A Major Step Toward Saving our Beaches By Scott Ashton CEO, Oceanside Chamber of Commerce Last summer I wrote about the honor of being selected to serve on the jury for Oceanside’s Coastal Resilience Competition, aka RE:Beach. As of this writing, we are close to wrapping up the process and delivering a recommendation to the Oceanside City Council for a vote in January. It has been a privilege to participate in such a unique process. I have rarely seen a more genuine approach to seeking community input as I have during the last several months of this project. Three design teams have participated in three different community outreach events to share their proposals and receive community input. In each iteration of the proposed projects, we see a response to what the teams have learned from our community members. Going back a few years, I could not have imagined that we would be where we are today. What has stood out to me during this whole process is the tremendous impact that our friends at Save Oceanside Sand (SOS) have had on moving the needle on this critical issue. When SOS members began attending Chamber events a few years ago, it was clear that they were passionate about our saving our beaches, but I wondered how much of an impact a small “grassroots” group could have on such a seemingly unsolvable issue. I now believe that SOS deserves a great deal of credit for Oceanside being on the doorstep of a major breakthrough in the preservation of our beaches. I regularly invite SOS to submit articles for this publication because I really appreciate their dedication and unique insights into the topic of coastal resilience. I encourage you to check out their article on page 26 of this edition and to also visit Rebeach. org to see the work that is taking place. If our beaches are important to you, please make your voice heard when this issue comes before City Council in January.

How Oceanside Voters Transformed Schools Through Prop H and Measure W In November of 2020, Oceanside voters approved Measure W authorizing the Oceanside Unified School District to issue up to $160 million in general obligation bonds for school facility and grounds improvements, enabling the district to repair and upgrade school facilities to provide high quality learning environments for all Oceanside students. Money from this bond has gone to replace the playgrounds at all of our elementary schools, install shade structures at all of our campuses, and replace the track and field at our two comprehensive high schools. The funds are also being used to modernize North Terrace School and Surfside Academy. Funds from Prop H which voters passed in 2008 are being used to modernize Jefferson Middle and Pablo Tac School of the Arts. Paving the Way for a Thriving and Responsible Future Source: Visit Oceanside Tourism plays an important role in Oceanside. It serves as an economic engine that generates valuable funds to support essential city services. It is a source of jobs for our residents and bolsters the prosperity of local businesses. It also acts as a catalyst for thoughtful growth and inspires reinvestment and beautification efforts in our community. While the benefits of tourism are many, lessons learned from other destinations show that it’s important that these advantages don’t come at the expense of our community’s social, cultural, and environmental wellbeing. When tourism operates in harmony with all these aspects, destinations enjoy the greatest success and long-term sustainability. At Visit Oceanside, we call this “destination stewardship” and it’s the driving force behind our first ever

Once completed, the STMP will present a 10-year blueprint for building a sustainable tourism ecosystem that benefits the economy, environment, residents, and visitors alike. Sustainable Tourism Master Plan or STMP. It takes a holistic approach to ensure the on-going health of our destination and continuing viability of our industry. In early 2023, we launched the initial phase of the STMP project by conducting a sustainability assessment, destination assessment, and competitive analysis. A key component of this process was an evaluation of the destination based on best practices and criteria established by the Global Sustainable Tourism Council (GSTC), which aims to help tourism

fulfill its potential as a vehicle for social, cultural, and economic good while mitigating potential negative impacts. To ensure that all community and stakeholder voices were considered in the plan development, we solicited input from residents, businesses, and community leaders through town halls, focus groups, and online surveys. The feedback was encouraging! The research indicated strong alignment in priorities, goals, and understanding of Oceanside’s unique strengths and weaknesses among the industry, city leadership, and the community. It confirmed that the majority of Oceanside residents believe that tourism is a good thing for our community and benefits their quality of life. While there is always work to do, the research also showed that efforts to keep Oceanside clean and green are making an impact.

Through this process, we’ve identified a vision for Oceanside’s future summed up as “Vibrancy meet authenticity in Southern California’s most creative coastal destination.” Along with this vision we’ve identified unique opportunities for our visitor-serving

economy that will strengthen tourism’s ability to deliver more positive benefits to Oceanside. Expected to be complete by early 2024, the STMP will ultimately provide a guide for pursuing the experiences, product, infrastructure, and policies that support the plan’s four objectives: visitor quality experience, quality of economy, environmental quality, and resident quality of life. An accompanying action plan with achievable next steps will provide a road map for realizing this vision. While Visit Oceanside is spearheading this effort, it is crucial to understand that Visit Oceanside alone cannot ensure the plan’s success. Success requires the ongoing investment, engagement, and cooperation of all city stakeholders who must work collectively to bring the plan to life. Today, Visit Oceanside is fortunate to have a solid foundation to build upon in its pursuit of destination stewardship. We are grateful for significant collaboration with the City of Oceanside, which is essential for implementing key initiatives in preserving natural assets and strengthening the social fabric of the destination. By investing in the STMP now, Oceanside will be positioned to identify and proactively address potential negative impacts and risks, ensuring resilience in the future.

Axe Fitness is an Oceanside gym that wants to bring diversity into training! They offer classes that fit each and every person and range from beginners to advanced, boot camps, and more! It all started as a game of “Lawnmower Men”, a simple game created by two four-year old boys, Conor and Eric. Celebrating 70 Years By Kristi Hawthorne One of Oceanside’s longtime businesses is Jordan’s Upholstery at 915 South Coast Highway. Started by James “Jimmie” C. Jordan in 1954, Jordan’s has been a member of the Oceanside Chamber of Commerce for several years. Jordan was born in Los Angeles in 1924 to Charles and Hannah Jordan. His father Charles was a respected and well-known LA fire captain. In 1927 his father purchased property in Vista and would later move his family of five to North San Diego County. Charles Jordan purchased a lot in South Oceanside in 1946 and began building an adobe brick home which still stands at 824 Vista Way. Jimmie Jordan was an Army medic during World War II, serving in Normandy. After the war he worked at Camp Pendleton and co-owned the Melody Malt Shop at 2917 State Street in Carlsbad, where he met Jayne Walker. In 1951 the couple were married and would have five children: Julia, Jimmie, Jr., Hannah, Sarah and Andrew.

Jordan got his start in upholstery when he partnered with a friend who was covering seats for a taxi cab company. In 1954 he ventured off on his own, opening Jordan’s Auto Tops, which as the name suggests, did replacement windows and tops for a variety of popular convertible automobiles.
His first Oceanside location was at 620 South Tremont Street under the name of Jordan’s Upholstering. By 1965 he had moved to 923 South Hill Street, with an additional office located around the corner at 408 West Street. A year or two later he relocated to 915 South Hill (present day Coast Highway) where the shop has been for nearly five decades. (This location www.oceansidechamber.com | Winter 2024
was the former site of a popular establishment called Phils.) Because his father was a fireman, Jimmie had lots of friends in the local fire department and the firemen would bring their turnout coats to him so that they could be sewn and repaired. He would always do it for free. His daughter Julia Shriver remembers as a young girl helping at her father’s shop, sweeping floors and then answering phones. All the kids knew how to sew. Her brothers Jimmie, Jr. and Andrew would eventually work alongside their father. For several years Jordan’s was just one of two upholstery shops in Oceanside, the other being Hambley’s in South Oceanside. In addition to reupholstering furniture, car seats and replacing convertible covers, Jordan’s Upholstery did restaurant dining booths and furniture for some of Oceanside’s (and throughout North County) most popular eateries in the 1980s and 1990s, including Tony Roma‘s, Claim Jumpers, TGIF, Spoons, Souplantation, El Torito‘s and the Acapulco Restaurant. Jimmie Jordan Jr., a master upholsterer, helped to expand the business by bringing in Jerome’s Furniture, and providing customer service and home-based maintenance with vinyl and leather repairs. The children remember their father fondly, as a fun loving, hardworking and god-fearing man. Son Jimmie shared that his father was athletic, playing fast-pitch softball in the Army and for amateur leagues. After her mother Jayne Walker Jordan died in 2000, daughter Julia came in to help with the bookkeeping and manage the shop. James “Jimmie” Jordan died in 2006 but the business still operates with sons Jimmie, Jr. and Andrew continuing the work of their father. Julia said she and her siblings are proud of their family legacy and the longevity of their family business. They have a loyal clientele and many are children and even grandchildren of those longtime customers. By the way, the shop, filled with fabrics and materials and various projects, still has many original tops for vintage 1950s and 1960s Mustangs, Thunderbirds, Volkswagens, and Buicks. INVESTING IN A STRONGER, SAFER OCEANSIDE: The Impact of Measure X In 2018, Oceanside’s voters made a significant decision to positively shape our community’s future. Measure X, the ballot initiative that raised the City’s sales tax by a half-cent for seven years starting in 2019, was a forward-thinking effort aimed at increasing public safety, improving roads, bolstering infrastructure, and addressing homelessness. One of the most remarkable outcomes of Measure X has been the enhancement of vital public safety initiatives. In response to the need for faster emergency medical services, Oceanside implemented an Emergency Medical Technician (EMT) program designed to reduce response times, while ensuring that residents receive top-notch medical aid. Measure X also funded an additional paramedic squad for advanced life support, further reinforcing emergency response services. Miles of Oceanside’s streets are undergoing improvement due to Measure X with many miles to
go. Measure X has expanded road repairs, funding complete reconstruction, pavement overlays, and slurry seals. Upcoming projects will include repairs to larger roads like Vista Way and Oceanside Boulevard. Measure X has also provided a renewed focus on traffic-calming measures, including things like speed bumps and radar feedback signs aimed at slowing neighborhood traffic while prioritizing the safety of pedestrians, cyclists, and motorists.
Measure X funds have also been pivotal in strengthening our Police Department with crime suppression programs and equipment. In fact, Oceanside’s overall crime rate has fallen 17% since 2021. In addition, a Community Services Officer (CSO) program was initiated. These CSOs are able to take crime reports and respond to minor traffic accidents, freeing-up police officers to focus on patrols and addressing more serious crimes. Homelessness is a challenge that many cities face, and Oceanside has employed multi-pronged approach towards addressing it. For example, Measure X funds an additional Police Homeless Outreach Team with two social workers and a dedicated vehicle. The funds also support temporary bridge housing, a family reunification program, and a landlord incentive program, all aimed at helping those in need of housing support.

Additionally, Measure X has contributed to the City’s cultural and recreational landscape. Infrastructure investments are being made in community spaces, including the new beachfront plaza, the Pier View Bridge reconstruction, a new park at El Corazon and planned improvements to South Oceanside’s Buccaneer Park. Engaging Oceanside youth in positive activities is essential, and Measure X recognizes this by supporting a wide variety of youth intervention/gang diversion programs. These programs serve over 800 Oceanside youth annually, providing mentorship and positive activities that provide an alternate path from gang and drug activity while enhancing community safety and fostering brighter futures for our kids. Crucially, Measure X has been marked by transparency and accountability which is why it garnered the support of the San Diego County Taxpayers Association. An appointed Citizen Oversight Committee regularly reviews expenditures and makes spending recommendations to the City Council, ensuring that the funds are utilized effectively and in line with community needs. All revenue and expenditure reports are posted online. The City has commissioned a professional survey to gauge residents’ sentiment towards extending the half-cent tax beyond its current April 2026 sunset. This survey will allow residents to voice their opinions and help inform future decisions on whether to extend the tax, which would be subject to approval by a majority of Oceanside voters. As the sunset of Measure X approaches, it’s important to reflect on the profound impact of this initiative. Nearly $120 million in supplemental funding will have been invested in Oceanside when the half-cent tax ends, elevating our quality of life now and into the future.

Coalition of Chambers Help Defeat 15 of 19 Bills Identified as Job Killers The Oceanside Chamber of Commerce was actively engaged with dozens of other business organizations in the defeat of legislation that would have negatively impacted our business community. The CalChamber tracked more than 700 bills this year, formally opposing more than 100. Most of the legislation the CalChamber opposed was either stopped or amended to address concerns. Out of 19 job killer bills identified this year, the Legislature sent seven to the Governor, who signed four of those bills into law. At the urging of the CalChamber, the Governor rejected three job killer bills. In one of the highlights of the year, the CalChamber

led a large coalition to secure a veto of SB 799 (Portantino; D-Burbank), which would have provided unemployment compensation to striking workers. The Governor also vetoed several other onerous labor-supported bills, including SB 627 (SmallwoodCuevas; D-Los Angeles), setting a stringent recall process for certain employers to return former employees to the workforce; AB 1356 (Haney; D-San Francisco), a WARN Act expansion; and SB 725 (Smallwood-Cuevas; D-Los Angeles), requiring grocery stores to pay mandatory severance. He also vetoed a plaintiff attorney-sponsored bill, AB 524 (Wicks), which would have subjected employers, especially small employers, to litigation.

THE OCEANSIDE CHAMBER CELEBRATES LOCAL HIGH SCHOOL STUDENTS Beginning at the start of the 2023–2024 school year, the Oceanside Chamber has hosted its Rising Star Student of the Month program with the recognition of local high school students. The Chamber’s Rising Star Program aims to champion students that have overcome significant challenges in their lives while managing to keep on track with their education. Steve Maschue & Bob Ashton Save Oceanside Sand California’s magnificent coastline, a global treasure, has faced a persistent battle to protect its sandy shores. For decades, the California Coastal Commission has maintained a cautious stance on sand retention systems, often denying permits for hard structures like groins and jetties. However, a recent shift in the Commission’s approach offers a glimmer of hope, which is particularly promising news for Oceanside, a coastal gem. RE:BEACH, Oceanside’s coastal design competition completed its third and final design round on December 13th, 2023. Three coastal engineering firms presented their sand retention designs A Jury of experts considered the presentations and has made a recommendation for the winning approach to the Oceanside City Staff. The City staff will present the winning design at the Oceanside city council meeting this month, the Council will consider the winning design for approval and move right into the permitting process. Since its establishment in 1972, the California Coastal Commission has predominantly opposed the 26 | Best of Oceanside Magazine
Buccaneer Beach in South Oceanside used to have a broad, sandy beach sometimes even a beach volleyball court – now only cobble year-round. implementation of “hard” sand retention structures. The Commission’s focus has been on preserving the natural shoreline processes, a philosophy deeply rooted in their mission. However, the effects of climate change and sea-level rise are exerting mounting pressure on California’s coast, necessitating innovative solutions for beach replenishment and retention. The US Army Corps of Engineers built the last significant sand retention system, (the groin field in Newport Beach) before the California Coastal Commission’s 1972 inception. Recent events have stirred hope in Oceanside’s efforts to address the challenges posed by beach erosion and sea-level rise. On October 12, 2023, Bob Ashton, and Charlie Bowen of Save Oceanside Sand (SOS) presented two compelling statements to the California Coastal Commission at their Imperial Beach meeting. addressed both the loss of public faith in obtaining approval for innovative sand retention solutions and the continued unsustainable process of sand nourishment alone without the implementation of sand retention solutions. Following their presentation, the Commissioners and executive director engaged in a constructive dialogue regarding Oceanside’s predicament. This conversation centered on the Commission’s growing openness to consider innovative solutions for beach sand replenishment and retention. Concerning Oceanside’s RE:BEACH process. “The way they are approaching it…it’s exactly the approach we want people to take, to bring all the ideas to the table” stated Dr. Kate Hucklebridge, California Coastal Commission Executive Director. Dr. Caryl Hart, Commission Vice Chair, conveyed her desire to dispel the misconception that the Commission routinely rejects proposals. She underscored the need for each case to be evaluated on its individual merits. Donne Brownsey, Commission Chair, extended an invitation

Oceanside Rotary Club Celebrates 100 Years of Service

By Kristi Hawthorne The Oceanside Rotary Club celebrates its centennial year in 2024. One hundred years ago, in 1924, the Oceanside Rotary Club was formed, the second oldest Rotary Club in San Diego County. In the earliest years the Rotary met weekly at the Oceanic Café in downtown Oceanside. Most members were businessmen and highly active in city government and civic affairs. They included notable names such as Gen. Ray Murray, Harold Carpenter, Ben Weseloh, Jack Thill, John Stieger, Howard Richardson, Richard Lyon, Eugene Geil, Elmer Glaser, Robert Gleason, John MacDonald, Randy Mitchell, Marty Schroeder, Larry O’Harra and Dave Rorick (just to name a few). Until 1986 Rotary was strictly a men’s organization but that year the Club began accepting women. Bob Pickerel, manager of Oceanside’s Bank of America, inducted Dee Dee Engles, the first woman into the Oceanside Rotary. College. Six women have served as President of the club since 1986 including 2023 President Shor Denny. Club Secretary Renee Richardson joined in 1991 and was invited by Don Harmon, formerly with Oceanside Federal Savings. She was told “don’t make waves”, but laughing recalled that she had in fact, “rocked the boat.” But the organization has benefitted from her enthusiastic and committed leadership. Richardson has served as Rotarian President four times and Club secretary for 29 years. The Rotarian motto is “Service Above Self” which is not taken lightly. The Club prides itself on financially supporting causes as well as volunteering needed manpower. A number of charities and organizations have benefitted which include Tri-City Pantry food distributions, Women’s Resource Center, Oceanside High scholarships, and the Crown Heights student mentorship program, the latter has been personally meaningful to Richardson, saying “We have touched lives.” Winter 2024 | www.oceansidechamber.com
In addition to raising $25,000 last year for charities, the Oceanside Rotary Club also champions causes abroad, including adopting an orphanage in Tijuana, Mexico and helping Mercy Housing to build 20 houses in one day in Tecate, Mexico. It is worth noting that polio has been nearly eradicated due in large part by Rotarian efforts, contributing more than $2 billion and countless volunteer hours to protect nearly 3 billion children in 122 countries. “At the end of the day we’ve made a difference,” Richardson said. “’Service Above Self’ is not just a motto, it’s a way of life.”

Oceanside Leadership Academy Graduates Second Cohort P R O G R A M F O S T E R S A C O L L A B O R AT I V E E N V I R O N M E N T In November the Chamber graduated its second Oceanside Leadership Academy cohort and continues to receive great feedback on the program. As part of its commitment to developing leaders to serve in a wide variety of capacities in our community, the Chamber launched its inaugural Oceanside Leadership Academy in April of last year. Several of Oceanside’s leading employers including Frontwave Credit Union, Genentech, Hydranautics, TrueCare, Arrowood Golf Course, and the City of Oceanside are using Oceanside Leadership Academy as a professional development opportunity for their staff. “The Oceanside Leadership Academy is an amazing program for the emerging leaders within your organization. The exposure to exceptional leaders in business, the military, and the public sector is extraordinary! I know of no other program that provides such diverse perspectives on leadership, vision, and personal growth”, noted Bill Birnie, CEO of Frontwave Credit Union. The 9-week program begins with an all-star panel of community leaders sharing their leadership philosophies, insight as to how they have led their teams during challenging times, and how they approach leadership on a day-to-day basis. Follow-up sessions include a look at leadership in the military, municipal government, STEM fields, healthcare, tourism and hospitality, the non-profit sector, and entrepreneurship.

Join the Green Movement:
Oceanside’s Organic Waste Upgrade Waste and Recycling Service Upgrade There is exciting news for Single-Family households in Oceanside, weekly waste and recycling collection services are receiving an upgrade! Starting January 1, 2024, food scraps and food-soiled paper can be placed in the green cart along with your green waste, now referred to as Organics. With this new program roll out, all of Oceanside will now have the power to make a positive impact by sorting food scraps and food-soiled paper. Residents, businesses, and schools can all do their part to help make a sustainable Oceanside! Since 2020, Commercial & Multi-Family properties have had access to the Food Scraps Recycling Program through their brown bins/carts. For help with proper sorting or educational resources visit the Green Oceanside website and check out the Single-Family and Commercial & Multi-Family Program pages. What exactly can go in the Single-Family Organics green cart? Organic waste includes food What scraps such as bones, dairy, meat, fruit, and food soiled paper like pizza boxes and paper towels along with green waste such as grass clippings, yard trimmings, leaves, and Goes branches. Why is this Happening? Organics like food scraps, food-soiled paper and yard trimmings are the largest waste stream in landfills and currently contribute to 20% of the methane gas emissions generated by Californian's. Methane gas is a super pollutant that contributes to heating the planet and global climate change. To reduce our impact and combat climate change, California implemented Senate Bill 1383 (SB 1383) to reduce the amount of organic waste being disposed of in landfills. SB 1383 is a statewide effort that requires the reduction of organic waste disposed of in landfills by 75% by 2025. The rollout of the single-family organics recycling program helps ensure compliance with these regulations and will help Oceanside be a sustainable and thriving community! This program offers many benefits, like reducing greenhouse gasses, creating a renewable energy source, and conserving landfill space. Furthermore, residential organics that are collected curbside in Oceanside are taken to the El Corazon Compost Facility where they are transformed into mulch and compost, which is available for FREE to all Oceanside residents. Expanded Limits on Single-Use Carryout Bags & Polystyrene Foam Products
The use of disposable food service ware items and single-use carryout bags have negative environmental impacts, including greenhouse gas emissions, litter and pollution, water consumption from production, solid waste generation, and effects on wildlife. On August 23, 2023, the Oceanside City Council approved and adopted the Marine Debris Reduction Ordinance, which specifically addresses polystyrene foam and single-use plastic bags. All retail establishments and food service providers in Oceanside will be required to find alternatives to these products.
Ordinance Implementation Timeline •
July 1, 2024: Businesses will be prohibited from distributing polystyrene foam products and food service ware.

January 1, 2025: Businesses will be prohibited from distributing single-use carryout bags and be required to charge customers at least 10 cents for a reusable or recyclable paper bag.
•
Businesses will be required to post educational materials for at least one year after the prohibitions go into effect. Businesses may download educational materials from the City’s website for posting when they are available.
Educational Workshops The City has partnered with MainStreet Oceanside and the Oceanside Chamber of Commerce to provide in-person and virtual educational workshops focused on educating businesses on the new restrictions. The City of Oceanside is dedicated to reducing greenhouse gas emissions and has a target of reaching a 25% reduction by 2030 through its Oceanside Climate Action Plan and strategies outlined in its 2020 Zero Waste Plan. Founder, Gabriel Gillespie, started his career in the United States Marine Corps in 2013 as a Reconnaissance Marine. He was first stationed in Asia before being stationed in Camp Pendleton in 2018. After leaving military service in 2022, Gillespie bought a house and decided to stay in Oceanside. He launched the Oceanside Digital Farmers Market shortly after that. The Oceanside Digital Farmers Market is the digital version of the physical market, providing free deliveries to Oceanside residents. Their mission is to provide more community access to the local farmers’ market and to create a digital space for small businesses to be more successful by selling to their neighbors first. THE OCEANSIDE INTERNATIONAL FILM FESTIVAL COMING SOON! Held every February at the historic Brooks Theater, the Oceanside International Film Festival (OIFF) is an opportunity for independent filmmakers to have their work screened along the County’s North Coast region. The festival’s mission is to provide a platform for media creators from all backgrounds to present their work to an appreciative audience and offer an opportunity for their art to be recognized.
