Flex zoning could help shops open City looks for means to allow businesses to use more space By Josh Kim Staff Writer (May 15, 2020) Ocean City officials, staff and department heads are brainstorming ways to allow local businesses to have access to all their available space, zoning restrictions notwithstanding, so they can conduct services efficiently and safely this summer. The Ocean City Planning and Zoning Commission addressed the topic last Tuesday. “The issue is that our recovery plan that is being discussed right now through our Emergency Operations Center includes a general desire on the mayor and city council’s part to have some flexibility moving forward with how we apply our zoning regulations, our inspections and our potential citations See CITY Page 3

Persistent winds create whoa tide

By Greg Ellison Staff Writer (May 15, 2020) The exceptionally low tides over the weekend couldn’t be missed in the bay and the inlet after Mother Nature dished out several days of blustery winds following the full “Flower Moon” last

Thursday. Morning Star charter boat proprietor Capt. Monty Hawkins said prolonged gusty conditions often have a negative impact on tide levels. “The main thing is just a hard, hearty See SUNDAY’S Page 2

By Elizabeth Bonin Staff Writer (May 15, 2020) Although Atlantic General Hospital received an annual grant of $175,000 from the Worcester County Commissioners last year, it will receive no county money this year, after a discussion of the hospital’s service area and expansion plans led to a narrow vote to end funding on Tuesday. The debate leading up to the commissioners’ 4-3 decision began when County Commissioner Jim Bunting said he would back zeroing out all funding to nonprofits in the county. “I don't think we should be giving anything to any nonprofits,” Bunting said. Unemployment leaves them waiting and in trouble Weeks of trying to receive benefits without success, workers face dire situations By Elizabeth Bonin Staff Writer (May 15, 2020) Debbi Dean-Colley wakes up at 6 a.m. every morning to check the status of her BEACON OneStop unemployment application. She then spends seven to eight hours on hold with the Maryland Department of Labor, trying to figure out why she has yet to receive benefits and why her ap-

plication switched from active to pending. After being laid off from her job at Worcester Youth and Family Counseling Services and stopping her work with the Art League of Ocean City following its closure, Dean-Colley applied for unemployment at the end of March and still hasn’t received any answers. “The journey has been frustrating — emotionally trying,” Dean-Colley said. “I can say there have been days where it’s consumed me.” On April 24, the department launched the unemployment applica-

tion website for residents to apply online around the clock for all claims and weekly certifications. But then the system crashed when thousands of Marylanders seeking unemployment benefits flooded the system all at once. The majority of these workers were furloughed or laid off due to the coronavirus pandemic. The department apologized for the website glitches and rolled out numerous improvement strategies. Dean-Colley said the improvements have not helped. Two weeks ago, she was told she would be given an ap-

pointment time, and still has not received that. In addition, the first couple weeks she filed under the old system did not transfer into the new system. “It’s eliminated three or four weeks out of what we would’ve received through unemployment,” Dean-Colley said. On Tuesday night, she expressed her frustration as testimony to the Maryland General Assembly via Zoom. “There’s nobody that’s standing up for us,” Dean-Colley said. “What does it do to our self-esteem?
