The Township of Wellesley will be closing its arenas down on certain statutory holidays, councillors decided at a meeting Tuesday evening, and scaling back the hours of operation at its facilities on Mondays and Tuesdays each week. The new schedule, attributed to low demand and difficulty staffing over the holidays, will see the St. Clements and Wellesley arenas delay opening their doors as a cost-cutting measure. “The Mondays and Tuesdays until 3 p.m., that is largely a financial [concern],” said township chief administrative officer Rik Louwagie. “Paying a full-time or part-time staff member to be there for a full day where I think for the past two years we’ve only had one rental combined for the two arenas.” The arenas will also be kept closed to skaters on six statutory holidays over the year: Thanksgiving Sunday, Christmas and Christmas Eve, New Year’s Eve, Good Friday and Easter Monday. “In 2018-19 season, Thanksgiving Sunday we had no rentals in either arena. On Christmas Eve, we had no rentals past 12 p.m. On

Imbibers were temporarily left hanging after the Elmira LCBO location was closed Monday when a vehicle struck the side of the Church Street building. A 72-year-old Kitchener woman was attempting to park alongside the store when she hopped the curb and struck the wall. The building sustained some damage, prompting the clo[JOE MERLIHAN / THE OBSERVER] sure, but the location has since reopened its doors to customers.
Where organizational reviews in the private sector lead to reduced staffing complements, lower costs and improved efficiencies, the exercise undertaken by Woolwich calls for hiring more administrators and spending more money. Woolwich plans to add several new administrative positions, most notably a director for a new department to be created by the separation of what is now engineering and planning services. Another top priority, says the township’s chief administrative officer, is a new public works manager. Down the road, the township is looking to hire a human resources manager and a roads supervisor, David Brenneman told councillors meeting last week. The additions would join the 73 full-time and 130 part-time employees on a payroll that has expanded dramatically in the past decade, as the operating budget grew by more than 90 per cent.
The $60,000 org. review, carried out by KPMG, notes full-time staff has increased by 16 per cent since 2012 alone.
Shantz wasn’t fully convinced, however, also pointing to the consultant’s report as “short on meat” in places and containing “window dressing.” COUN. LARRY SHANTZ Brenneman said increased costs of about $190,000 this year would have a “minimal financial impact” on the budget. The addition of two or three more positions next year, coupled with filling a vacancy expected to be left open for the remainder of 2019, will mean more work in developing the 2020 budget and beyond.
