Home, condo contracts go up by 23.5 percent in June, according to MLS statistics

But with demand increasing and the supply of houses for sale falling, home prices have been rising nationally, according to real estate marketplace Zillow. So, you might be wondering: Is it better to rent or buy a home? To find out where it makes more sense to rent or buy a home, GOBankingRates surveyed the cost of renting versus owning a home in all 50 states and the District of Columbia. MONTHLY UPDATE Sellers see biggest gain over price since 2007
ATTOM Data Solutions, curator of the nation's largest multi-sourced property database, has released its Q2 2017 U.S. Home Sales Report, which shows that homeowners who sold in the second quarter realized an average price gain of $51,000 since purchase — the highest average price gain since Q2 2007. The average home seller price gain of $51,000 in Q2 2017 represented an average return of 26 percent on the previous purchase price of the home, the highest average home seller return since Q3 2007. The report also shows that homeowners who sold in the second quarter had owned an average of 8.05 years, up from 7.85 years in the previous quarter and up from 7.59 years in Q2 2016 to the longest average homeownership tenure as far back as data is available, Q1 2000. "Potential home sellers in today's market are caught in a Catch-22. While it's the most profitable time to sell in a decade, it's also extremely difficult to find another home to purchase, which is helping to keep homeowners in their homes longer before selling," said Daren Blomquist, senior vice president at ATTOM Data Solutions. Cash sales share increases
annually for first time since Q1 2013 All-cash sales represented 28.9 percent of all single family and condo sales in Q2 2017, down from 31.3 percent of all sales in the first quarter, but up from 27.3 percent of all sales in Q2 2016 — the first annual increase in the share of cash sales since Q1 2013. Institutional investor sales share down nationwide, up in 26 percent of local markets The share of U.S. single-family home and condo sales sold to institutional investors (entities buying at least 10 properties in a calendar year) was 2.1 percent in the second quarter, up from 1.8 percent in the first quarter but down from 2.6 percent a year ago. Counter to the national trend, 19 of the 73 metro areas (26 percent) posted year-over-year increases in the share of institutional investor purchases, including Memphis, Charlotte, Nashville, Baltimore, and Raleigh. Highest average home seller returns in Northern California, Seattle and Denver Among 118 metropolitan statistical areas with at least 1,000 home sales in Q2 2017 with previous sale information available, those with the highest average home seller returns were San Jose, California (75 per-

"An ongoing issue in the greater Seattle area is a lack of supply which is aggressively driving up home prices," said Matthew Gardner, chief economist at Windermere Real Estate, covering the Seattle market. "The only short-term solution is to build more homes, but thanks to land constraints and construction costs, this simply is not happening at a rate that you would normally expect in a market like this." "Across Southern California we are witnessing concerns over housing affordability keeping homeowners in current homes for longer tenure, and keeping available home inventories low in supply," said Michael Mahon, president at First Team Real Estate covering the Southern California market, where the average homeownership tenure reached a new all-
time high of 9.55 years in Q2 2017. the market, while 8 percent believe that it has no impact. Seventy-seven percent of buyers' agents said that staging a home makes it easier for buyers to visualize the property as their future home, and 40 percent are more willing to walk through a staged home they first saw online. However, 38 percent of buyers' agents said that staging positively affects a home's value if the home is decorated to the buyer's taste, meaning that a home's staging should be designed to appeal to the largest number of potential buyers. Forty-nine percent of buyers' agents said that staging has an effect on most buyers. Another 48 percent stated that staging has an effect on some buyers' opinion of a home, but not always, and only 4 percent said that it has no impact on buyers. Realtors representing both buyers and sellers agreed that the living room is the most important room in a home to stage, followed by the master bedroom, the kitchen, and then the yard or outdoor space. The guest bedroom is considered the least important room to stage. The highest share of buyers' agents, 31 percent, reported that staging a home increases its dollar
value by 1 to 5 percent. Thirteen percent said that staging increases the dollar value 6 to 10 percent, while 25 percent stated it has no impact on dollar value. Only 1 percent of buyers' agents felt that staging has a negative impact on a home's dollar value. Sellers' agents report even more value is added from staging: 29 percent reported an increase of one to five percent in dollar value offered by buyers, 21 percent reporting an increase of 8 to 10 percent, and 5 percent reported an increase of 11 to 15 percent. No sellers' agents reported a negative impact. When deciding which homes to stage, 38 percent of sellers' agents said that they stage all of their sellers' homes before listing them, 14 percent will stage only homes that are difficult to sell, and 7 percent stage only homes in higher price brackets. Thirty-seven percent of sellers' agents said they do not stage homes before listing them, but they recommend sellers declutter their homes and fix any faults with the property. When it comes to paying for home staging, 25 percent of the time the seller pays before listing the home. Twenty-one percent of sellers' agents will personally provide funds to stage the home, while 14 percent of agents will offer home staging services to sellers. Beyond staging, agents also

named the most common home improvement projects they recommend to sellers: Ninety-three percent recommend decluttering the home, 89 percent recommend an entire home cleaning, and 81 percent recommend carpet cleaning. Other pre-sale projects include depersonalizing the home, removing pets during showings and making minor repairs. In March 2017, NAR invited a random sample of 53,760 active Realtor members to fill out an online survey. A total of 1,894 useable responses were received for an overall response rate of 3.5 percent. At the 95 percent confidence level the margin of error is plus-or-minus 2.25 percent.
Low inventory leads to fewer existing home sales Existing-home sales slipped in June as low supply kept homes selling at a near record pace but ultimately ended up muting overall activity, according to the National Association of Realtors. Only the Midwest saw an increase in sales last month. Total existing-home sales, which are completed transactions that include single-family homes, townhomes, condominiums and co-ops, decreased 1.8 percent to a seasonally adjusted annual rate of 5.52 million

in June from 5.62 million in May. Despite last month's decline, June's sales pace is 0.7 percent above a year ago, but is the second lowest of 2017 (February, 5.47 million). Lawrence Yun, NAR chief economist, says the previous three-month lull in contract activity translated to a pullback in existing sales in June. "Closings were down in most of the country last month because interested buyers are being tripped up by supply that remains stuck at a meager level and price growth that's straining their budget," he said. "The demand for buying a home is as strong as it has been since before the Great Recession. Added Yun, "The good news is that sales are still running slightly above last year's pace despite these persistent market challenges." The median existing-home price for all housing types in June was $263,800, up 6.5 percent from June 2016 ($247,600). Unsold inventory is at a 4.3-month supply at the current sales pace, which is down from 4.6 months a year ago. First-time buyers were 32 percent of sales in June, which is down from 33 percent both in May and a year ago. NAR's 2016 Profile of Home Buyers and Sellers – released in late 2016 – revealed that the annual share of first-time buyers was 35 percent. "It's shaping up to be another year of below average sales to first-time buyers despite a healthy economy that continues to create jobs," said Yun. "Worsening supply and affordability conditions in many markets have unfortunately put a temporary hold on many aspiring buyers' dreams of owning a home this year." According to Freddie Mac, the average commitment rate for a 30-year, conventional, fixed-rate mortgage declined for the third consecutive month, dipping to 3.90 percent in June from 4.01 percent in May.
Flood insurance reform brings major improvement The National Association of Realtors report that significant improvements to the “21st Century Flood Reform Act,” key legislation aimed at strengthening and reauthorizing the National Flood Insurance Program, have cleared the way for endorsement of the bill. Among the changes, Realtors support the House Financial Services Committee’s commitment to retaining “grandfathering” – a policy that protects homeowners from significant rate increases when a flood map changes. The most recent draft will also limit proposed increases to fees and rate hikes that policyholders faced under previous iterations of the legislation. Earlier versions of the legislation included more dramatic cost increases for homeowners and eliminated grandfathering protections beginning in 2021. NAR President William E. Brown, a second-generation Realtor from Alamo, California and founder of Investment Properties, thanked the committee for working with Realtors to strengthen the bill and announced NAR’s support for it: “House Financial Services Committee Chairman Jeb Hensarling (R-

Median home values now exceed $200K level The typical U.S. home is worth over $200,000 for the first time ever, according to the June Zillow Real Estate Market Reports. The national median home value is now $200,400, up about 7 and a half percent since this time last year. High buyer demand coupled with fewer homes for sale is driving up home values across the country — there are 11 percent fewer homes on the market than a year ago, the greatest drop in inventory since July 2013. National home values have been rising at over 7 percent annually for the past five months, with many markets consistently rising in the doubledigits.
