The painting the outside of a water tower on 94th Street and recoating the inside began in January, as crews were seen climbing the bulb and reworking the inner guts of the facility. Ocean City Council members agreed in 2021 to hire D&M Painting to complete the work for $367,650. The project was originally budgeted for $350,000.

RE-DECKING BOARDWALK

Crews began ripping up the planks near Jolly Roger at the Pier in January as the second phase of re-decking the Boardwalk got underway. According to City Engineer and City Manager designate Terry McGean, work was expected to continue into April, at which point they took a break until fall to finish the section between Fourth and 15th streets.

EXPANSION DEBUT

Gov. Larry Hogan, middle, and an array of local and state dignitaries and officials cut the ribbon in February for a long-awaited expansion inside the Roland W. Powell Convention Center on 40th Street. Designed by local architect Becker Morgan, the new multi-purpose area includes the addition of a 30,000square-foot multi-purpose exhibit hall, a new 15,000-square-foot bayside gallery, a business center, and support spaces.

Local officials have been waiting for the completion of the $37.5 million project, which came together with funding from an array of sources, for several years. The addition is expected to generate up to 30 new events for the convention center and support over 500 jobs.

The Stephen Decatur girls’ basketball team captured the MPSSAA 3A South Region championship in March on its home court in Berlin. Decatur won, 49-46, over Crofton to win the program’s fifth regional title - its first since 2004. The squad finished the regular season undefeated 19-0. The season ended with a 5752 loss to C. Milton Wright in the 3A state quarterfinals. The team finished with a 21-2 overall record.

ROCKET LAUNCH

NASA Wallops launched a Northrup Grumman Antares rocket into space in March, as part of the 17th commercial resupply mission to the International Space Station. Worcester County officials also discussed economic development that is expected to come from the partnership of NASA and aerospace manufacture Rocket Lab. One estimate for money generated by the jobs and population Rocket Lab could create is more than $1 billion, regionally.

SEAL BREAK

An area between the Ocean City Pier and inlet was blocked off in March after a seal that was estimated to be 2 years old, beached himself to take in a little sun. Representatives of the Maryland Coastal Bays Seal Steward Program setup a 100-foot radius from the seal to ensure it was unharmed by humans who were walking by. Anyone who finds a seal on the beach is encouraged to keep their distance and call the National Aquarium Marine Animal Rescue Program at 410-5763880.

Atlantic General Hospital officials announced in April that University of Pittsburgh Medical Center leader Donald Owrey will step in as president and chief executive officer on June 1 of the Berlin facility. He replaced Michael Franklin, who left abruptly in 2021 after nearly 17 years with the local system.

MUD TURTLE

An Eastern mud turtle, one of the dozen or so members of that reptilian order that makes this area home, attempts to cross the road at Assateague National Seashore before getting a lift in April. Mud turtles are prone to wandering in search of food and can just as easily be found in the woods as thy can along a swampy ditch. Growing to no more than five inches long, they can live up to 50 years.

LISA CAPITELLI/OCEAN CITY TODAY Springfest ended abruptly after a nor’easter parked off the coast gave Ocean City visitors a little more than music, crafts, food and fun in May. The storm threw everything it had at the resort: galeforce winds and torrential downpours, leaving organizers no choice but to make the call on Saturday to cancel the remaining Springfest events. But before the storm rolled into town, visitors were able to take in two days of Springfest, which occupied most of the inlet parking lot. Broadband vendor Talkie celebrated the start of a project to install 30 miles of fiber-optic-cable in Bishopville with a ribbon cutting in May even though the company failed to obtain a grant that was expected to cover the project’s cost. The price tag on the installation of fiber in Bishopville is $77,000 per mile, or approximately $2.3 million, and once finished, the network will offer internet with speeds up to 1 gigabyte per second, phone service, and home security to residences.

The day began some 20 miles away in Salisbury at the Emmanuel Wesleyan Church where hundreds attended a celebration of his life. The procession then embarked on the lengthy trek to Hilliard’s final resting place. The procession included dozens of motorcycles and cruisers from law enforcement agencies spread all over the Eastern Shore and Delaware. Hilliard was shot and killed on June 12 while pursuing a man on foot in Pittsville that was wanted in multiple jurisdictions. After reports in April that a local hotelier was looking to tear down the Sun & Surf Cinema on 143rd Street for a new project, the owners of the theater announced in July that the property has officially been sold and they would be shutting down the day after Labor Day.

Ocean Pines resident Gavin Knupp died in July after he was struck on Grays Corner Road in a hit-and-run accident. The 14-year-old’s death has sparked outrage in the Worcester County community and beyond as the investigation into his death progresses. Rallies, vigils, boycotts and more have been carried out in the name of finding the person or persons responsible for killing the local youth. Days before the calendar flips to 2023, authorities still haven’t filed any formal charges.

SUCCESSFUL SEASON

The Berlin Little League Senior League All-Star team – district and state champions in its division – was in Maine in July competing in the regional tournament. The squad first beat the team representing New York, 13-7. The group lost a nail-biter to the New Jersey representative, 9-8, the following day. Berlin’s next game was against Connecticut, where the group won, 7-3. Berlin then topped representatives from Rhode Island (10-5) and Pennsylvania (13-0) before falling to New Jersey, 2-0.

In September, the Ocean Pines Election Committee tallied up the votes again from the August Board of Directors election and came up with the same results — but with 10.7 percent fewer votes. Only 15 votes separated third-place director Monica Rakowski and first runner-up Amy Peck. The recount led to the resignation of the entire Elections Committee and plenty of discussion about how the association could ensure such an incident doesn’t occur again.

The Town of Ocean City is in Phase II of its Boardwalk Re-decking Project, from Wicomico Street to 15th Street. The re-decking project is expected to be completed by late April. The photo was taken in early November of old board piled in the inlet parking lot.

Winterfest of Lights kicked off its 30th year of dazzling guests, with an opening ceremony on Nov. 17 at Northside Park on 125th Street. The festival is open Wednesday through Sunday from 5:309:30 p.m. until Dec. 31.

MARGARITAVILLE

In a swift and silent move, the chance for the developers of a planned downtown Margaritaville resort to meet parking requirements with stacked spaces died on Dec. 13 once and for all. The proposed code amendment would have allowed developers of commercial projects in the downtown and upper downtown districts that require 100 spaces or more to meet 20 percent of their parking obligations with stacked spaces staffed by a valet and comprehensive parking system. The idea was pitched by the developers of a 13-story Margaritaville resort proposed for the oceanside of 13th and 14th streets, but would have applied to other projects in the pipeline for the district.

Former Berlin Administrator Jeff Fleetwood pleaded guilty to embezzlement of town funds in Worcester County District Court on Dec. 13. Appearing before District Court Judge Gerald Purnell, Fleetwood was sentenced to six months of incarceration with all but one month suspended. Judge Purnell ruled that the remaining 30 days of Fleetwood’s sentence will be served through in-home detention which started Dec. 20. He will also be required to perform 40 hours of community service as part of the sentence.

After holding on for years on a razor-thin 4-3 majority, Worcester County’s aspirations to build a sports complex in the northern half of the county were promptly and summarily dashed at the end of the first commissioners meeting with new commissioners Caryn Abbott and Eric Fiori in December. In a 4-2 decision with Commissioner Ted Elder abstaining, the commissioners voted to direct the county administrator to cancel the land purchase contract on the Route 50 parcel known as the Harrison property and to cancel any consulting contracts concerning it.
