurse Jane Mitchell from CCPA who aided Bob through his journey.

At Bob’s request cremation has taken place. There will be no funeral home visitation. The memorial service will be held on Friday, June 25, 2010 at 2:30 p.m. at St. John’s Anglican Church, 33 Henderson, Elora, to be followed by a Celebration of Life, at the Elmira Legion, from 4–8 p.m.

In lieu of flowers, donations in Bob’s honour are graciously accepted by Friends of Hockey or to the Grand River Regional Cancer Centre and may be obtained by calling Dreisinger Funeral Home, Elmira, 519-669-2207.

Oddly, this classic weapon may have more to do with the batter himself than is commonly suspected.

A spinning baseball actually moves in a smoothly curving trajectory but seems to change directions suddenly.

Psychologist Arthur Shapiro of Bucknell University offers this: Viewers who look directly at a pitched baseball perceive it correctly as moving downwards under the influence of gravity, while those

viewing it out of the corner of their eye perceive it to be moving at an angle. Perhaps when we use our peripheral vision system, the brain uses internal motion cues to interpret overall direction, so the ball appears to move to the side. In other words, the pitch starts off in the center of a batter’s foveal vision but then overlaps the peripheral system as the ball draws closer and closer, forcing the batter to shift his visual attention. “This transition may be why such balls appear to change direction suddenly,” Shapiro adds.

Interestingly, the U.S. Vision Sciences Society has voted the curve ball as “Visual Illusion of the Year” for 2009.
