It is inspiring to work with community leaders and visionaries on a day to day basis. I think back to a couple of days in March that were a microcosm of the amazing things I get to do in my role with the Chamber. It started with a meeting with my incredible staff members… a group that is passionate about serving our businesses. Our discussions usually include plans for enhancing our communications with members and continuing to provide services to help them grow. Immediately following, I met with members of our Public Policy Task Force as we work to shape the Chamber’s housing policy platform. Oceanside’s share of the Regional Housing Needs Assessment is over 5,000 units for the remainder of the 2013-2021 cycle. We are working to position the Chamber with strong policy statements on how we want our City to approach the housing crisis. Next, I attended a Unite North County meeting, as leaders from the business, civic and faith-based communities came together to share information and ideas as to best practices in addressing issues related to homelessness, education and food insecurity. My next two meetings were centered on the issue of education and workforce development, where I had the opportunity to work with leaders from Oceanside Promise, the County of San Diego and the Oceanside Unified School District to discuss plans for providing workbased learning experiences for our students. You can read more about our Latino Young Men Success Initiative on page 27. The Chamber is currently part of a planning group for a May 8th Internship Workshop which will offer a variety of tools that will equip our local businesses to provide internships for our high school students. It is a great experience to be a part of planning and implementing programs designed to address some of the most complex issues in our community.

LAMVIN, Inc. is a manufacturer of custom architectural acoustical products here in Oceanside, California. Opened in 1961, the company’s name was derived from Laminating Vinyl. Under new ownership in the 1980s, acoustical products became their primary focus. (If you’ve ever eaten in a noisy restaurant or café, you can most often attribute the noise level to a lack of “acoustic absorption”. Acoustic absorption reduces sound and echoes by adding soft materials to hard surfaces.) Robin Gray purchased the company from her parents in 2008 and under her direction LAMVIN has become the leading manufacturer of quality, custom architectural acoustical products in the United States. Her 57,000 square foot office and warehouse

manufactures premium acoustical products which are shipped all over the country and abroad. She takes pride in the fact that she is a woman owned business in a field dominated by the opposite sex. She takes even more pride that her company offers excellent customer service and high quality products. LAMVIN was recognized by CISCA (Ceilings & Interior Systems Construction Association) in 2018 for its design of acoustical panels for the Hoover Institution’s Traitel Building in Stanford, California. Recent projects include the Mauna Kea Hotel, Hawaii, the Rancho Cucamonga Courthouse, Nike Corporate offices in Oregon and Google offices in California. Locally they have designed panels for San Marcos High School, Oceanside’s historic First Christian Church, the 333 Pacific Restaurant and numerous others. Gray recently applied for and received the “California Competes Tax Credit”, an income tax credit available

to businesses that want to come to California, or in LAMVIN’s case -- stay and grow in California. In order to qualify for the tax credit, a business must have expansion plans to create jobs in California over the next five years. Since the program launch, 112 San Diego companies have won $66 million in tax credits. LAMVIN currently employs 28 full time employees and with the tax credit seeks to hire an additional full time employee, and purchase new equipment to lower increasing energy costs as well as to keep abreast of changing design aspects and the needs of clientele.

OTTERLEI COASTAL MOVES TO DOWNTOWN OCEANSIDE On Saturday, January 19th, Otterlei Coastal celebrated their grand opening at their new location at 250 Mission Ave. Having lived in Hawaii for 12 years, Greg and Stacey Holmes developed a passion for coastal decor. In April of 2018, they decided to turn their passion into a business, opening Otterlei Coastal, an “anything and everything” shop for beached themed home decor. Stacey and Greg personally select every product with an emphasis on their eye for Hawaiian inspiration. THE OCE ANSIDE CHA MBER ANNOUNCES SUPPORT O F N O R T H R I V E R FA R M S P R O J E C T The Oceanside Chamber of Commerce is committed to playing a vital role in the well-being of our community. In February, the chamber voted to support the proposed North River Farms development in eastern Oceanside, in part because of the positive opportunities it will create to meet our housing and employment objectives. Chamber CEO, Scott Ashton says, “As we look to our future it is imperative that we implement lifestyle supportive housing to attract and retain our workforce.”

There is a growing concern among businesses and residents that Oceanside’s housing supply isn’t adequate to meet the demand. In fact, the City has only met 17% of their 2021 Regional Housing Needs Assessment goal.

The City of Oceanside has been persistent in their push for agritourism, which is the intersection of agriculture and tourism to help the farming community not only survive but thrive. North River Farms project manager, Ninia Hammond said, “we’d like to bring a new concept called an agrihood to the region to seamlessly complement and enhance the implementation of agritourism. We visited models across the nation to incorporate the best components, but we also strive to make it local to Oceanside.”

After a thorough review from the Chamber’s Public Policy Task Force and the Board of Directors the overwhelming consensus was that “North River Farms sets a precedent for a positive vision for the future of Oceanside,” Ashton reports. Serving as the gateway between existing development and the agricultural

green for gathering and events, trails and a 30-acre farm. The homes will be priced attainably and will range in size from 1,700 SF to 3,600 SF. “Between Oceanside’s young families and critical workforce to it’s seniors ready to downsize North River Farms offers an inter-generational style of living that fosters imagination and honors traditions,” Hammond said. North River Farms reimagines a heightened quality of life, and is committed to going above and beyond in addressing and providing much needed improvements to the area. Roughly $40 million will be dedicated to infrastructure, which includes: 16 road improvement mitigation measures, the largest of which is the expansion of the College Bridge. Additionally, the developer has committed to building a new fire station on site, ongoing funding for two staff positions and purchasing a new class six fire/paramedic vehicle. These improvements will increase safety and access and contribute to the overall economic vitality of Oceanside. S.D. Malkin Properties is committed to furthering the museum’s mission of celebrating local and regional talent and has engaged the museum to curate all art for both properties— which include a 161 guest room Joie de Vivre Hotel and a 226-room Destination Resort (two independent brands under the Hyatt umbrella). This partnership represents a new paradigm, pushing the envelope of the traditional art museum and how it engages and connects the community.

HOUSE By Kristi Hawthorne Groundbreaking for S.D. Malkin’s new hotel projects along Pacific Street broke ground in February 2019. When completed, the projects will provide Oceanside hotel accommodations the city has been lacking worthy of a seaside resort. In preparation of the construction and excavation, the “Top Gun” house was recently moved. One of Oceanside’s most notable landmarks, the house was built in 1887 for Doctor Henry Graves. The house has been recognized by SOHO (Save Our Heritage Organization) as the last best Victorian oceanfront cottage in San Diego County. It truly is an endangered species. Built as a vacation home, Dr. and Mrs. Graves would “summer” in Oceanside. The local paper described it as “their annual vacation by the seaside.” Many residents of Riverside, Redlands and San Bernardino purchased property in Oceanside and built vacation homes here. The house was sold in 1905 to Charles Burlock who was a deputy constable. One of the longest owners was Angeline Morgan who owned the home for over 40 years. During her ownership she had an addition built known as the “carriage house” and it was this structure that much of the filming was done in 1986 movie “Top Gun”. From its view on Pacific Street, the house has been a silent witness to our growing city, and the building of five piers since 1894. 14 | Oceanside Chamber of Commerce Quarterly Journal

Lynn and William Rego purchased the house in 1976 and much like Dr. and Mrs. Graves, spent their summers in Oceanside looking over the blue waters of the Pacific Ocean and renting it out the remainder of the year. One day the Rego’s were contacted by Paramount Pictures looking for property suitable for filming. Paramount rented the house for two weeks and for Oceansiders some of the most memorable scenes of the movie “Top Gun” were filmed there. The Victorian cottage was featured as the home of Cruise’s love interest, flight instructor Charlie, played by Kelly McGillis. The movie became a blockbuster and soon after its release in 1986 fans from all over the world flocked to have their photo taken in front of the “Top Gun” house. The movie made Tom Cruise a household name and the iconic scene of Maverick riding his motorcycle on palmlined Pacific Street in Oceanside is every local’s favorite. Rumors of its demise have persisted, with many advocating its demolition but the larger outcry has been for its rescue. Just recently the “Top Gun” house was moved off site to make way for two new hotel projects. Because of the house’s popularity, but more importantly because of its Photos courtesy Rainer Mueller historic significance, the house will be restored and moved back to a location on Pacific Street, incorporated into the resort plans. The future is bright for Oceanside and likewise the little historic beachfront cottage that continues to captivate so many.

TIPS FOR BUSINESS OWNERS FRUSTRATED WITH TRANSIENT ACTIVITY

By Hana Gilbert Recently, Sgt Jim Ridenour, head of Oceanside PD’s H. O. T. team (Homeless Outreach Team) spoke to members of the Oceanside Chamber regarding the transient activity here in Oceanside. This topic has been of great concern and regular discussion amongst members. The Chamber felt it was necessary to hold a workshop informing business owners and community members alike about the current transient situation and offer some solutions. Sgt Jim spoke about the causes behind the increase in transient sightings, the strides Oceanside PD’s H. O. T. team has taken to combat this issue, and recommendations for community members to follow that will both reduce the number of transient run ins and help his team track the transient population’s whereabouts and hotspots. Sgt. Jim informed the Chamber that the transient population here in Oceanside has grown at an alarming rate due to the significant amount of resources available for transient people. Our neighboring cities (Vista, Carlsbad, San Marcos, etc.) do not have the same resources Oceanside has, and therefore, transients are sent here in the hopes they will not go hungry or without a bed. Due to laws in the state of California, transients cannot be physically removed from residing in public area unless there is an available bed for them to sleep. Unfortunately, there are far from enough beds to house the entire transient population, giving them full access to public property. Sgt. Jim did mention, however, a Mental Health Facility would make a significant difference in decreasing the number of www.oceansidechamber.com | Spring 2019

Sgt Jim recommended for Transients:  Hire a private security guard to watch over the property  Businesses in an area can split the cost to hire a security team to protect the entire center or shopping mall.  Some security teams are specifically trained and well equipped to handle transient activity.  Sgt Jim said he can give recommendations for security companies if needed.  Implement a security system

 The locked doors at the Chamber offices have significantly decreased the amount of transient activity in our area.

 Build structures, install lights or play music in areas transients often sleep to prevent them from camping overnight.  Businesses have added enhancements to their property to detract transients from camping there overnight. City of Oceanside Water to Receive $2.623 Million in Funding The City of Oceanside was notified this week that it will receive $2.623 Million in funding from the Bureau of Reclamation’s WaterSMART’s Desalination Construction Projects under the WIIN Act, subject to Federal appropriations. The funding will be used to construct two extraction wells within the Mission Basin as well as brine minimization treatment components. The project will increase the supply of locally-sourced water as well as reduce the volume of brine discharged to the Pacific Ocean via the Oceanside Ocean Outfall. ​ Scripps Clinic Named First Center of Excellence in San Diego County for Treating Prevalent Heart Disease

Scripps Clinic has been designated a Center of Excellence by the Hypertrophic Cardiomyopathy Association, becoming the first location in San Diego County to be recognized for outstanding treatment of this common genetic disease, which involves an abnormal thickening of the heart muscle. “Hypertrophic cardiomyopathy, also known as HCM, can be a challenging disease, requiring care from a wide range of clinical specialists covering general cardiology, cardiac imaging, electrophysiology, heart failure and genetics,” said Jorge A. Building a Stronger Foundation for our Downtown MainStreet Oceanside and the City of Oceanside Economic Development Division have collaborated to keep the community informed as we are improving our infrastructure to attract new retailers and residents to Downtown Oceanside. Over the next 2+ years there will be construction in downtown Oceanside. Upgrades will be made to storm drains, water and sewer lines, and new buildings will be constructed. A new parking garage will be opening and other spaces will be temporarily unavailable. New hotels and mixed-use properties are being constructed to develop the 9-Block Master Plan designed to revitalize Downtown Oceanside. Frontwave Credit Union Wins Award for Workplace Excellence for a Sixth Time Frontwave Credit Union (Frontwave) has received the “Award for Workplace Excellence” by Peter Barron Stark Companies (PBS) based on the results of their 2018 employee opinion survey. This is the sixth time that Frontwave has won this award for Workplace Excellence. The survey, conducted at the end of 2018, measured employee engagement and job satisfaction. Frontwave’s 2018 survey had an overall satisfaction score of 89.0, a significant increase of 4.4 percentage points from the 2016 survey, and 4.1 percentage points ahead of PBS’ 2018 Best of the Best PBS Benchmark. The public can simply download the app, fill out the information form, and submit their request to the County for resolution. The app is tightly integrated with LUEG’s permitting system which enables the request to go directly into the system reducing time and errors. On Armed Forces Day, Saturday, May 18, 2019, the Oceanside Chamber of Commerce will host Operation Appreciation. This event is a day of recognition and appreciation to all active-duty military stationed on Marine Corps Base Camp Pendleton and nearby military bases. Operation Appreciation began after 9/11 and has become a community tradition that has continued to grow with nearly 40 local and corporate sponsors and will be presented by Genentech and Frontwave Credit Union. Thousands of active duty military and their family members are treated to a day of free food, entertainment and a fun zone for kids, with inflatable jumps, rock climbing wall, kid’s crafts and face painting. While this event seeks to thank active duty military families, it is open to the general public. There is no charge to attend Operation Appreciation. Tickets can be purchased for the Fun Zone and food is also available for purchase. This year necessitates a venue change and Operation Appreciation will be held on Pier View Way and Coast Highway in downtown Oceanside. Opening Ceremonies will begin at the Pier Amphitheater at 11:00 a.m. after which the band Sonic Theory will perform and entertain guests. At Noon, food service will begin in the St. Mary’s Sea Center on Pier View Way. All Active Duty Military and their dependents must bring an Active Duty Military ID Card to get unlimited activities and a free lunch. There will be hamburgers, hot dogs served by the Oceanside Rotary Club and food from Buffalo Wild Wings, Pick Up Stix, Domino’s and desserts from the San Luis Rey Bakery. Sgt. Jim also went into detail regarding the transient community residing in the riverbeds. His H. O. T. team has experienced many setbacks regarding this issue due to different laws and regulations put in place years ago to protect the nature of the riverbeds. He has classified this group of transients as the “Will-Nots” or the group of transients choosing this lifestyle. He describes this group as criminal, yet resourceful as they have created for themselves a livable, sustainable community. This group rejects all help even when it is directly offered

has succeeded in deterring transients from sleeping on their grounds.  The City of Oceanside installed lights and plays music in the tunnel detracting from its overnight coziness.  Call the non-emergency line  The H. O. T. team responds to ALL calls within an hour based on priority.  The team tracks the location of these calls and find trends where people are calling. Those areas are then regularly monitored for transient activity.  This helps them determine transient hotspots and areas that need more patrol.  If the H.OT. team comes out to that business/ area, have the employee or person who called the line sign for a citizen’s arrest.  They cannot physically arrest them, but they will ticket the transient individual, which will keep them away from that area as they do not want to deal with law enforcement.

by the H. O. T. team. In an effort to keep the riverbeds clean, Sgt. Jim explained that his team makes frequent trips down into the riverbed and removes all transients and garbage from the area. Unfortunately, this leads to heavy increase in the number of transient sightings in downtown Oceanside. Eventually, the transients return to their riverbed community, and the process begins once again. Since there is not a permanent solution yet for the transient population residing in the riverbed, Sgt. Jim recommends staying out of the riverbeds at night as they are loaded with traps. He says the bike and walking trails are safe, however, describing transient dangerousness as, “If you don’t bother them, they won’t bother you.” Although there are many moving pieces to completely resolving this issue, here are some tips Sgt. Jim recommended to decrease the number of transient run ins here in Oceanside.

 They cannot arrest them due to impacted jails and certain laws for public vs. private property.  Talk with other businesses in your area to make sure you are on the same page  If the entire area does not cater to transients, there will be less transient activity. For example, do not give transients food or water. They will keep coming back (and bring friends) knowing they have access to resources.  Continuously call the non-emergency line to show transient people they are not welcome.  Make sure other businesses are okay with signing for a citizen’s arrest. SERVING CAMP PENDLETON The USO has arrived at Camp Pendleton and in less than a year has already served more than 45,000 military members. For almost 80 years, the USO has been the nation’s leading organization serving men and women in the U.S. military, and their families, throughout their time in uniform. From the moment they join, through their assignments and deployments, and as they transition back to their communities, the USO is always by their side. Now service members at Marine Corps Base Camp Pendleton are able to easily access that support, with The USO Mobile Unit, “Sargent Sprinter” and a full-time center offering many valuable services and programs across the base. Marine Corps Base Camp Pendleton is the Corps’ largest West Coast expeditionary training facility and home of the I Marine Expeditionary Force. More than 38,000 military and family members occupy base housing and the base has a daytime population of 70,000 military and civilian personnel. As the first USO center on a Marine Corps Base, USO Camp Pendleton is unique but the mission remains the same- “strengthening America’s military service members by keeping them connected to family, home and country, throughout their service to the nation.” At Camp Pendleton, USO staff and volunteers have already held almost 300 events and brought together thousands of service members and their families in a variety of settings. Among other programs, USO Camp Pendleton holds a monthly “Craft and Coffee” event and regular “Make a Friend Mixers” for spouses, supports units and commands at holiday parties and other occasions and helps to support homecoming ceremonies across the base. have become an invaluable part of the USO mission at Camp Pendleton. Volunteers at USO Camp Pendleton provided more than 800 hours of service in the first 10 months of operation and come from all backgrounds - military spouses, parents and families and civilian members of the community looking to give back. Each is given the incredibly rewarding opportunity to experience life aboard Camp Pendleton and provide some relief and fun for service members. With the opening of the new physical center in March, USO staff and volunteers now have even more opportunities to provide support. The new center includes offices for USO Camp Pendleton staff and a space for Marines and their families to hang out. USO Camp Pendleton center director Ann Jarvis said that her staff is excited about the center opening after many months of working from coffee shops, the USO Mobile Unit and even their own garages! “My staff and I are so excited to have a home on Camp Pendleton where we can carry out our mission,” she said. “We are able to host programs at the center as well as open it to service members and their families to use as a lounge and a place to also call home.” Mrs. Jarvis said the center has five video game consoles, six computers with free printing, a lounge area and a bistro providing free snacks. Since 1952, Frontwave Credit Union, formerly Pacific Marine Credit Union, has served the financial needs of Marines and Community Members. I recently connected with Frontwave Credit Union’s Chief Marketing Officer, Todd Kern, to talk about their recent name change and exciting happenings at Frontwave Credit Union.

Q:

You just recently changed your name to Frontwave Credit Union. How did you come to this decision?

A:

Well Scott, we found that the name Pacific Marine Credit Union was polarizing and created confusion. We conducted a market research study in 2017 in which more than 25% of our members said that they did not feel a local friend would be able to use our credit union. Our own members! In fact two out of every three non-members in the community were unsure or felt that they could not use our credit union. Our name was not serving us well. After much discussion, we made a decision to change our name to better position us for continued growth and self-reliance as a not-forprofit credit union based in Oceanside.

So your decision to change your name was a strategic decision?

How did you determine and select your new name?

Through a lot of work. Our market research study included focus groups to get in-depth feedback from our members as well as non-members

BUSINESS, EDUCATION, AND COMMUNITY PARTNERSHIPS ARE KEY TO A STRONG WORKFORCE PIPELINE IN OCEANSIDE By Dr. Nicole Magnuson Executive Director Oceanside Promise Nearly 1,500 students graduate from Oceanside Unified School District (OUSD) high schools each year. With diploma in hand they are deemed ready for the next step whether pursuing a postsecondary degree or certificate, starting a job or joining the military. But, are they really prepared to meet the needs of local, regional, and global businesses? According to the results of 2018 Global Talent Shortage Survey conducted by the Manpower Group, 46% of participating USA companies reported difficulties in finding talent with the skills they need to fill open positions. Currently, only 41% of OUSD’s high school graduates meet California’s college and career readiness standards known as A-G Requirements. The biggest concerns employers reported included a lack of applicants, job-seekers expecting higher pay than they can offer, and inadequate experience. Furthermore, 27% of employers reported applicants short on necessary hard skills or human strengths. With skills in communicating (written and verbal), collaborating, and problem-solving cited as the most valued human strengths. These “skill and strength gaps” then require employers to ramp up education and training programs for new and retained employees, which ultimately impacts the bottom line. One solution is for the Oceanside business community to lead the charge in developing skilled talent right here within our city. By forging strong partnerships with schools, colleges, and nonprofit organizations, local businesses can not only influence, but also directly impact how students are being prepared for the workforce. For example, the Oceanside Chamber of Commerce is a key partner of the Oceanside Promise. The Promise is a community-wide partnership united by a shared vision of every child and young adult reaching their fullest potential in college, career, and life. Earlier this year, the Oceanside Promise partners launched the Latino Young Men Success Initiative with the goal of better preparing our community’s Latino young men for postsecondary and life success. The need

emerged from an analysis of school district and college persistence data which showed Latino young men were lagging their peers in graduating from high school college and career ready and earning college degrees. Furthermore, according to PolicyLink’s National Equity Atlas, there’s a persistent wage gap between North County’s Latino population and other racial/ethinic groups which has social and economic implications for us all. The Oceanside Promise’s Latino Young Men Success Initiative provides several opportunities for businesses to get involved including: • Hosting a paid internship or two this summer that provides students with real world experience in a field of interest; • Offering an experienceship with your business including a job-shadowing day, company tour, or opportunity to participate in a scheduled workforce training; • Signing up to be a mentor or speaker and sharing your professional journey with students as opportunities arise. Latino male mentors and role models from a variety of professions are especially needed; and/or • Sponsoring a paid internship at a nonprofit organization or small business by donating $2,500 per intern to the Oceanside Promise. continued on page 28

Van Orden is Immediate Past Chair of the Chamber Board of Directors and also serves as chair of its Military Affairs Forum. The purpose of the Measure X Citizens’ Oversight Committee is to review and report on the City compliance with the provisions of Measure X, particularly with respect to the City’s accounting and expenditure of Measure X revenues.
