Oceanside Chamber’s Non-Profit Committee Empowers Local Organizations Through Collaboration and Education
Non-profit organizations play a crucial role in enhancing the quality of life in Oceanside and across North County. They provide essential services in areas such as youth development, homelessness support, senior services, and more. These organizations are deeply intertwined with the communities they serve, relying heavily on community support and volunteers to sustain their vital work. Their commitment to addressing local needs fosters a sense of connection and collaboration, making a meaningful impact on the lives of residents.
A substantial portion of the Oceanside Chamber’s membership base is made up of these important organizations. In the Spring of 2023, the Chamber decided to launch a Non-Profit Committee to explore how we can best serve the ever-changing needs of this segment of our membership.
The conversation was sparked by relationships built through the Chamber’s newly launched Oceanside Leadership Academy (OLA). Kevin Shin, one of the chamber’s Board members who helped create the Academy, connected with OLA cohort members April Durrant and Armando Chacon, who shared a passion for the nonprofit sector.
The group started meeting in late 2023 to decide how to best move forward in serving our non-profit community. Our initial steps involved outreach to non-profit leaders to try to get a better understanding of their needs. We proposed a variety of workshop topics to be considered and found that there was strong interest in the topic of grants. So, we quickly set out to develop a three-part Grant workshop for Non-Profits that took place last Spring. The series featured sessions on grant writing, delivering on grantee expectations, and an opportunity to meet a panel of funders. The feedback on the series was tremendously positive and provided validation that we were on the right track.
One of the revelations of this initial workshop series is that the interest in our programming extended far beyond our membership, as we attracted non-profit leaders from throughout San Diego County to attend our workshops.

Expanding Aesthetic Services
Tri-City Primary Care is thrilled to announce the expansion of its aesthetic services, led by the exceptional Nurse Practitioner Vanessa Cordova, MSN, FNP-C.
With more than seven years of experience in Botox and utilizing the Cutera Xeo Laser, Vanessa has played a pivotal role in growing the aesthetic segment of the practice. Her commitment to delivering personalized and thorough care has significantly boosted patient demand, especially in the wake of the COVID-19 pandemic.
“We began offering fillers as more patients requested them, and as a result, I pursued additional training in this area,” Vanessa explains. In the past two and a half years, Tri-City Primary Care has broadened its aesthetic menu to include hyaluronic acid fillers and biostimulators.
“Biostimulators like Sculptra, Radiesse, and Platelet Rich Plasma (PRP) are gaining popularity for their ability to stimulate collagen production in the skin without adding excessive volume. Combining these
with hyaluronic acid fillers allows us to achieve natural-looking, refreshed results for our clients,” said Vanessa.
In addition to injectables, Tri-City Primary Care offers SkinPen microneedling, especially effective for treating darker skin tones and melasma.
“I personally struggle with melasma, and we can’t use heat-based treatments on it,” Vanessa shares. “Our innovative treatment combines PRX derm perfexion (T-33), a chemical collagen stimulator with microneedling, and it’s become our most popular skin treatment.”

Looking ahead, Tri-City Primary Care plans to further expand its aesthetic services, potentially adding another laser to their offerings.

Chamber-Led Rising Star Programs Make a Lasting Impact on North County Students
For over a decade, North County Chambers of Commerce have celebrated the resilience and determination of high school seniors through their Rising Star Programs. Designed to honor students who have overcome significant life challenges while staying on track with their education, the program highlights the strength and perseverance of these remarkable individuals.
The Chambers partner with local school districts to identify the students who will be recognized each month. Throughout the school year, Rising Star students, their families, and school representatives are invited to a special breakfast event to share their journeys of perseverance and resilience. Many of these students open up about their extraordinary challenges—experiences that no child should have to endure. Their heartrending and inspiring stories resonate deeply with the business and community leaders who attend, leaving a lasting impression.

The Rising Star Program offers a valuable opportunity for students by providing scholarship funds to help them achieve their educational goals. At the end of each school year, students recognized as Rising Stars are encouraged to apply for scholarships through their local Chambers of Commerce. To date, the five participating Chambers have awarded over $300,000 in scholarships to more than 260 students. The Oceanside Chamber has contributed $94,000 in scholarships to 51 students and has already raised over $32,000 for its upcoming scholarship awards this April.

of this year’s scholarship recipients and has shared how the program has made a profound difference in her life. “The Rising Star Scholarship has had a huge impact on my life and my future,” said Amy. “It has helped me continue pursuing my dreams and goals. After graduating from high school, I enrolled in community college as a Pre-med Public Health major. The scholarship has allowed me to focus more on my studies and less on financial stress. I was even able to save up to buy a car, giving me reliable transportation to school. Not having to worry about how I’ll get to class has allowed me to concentrate on my academics and maintain good grades. The scholarship has also given me a sense of independence and control over my education. I’m incredibly grateful for this opportunity and the support I’ve received.” Abigail Walley, a student at Surfside Educational Academy, shared her thoughts on the significance of the program “This scholarship gave me the fresh start I needed. Despite facing challenges, it allowed me to attend community college, and now I’m on track to transfer to a university. I couldn’t have achieved this without the support of the scholarship!”

THE VALUE FROM THE PERSPECTIVE OF NON-PROFIT LEADERS
I recently asked a couple of our local non-profit leaders, who also serve as leaders on our committee to share the value that they have received from the Chamber’s programs so far.
Armando Chacon, a Co-Founder of Real Hearts Give, and a co-chair of the Chamber’s Non-Profit Committee shared this… “The committee’s workshops and events have created a special place for nonprofit leaders. We get real skills and resources, but we also feel like we belong, which makes our work feel more connected and supported. The committee’s work has really helped our nonprofit community. It’s awesome to have a place to share our challenges, celebrate wins, and learn together. The connections we make help us all do better. Joining forces with other nonprofit leaders through this committee has reinforced the power of collaboration. The workshops offer practical insights, but more importantly, they cultivate relationships that help us all navigate the complexities of nonprofit work with greater confidence and support.”

COLLABORATION IS KEY
Over the years, we’ve seen time and again that collaboration with neighboring Chambers and like-minded business organizations is essential for success. We regularly organize joint business mixers with nearby Chambers, aiming for at least two or three each year. Our members consistently appreciate the added value these events provide.
Last August, we hosted our inaugural non-profit mixer in partnership with the North County Philanthropy Council (NCPC). This event embodied the same collaborative spirit we’ve experienced through partnerships with neighboring Chambers. Non-profit members had the chance to forge numerous new connections with NCPC members, creating an energetic and exciting atmosphere. We look forward to more opportunities to unite our collective memberships in the future.
Kevin Shin, a founding member of the Non-Profit Committee and a leader in the nonprofit sector, expressed his thoughts on stepping into the role of Chairman of the Board for The Nowell Family Foundation. He described the transition from the original founder as a significant challenge but emphasized the valuable support he received from the Oceanside Chamber of Commerce. “The workshops and networking opportunities provided by the Chamber have helped me build my confidence in this new role,” he noted. He also highlighted the importance of these connections for accessing guidance and expertise. Additionally, Kevin appreciated the Chamber’s responsiveness to feedback, which allows them to adapt to the evolving needs of the nonprofit sector.
A key to developing successful programming to serve any segment of the Chamber membership takes time and effort from staff, but also a dedicated group of volunteers. I asked the Chamber’s Non-Profit Committee Co-Chair, April Durrant of Integrated Perspectives Consulting what motivated her to help form this committee last year. “Through this work as a committee, we’re not just supporting individual nonprofits – we’re fostering a more robust, interconnected community that’s better equipped to face challenges and seize opportunities for growth. By continuing conversations and fostering partnerships, we help ensure that our support remains relevant and

As a follow-up to our successful grant workshop series, we are currently hosting additional workshops this fall. Later in October, we will host a workshop titled “Making the Ask” presented by Sharyn Goodson of the Leichtag Foundation. Her presentation will focus on how to succeed with funding requests to prospective individual donors. In November, April Durrant will host a session titled “ Transform Your Nonprofit with Organizational Development” that will explore key organizational development practices. Additional workshops are in the planning stages, including a 5-part series on “Marketing/Storytelling” to take place in the Winter and Spring months of 2025.
Our committee is also discussing the possibility of a Non-Profit Festival, an event in which non-profit organizations from Oceanside and neighboring communities will have a chance to connect in a meaningful way with the community members they serve. As would be expected with any great event, food and live entertainment will be an important part of our festival.

MIRACOSTA COLLEGE CELEBRATES OPENING OF NEW STUDENT SERVICES BUILDING AT OCEANSIDE CAMPUS
MiraCosta College celebrated the opening of its new Student Services Building at the Oceanside Campus on Monday, November 18, 2024, with a ribbon-cutting ceremony attended by students, staff, community members, alumni, retirees, and local leaders. The event marked the debut of a state-of-the-art facility designed to centralize critical resources and enhance student support.
“Thank you all for being here to celebrate this momentous occasion with us,” said Dr. Sunita
Cooke, Superintendent/President of the MiraCosta Community College District. “Today marks an important step forward for MiraCosta College and our community as we open the doors to this new Student Services Building.”
The ribbon-cutting coincided with MiraCosta’s 90th anniversary, commemorating nearly a century of providing educational opportunities to North Coastal San Diego County. What began as a single wing at Oceanside High School has evolved into a
comprehensive institution offering over 200 associate degrees, certificates, workforce development programs, university transfer pathways, and even a bachelor’s degree.
The 54,500-square-foot facility, funded by $62.1 million through Measure MM, consolidates key student services—including Admissions, Financial Aid, and Counseling—into one welcoming space. “This new building is more than just a structure; it’s a space designed to honor the journey of our students and provide the resources they need to reach their highest potential,” said Dr. Cooke.
The building also houses MiraCosta’s Veterans Center, partly funded by $1.5 million in state support with the help of Assemblymember Tasha Boerner. This dedicated space includes a lounge and resource area tailored to the needs of veteran students.
Sustainability and thoughtful design were integral to the project, with features such as drought-tolerant landscaping, eco-friendly materials, and highefficiency fixtures that minimize environmental impact. The facility’s accessibility-focused design includes a dramatic exterior staircase, an adjacent elevator, operable glass walls that integrate indoor and outdoor spaces, and convenient entry points from
both the street level and the campus promenade.
Dr. Cooke thanked the community for its support in making the building possible. “Measure MM represents a commitment from our local voters to invest in education, our students, and the future of North County San Diego. We are deeply grateful for their trust and partnership.”
The ceremony featured remarks from MiraCosta student Sabrya Mosely, an Oceanside High School graduate actively participating in the Umoja and Ambassador programs.
“Today’s ribbon-cutting is more than a celebration of a building; it’s a celebration of opportunity, community, and our unwavering commitment to every student’s success,” Dr. Cooke concluded.
During tours following the ceremony, attendees explored the facility’s innovative spaces, celebrating MiraCosta’s forward-thinking approach to education and student support.

OCEANSIDE LEADERSHIP ACADEMY: Fostering Community Growth Through Leadership Development

In 2023, the Oceanside Chamber launched its inaugural Oceanside Leadership Academy (OLA) program, welcoming a cohort of 31 participants. Over the course of nine weeks, participants engaged in sessions covering leadership across various sectors, including healthcare, STEM technologies, hospitality and tourism, the military, municipal government, entrepreneurship, and the nonprofit sector.
Initially planned as a Spring-only program, the success of the first cohort revealed strong demand for additional sessions. As a result, the Chamber expanded the Academy to include both Spring and Fall sessions, and earlier this fall, the program graduated its fourth cohort. To date, more than 130 individuals have completed the OLA program. During their time in the Academy, participants have had the chance to learn from some of the region’s most influential leaders, gaining valuable insights into various leadership philosophies and strategies for

managing teams through both internal and external organizational challenges.
Leading local employers, including Frontwave Credit Union, Genentech, Arrowood Golf Course, TrueCare, Vista Community Clinic and the City of Oceanside, are now utilizing OLA as a professional development tool for their employees, further cementing the program’s impact on the region’s leadership development.
Ryan Byrne, an Oceanside Fire Captain and member of the Fall 2024 OLA Cohort, shared his thoughts: “The Oceanside Leadership Academy was such a great experience! I was able to not only learn more about the City of Oceanside but also meet current and future leaders within the City from different businesses and organizations. Whether it was learning about leadership in the USMC, hospitality, non-profit
organizations and businesses or participating in critical thinking exercises, the experience was unique, and I feel lucky to have taken part in it”.
Erika Carter was one of five team members from Vista Community Clinic to participate in this Fall’s OLA cohort and had this to say: “The Oceanside Chamber of Commerce hosts exceptional events, staffed by professionals who excel at their job. I recently participated in the Oceanside Chamber Leadership Academy and had a wonderful and engaging experience. Each week of the Academy we received excellent communication from the chamber regarding the session and what to expect. It is evident this Chamber is invested in developing a strong workforce for the North County community while also working to equip leaders with tools to help them thrive in their roles”.
The Chamber strives to maintain strong connections with program graduates by hosting alumni mixers twice a year, timed alongside our cohort graduations. We’re thrilled by the enthusiasm many OLA graduates show for staying engaged with the program. In addition, we’re excited to announce our first alumni workshop in January 2025, which will focus on problem-solving and decision-making in a 4-hour session.
The program has also brought tangible benefits to the Chamber, particularly in the area of volunteer leadership. In my column this month, I highlighted the Chamber’s expanded focus on supporting the nonprofit community. I briefly mentioned that our newly formed Non-Profit Committee was created through connections fostered by members of our inaugural OLA cohort. In fact, three of the five members of the Non-Profit Committee are OLA graduates, including Co-Chairs April Durrant and Armando Chacon, along with OLA Instructor Kevin Shin.
The Chamber remains committed to nurturing a strong, dynamic workforce for local businesses. The Oceanside Leadership Academy (OLA) plays a crucial role in this effort, offering valuable professional development opportunities to employees and helping businesses grow.
We are excited to see how the program evolves and look forward to the impact OLA graduates will continue to make in Oceanside and the surrounding region in the years ahead.

The thriving business district and proximity to Camp Pendleton in Oceanside creates a dynamic environment for law enforcement. Hardworking officers can shape their careers and take on roles that match their skills and interests. Whether it’s diving into undercover work, joining the SWAT team, or working in human trafficking prevention, officers can tailor their career to their interests.
OPD places a strong emphasis on officer well-being. Supervisors and colleagues actively support one another through regular briefings, mentorship, and team-oriented problem-solving.
The recruitment process at OPD is rigorous and designed to find the best candidates. Applicants must meet basic qualifications, pass a written exam and physical agility test, and undergo a thorough background investigation, medical, and psychological evaluations. Once hired, recruits attend a regional police academy followed by a comprehensive field training program. Officers are then placed on
probation for one year, during which they continue developing their skills. Like many departments, OPD faces challenges related to public perception and a competitive job market. To address these, OPD offers wellness programs, including the option for officers to take time to work out on duty, and is implementing a take-home car program to help with commuting costs in expensive Southern California. Lateral hires are also incentivized with a streamlined hiring process, helping to fill vacancies quickly with experienced officers. A solid work ethic, the ability to make an impact, and vulnerability are also highly valued. “We want people who are here to serve the community and make a difference,” said Recruitment Officer, Sergeant Beaver. “Law enforcement is not for everyone, but for those who feel a calling, it can be a deeply fulfilling career.”

INVESTING IN OCEANSIDE: A Developer’s Perspective

For this quarter’s article, I shifted the focus and provided a developer’s perspective on Oceanside.
I recently sat down with Brendan Foote, founder of FABRIC – the firm that has successfully attracted more small-scale, independent, eclectic businesses to Oceanside than just about anyone – to hear about his thought process on business attraction, redevelopment and why he sees Oceanside as a thriving market with a bright future.
I started our conversation by asking Brendan to talk about FABRIC’s first project in Oceanside, and what initially attracted him to the city. Lagoon, as it came to be known, was a run-down 15,000 square foot building at the southern end of Coast Highway across from the Buena Vista Lagoon. The building, built in the 1980s, had good bones – what he called a “C building in an A location.” After a few years of conversations with the owner, FABRIC purchased the building in 2019 and started their first adaptive reuse project in the city of Oceanside. Lagoon has 7,000 square feet of activated retail at the ground level, 8,000 square feet of creative office on the second level and is home to a variety of diverse tenants, including Bound Coffee Co. and Giacoletti Music Center.
In describing what initially attracted him to Oceanside, Brendan said he looks at markets where there’s more
opportunity to create value and a greater stock of commercial buildings that can evolve. Oceanside was attractive because it not only had the most value increase opportunities, it was also an opportunity to help shape an emerging environment that had sparked relatively recently, bringing fresh new restaurants and retailers to the city.
FABRIC’s second Oceanside project, Tremont Collective, transformed three historic auto repair “chop shop” garages into a vibrant mixed-use project with retail, restaurants, an event space and creative office. Its tenants include Communal, Bottlecraft, Shoots Fish + Beer, Atacama and Brixton to name a few. While not directly on Coast Highway, Brendan recognized that the critical mass of neighboring businesses, including the former Bagby Beer (now Green Cheek Beer Co.) and Vital climbing gym would be important factors to the Tremont Collective’s success. And indeed, it has been a success, activating the space indoors and out with a diverse customer base that can accommodate everyone from families with young children to beer enthusiasts to remote workers.

FABRIC’s third Oceanside project, Freeman Collective in South O, was acquired in 2021. Its tenants include Tanner’s Prime Burgers, Little Fox Cups & Cones and Homestate, to name a few. I mentioned to Brendan that Osiders can be a tough audience to win over by new brands, especially in the beloved categories of burgers, ice cream and tacos, where everyone has their local favorites. Brendan emphasized that people like having choices. “We’d set out to curate the
users on this project to be non-corporate, non-chain based, San Diego-region small businesses because these locally built brands understand the Oceanside consumer. I try to put in users that I would want to go to.”

Brendan’s most recent project in South O, the Flats, is FABRIC’s first venture into residential mixed-use. The project has 18 apartments, most of which leased out within the first couple months of coming available, and two commercial spaces occupied by the charming Merenda Wine Bar and Coastal Core Pilates.
When asked about future plans for development in Oceanside, especially given the tough lending and costly construction environment, Brendan went back to basics: “If you truly have a long-term vision
for your project and your assets, it’ll be more about finding good capital partners. Ignore the factors that are going to change and practice solid real estate fundamentals. You don’t want to be building a commodity product. Here (in Oceanside) our investors are local San Diego people who are invested in the neighborhood with us.
Thoughtful development, focused on placemaking and crafting unique experiences, contributes to Oceanside’s success as a city. Prioritizing both the human and economic aspects of development creates thriving businesses and stronger, more resilient communities.

After 24 years of public safety service in Oceanside, Police Chief Kedrick Sadler retired on November 10, 2024.
City Manager Jonathan Borrego remarked, “We thank Chief Sadler for his long and dedicated service to the Oceanside community. He’s led the Police Department with the utmost integrity, transparency, and commitment.”
“It’s my privilege to announce Assistant Police Chief Taurino Valdovinos as our next Chief of Police,” announced City Manager Borrego. “With decades of dedicated service to our community, Chief Valdovinos brings proven leadership and a deep understanding of our City’s public safety needs. His vision centers on strengthening and leveraging our Police Department’s core values of professionalism, transparency, community engagement, and innovative policing strategies. Recognizing the importance of maintaining a culture of trust and transparency, the new Chief plans to prioritize direct community engagement, and is planning a series of community listening sessions, providing residents an opportunity to share their vision, experiences, and perspectives on policing in Oceanside.”
The Police Chief appointment was effective November 11, 2024, following Chief Kedrick Sadler’s retirement.
Chief Sadler noted, “I have all the faith in the world that Assistant Chief Valdovinos will make an outstanding Police Chief and lead our department into the future. He has accomplished so much in the Oceanside community. I hope you’ll join me in congratulating him.”
Chief Taurino Valdovinos joined the Oceanside Police Department in 2003 and holds a Bachelor of Science Degree in Psychology from Saint Mary’s College of California, and a Master of Science in Criminal Justice from the University of Cincinnati. He is a 2022 graduate of the FBI National Academy and the San Diego County Regional Leadership Institute. Valdovinos has worked Patrol, Neighborhood Policing Team, Uniform Gang Suppression, and worked in an undercover capacity as a detective in the Special Enforcement Section, where he was a
court-certified gang expert. Chief Valdovinos was also a Force Options Training Simulator instructor and a SWAT team member prior to his promotion to Sergeant in January 2013. As a Sergeant, he served as a Patrol Team Supervisor and later supervised the Neighborhood Policing Team. In June 2015, he was promoted to Lieutenant and served as a Lieutenant in each of the department’s three divisions. During this time, he served as the department’s Public Information Officer in English and Spanish and created the Oceanside Youth Partnership (OYP) program, a mentoring program for at-risk youth. In January 2023, he was promoted to Captain, overseeing the Support Operations Division, and was promoted to Assistant Chief in December 2023.
In addition to his responsibilities with the Police Department, Chief Valdovinos is also an adjunct professor for the University of San Diego’s Law Enforcement & Public Safety Leadership master’s degree program. He also serves on the Board of Directors for Vista Community Clinic.
The City of Oceanside sincerely thanks Chief Kedrick Sadler for his 24 years of service with the Oceanside Police Department. During his career, he held the positions of Patrol Officer, Canine Handler, Property Crimes Detective, Homicide Detective, Patrol Sergeant, Support Operations Division Lieutenant, Captain overseeing the Police Department’s Investigations Division, and Police Chief. Chief Sadler rose through the ranks and has had an impeccable law enforcement career marked by strong leadership skills and commitment to community engagement. We congratulate him on his retirement!

Fidencio Reyna III, is the owner of the business and was in attendance to receive the recognition from Mayor Esther Sanchez. Reyna served 8 years in the United States Marine Corps before opening his business in Oceanside. He is a second chance employer who focuses on building his team with graduates of sober living programs.

Our mission remains unchanged: to inspire, develop, and enrich young people to reach their fullest potential as confident, responsible, and caring members of society. Central to this mission is our focus on providing
enriching academic opportunities and nurturing strong character values—key elements in shaping tomorrow’s leaders.

At Boys & Girls Clubs, we provide an extensive range of enriching programs, including educational enhancement, tutoring, and support; life skills and substance use prevention; Diversity, Equity, and Inclusion; career exploration; music, theater, dance, media, and fine arts; Science, Technology, Engineering, Art, and Mathematics; leadership development; aquatics, and sports and recreation programs. This breadth of offerings reflects our deep commitment to the holistic development of our youth. You might have spotted our new Food Truck, “The Lunch Box,” making its rounds in Oceanside. This initiative serves as a Youth Workforce Readiness Program, offering teens valuable job skills while addressing food insecurity. Through paid internships, youth ages 1418 gain on-the-job experience and develop essential skills that enhance their economic mobility. Alongside our Culinary Arts Specialists, teens prepare and serve daily meals and snacks to all children who attend the Oceanside Clubhouse, In addition, we take those free meals and snacks on the road and provide them to youth in Oceanside, ensuring no child goes hungry.

We welcomed the Grand Opening of the newest AMVETS retail store with a Ribbon Cutting on September 26, 2024. There was networking with community leaders/business owners, and tours of the new store and donation center. AMVETS is a veteran’s service organization that is distinctive for its open-door policy. Eligibility for membership includes veterans from wars of all eras who received an honorable discharge, as well as current service members, including the National Guard and Reserves. But is not limited to combat or war veterans. Any person with an honorable discharge is welcome. AMVETS has 8,500 members statewide.
Mayor Sanchez, Councilmember Weiss Win Re-election; Jimmy Figueroa Elected as Oceanside’s Newest Councilmember
The Chamber would like to congratulate the winners of our local 2024 elections. Mayor Esther Sanchez won re-election as Oceanside Mayor in a tight race with challenger and former Deputy Mayor Ryan Keim. Sanchez was first elected to the Oceanside City Council on November 7, 2000, her initial run for local office. She was elected Councilmember in District 1 in November 2018, the City’s first District Election. She was elected Mayor in November 2020, and re-elected Mayor in November 2024.

Councilmember Peter Weiss was originally elected District 4 representative in November 2020 and re-elected in November 2024. He was previously appointed Mayor in January 2018 after Mayor Jim Wood’s resignation. Jimmy Figueroa, a local nonprofit leader was elected as Oceanside’s newest Councilmember. Raised in the Tri-City area, Figueroa has called District 3, the area he will represent on the City Council, home for more than 30 years.
Phyllis Dominguez, a 22-year resident of Oceanside unseated incumbent Victor Roy to win election as Oceanside’s City Treasurer. Zeb Navarro was re-elected as City Clerk, a race in which he ran unopposed.
