CAR representatives lobby lawmakers on trip to capital (Washington, D.C.) – During the National Association of Realtors (NAR) Annual Legislative Meetings & Trade Expo in Washington, D.C., Realtors from across the country, including members from the Coastal Association of Realtors, traveled to Capitol Hill to meet with their federal elected officials. The purpose of the visits was to share with elected officials NAR’s legislative priorities, which this year include reauthorization of the National Flood Insurance Program, an investment deadline extension for the Qualified Opportunity Zones program, and passage of The Equality Act to support fair housing. Since authority for the flood insurance program to write insurance was set to expire on May 31, NAR members pushed for reauthorization of the program to avoid a lapse. The program was extended for another two weeks on May 31, and faced a June 14 vote for a longer reauthorization. It has been tied up in debate over the $19 billion disaster aid bill, which has failed to muster the unanimous consent it needs in the Senate for reauthorization until the end of September. Flood insurance is required for a federally related mortgage in more

than 20,000 communities across the country. According to NAR research, 40,000 property sales are delayed or cancelled each month of a program lapse. Realtors support extending flood insurance as Congress continues its work toward long-term reauthorization that includes meaningful reforms to strengthen program solvency. The House voted to extend the NFIP through September, but the measure was blocked in the Senate when three Republican senators objected because of the program’s cost. as not yet been approved by the Senate. The Qualified Opportunity Zone (QOZ) program has great potential to spur real estate development and investment, creating additional economic opportunities in these designated communities. Investors are eager to participate, but delays in the process to finalize those rules have stalled the program’s momentum. Members urged the U.S. Treasury and the Internal Revenue Service to quickly finalize rulemaking. Otherwise, they believe, Congress should act to extend deadlines for certain tax benefits created through Opportunity Zones to ensure the program’s success.

Fair housing laws improve opportunities to employment, education, and healthy communities, and NAR is proud of its commitment to equal housing policies. Ten years ago, NAR amended its Code of Ethics to require that Realtors provide equal professional service to the LGBTQ population. Members supported HR 5, The Equality Act, which amends the nation’s civil rights laws to ensure the “American Dream” is available and accessible to all Americans. Inventory shortage affecting home sales on lower shore (Lower Eastern Shore, Md.) – Limited inventory is stalling activity in the Lower Eastern Shore’s real estate market, according to the latest numbers from the Coastal Association of Realtors. Active inventory in all three counties was down by 23.4 percent in May, compared to the same time last year. Individually, active listings were down by 23.3 percent in Somerset County, by 24 percent in Wicomico County, and by 23.3 percent in Worcester County. New listings that went on the market in May were up very slightly by 2.7 percent in Somerset, Worcester and Wicomico counties. Individually, new listings were down by 11.9 percent in Somerset and were up by 8.8 percent in Wicomico and by 1.6 percent in Worcester. New residential settlements were down by 21 percent in May in Somerset, Wicomico, and Worcester counties. Individually, settlements were up by 4.1 percent in Somerset, down by 24 percent in Wicomico and down by 21.9 percent in Worcester. Year-to-date settlements are also lagging as compared to the same time last year. Overall, homes that sold between January and May of this year are

down by 3.8 percent in all three counties, compared to the same time last year. Individually, settlements remained the same in Somerset, were down by 20 percent in Wicomico, and were up by 5.1 percent in Worcester. List prices reached an average of $255,824 in all three counties in May, which is 15.8 percent higher than the same time last year. Individually, the average list price was $175,669 in Somerset, $225,912 in Wicomico, and $365,892 in Worcester. Sale prices reached an average of $224,198 in all three counties in May, which is 12.3 percent higher than the same time last year. Individually, the average sale price was $183,839 in Somerset, $185,587 in Wicomico, and $303,169 in Worcester. Days on market was up 34.8 percent in May in all three counties, showing that homes are selling a bit slower than they were a year ago. “With low inventory and higher prices, it’s really a seller’s market right now, and it’s a great time to list your property,” said Coastal President Bernie Flax. “We still expect a very busy summer thanks to lower mortgage interest rates and increased consumer confidence.”

Second half of 2019 looks positive for real estate activity (Washington, D.C.) – Continued economic expansion, rising home sales and an increase in wage growth that is on par with home price growth are some of the expectations for the second half of 2019, according to speakers at last month’s residential real estate forum at the 2019 Realtor Legislative Meetings & Trade Expo. Dr. Lawrence Yun, chief economist at the National Association of Realtors, delivered his 2019 midyear forecast, which predicted changing future migration patterns as buyers search for more affordable markets. Inventory in the U.S. has grown

for eight straight months on a yearover-year basis, and Yun expects that to continue. "Home sales should be much stronger based on the economic fundamentals of jobs, interest rates, population and consumer confidence," said Yun. After several years of wage growth outpacing home price growth, this year both are more closely aligned as average hourly wages accelerate. "With strong job creation, wages are growing at a faster pace. Finally, wages and home prices are aligning," Yun said.

Danielle Hale, chief economist at realtor.com, also spoke and projects that year-over-year inventory growth will be moderate nationwide. Realtor.com has seen listing prices up 6.9 percent year-over-year in April.
