March stays strong despite rising rates

Days on market decline after eight-month increase

(LOWER EASTERN SHORE, MD.) – Mortgage rates have been climbing recently and are reaching levels we haven’t seen since 2011. As rates go up, we would expect to see a cooling off of the market but because of low inventory and an urgency to get into a home before rates get any higher, March continued to be a very strong month. The most notable change this month was the Median Cumulative Days on Market (CDOM) which had been slowly going up for the last eight months dropped significantly from 17 days in February to 8 days in March. Buyers are not waiting to decide on a property. The CDOM is down 33.3 percent from March 2021 and down 53 percent from February 2022. The median home price is 10.8 percent higher than it was in March 2021 but is down 2.3 percent from last month February 2022. We currently have only 368 active listings in the lower three counties compared to 490 in March 2021 and 1,389 in March 2020 when the pandemic began.

In all three counties throughout March, new settlements were down 17 percent compared to the same time last year. Individually, new settlements throughout March were up by 11.5 percent in Somerset and down 20.6 percent in Wicomico, and 18 percent in Worcester. New listings in March were down 15.6 percent compared to the same time last year in all three counties. Individually, new listings were down by 22.1 percent in Worcester, 3.3 percent in Wicomico, and 7.7 percent in Somerset from March of 2021. Active listings in all three counties were down by 24.9 percent from March of 2021. Individually, there were 179 active listings in Worcester, 132 in Wicomico, and 57 in Somerset. “The market is still very strong but with interest rates starting to rise we may see some slowing as buyers leave the market,” said Coastal Association of Realtors President Grace Masten. “We still have very little inventory, only 0.9 months in March, and buyers taking a little more time and increasing the days on market would Continued on page 6

We have years of underbuilding. “The cost of materials like lumber and concrete have skyrocketed over the last two years and though we can’t predict the future, if interest rates continue to increase then now is the time to buy a home and lock in a low-interest 30-year rate,” said Masten.

Hogan announces program to boost affordable housing (ANNAPOLIS)—Gov. Larry Hogan announced in late April that more than $200 million in financing tools and new programs will be made available to create new affordable housing opportunities in the state. The Maryland Department of Housing and Community Development (DHCD) will administer the funds to produce more than 6,000 additional units statewide amid rising construction costs and interest rates.

“During our administration, we have provided financing and tax credits to create or preserve more than 22,000 affordable rental units across the state—a level of production never before seen in the State of Maryland,” Hogan said. “To continue to build on these accomplishments, we are meeting the challenges created during the pandemic head on with a responsive set of tools to address shortfalls and creContinued on page 7

Pumps $200 million into housing financing Continued from page 6 ate new housing opportunities.” To address the shortfalls for affordable housing projects, the administration is announcing the following updates and new programs: • Increasing the Rental Housing Financing Program funds available for the 2022 competitive application round, which will be announced later this year. • Increasing the amount of Rental Housing Works financing available for ongoing projects that have yet to close financing.

• Establishing the Construction Relief Fund to provide additional financing for previously funded 4 percent Low Income Housing Tax Credit (LIHTC) and Multifamily Bond projects that are experiencing cost shortfalls. • Establishing the Development Relief Fund for projects that previously received a 9 percent LIHTC award. • Establishing the Multifamily Capital Fund which will provide additional financing in FY23 for projects related to the State of Maryland’s economic growth and development

activities and initiatives. • Establishing the Emerging Developer Pre-Development Loan Fund to support projects by newer developers working with historically undercapitalized communities. “Even though COVID-19 has impacted our efforts to respond to an ongoing shortage of affordable housing, affecting supply chains, construction costs, interest rates, and labor, our department has worked with its development partners to find solutions,” said Secretary Kenneth C. Holt. “With the new initiatives an-

Nationally, home sales numbers decrease (WASHINGTON) – Existinghome sales decreased in March, marking two consecutive months of declines, according to the National Association of Realtors. Month-overmonth, sales in March waned in three of the four major U.S. regions while holding steady in the West. Sales were down across each region year-over-year. Total existing-home sales, completed transactions that include single-family homes, townhomes, condominiums and co-ops, dipped 2.7 percent from February to a sea-

sonally adjusted annual rate of 5.77 million in March. Year-over-year, sales fell 4.5 percent (6.04 million in March 2021). "The housing market is starting to feel the impact of sharply rising mortgage rates and higher inflation taking a hit on purchasing power," said Lawrence Yun, NAR's chief economist. "Still, homes are selling rapidly, and home price gains remain in the double-digits." With mortgage rates expected to rise further, Yun predicts transactions to contract by 10 percent this

year, for home prices to readjust, and for gains to grow around 5 percent. Total housing inventory at the end of March totaled 950,000 units, up 11.8 percent from February and down 9.5 percent from one year ago (1.05 million). Unsold inventory sits at a 2.0-month supply at the present sales pace, up from 1.7 months in February and down from 2.1 months in March 2021. The median existing-home price for all housing types in March was $375,300, up 15.0 percent from March 2021 ($326,300), as prices

rose in each region. This marks 121 consecutive months of year-overyear increases, the longest-running streak on record. "Home prices have consistently moved upward as supply remains tight," Yun said. "However, sellers should not expect the easy-profit gains and should look for multiple offers to fade as demand continues to subside." Properties typically remained on the market for 17 days in March, down from 18 days in February and 18 days in March 2021. Eighty-seven

NAR reports slower March activity overall percent of homes sold in March 2022 were on the market for less than a month. First-time buyers were responsible for 30 percent of sales in March, up from 29 percent in February and down from 32 percent in March 2021. NAR's 2021 Profile of Home Buyers and Sellers – released in late 20214 – reported that the annual share of first-time buyers was 34 percent. "It appears first-time homebuyers are still looking to lock in at current mortgage rates before they inevitably

increase," Yun said. Individual investors or secondhome buyers, who make up many cash sales, purchased 18 percent of homes in March, down from 19 percent in February but up from 15 percent in March 2021. All-cash sales accounted for 28 percent of transactions in March, up from both the 25 percent recorded in February and from 23 percent in March 2021. "With rising mortgage rates, cash sales made up a larger fraction of transactions, climbing to the highest

share since 2014," Yun said. Distressed sales– foreclosures and short sales – represented less than 1 percent of sales in March, equal to the percentage seen in both February 2022 and March 2021. According to Freddie Mac, the average commitment rate(link is external) for a 30-year, conventional, fixed-rate mortgage was 4.17 percent in March, up from 3.76 percent in February. The average commitment rate across all of 2021 was 2.96 percent. Realtor.com's Market Trends Re-

port in March shows that the greatest year-over-year median list price growth occurred in Miami (+37.0 percent), Las Vegas (+35.2 percent), and Tampa (+32.0 percent). Austin posted the highest growth in the share of homes which had their prices reduced compared to last year (+2.9 percentage points), followed by Sacramento and Memphis (+2.3 percentage points). The median existing single-family home price was $382,000 in March, up 15.2 percent from March 2021. Existing condominium and co-op sales were recorded at a seasonally adjusted annual rate of 640,000 units in March, down 3.0 percent from 660,000 in February and down 9.9 percent from one year ago. The median existing condo price was $322,000 in March, an annual increase of 11.9 percent. "Finding the right home in this market – from making an offer to eventually buying – is an intense process," said NAR President Leslie Rouda Smith, a Realtor from Plano, Texas, and a broker associate at Dave Perry-Miller Real Estate in Dallas. Existing-home sales in the Midwest declined 4.5 percent from the prior month to an annual rate of 1,270,000 in March, a 3.1 percent drop from March 2021. The median price in the Midwest was $271,000, a 10.4 percent jump from March 2021. Existing-home sales in the South dipped 3.0 percent in March from the prior month, registering an annual rate of 2,620,000, a decrease of 3.0 percent from one year ago. The median price in the South was $339,000, a 21.2 percent surge from one year prior. For the seventh straight month, the South experienced the highest pace of price appreciation in comparison to the other three regions. Existing-home sales in the West held steady compared to the previous month, posting an annual rate of 1,210,000 in March, down 4.7 percent from one year ago. The median price in the West was $519,900, up 5.4 percent from March 2021.

NAR: housing wealth surges in past 10 years (WASHINGTON) — Homeownership is widely recognized as the leading source of net worth among families. Housing wealth itself is primarily achieved by price appreciation gains, and the nation has seen home prices accelerate at a record pace during the course of the last decade. A new study from the National Association of Realtors – Housing Wealth Gains for the Rising MiddleClass Markets – examines the distribution of housing wealth between 2010 and 2020 across income groups and in 917 metropolitan or micropolitan areas. NAR found that during those 10 years, nearly 980,000 middle-income households became homeowners. Within that timeframe, total housing wealth for this income group surged by $2.1 trillion. "Owning a home continues to be a proven method for building longterm wealth," said Lawrence Yun, NAR chief economist. "Home values generally grow over time, so homeowners begin the wealth-building process as soon as they make a down payment and move to pay down their mortgage." From 2010 through 2020, 529 of 917, or 58 percent, of metropolitan and micropolitan areas gained middle-income homeowners. NAR iden-

tifies these locations as rising middleincome class housing markets, i.e., markets that saw the largest increase in middle-class owner-occupied housing units in 2020 compared to 2010. The top 10 rising middle-income housing markets, with at least 50,000 more middle-income homeowner households, were PhoenixMesa-Scottsdale (103,690), Austin-Round Rock (61,323), Nashville-Davidson-MurfreesboroFranklin (55,252), Dallas-Fort Worth-Arlington (53,421), HoustonThe Woodlands-Sugarland (52,716), Atlanta-Sandy Springs-Roswell (48,819), Orlando-Kissimmee-Sanford (35,063), Portland-VancouverHillsboro (34,373), Seattle-Tacoma-Bellevue (31,284) and Tampa-St. Petersburg-Clearwater (28,979). NAR defines a middleclass homeowner as one earning an income of over 80 percent to 200 percent of the area median income. "Middle-income households in these growing markets have seen phenomenal gains in price appreciation," said Yun. "Given the rapid migration and robust job growth in these areas, I expect these markets to continue to see impressive price gains." As of the fourth quarter of 2021,

the largest price gains (as a percent of the purchase price) over the preceding decade were in Phoenix-MesaScottsdale (275.3 percent), Atlanta-Sandy Springs (274.7 percent), Las Vegas-Henderson-Paradise (251.7 percent), Cape Coral-Fort Myers (233.9 percent) and Riverside-San Bernardino-Ontario (207.6 percent). Nationally, a homeowner who purchased a typical single-family existing home 10 years ago at the median sales price of $162,600 is likely to have accumulated $229,400 in housing wealth. Of this wealth gain, 86 percent can be attributed to price appreciation, with the median singlefamily existing-home sales price rising at an annual pace of 8.3 percent from the fourth quarter of 2011 through the fourth quarter of 2021. A small percentage of U.S. markets did record a decrease in middle-income homeowner households over the past decade, including New YorkNewark-Jersey City (-100,214), Los Angeles-Long Beach-Anaheim (73,839), Chicago-Naperville-Elgin (34,420), Boston-Cambridge-Newton (-28,953), Detroit-Warren-Dearborn (-25,405) and Philadelphia-CamdenWilmington (-22,129). Nevertheless, some markets saw housing wealth rise as home prices climbed, such as

the Los Angeles metro area ($164.5 billion) and the New York metro area ($59.4 billion). "These escalating home values were no doubt beneficial to homeowners and home sellers," said Yun. "However, as these markets flourish, middle-income wage earners face increasingly difficult affordability issues and are regrettably being priced out of the home-buying process." While housing wealth grew among all income groups, low- and middleincome households ultimately received a smaller share of the gains. NAR found that of the $8.2 trillion amassed in housing wealth from 2010 through 2020, high-income homeowners claimed roughly 71 percent of all wealth accumulation. Among middle-income homeowners, total housing wealth jumped by $2.1 trillion, or 26 percent of the housing wealth gains, with nearly 980,000 additional middle-income homeowner households. Among low-income homeowners, housing wealth rose by $296 billion, or 4 percent of the housing wealth gain. Remodeling and renovations spurred by desire for livability WASHINGTON (April 6, 2022) – U.S. households saw homeowners and families embark on a wide variety of renovations and remodeling projects over the past year. That is according to new findings in the 2022 Remodeling Impact Report, a joint study from the National Association of Realtors and the National Association of the Remodeling Industry. This year's report analyzes a number of home improvement aspects, including why people decide to remodel, the general costs of specific remodeling tasks, and the fulfillment experienced after a successful project has been completed. "Our study revealed that homeowners tend to undertake a remodeling project for any number of reasons," said Jessica Lautz, vice president of demographics and behavioral insights at NAR. "In some instances, homeowners were content with sprucing up a room with a simple paint job, while in other cases, families decided to take on the task of renovating an entire attic or basement to add additional living space to their home." The report notes that Americans spent $420 billion in 2020 on home remodeling ventures. Ninety percent of NARI members cited a greater demand for contracting remodeling work during the course of the pandemic. Three out of five NARI members – 60 percent – said the scale of the projects grew either in a larger project or remodeling more than one room due to the pandemic. "This report is the first one to measure the impact of the pandemic on the price and relative value of various remodeling projects," said Chris Egner, MCR, CKBR, CRPM, UDCP, and president of NARI. "We are glad

that NARI members, who are among the most experienced remodelers, could provide realistic estimates of remodeling costs in line with the criteria specified in the survey." Although 83 percent of consumers stated that they would have remodeled regardless of the pandemic, 86 percent reported that remodeling one area of their home then inspired them to remodel other areas of the house. The exact reasons why homeowners decided to modify their living spaces varied. Thirty-five percent of owners said the single most important result from their remodel was better functionality and livability. Upon completion of their project, 22 percent said they had durable and long-lasting results, materials and appliances. Fourteen percent reported beauty and aesthetics as a result of their remodel. "The pandemic has changed the way we use our homes, and many of those changes are here to stay," said Lautz. "As a result, homeowners needed to reconfigure or remodel how they use their home and maximize space." More than a third of owners (35 percent) hired a professional for their entire project, while 28 percent reported that they hired someone for the labor but purchased the necessary materials. Twenty-two percent of homeowners did the full project themselves, from start to finish. The NAR/NARI report aimed to calculate consumers' viewpoints toward their projects upon completion. There were 979,143 more middle-income homeowners over this decade, but they consisted of a smaller fraction of homeowners in 2020, at 43 percent, from 45.5 percent in 2010. High-income homeowners made up a larger portion of owners, at 29.8 percent. This is an increase from 16.4 percent in 2010 and is 11.1 million more high-income households in 2020 compared to 2010. Since the Great Recession, the homeownership rate has declined across all income groups, with the largest drop among the middle-income homeownership rate, which fell

from 78.1 percent to 69.7 percent. Low-income households observed homeownership rates fall, but to a smaller degree – two percentage points – while high-income households saw declines at four percentage points. "Homeownership is rewarding in so many ways and can serve as a vital component in achieving financial stability," said NAR President Leslie Rouda Smith, a Realtor from Plano, Texas, and a broker associate at Dave Perry-Miller Real Estate in Dallas. "Now, we must focus on increasing access to safe, affordable housing and ensuring that more people can begin to amass and pass on the gains from homeownership."

Multiple offers still experienced by sellers Multiple offers are still prevalent on bids despite slowing demand and rising mortgage rates, according to the March Realtors Confidence Index Survey. Realtors reported an average of nearly five offers on each home that sold in March, the same as in February and one year ago. Buyers are still finding it hard to have a successful offer on the first try because of competition, especially with cash buyers who accounted for 28 percent of sales (23 percent one year ago). On average, half of buyers made two prior offers before a successful third offer. Fifty-seven percent of buyers also made a price offer above the list price, up from 48 percent in February. Demand is weakening but still outpacing supply Multi-offers on a home are still prevalent because even if buyer traffic is weakening it is still outpacing supply. Realtors reported that on average they took 4.1 clients on a home tour in March (4.8 one year ago), but only had on average 1.4 listings during the month (1.6 one year ago). The Realtors Buyer Traffic Index registered at 62 (77 one year ago) but

the Realtors Seller Traffic Index was just at 36 (35 one year ago). An index below 50 means generally ‘weaker’ conditions than one year ago. With homebuying demand still outpacing supply, properties typically stayed on the market for a shorter time compared to one year ago, at 17 days on market (18 days in the prior month, 18 days one year ago). Eighty-seven percent of listings were on the market for less than one month (84 percent in the prior month, 83 percent one year ago).

Inventory of Existing Homes for Sale Nearly 2 Million Short of 6 Months’ Supply Buyer competition remains intense due to the short supply of homes on the market. As of the end of March, there were 950,000 homes on the market (active and unsold), equivalent to two months of supply at the current monthly sales pace. A desirable level is about six months based on the historical level, so home prices are appreciating at a modest pace of 5 percent. At six months of supply, the inventory of homes on the market should be at 2.9 million, which means a

Some home projects receive high marks on ‘Joy Score’ Continued from page 18 high Joy Score, with 10 being considered a perfect Joy Score. Some tasks that were awarded scores of 10 were as follows: painting a home's entire interior, painting one room, adding a home office, hardwood floor refinishing, closet renovation, and insulation upgrades, among other labors. Hardwood floor refinishing received a 10 Joy Score because the homeowners felt happiness and satisfaction in their home after undertaking the upgrade. Sixty-four percent of those polled answered that they have an increased sense of enjoyment when they are at home now that their hardwood flooring is installed. Another 64 percent said just thinking about the completed project gives them a "major sense of accomplishment." Adding a new home office is another task that earned a perfect Joy Score based on homeowners' sentiments. Ninety-one percent of consumers said they have a greater desire to be home now that their office is in place. Seventy-three percent said they have an increased sense of enjoyment when they are home. The NAR/NARI report also examines numerous remodeling tasks and provides a cost recovery estimate for the projects. The genuine cost of each remodeling project and cost recovery are influenced by many factors, including project design, quality of materials, location, age and condition of the home, and homeowner preferences.

"Quite often, an added benefit to home renovations is the possibility of an increase in the home's value, which is a reason why some people remodel," said Lautz. "This is especially advantageous to a homeowner who may be considering selling their house or converting the home to a rental property." Realtors provided an estimate of the likely dollar value each project would add to a house during resale. In comparing that dollar value to the estimated cost of each job provided by NARI members, a Recovered Project Cost percentage was tabulated. In regard to interior projects, the highest percentage cost recovered was from refinishing hardwood floors at 147 percent. New wood flooring was at 118 percent, and an insulation upgrade was at 100 percent. Among exterior projects, new roofing and a new garage door both recovered 100 percent of the project costs. Kitchen upgrades were also popular among homeowners, with the task receiving a 9.8 Joy Score. The top reason (32 percent) to take on a kitchen overhaul was the desire to upgrade worn out surfaces, finishes or materials. The second top reason (20 percent) was to add features and improve livability. According to NARI remodelers' cost estimate, the average kitchen remodel would be about $45,000. Realtors estimated that $30,000 of that sum could be recovered as a result of the renovation. That would be a 67 percent recovery rate.
